Current condition, problems and prospects for the domestic tourism industry development are studied. The main aspects hindering the tourism industry development in the country are considered and require further solutions. The current normative legal acts regulating issues in the field of tourism are considered and the attention is focused on the lack of correlation between the normative regulation of the branch and the share of revenues from the provision of tourist services in the country's GDP. It is determined that further reorganization and development of tourism in our country is not possible without the active support and direct intervention of the state. The authors proposed the measures, the implementation of which will help harmonize national standards in the field of tourism and resorts with international standards and help improve the quality of the national tourism product. It is proved that the development of the tourism industry directly depends not only on strengthening state regulation of tourism at the national level, but also at the regional level, especially since the tourism management system at the regional and local levels in decentralization in Ukraine is far from perfect. Emphasis is placed on the need to implement EU legislation in the field of tourism and resorts, which contributes to the improvement of tourism legislation and developed recommendations for the implementation of mechanisms for tourism development in the country.

The phenomenon of rural tourism is known for a long time, now it holds a strong position in the global tourism industry. At national level the phenomenon of rural tourism takes a variety of forms, in which different approaches to the appropriate tourism product development and its integration with additional services are implemented. The study conducted by the author demonstrates that the success of rural tourism development depends on the efforts of national and regional regulatory agencies, as well as local government entities. The article presents established practices of support and regulation of rural tourism, summarizes scientific approaches to the formalization of the rural tourism state regulation and grouping of its functions. It is proved that the phenomenon of rural tourism appears at the intersection of three management objects: regional policy in terms of development of rural areas, tourism development policies, especially in diversification of the tourism product, as well as agriculture development policies, promotion of technologies and products. Based on the research results the author presents interpretation of the types of the rural tourism development public policies.

The article is devoted to the study of the history of state regulation in the tourist sphere in Ukraine, as a component of socio-political and economic development of the country. The peculiarities of the management of the industry at the time of Ukraine’s joining the USSR along with the presence of a bureaucratic and controlling apparatus were determined. The article focuses on the study of the history of the formation and development of state regulation of tourism commencing with the proclamation of Independence to the present. The need for a well-considered and competent approach to determining the place and role of the tourism industry in the current challenges is emphasized. At present, it is the acknowledged fact that in many countries of the world the tourism industry has long been established and is steadily developing, having a material base and providing work to millions of people, which undoubtedly positively influences the development of individual states. In Recent years, building of market economy model in our country requires the development of fundamentally new approaches to the formation of effective regulatory mechanisms in the field of domestic tourism. There is a number of problems in Ukraine that do not contribute to the development of the tourism sector, leading to significant destruction of economic and social relations in tourism industry. The reasons for the inefficient realization of the competitive advantages of Ukraine’s unique resource potential are the lack of a comprehensive system of public tourism management in the regions; subordination of establishments for temporary accommodation of tourists as well as sanatorium-resort, health and recreational establishments to different ministries and departments; imperfection and «scattering» of the legal framework; slow rate of growth of investments in the development of the material and financial facilities of tourism industry; lack of state support and a comprehensive approach to the promotion of the national tourism product in the domestic and international market of tourism services; insufficient level of information infrastructure development; imperfection of the database regarding tourist destinations etc.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

Основными средствами локализации нефтяных разливов в акваториях являются боновые заграждения. Несмотря на их повсеместное использование, в течение долгого времени отсутствовал национальный стандарт, регламентирующий требования к данному виду оборудования. Соответствующий стандарт - ГОСТ Р 58190-2018 - был введен в действие 1 апреля 2019 года. Основой для его создания стал нормативный документ ПАО «Транснефть», доработанный с учетом анализа зарубежного опыта нормирования требований к боновым заграждениям, опыта эксплуатации бонов морских тяжелых, состояния рынка данного вида оборудования, используемых материалов и технологий производства. ГОСТ Р 58190-2018 впервые определил боны морские тяжелые как отдельный класс боновых заграждений, установил и закрепил на национальном уровне требования к ним, что надо расценивать как важный шаг в обеспечении качества данного вида оборудования. В настоящей статье авторы, принимавшие участие в разработке стандарта, представляют анализ итогов разработки и рассматривают возникшие в связи с этим проблемные вопросы. Сформулированы рекомендации с целью повышения качества деятельности в области технического регулирования. Сделан вывод о целесообразности рассмотрения вопроса о создании в перспективе национального стандарта, определяющего основные типы боновых заграждений, требования к ним, рекомендации по применению. Опыт разработки ГОСТ Р 58190-2018 может быть распространен на другие виды оборудования и использован при разработке других национальных стандартов. The basic means for the containment of oil spills in water areas are booms. Despite its common usage, for a long period of time there were no national standard regulating the requirements to this kind of equipment. Such standard, GOST R 58190-2018, became effective on April 1, 2019. The basis for its establishment was Transneft PJSC reference document, which was revised with regard to the analysis of foreign experience in standardizing the requirements for booms, experience in operating heavyweight marine booms, the state of the market for such equipment, materials and production technologies used. GOST R 58190-2018 for the first time determined heavyweight marine booms as a separate group of defense booms, established and consolidated the requirements for such equipment effective on the national level. Within the present article the authors, who took part in the standard development, set forth the analysis of the development results and consider problems related to this issue. The authors present recommendations with the purpose of increasing the quality of measures taken in the field of technical regulation. The conclusion is made whether it is practical to consider the question of creating national standard, which defines basic types of defense booms in general, the requirements and application recommendations. The experience of developing GOST R 58190-2018 can also be applied to other types of equipment and used for the development of other national standards.

The article considers the competitiveness of the elements of the tourist infrastructure of Ukraine in comparison with some countries of the European Union, which are the leaders in tourist revenues and flows in the analyzed region. An analysis of the dynamics of tourism development in neighbouring Poland, which in the 90’s was in similar to the domestic starting conditions. The study made it possible to clearly reflect the reasons for the low demand for the national tourism product. After all, the lag in the quality of hotel and restaurant services is not the main reason for low interest in the domestic tourism market. Morally and physically outdated material and technical base of social, informational, financial, transport and other types of infrastructure makes Ukraine less attractive in the eyes of domestic tourists. And the low level of knowledge of foreign languages, non-compliance with legal norms and rules at the national level makes grazing the country in general unattractive for the demanding foreign tourist. The modern tourist, being able to choose the directions and quality of rest in today’s conditions, will not want to travel to a region with many unknowns, where they will not guarantee him peace, comfort and safety. That is why it is so important to analyze the level of development of some elements of tourism infrastructure in developed EU countries (Germany and the Netherlands) to indicate the consequences of its radical restructuring to ensure economic growth at the national level, where neighbouring Poland was chosen. With its rich natural and recreational resources, Ukraine can rightfully become a world leader in green, rural, health, active, cognitive tourism, and the diversity of landscapes combined with the temperate climate makes its landscapes especially attractive to tourists from highly urbanized areas. more and more.

The main resources for biomass agro-ecotechnologies are cereal straw residues, energy crops and emergent vegetation from wetlands. The herbaceous biomass is a material of low density (20 – 60kg/m3) therefore new mobile equipment and technologies for biomass comminution and densification have to be worked out. To guarantee the quality of biomass briquettes in the handling and usage process, sufficient durability of briquettes should be provided. National Standards of biomass briquettes should be worked out in accordance with the requirements of International Standards. Dependence of Ultimate shear stress on wheat stalk material particle size in biomass briquettes was investigated. It was stated that ultimate shear stress increases for particle size in briquettes less than 0.5mm. Peat additive improves the density and ultimate shear strength of briquettes, but peat in combustion process increases the ash content. Therefore it is not necessary to add peat more than 50% in briquetting composition. Durability of reed stalk briquettes ~1.7 times exceeds durability of wheat stalk briquettes. Maximal values of ultimate shear stress (1,5 MPa) and density (1,2 g/cm3) for pure peat (100%) briquettes was obtained.

There are several challenges on way to the forming modern international tourist center on the territory of Crimea meeting the criteria of a year-round, demand and competitiveness. The harmonization of tourism product’s prices and its quality is the main among them. Existing currently unbalanced price policy of tourist service enterprises in the territory of the peninsula could have a negative impact on the region’s image and lead to the loss of competitive position in the market of tourist services. This explains the relevance of this study and its purpose. The research aimed at evaluating the experience of successful development of tourism in foreign destinations and analyzing the factors influencing the pricing policy of tourist service enterprises in the Crimean destinations. To achieve the objectives of the study the authors analyze the approaches to the definition of "destination" and "image". There are a variety of definitions of these terms, but they are all focused on a consumer’s comprehensive perception of tourism product. The distinctive features of main consumer of tourist services in Crimea are established. The reasons for the success of tourism in the destinations in Turkey and Egypt are analyzed. The authors have revealed that the government's efforts to support enterprises in Crimean tourism industry create preconditions for improving the quality of tourism products and the introduction of pricing policies aimed at reducing prices. The article provides an analysis of the factors influencing the pricing policy of tourist service enterprises in Crimean destinations through the method of PEST-analysis. The authors concluded that the current pricing policy of the majority of tourist service companies on the territory of the Republic of Crimea, is apart from the pricing policy of its nearest competitors, does not meet the quality of service and, therefore, does not meet the expectations of the consumers.

Abstract BackgroundA key challenge for menstruating girls and women in low-resource countries is the inadequate and unreliable supply of menstrual products. Although development partners are implementing menstrual product interventions to address this challenge in Malawi, there is a paucity of information on the distribution of menstrual products and the acceptability of these interventions among users.MethodsWe conducted in-depth interviews with girls (n=20) and women (n=26) and 4 focus group discussions (FGDs) with women (n=35) and 7 FGDs with girls (n=60) to explore the acceptability of menstrual products interventions in 8 districts. Teachers (n=12), community leaders (n=6), community health workers (n=8) and service providers (n=9) were also interviewed to explore implementation issues and their views regarding the effect of menstrual products interventions on girls and women. Data were analyzed using content analysis.ResultsCommon menstrual products being promoted include locally made reusable pads, commercially made disposable pads and menstrual cups. Overall, adult women preferred reusable pads and young girls preferred disposable pads. Reported benefits of using any type of material distributed included enhanced cleanliness and reduced school absenteeism for girls. While community leaders and teachers applauded the use of disposable menstrual products they expressed concern that they are not affordable for an average Malawian and bemoaned the indiscriminate disposal of used disposable pads. Women and girls highlighted their lack of facilities to effectively wash and dry reusable pads. Service providers bemoaned poor coordination and the lack of national standards to regulate the quality of menstrual products distributed at national level. Improved inclusion of males and health workers could enhance the sustainability of programmes. Conclusion While the available menstrual products interventions are acceptable among participants, we note several challenges including affordability, poor disposal methods, lack of attention on sanitation facilities and the lack of standard protocols to regulate the quality of menstrual products. Recommendations to address these issues are reported.

After regaining independence in 1991, various sectors of the tourism industry in Latvia are united in professional associations. They represent various stakeholders of the industry in all processes important for tourism development and are part of the tourism management system of Latvia. So far, there has been no specific research conducted on the role of professional tourism organisations in Latvia. Therefore, the aim of this paper is to evaluate the achievements and future prospects of the activities performed by the national level professional tourism associations of Latvia. The empirical part of the research is based on the qualitative research methods – document analysis and structured interviews with board members and members of associations, as well as with a senior official at the Ministry of Economy of the Republic of Latvia. Research results reveal that the role of those organisations in Latvia is valuable and bring about a positive impact on the tourism industry. Despite the variety of opinions, the majority of interviewees believe that in the course of the next 5 years there will be an increasingly strong influence of associations on the development of tourism in Latvia.

The paper grounds that the existing potential of the tourism industry of Ukraine can be realized through the introduction of efficient logistic approaches for the development of tourism and recreation and management of tourist enterprises. Based on modern knowledge of the theory and practice of tourism management, a logistic strategy in tourism business serves for the creation of tourism product which is highly competitive in the global market due to implementation efficient management decision upon each component of the logistics system of the company. The paper reveals the essence and major functions of accounting and analytical subsystem of logistic management of tourism companies that enables to shorten the duration of the operating cycle, improve the quality and expand the range of travel services, and increase the flexibility of the travel service. The paper concludes that efficient accounting and analytical subsystem of logistic management gives travel companies wide opportunities to gain competitive advantages on global travel market.
