The growth of agricultural exports is due to a focused state policy that ensures the development of the Russian agro-industrial complex. The mechanisms used to stimulate agricultural and food exports are divided into general (federal) and individual financial and non-financial support instruments (regional), have different degrees of demand by agricultural producers and different regional involvement in their application. There was an increase in exports, a low share in the export of deep processing products, a discrepancy between the placement of agricultural production and the structure of exports, an expansion of state support measures, their positive and negative impact on the market, various regional involvement in export processes, and a high concentration of exports in the Rostov region.

Agriculture is one of the high-risk sectors of the agro-industrial complex, which operates under the influence of internal and external risks. The results of the activities of agricultural producers are directly related not only to the amount and quality of labor, the level of technology and technology used, but also to the objective high risk conditions for agricultural production. Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. It is necessary to establish a system of organizational and economic measures to reduce the negative impact of risk factors on the production and financial results of agricultural enterprises

Despite the high potential of agricultural production and the fact that Russia is among the world leaders in the production of some agricultural products, today Russia often tops the rankings of the world’s leading importers rather than exporters. While earlier the main task was to meet domestic demand, now it is generally possible to speak about the solution of the food security problem in Russia. One of the key areas of the long-term strategy for the development of agro-industrial complex is the creation of conditions for the development of exports and the expansion of the structure of exported goods. The purpose of the study is to analyze the current level and trends in the development of agricultural exports, as well as to analyze key methods and priority directions of its state support. As a result of the analysis of the current level and trends in the development of agricultural exports, the main export products and main buyers were identified, the growth of agricultural exports was shown, the geography of agricultural exports was specified, measures of state support were identified. The main problems impeding the expansion of export potential of domestic agricultural production in modern conditions are as follows: poor competitiveness of exported agricultural products, insufficient level of knowledge and experience of agricultural producers to carry out export activities, shortcomings in the registration and certification of products, strict phytosanitary supervision, insufficient financing for the development of export potential. Having studied trends in the development of exports of agricultural products of the Russian Federation, its potential and opportunities for expansion were proved. For this purpose, the federal project “Export of agricultural products” was adopted and implemented. The following areas of state support for agricultural exports are defined as efficient ones: concessional lending, compensation of costs for transportation of products, compensation of costs for certification of products, support of oil crops production. It should be taken into account that the support is provided by means of financial and non-financial instruments, the list of which is constantly updated in accordance with the requests of service recipients.

Subject. The article considers financial regulation through the use of tax mechanisms. Objectives. The aim of the study is to evaluate European and Ukrainian practices of fiscal incentives for farming through fiscal instruments with VAT playing the key role. Methods. In the study we employed economic and statistical research methods, like monographic, comparison, scientific generalization. Results. Based on the analysis of VAT implementation on farmers in developed countries in Europe we substantiated the conclusion about its focus on simplifying the tax procedures and eliminating the negative impact on operations of economic entities. Special tax treatment (including VAT collection) is mainly used to streamline tax relations, taking into account the specifics of farming, rather than to improve the financial support to farms. We revealed that in the Ukrainian practice its main task is financial support to agricultural production. Conclusions and Relevance. The experience of developed European countries on the use of special tax regimes and taxation procedures should serve as a model for Ukraine. Financial incentives for agricultural production development should be directly supported by the State, and special tax treatment and tax administration should be focused on streamlining tax relations in the region, based on the practice of developed European countries such as UK, Germany, Italy and France.

The World Trade Organization (WTO) is currently the leading international organization regulating the issues of liberalization of international trade. In October 2011 the long process of Russia-WTO negotiations was completed. The problem is that the Russian accession into WTO is more related to the general unification of Russian trade policy, not to the effective development of agricultural production. Russian agricultural producers are against integration into the global trade system in the frameworks of WTO. National agricultural production would not be able to compete effectively with foreign producers in the conditions of free market. The complex of supportive measures for Russian agribusiness is needed from the national government, but the situation is worsened by the global financial crisis and lack of budget resources. The paper discusses an overview of the WTO principles in agriculture and possible support measures for the Russian agriculture in the conditions of trade integration.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

The goal is to study the issues and prospects of digitalization in agricultural sector, aimed at ensuring sustainable development of the republic's economy, increasing labor productivity, management efficiency, intensive production in agro-industrial complex. Objectives – to study the aspects of this issue related to the implementation of the State policy of creating information and digital platforms to increase the competitiveness and export potential of agricultural production in the regions. The results of the study showed that despite the increase in agricultural production in 2018-2020, the dynamic processes of development of the industry are not significantly associated with the introduction of digital solutions, since the critical mass of the use of electronic, network technologies has not yet been formed. Examples of digital services used in Kazakhstan are presented. Recommendations on informing agricultural producers about the inclusion of this set of issues during the national census of population, necessary for the formation of an appropriate database in agricultural sector have been presented. Some aspects of participation of stakeholders in the formation of digital platforms and the concept of creating an information and communication ecosystem of agro-industrial complex of the republic are considered. Proposals on participation of local executive bodies in the implementation of digital technologies for management of the industry have been developed. Measures for the development of digital competencies of agricultural specialists are proposed. Conclusions – informatization of agricultural sector contributes to a significant reduction in production costs, ensures the rational use of the potential of natural resources.

The article is devoted to analyzing the current state of agriculture in Volgograd region and identifying the problems that impede successful functioning of a number of branches included in its structure. Currently, the strategy for developing the Russian agro-industrial complex is set out in the “State Program for Developing Agriculture and Regulating Agricultural Products, Raw Materials and Food Markets for 2013–2020” adopted by the Government in 2012. This document set the following main tasks for the domestic agriculture: ensuring food security and accelerated import substitution of meat, dairy products, vegetables, potatoes, etc. The analysis carried out in the article showed that the greatest success in the region was achieved in the production of crop products. Volgograd region is one of the leaders in cropping vegetables, grain crops, and sunflower seeds not only in the Southern Federal District, but also in Russia as a whole. At the same time, the region lags far behind other agricultural regions in producing the most important food products such as milk and meat. The accumulated problems have a negative impact on the development of agriculture. Among them, one should highlight low productivity of a hectare of land due to the decrease in soil fertility. Another serious problem remains the extremely low material and technical equipment status of agricultural production. The author sees the way out of this situation, first of all, in the active state support of local agricultural producers. Such support has been carried out in Volgograd region in recent years and is already yielding results.

In the conditions of a prolonged financial and economic crisis, limited volumes and forms of state support for agricultural production, maintaining structural imbalance and inequality of intersectoral exchange, the development of vertical integration processes is a priority in improving the competitiveness of the Russian agro-industrial complex. Vertically integrated corporations (VIC) have the potential to ensure the proportional development of the areas of territorial agribusiness, innovative modernization of production assets of agricultural producers, agro-processing structures. The article reveals the transformational potential of vertically integrated corporations (VIC) in improving intersectoral interaction in the agri-food complex (AIC) of Russia. Specific features of the development of integration processes in the agricultural sector of modern Russia are disclosed. The corporate mechanisms for the creation and functioning of vertically integrated structures in the territorial agricultural sector are systematized. The functional content and potential of the VIC in the structural modernization of the agro-industrial complex of Russia, in the development of the inter-branch exchange management system in the agro-industrial complex are disclosed.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.


The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.
