O presente artigo é derivado de um diagnóstico da Controladoria Geral do Distrito Federal (CGDF) e tem por objetivo tanto analisar as práticas de licitações sustentáveis executadas por aquele órgão à luz da legislação vigente quanto  realizar uma intervenção no governo local com o intuito de promover a implementação de licitações sustentáveis no âmbito de todo o Governo do Distrito Federal, valendo-se do papel fiscalizador da CGDF e colocando-a como disseminadora de uma cultura consumerista responsável por parte da Administração Pública local. Os autores realizaram entrevistas semiestruturadas com gestores e colaboradores da CGDF nos meses de março a junho de 2016 e, com base em suas observações de campo, propuseram a elaboração de um Guia Prático de Licitações Sustentáveis e de um Catálogo de Materiais e Serviços Socioambientais, a serem adotados primeiramente como referências para todos os órgãos ao Governo do Distrito Federal, por meio de ações espontâneas de gestores públicos ou por força de Decreto em um momento posterior. This article is derived from a diagnosis of the Controladoria-Geral do Distrito Federal (CGDF) and has the objective of analyzing the sustainable bidding practices executed by that body in light of the current legislation, as well as to carry out an intervention in the local government with the purpose of promoting the implementation of sustainable bids within the entire Federal District Government, using CGDF's supervisory role and placing it as a disseminator of a responsible consumer culture on the part of the local Public Administration. The authors conducted semi-structured interviews with CGDF managers and collaborators from March to June 2016 and, based on their field observations, proposed the preparation of a Practical Guide to Sustainable Tenders and a Catalog of Socio-Environmental Materials and Services, the be adopted first as references for all organs to the Government of the Federal District, by means of spontaneous actions of public managers or by virtue of Decree at a later time.

<p><strong>AS ESCOLAS DE GOVERNO NA PROFISSIONALIZAÇÃO DA BUROCRACIA BRASILEIRA </strong></p><p><strong>Resumo:</strong> O presente trabalho se destina a demonstrar os avanços alcançados pelas escolas de governo e sua contribuição para a profissionalização do serviço público, tomando por base a análise das três principais escolas de governo federais: Instituto Rio Branco – IRBr, Escola Nacional de Administração Pública – ENAP e Escola de Administração Fazendária – ESAF. O trabalho defende a importância das escolas e de seus cursos, especialmente os de formação inicial, para o êxito das carreiras de servidores públicos. Nesse cenário, dedica-se atenção ao indissociável desenvolvimento conjunto da ENAP e da carreira de gestores governamentais.No plano federativo, o trabalho apresenta proposta do autor para a reestruturação da Escola de Governo do Distrito Federal – EGOV/DF, que foi em grande parte aproveitada pela gestão daquela entidade iniciada em 2015. Em todas as escolas analisadas, constata-se a importância da capacidade de articulação institucional para seu aprimoramento e para o compartilhamento de saberes com os servidores públicos.</p><p><strong>Palavras-chaves:</strong> Administração Pública; Escolas de Governo; Servidores Públicos; Capacitação; Políticas públicas.</p><p><strong>THE GOVERNMENT SCHOOLS IN THE PROFESSIONALIZATION OF BRAZILIAN BUREAUCRACY </strong></p><p><strong>Abstract:</strong> The present work is aimed at demonstrating the advances made by the government schools and their contribution to the professionalization of the public service, based on the analysis of the three main federal government schools: Rio Branco Institute - IRBr, National School of Public Administration - ENAP and School of Finance Administration - ESAF. The work defends the importance of schools and their courses, especially those of initial formation, for the success of the careers of public servants. In this scenario, attention is devoted to the inseparable joint development of ENAP and the career of governmental managers. In the federative plane, the paper presents the author's proposal for the restructuring of the School of Government of the Federal District - EGOV / DF, which was largely Used by the management of that entity started in 2015. Purpose: This study aimed to analyze the disaster management of the Malaka Regency Government in flood disaster management. Research methodology: The research method used in this study is a qualitative research method. The informants in this study were elements of the government as well as elements of society consisting of the Flood Victims Community. The analysis technique in this study uses data analysis developed by Miles and Huberman (2014: 10) as follows; (a) data reduction (b) data display and (c) concluding. Finding: The result of this research is that the Malaka Regency Government's disaster management in flood disaster management has implemented the best management even though it is still not optimal. Limitations: This study's limitation is that this study only discusses the disaster management of the Malaka district government in overcoming the floods that occurred there. The literature perceives governments’ websites as an effective tool for increasing information delivery, user interaction, and the government services’ supply, being the most visible aspects of citizens concerning public management. However, the interaction of citizens with governments is still unclear. The practical implications of conducting e-government, capable of expanding this relationship, are still invisible. This study aims to provide an understanding of how governments’ websites are used as an e-government tool in local governments, highlighting how e-government concepts have been empirically employed. The study takes a qualitative approach, examining five municipalities in a microregion in the Brazilian state of Bahia. We gathered the data using a triangulation process that included semi-structured interviews, analysis of the websites, and opinion questionnaires to the citizens. Our research shows that governments lack compelling actions and coordinated internal procedures, resulting in a gap between practice and digital governance policies, resulting in low citizens' participation, and unfamiliarity with government communication channels. The study contributes to the e-government literature by offering further insight into how people and organizations influence technology use, providing elements that can guide motivated public managers to increase relationships and communication with society. We highlight the need to investigate the phenomenon of digital transformation in governments at the organizational level.

Este trabajo tiene el propósito de reflexionar acerca de la génesis del proyecto educativo impulsado por el Gobierno del Distrito Federal (GDF) –el cual ya está en marcha atendiendo el nivel medio superior a través del Sistema de Bachillerato del Gobierno del Distrito Federal, y el nivel superior con la creación de la Universidad de la Ciudad de México (UCM)–, considerando los documentos oficiales que registran su creación, así como algunas de las reacciones que suscitó en  distintos actores vinculados al tema de la educación, en un primer momento, este proyecto.AbstractThis work proposes to reflect on the genesis of the educative project prompted by the Federal District Government (GDF), Mexico City, which is nowadays working at the secondary higher education level through the High School System of the Federal District Government, and at the higher education level with the creation of the Universidad de la Ciudad de México (UCM), considering the official documents that register its creation, as well as some of the first reactions that arouse from this project in different areas linked to the topic of educational.

<p>The internet contributes for the reduction of information asymmetries between the government and the society through the transparency, because provides an environment of analysis and reflection through the information publicized by the public managers. At any level of the Public Administration, the management must be efficient and transparent, so, the general objective of this research is to verify the level of transparency of websites of the federal universities in the South of Brazil in the year of 2014 based on what the Brazilian legislation determines. Through adaptation and application of the model proposed by Nunes (2013) for measurement of the level of transparency based on the Brazilian legislation, this work seeks to providing contribution to the researches about transparency in the public sector. In the evaluation the information content, usability of the websites and data availability were considered, distributed in a set of 25 descriptors based on the Brazilian legislation. Based on the analysis made, it has been possible to find out that the group of universities analyzed showed good transparency practices. Globally three universities showed excellent transparency level; yet most universities have improvements to be made in their websites. Federal University of Santa Catarina stood out for reaching the highest transparency level among federal universities in the south. To enable the construction of a transparency map, for future works is recommended the use of the model in universities from other regions of the country.</p>

Purpose: The purpose of this study was to examine the human resource capacity of the Head of Personnel Subdivision in the Organization of the Scope of the Malaka Regency Government, to find out supporting factors and constraints of the Human Resources Capacity its function and to find out the efforts taken by the Organization of the Regional Government of the Malaka Regency in increasing the capacity of Human Resources Head of Personnel Sub Division. Research methodology: The research method used in research was qualitative research methods with the type of case studies. Results: This study’s results are that human resource capacity is inadequate due to the low educational qualifications held by the Head of Personnel Sub-division within the scope of the Malaka district government. Limitation: This study’s limitation is that this research only focuses on the phenomena in the Malaka Regency so that the results of similar research can produce different findings if carried out on other research objects. Contribution: This research’s contribution is that it can provide scientific information for students of public administration programs and can be a scientific reference in the formulation and development of civil service innovations within the local government of Malaka Regency.

Uno de los objetivos de este trabajo es aportar elementos que permitan caracterizar un proceso de gentrificación en un contexto latinoamericano, diferenciándolo de las características del discurso dominante en casos de estudio de ciudades norteamericanas y de Europa occidental. Esto mediante un diálogo, por un lado, entre el estado del arte de la gentrificación, y por otro lado, mediante un análisis de las transformaciones que caracterizan a la colonia Condesa en la Ciudad de México. La información del caso de estudio se obtuvo de diversas instituciones públicas, por medio de la Ley de Transparencia y Acceso a la Información Pública del Distrito Federal, levantamiento de uso de suelo y entrevistas semiestructuradas a actores clave. One objective of this work is to provide elements to characterize a process of gentrification in a Latin American context, differentiating features of the dominant discourse on case studies of American and Western European cities. This through a dialogue, on the one hand, between the state of the art of gentrification, and secondly, through an analysis of the transformations that characterize the Condesa neighborhood in Mexico City. The case study information was obtained from various public institutions, through the Law of Transparency and Access to Public Information of the Federal District, land use survey and semi-structured interviews with key actors. This study identifies the benefits that traditional communities receive from the tropical rain forest in New Guinea, Indonesia. In this study, various benefit sharing schema developed by forest concession holder are assessed to understand the precise outcome compared to traditional welfare solutions. It further aims to identify benefit sharing schemas applied by concession investors in the forest sector and assesses these schema based on equitable principles. A questionnaire and semi‑structured interviews were used to collect data from traditional communities, concession holders, and the government. Interviews and field observations were randomly conducted and then analyzed for both quantitative and qualitative descriptions. The results indicate that there were five benefits sharing schemas i.e., those based on financial schema, based on the market, based on infrastructure, based on social management, and based on the transfer of knowledge and technology. Overall, all the schemas that were developed did not fulfil the same criteria. However, there were only two schemas that were considered to be equal and efficient: the financial based‑schema and infrastructure based‑schema. This is indicated by the larger number of criteria and requirements that they fulfil. Yet, all the schemas still present various conflicts either between customary communities and the government or between the communities and investors.

En estas páginas vamos a hablar de conflictos ambientalistas en perspectiva histórica. Se presentarán dos estudios de caso en torno al servicio público o privado del agua en la Ciudad de México y al abastecimiento de la misma desde el Desierto de los Leones durante el porfiriato. Las partes en el conflicto serán: los empresarios particulares, el gobierno del Ayuntamiento de la Ciudad de México, el gobierno del Distrito Federal y el poder central. Presentaremos el conflicto como una parte del enfrentamiento entre el poder local y el poder central en un momento crítico de la historia mexicana previo a la Revolución, e introduciremos en el debate la preocupación del momento por cuestiones ambientales. Producto de este enfrentamiento fueron las primeras leyes de protección ambiental entendidas como defensa de un “proyecto nacional” en el que se considera la defensa del medio ambiente como defensa del patrimonio de la nación. AbstractThis paper discusses environmentalist conflicts in a historical perspective. Two case studies will be presented on public and private water service in Mexico City and water supplies from Desierto de los Leones during the time of Porfirio Díaz. The parties in the conflict include: private entrepreneurs, the Mexico City Town Hall government, the Federal District government and central power. The conflict is presented as part of a con­frontation between local and central power at a critical point in Mexican history prior to the Revolution and the debate will include environmental concerns of the time. This confrontation led to the first laws of environmental protection, understood as the defense of a “national Project” in which the defense of the environment is regarded as the defense of the nation’s heritage.

Information technology brings us to the paradigmatic question of studying data in the context of e-Science and Citizen Science. The proposal seeks to make an applied reflection between e-Science in the light of Information Science and its relationship with the dissemination of open government data, proposing to verify from the availability of these data, whether the public administration is complying with principles related to advertising, transparency and access to information by the government. We sought to verify whether the municipalities that make part of the Umbuzeiro microregion in the State of Paraíba are making government data available in real time, as required by law. The methodology used corresponds to documentary and descriptive research, with data treatment performed by simple statistics through the LibreOffice Calc application. The results show that the municipalities studied are incipient in relation to the “real time” requirement, deserving more attention from public managers on this point.
