The main issue for discussion at the round table was the current state of the religious situation in the Lower Volga region (Astrakhan, Volgograd, Saratov regions) and the technology of stabilization of ethno-confessional relations. The article deals with the problems of ensuring religious security, particularly the identification of religious extremist sentiments, interconfessional tensions in the Lower Volga region. As the mechanisms of stabilization the speakers highlighted the increasing role of national and cultural autonomies of the Lower Volga region in the stabilization of national and religious relations. The materials also present scientific and practical recommendations to the state authorities of the constituent entities of the Russian Federation to minimize socio-religious risks.

The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.

Relevance One of the priority directions of selection is the creation of varieties that are most adapted to local conditions with high productivity. Methods The object of study – varieties and hybrids of pumpkin of three Botanical species: Cucurbita maxima, Cucurbita moschata and Cucurbita pepo. The purpose of the work is the creation and introduction into production of high-yielding varieties of pumpkin with high quality fruits, resistant to bio-and abiotic conditions of the lower Volga region. Research objectives: the study of varietal diversity and identification of genetic sources adapted to the conditions of the region; artificial hybridization, evaluation of the obtained source material on the main economic and valuable features, selection of the best hybrid combinations and testing them in comparison with the best zoned varieties. Results The collection identified genetic sources of productivity: Chino, Sviten, Kham, Creen Warted Habbard, Zukat, Arina, Madam; the quality of the fruit: Sorme poire, Burgess Buttercup Wintes, Malishka, Duchess, Konfetka. Using the selected genetic sources in crossbreeding, new hybrid combinations were obtained, after testing of which the source material for breeding was formed in the hybrid nursery. The table shows the characteristics of the best hybrid populations of pumpkin species S. maxima, S. moschata. The best zoned varieties of table pumpkin created in recent years. Izyashnaya – medium-ripe, shortleaved, high-yielding (17.0-26.0 t/ha), with high quality fruits (12.0-16.0% solids); Izobilie – yield (18.0-25.0 t/ha), drought-resistant; Romantika – medium-ripe, resistant to powdery mildew, yielding (16.0-20.0 t/ha), high quality fruits (10.0-15.0% dry-VA, 60.4 mg% carotene).

The article considers the features of creating an artificial neural network (ANN) for modelling and forecasting the dynamics of long-term time series (TS) levels of grain yield in arid conditions on the example of the Lower Volga region of the Russian Federation. In order to increase the validity of the choice of architecture and macroparameters developed by ANN, statistical characteristics of the simulated TS were analysed. The autocorrelation function of distribution of levels of long-term series of grain yields is constructed. It is proposed to take into account the characteristics of time lags of autocorrelation functions when selecting ins macroparameters for predicting BP yield. On the basis of preliminary statistical analysis, "peaks" corresponding to the time lags of the autocorrelation function, whose values are determined for different groups of grain crops, are identified. The obtained values are recommended to be taken into account when selecting the value of the time window parameter when constructing neural network models of productivity. This is the basis of the proposed information technology for building ins for predicting crop yields. The results of neural network modelling and yield forecasting can be successfully used for managing agricultural production, including in the arid conditions of the Lower Volga region of the Russian Federation.

The present article investigates the plant communities of the Middle and Lower Volga region that contain Globularia bisnagarica L. (G. punctate Lapeyr., G. willkommii Nylan) – the species listed in the Red Book of the Russian Federation, the Republic of Bashkortostan, the Republic of Tatarstan, the Stavropol Krai, the Orenburg, Samara, Saratov and Ulyanovsk Province, and Kazakhstan. The paper provides the geo-botanical description as well as the ecological and coenotic properties of 13 plant communities located in the Middle and Lower Volga region (the Ulyanovsk, Saratov and Samara Provinces). It is shown that the studied communities are confined to the elevated elements of relief where soil erosion usually takes place and bedrock gets exposed. Most communities grow on proto-soils – namely, carbonated. In general, the communities under study include 141 vascular species. In individual communities, the total projective cover fluctuates from 25 to 90%; the number of species varies from 29 to 43. Furthermore, the study subdivides the communities containing G. bisnagarica into 10 types. The level of set similarity is rather low (IBD is mere 19.5%). Finally, based on the bio-morphological content, most species in the studied communities are classified as hemicryptophytes, which is typical for the moderately cold zones of the Holarctic realm. Among trophomorphs, mesotrophs are predominant (62%); while oligotrophs are a third as many.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
