Information and communication technology has opened up both challenges and opportunities for the process of communication. This is particularly true for communicating effectively and efficiently in the digital age, where unique problems of creation and distortion, especially misinformation and bias, can arise. In addition, the broad diffusion of a communication medium eventually prompts both the public and private sectors to establish mechanisms to regulate that medium under the rubric of the public interest. Sometimes this can happen through self-censorship on the part of the industry, while other times it requires the institution of governmental law and regulation. The emergence of the Internet as a mass communication system has raised questions about how this medium can function to benefit society, as well as concerns about its potential harm. Focusing on the nexus of the process of communication and the limitations and prospects of information technology, this panel explores some of the major concerns of the digital age from a legal and policy perspective. The topics to be covered through interactive discussion include: anonymous speech and cybersmearing; the nature of publication and misinformation; and Internet content filtering, freedom of speech, and intellectual property

The Information and Communication Technology Master Plan—ICTMP—is an important tool for the achievement of the strategic business objectives of public and private organizations. In the public sector, these objectives are closely related to the provision of benefits to society. Information and Communication Technology (ICT) actions are present in all organizational processes and involves size-able budgets. The risks inherent in the planning of ICT actions need to be considered for ICT to add value to the business and to maximize the return on investment to the population. In this context, this work intends to examine the use of risk management processes in the development of ICTMPs in the Brazilian public sector.

The adoption of Information and Communication Technology (ICT) to organize, integrate, coordinate and manage various activities has become the catalyst for organizational change. The impact of these changes in the public sector have been to change the type of work being performed, demand new levels of productivity and efficiency from those performing the work, and call for a fundamental restructuring of the public sector to reflect the value systems of an information age. The literature on the organizational impacts of Information and Communication Technology have pointed to mixed findings about the success of information technology enabled organizational change, suggesting that the success of such change efforts depends on the combination of technical and social influences. Despite any potential for organizational change in the private sector, information technologies have not been associated with organizational transformation in the public sector. It is suggested that for the public sector to begin reaping the benefits of Information and Communication Technology, public sector managers are going to need to become change agents and manage the change process by managing the technology. <BR>

The development of information and communication technology has not only changed the way people communicate, but also trading methods. The public has begun to get used to making transactions with information technology. This can be seen with the growth of online stores that offer a variety of products. As SMEs, the change in people's paradigm in transactions must be followed by offers or transactions with information technology. This opportunity must be anticipated by the SMEs. Efforts to support the use of the internet as a promotional medium are to use the MSME information system. This MSME information system is designed to promote MSME principals especially those in Bantul district. In order for the use of this MSME information system to work properly, there needs to be training and assistance in using the system. Mentoring activities have been carried out, especially for community groups incorporated in the Bantul district community information group.

The research aims to determine the effect of information and communication technology in raising the level of efficiency of workers in the public authority for the maintenance of irrigation and drainage projects, which require research and study to improve the level of life performance. By answering the following question: Is there a role for information and communication technology on the level of staff competence? In order to achieve the objectives of the research, data were collected using a questionnaire distributed to a selected sample from different departments, different age groups and academic achievement, whose number reached (100). To test the research hypotheses and determine the effect relationship, the statistical method (multiple linear regression) was used with a significant level (0.05,0.01).The results of the research proved the acceptance of most of the hypotheses, and the research was concluded with a set of conclusions and recommendations indicating the existence of a significant impact on the morale of information and communication technology in raising the level of efficiency of workers. The research presented a set of recommendations, the most important of employees which are (the necessity of using information and communication technology in developing control departments and accounts and raising the efficiency and effectiveness of the working in them in order to keep abreast of recent developments in the fields of information technology by holding workshops and specialized courses) Key Words: Information Technology, Communication, Personnel (Human Resources)

During the last two decades knowledge based development has become an important mechanism for knowledge economies. In a knowledge economy information and communication technology is extensively seen as a potentially beneficial set of instruments, which may improve the welfare and competitiveness of nations and cities. At present both public and private actors aim to exploit the expected benefits of information and communication technology developments. These technologies offer unprecedented promise for social and economic development on all global, national, regional, urban, and local levels. Therefore this chapter seeks to investigate the potential of information and communication technology policy at both regional and urban levels, and in particular to shed light on various factors that influence urban information technology policies in the public domain. The chapter sets out to explain the knowledge based urban development processes and challenges and opportunities in information acceptance and use in urban policy making in Queensland, Australia. This chapter draws on providing a clear understanding on policy frameworks and relevant technology applications of the Queensland ‘Smart State’ experience.

Abstract: Along with advances in information technology that is increasingly changing and encouraging various efforts to change, where the Sei Harapan Sekupang community is still unfamiliar with information and communication technology, many people, especially school children and adolescents who still do not understand the application of information technology in the field of blogging and also still lack of understanding of the application of ICT, especially applications that are on the computer, therefore the purpose of this coaching is to invite the Sei Harapan community to find out the use of information technology in the field of Blogging. In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

The financial system is one of the primary users of information technology, which in recent decades has experienced phenomenal progress. This chapter discusses how information and communication technology has changed the financial system, and what policy challenges arise from the interactions of information technology progress and financial innovation. I focus on the asset management and banking industries. In the case of asset management, progress in information technology has partially transformed the industry, and potentially made it more efficient. In the case of banking, the industry has been changed profoundly, has grown significantly, but at the same time it has become more fragile. The chapter discusses the implications of these phenomena for policymaking.

AbstractOver the last year, the dangerous severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has spread rapidly around the world. Malaysia has not been excluded from this COVID-19 pandemic. The resurgence of COVID-19 cases has overwhelmed the public healthcare system and overloaded the healthcare resources. Ministry of Health (MOH) Malaysia has adopted an Emergency Ordinance (EO) to instruct private hospitals to receive both COVID-19 and non-COVID-19 patients to reduce the strain on public facilities. The treatment of COVID-19 patients at private hospitals could help to boost the bed and critical care occupancy. However, with the absence of insurance coverage because COVID-19 is categorised as pandemic-related diseases, there are some challenges and opportunities posed by the treatment fees management. Another major issue in the collaboration between public and private hospitals is the willingness of private medical consultants to participate in the management of COVID-19 patients, because medical consultants in private hospitals in Malaysia are not hospital employees, but what are termed “private contractors” who provide patient care services to the hospitals. Other collaborative measures with private healthcare providers, e.g. tele-conferencing by private medical clinics to monitor COVID-19 patients and the rollout of national vaccination programme. The public and private healthcare partnership must be enhanced, and continue to find effective ways to collaborate further to combat the pandemic. The MOH, private healthcare sectors and insurance providers need to have a synergistic COVID-19 treatment plans to ensure public as well as insurance policy holders have equal opportunities for COVID-19 screening tests, vaccinations and treatment.
