Agriculture is one of the high-risk sectors of the agro-industrial complex, which operates under the influence of internal and external risks. The results of the activities of agricultural producers are directly related not only to the amount and quality of labor, the level of technology and technology used, but also to the objective high risk conditions for agricultural production. Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. It is necessary to establish a system of organizational and economic measures to reduce the negative impact of risk factors on the production and financial results of agricultural enterprises

The growth of agricultural exports is due to a focused state policy that ensures the development of the Russian agro-industrial complex. The mechanisms used to stimulate agricultural and food exports are divided into general (federal) and individual financial and non-financial support instruments (regional), have different degrees of demand by agricultural producers and different regional involvement in their application. There was an increase in exports, a low share in the export of deep processing products, a discrepancy between the placement of agricultural production and the structure of exports, an expansion of state support measures, their positive and negative impact on the market, various regional involvement in export processes, and a high concentration of exports in the Rostov region.

The theoretical and practical directions of development of ecological agriculture in the country are justified, based on the idea of closed cycle, which corresponds to ecological and economic principles. The works of domestic and foreign scientists on this issue were studied. The main economic indicators of agricultural production on the example of Pavlodar region were analyzed: dynamics of gross output of agricultural sector; the number of operating agricultural enterprises and peasant (private) farms; distribution of the land fund by land categories. Information on violation of environmental legislation in the field of land resources protection and on the volume of waste in the industry is provided. The problems that hinder the implementation of the main provisions of greening of production activities in agro-industrial complex are identified. Summarizing the arguments of domestic and foreign scientists, the need to develop and implement the mechanism of functioning of agricultural entities is shown, which is based on the use of secondary resources, implementation of which in the future will allow, using comprehensive analysis of the used technologies, to modernize the production capacities of processing enterprises, implementing the principle of minimizing waste, ensuring expansion of the market for environmenttally friendly products. Models of rational production are shown: outsourcing and in sourcing. Measures of public support for the use of environmental innovations, environmental insurance, public-private partnership instruments, strengthening control over compliance with the principles of rational environmental management, economic incentives for agricultural producers are proposed.

Agriculture, for many reasons, can be considered one of the most important sectors of the economic complex of Ukraine. Its significance is determined, in our opinion, in particular by the dynamics of growth of agricultural production, which, in turn, depends on many, to some extent, important factors. In particular, how perfect is the state policy on the agro-industrial complex, especially in terms of regulating the pricing of basic agricultural products, to what extent the state policy on agricultural development takes into account the specifics of a region (area), including climatic conditions, the nature of historical production, the age structure of the population, its worldview, etc., that is, ultimately, to what extent the state policy to support agriculture meets the interests of the individual producer. All this is directly reflected in the growth (decrease?) rate of agricultural production, which determines the relevance of the study. The main, most important provisions of the article are: firstly, the statistical information provided in the proposed article on the specifics of agricultural production in Ukraine, its detail in terms of areas in a more generalized form can give a holistic, complete picture of its features in each of the regions of the country, which in some cases took place; secondly, in the direct context of the above, we consider it appropriate to highlight separately that despite all its ambiguity, the advantage of the above statistical material on the peculiarities of agricultural production in Ukraine in 2020 (2019) in absolute terms is that if needed it can significantly expand the range of necessary calculated information, on what, actually, the offered article was based also; thirdly, taking into account the above, however, different, one of the most important features of the proposed article is that the structure of agricultural production was analyzed in terms of production ratios of the main groups of producers of this type, which, as practice shows, were agricultural enterprises and farms of the population, and, emphasizing, in each of the regions of Ukraine; fourthly, perhaps not least, the significance of the analysis of the ratio of production volumes of the main groups of agricultural producers in Ukraine is enhanced by its detailing given their main subspecies, such as crop and livestock, which, in a sense, can be the basis for not only few more global and cognitive conclusions. Regarding the purely conclusions, one of the most important components of the article, we even consider it necessary to consider two of them separately: firstly, agriculture is an integral part of the national economic complex of Ukraine and the efficiency of its functioning can be one of the most important indicators of the level of economic development of the country as a whole; secondly, we believe that the efficiency of agricultural production both in Ukraine as a whole and, in particular, in its individual regions is determined not so much by optimizing the ratio of major groups of producers, which, as practice shows, were agricultural enterprises and households, how perfect the economic mechanism of functioning of each of them in particular.

The aim of the research was to characterize a new concept conducive to the internalization of external effects – climate-smart agriculture (CSA). The problem of environmental externalities appearing as a result of agricultural production was taken up. Agricultural production is a complex process which produces diverse products. The range of goods and services offered by agricultural producers goes beyond the limits defined by the market. What is especially important, in this case, is the environment-agriculture relationship, because the environmental impact can result in changes in the quantity and quality of many environmental public goods, the consumption of which is of great interest to society. Considerations have a review character and had to indicate the validity of the implementation of solutions in CSA promoted in the context of the negative impact of agriculture on the environment. It was found that the implementation of CSA assumptions may contribute to eliminating negative stimuli of agricultural origin and limiting social benefits from the consumption of many environmental public goods.

Abstract. The purpose of the study is to substantiate the competitive development of regional agricultural producers in terms of correction of their sectoral structure in the context of European integration processes. Methodology / methodology / approach. The theoretical and methodological basis of the study is the dialectical method of cognition, a systematic approach to the study of economic phenomena and processes, scientific works of domestic and foreign scientists on the theory and practice of competitive development of agricultural production considering exogenous and endogenous factors. Of the special research methods used economic and statistical — in analyzing the current state and forecasting the prospects for competitive development of regional agricultural producers in terms of European integration processes, graphical — to determine the projected volumes of livestock products on farms in the Carpathian region of Ukraine, abstract and logical substantiation of the institutional and economic mechanism of competitive development of agricultural producers of the Carpathian region of Ukraine in the context of correction of their branch structure. Results. The study revealed that given the possibility of establishing cross-border partnerships, deepening economic European integration with EU countries, an important economic priority of regional agricultural producers in the Carpathian region of Ukraine is the ability to form a market for various types of agri-food products with a geographical indication. The Carpathian region of Ukraine has a strong enough land and resource potential for the production of quality and safe dairy products with high added value. According to the calculations, provided the use of competitive advantages, which are enshrined in law in the EU, in the study region, the potential production of the most important livestock products — milk on farms can increase from 14 thousand tons to 252 thousand tons, or 18 times. In the region, the revival of traditional areas of specialization in agricultural production will contribute to the correction of its sectoral structure, improving organizational and economic conditions for self-sufficiency in livestock products, minimizing economic risk due to expanding areas of specialization, reducing transaction costs for transportation and sales enterprises of various organizational and legal forms of management that will produce products with high added value. Originality / scientific novelty. For the first time, the organizational and economic principles of optimizing the sectoral structure of regional agricultural producers, considering the competitive advantages that are enshrined in law in the EU. Practical value / significance. According to the calculations in the Carpathian region, taking into account the principle of bonus of 10.0% for agri-food organic, including niche or craft livestock products with a geographical indication will adjust the industry structure of agricultural enterprises in accordance with scientifically sound requirements and increase the traditional level of production at the same time, the vital type of food products — milk by 13.0—22.0 percentage points. The methodology of scientific support for the management of the financial activity of agrarian enterprises is revealed. Sectorial features of agriculture determine a number of features of management of agricultural enterprises and the functioning of management subsystems, including financial. The article stipulates that the presence in agricultural enterprises of dependence on a significant number of environmental factors, the seasonal nature of profits, as well as a high propensity to risk implies the need for flexible management of financial activities. The article provides a list of elements that form the methodological basis of scientific research on the problem of managing the development of financial activities. On the basis of the theory of system, the principle of the system approach and the theory of financial management the complex program of research of a problem of management of development of financial activity is formed. This approach contributed to the consistent solution of a number of specific tasks, the definition of the main methodological issues - the object and subject of research. The structural-logical scheme of the research is offered, which includes six successive stages: complex analysis of the normative-legal base and literature sources; formation of the program, the purpose, tasks, substantiation of methods, volume of research and specification of separate terms of the category-conceptual device of the researched problem; monitoring statistical data on the financial performance of agricultural companies and identifying trends in its changes; assessment of financial management in the agro-industrial complex; study of the current state of scientific support for the management of financial development of agricultural enterprises; generalization and analysis of the obtained results and substantiation of recommendations on scientific support of management of development of financial activity of agrarian enterprises. The list of general scientific and economic research methods for its tasks is substantiated. Achieving the reliability and validity of the results of the study is ensured by the use of methods of analysis and synthesis, economic and mathematical modeling, statistical optimization, comparison, regression analysis.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

Introduction. This article addresses the question of existing problems of development of construction industry in agriculture. Outdated old construction technologies and building structures give a reason for optimization and introduction of modern technologies in agricultural production. The outdated technologies of agricultural construction have a negative impact on the position of agricultural industry in the world stage of trade and economy of countries, while optimization and inevitable modernization of agricultural production and construction allow securing a foothold in the world market. Aspiration to take the lead in the world market is one of the most important tasks of agricultural industry. The agricultural industry also plays an oversize role in human life and the health, efficiency, development and activity of citizens depend directly on the quality of products delivered to the shop windows. This scope of research of this article is a comparison of traditional, temporary, field vegetable storehouses operating in winter time with modern technology of construction of these facilities in terms of technology, efficiency, environmental friendliness, mobility, availability, functionality and profitability. Materials and methods. In the course of this work, the following research methods were used: familiarization with the relevant statutes and regulations related to the study area, comparison of traditional and modern methods of vegetable storage in the field environment during the winter period and identification of the main advantages and disadvantages. Results. The positive and negative sides of the design and methods of construction of modern and traditional outdated technology have been revealed, as well as optimization of construction solutions necessary to ensure conditions for maintaining the quality of products in due form. Conclusions. Modern construction concepts and development of agricultural construction is an important area that allows provoking the trend of economic growth of countries, to take a leading position in the world market, to improve the quality of life of citizens, to improve the ecological system of the area and develop business activities.
