Development of School Education in South Ossetia in the XIX-early XX Centuries

After the annexation of Ossetia to the Russian Empire, the formation of national education begins. The decisive factor here was that the origins of the formation of the Ossetian school were national cadres – people’s educators and clergy. The process of formation of education was particularly difficult on the territory of South Ossetia. This was due to a number of reasons, the main of which was the geography of the region almost entirely consisting of mountainous terrain. Another negative factor was that the teaching was conducted in Georgian (unlike in North Ossetia), Russian was less accessible here. The development of school education in South Ossetia went along with the revival of the Church organization, since all the first schools were built at churches (parochial) and the first teachers were clergymen. The learning process was mainly limited to the study of the Georgian and Russian alphabets, as well as the Law of God with the study of prayers in the Georgian language. The development of national school education was initiated by the Ossetian spiritual Commission (The First (established in Tiflis in 1816), and then the Second), which is associated with the construction of the first schools in South Ossetia. The first school was Java, then Cheselt, Bekmar and Yedys, built in four different districts of the region in 1826. Large-scale school construction here begins only in the second half of the XIX century and is associated with the Society for the restoration of Orthodox Christianity in the Caucasus. This Society, which replaced the second Ossetian Spiritual Commission, abolished in 1867, existed until 1917. School affairs were also part of her department. It is noteworthy that in South Ossetia, women’s education appears almost simultaneously with men’s, but, unlike the latter, all open schools for girls, after a short time, ceased to function. Later, in addition to parochial schools, so-called Ministerial schools (i.e. secular schools of the Ministry of public education) appeared. The first (Ministerial) school was opened in Tskhinvali in 1881. The entire school network of South Ossetia before the revolution consisted of 28 parochial and Ministerial schools and one “higher primary school”, covering 1,896 students.

Abstract: A series of imperial decrees of the 1820s ordering the establishment of a Greco-Uniate Theological Collegium and appropriate consistories contributed to the spread of the autocratic synodal system of government and the establishment of control over Greek Uniate church institutions in the annexed territories of Right-Bank Ukraine. As a result, the Greco-Uniate Church was put on hold in favor of the government's favorable grounds for the rapid localization of its activities. Basilian accusations of supporting the Polish November Uprising of 1830-1831 made it possible to liquidate the OSBM and most monasteries. The transfer of the Pochaiv Monastery to the ownership of the Orthodox clergy in 1831 was a milestone in the liquidation of the Greco-Uniate Church and the establishment of a Russian-style Orthodox mono-confessionalism. On the basis of archival documents, the political motivation of the emperor's decree to confiscate the Pochayiv Monastery from the Basilians with all its property and capital was confirmed. The transfer to the category of monasteries of the 1st class and the granting of the status of a lavra indicated its special role in strengthening the position of the autocracy in the western region of the Russian Empire. The orders of the Holy Synod outline the key tasks of ensuring the viability of the Lavra as an Orthodox religious center: the introduction of continuous worship, strengthening the personal composition of the population, delimitation of spiritual responsibilities, clarifying the affiliation of the printing house. However, maintaining the rhythm of worship and financial and economic activities established by the Basilians proved to be a difficult task, the solution of which required ten years of hard work. In order to make quick changes in the monastery, decisions were made by the emperor and senior government officials, and government agencies were involved at the local level, which required the coordination of actions of all parties to the process.

The subject of the study establishes the nature of the legal profession, peculiarities of formation of the legal profession of the nineteenth century, and the conditions past development of the legal profession in the Russian Empire and the first steps in the reformation of jury legal profession, providing information on references to judicial representation in the oldest monuments of the Russian Empire of the XIX century. Some features of the judicial counter-reform of 1864, which served as the beginning of the emergence and appearance of the juried bar, are described. The problems worthy on the way of self-origin and improvement of legal Institute of bar, the developed aspects of the organization and work of bar in the course of its formation were revealed. The embodiment of the ancient and later foundations of independence, the legality of corporatism, self-government and equality of lawyers. The test of reconstruction of one of the first and important legal institutions of representation of judicial and source studies of the Russian Empire is carried out. The key conclusions that determined the practice of our time, state political work, which formed the basis of the judicial and legal system of the state, are established.

Проводимые мероприятия опирались на достижения русской педагогической мысли и военной педагогики. Комплекс управленческих решений был теоретически обоснованным, проводился последовательно и поступательно, до достижения необходимого положительного результата. Решить масштабные и сложные задачи оптимизации процесса военного образования было бы невозможно без усиления внимания к социально-гуманитарным дисциплинам, преподаваемых в военно-учебных заведениях. Накопленный исторический опыт реализации принятых управленческих решений актуален и востребован в настоящее время. the article substantiates the objective need to change the management system of military education in the framework of military reform in the second half of the XIX century. The events were based on the achievements of Russian pedagogical thought and military pedagogy. It is emphasized that the complex of management decisions was theoretically justified, carried out consistently and progressively, until the necessary positive result was achieved. It would be impossible to solve these large–scale and complex tasks of optimizing the process of military education without increasing attention to the social and humanitarian disciplines taught in military educational institutions. The accumulated historical experience of implementing management decisions is relevant and may be in demand at the present time.

The Delta Project is in its final stage. In 1974 it was subjected to political reconsideration, but it is scheduled now for completion in 1987. The final touches are being put to the storm-surge barrier and two compartment dams that divide the Oosterschelde into three areas: one tidal, one with reduced tide, and one a freshwater lake. Compartmentalization will result in 13% of channels, 45% of intertidal flats and 59% of salt marshes being lost. There is a net gain of 7% of shallow-water areas. Human interventions with large scale impacts are not new in the Oosterschelde but the large scale and short time in which these interventions are taking place are, as is the creation of a controlled tidal system. This article focusses on the area with reduced tide and compares resent day and expected characteristics. In this reduced tidal part salt marshes will extend by 30–70%; intertidal flats will erode to a lower level and at their edges, and the area of shallow water will increase by 47%. Biomass production on the intertidal flats will decrease, with consequences for crustaceans, fishes and birds. The maximum number of waders counted on one day and the number of ‘bird-days' will decrease drastically, with negative effects for the wader populations of western Europe. The net area with a hard substratum in the reduced tidal part has more than doubled. Channels will become shallower. Detritus import will not change significantly. Stratification and oxygen depletion will be rare and local. The operation of the storm-surge barrier and the closure strategy chosen are very important for the ecosystem. Two optional closure strategies can be followed without any additional environmental consequences. It was essential to determine a clearly defined plan of action for the whole area, and to make land-use choices from the outset. How this was done is briefly described.

Seagrass planting techniques have shown to be an effective tool for restoring degraded meadows and ecosystem function. In the Mediterranean Sea, most restoration efforts have been addressed to the endemic seagrass Posidonia oceanica, but cost-benefit analyses have shown unpromising results. This study aimed at evaluating the effectiveness of environmental engineering techniques generally employed in terrestrial systems to restore the P. oceanica meadows: two different restoration efforts were considered, either exploring non-degradable mats or, for the first time, degradable mats. Both of them provided encouraging results, as the loss of transplanting plots was null or very low and the survival of cuttings stabilized to about 50%. Data collected are to be considered positive as the survived cuttings are enough to allow the future spread of the patches. The utilized techniques provided a cost-effective restoration tool likely affordable for large-scale projects, as the methods allowed to set up a wide bottom surface to restore in a relatively short time without any particular expensive device. Moreover, the mats, comparing with other anchoring methods, enhanced the colonization of other organisms such as macroalgae and sessile invertebrates, contributing to generate a natural habitat.

Metal-organic frameworks (MOFs) have been used in adsorption, separation, catalysis, sensing, photo/electro/magnetics, and biomedical fields because of their unique periodic pore structure and excellent properties and have become a hot research topic in recent years. Ball milling is a method of small pollution, short time-consumption, and large-scale synthesis of MOFs. In recent years, many important advances have been made. In this paper, the influencing factors of MOFs synthesized by grinding were reviewed systematically from four aspects: auxiliary additives, metal sources, organic linkers, and reaction specific conditions (such as frequency, reaction time, and mass ratio of ball and raw materials). The prospect for the future development of the synthesis of MOFs by grinding was proposed.
