The purpose of this article is to study the key drivers, factors of formation and peculiarities of functioning of the digital economy and virtual environment of human life. Tasks of the article: to examine the preconditions of formation and features of the origin and development of the digital economy; to formulate the basic provisions and specifics of functioning of the digital economy; to outline the development of the digital economy, as well as relevant opportunities and threats for the major participants. Subject of research are the processes of computerization daily life and business activities of a person in modern socio-economic conditions. The object of study are the new computer (and allied) technologies and business-processes in the formation of the single information society. The article examines the controversial issues of the digital economy: problems and prospects of its formation and evolution, threats to consumers of digital services. Pays attention to the current state of digital technologies, economic principles and conditions of formation and peculiarities, the characteristics of the digital services economy, its possibilities, and also made projections of the development process of virtual society.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

The report presents the development of the digital economy in the European Union in the context of its current state and development tendencies. The accent is put on the new regulations and perspectives, which it faces, and the need for legal regulation adequate to the ongoing processes. The main guidelines in which the European Parliament makes its recommendations for development and establishment of a common regulatory framework through the new provisions of the Digital Services Legislation are outlined. Based on the research, summaries and conclusions are made.

В настоящей статье рассматривается метод управления электропотреблением объектов регионального электротехнического комплекса на основе учёта добавочного ресурса. Актуальность его разработки обусловлена существующими тенденциями развития цифровой экономики во всех отраслях региональной экономики, в том числе - в припортовых комплексах региона. Важной составляющей современной цифровой экономики выступает цифровая энергетика, позволяющая регулировать управление бизнес-процессами в энергетической сфере. Обеспечение электроэнергией регионального припортового комплекса осуществляется с помощью двух подсистем регионального электроэнергетического комплекса: регионального транспортно-сетевого комплекса и регионального электротехнического комплекса. Важной задачей развития цифровой энергетики является разработка и внедрение цифровых сервисов. На сегодняшний день в региональных транспортно-сетевом и электротехническом комплексах внедрено значительное число цифровых сервисов. Однако они носят преимущественно «учётный» характер, в результате чего не способны в полной мере реализовать управление энергетическими процессами, существенно сократить затраты и повысить уровень энергоэффективности. Предлагаемый метод включает в себя модель и методики, позволяющие установить границы начала и завершения бифуркационных процессов, реализовать прогнозирование электропотребления объектов РТСК и РЭК на основе учёта добавочного ресурса и осуществить режимное нормирование электропотребления объектов, не нарушая технологического процесса. Применение данного метода может быть осуществлено в рамках динамического моделирования процесса электропотребления, исследования бифуркационных процессов, а также в качестве теоретической основы для создания сервисного программного обеспечения цифровых платформ управления электропотреблением для РТСК, РЭК и региональных припортовых комплексов. This article discusses the method of managing the electrical consumption of a regional electrical complex based on the accounting of an additional resource. The relevance of its development is due to the existing trends in the development of the digital economy in all sectors of the region, including in regional port complexes. An important component of the digital economy is digital energy, which allows regulating the management of business processes in the energy sector. The provision of electricity to the regional port complex is carried out with the help of two subsystems of the regional electric power complex: the regional transport and network complex and the regional electrical complex. An important task of the development of digital energy is the development and implementation of digital services. To date, a fairly large number of digital services have been introduced in RTSC and REC. However, they are more "accounting" in nature and are unable to fully implement the management of energy processes in order to increase energy efficiency and reduce costs. The proposed method includes a model and methods that allow determining the boundaries of the beginning and completion of bifurcation processes, implementing forecasting of electrical consumption of RTSC and REC facilities based on accounting for additional resources and implementing regime rationing of electrical consumption of facilities without disrupting the technological process. The application of this method can be carried out within the framework of dynamic modeling of the electrical consumption process, the study of bifurcation processes, as well as a theoretical basis for creating service software for digital electrical consumption management platforms for the regional transport and network complex, regional electrical grid complex and regional port complexes.

Three elements mainly wind, water and sun seemed to determine in ancient ages the basic phenomena of life on Earth. Architectural history documented the importance of sun influence on urban and building construction already in layouts of Mesopotamian and Greek houses. Not only sun radiation but especially daylight played a significant role in the creation of indoor environment. Later, in the 20th century, a search of interaction between human life in buildings and natural conditions were studied considering well­being and energy conscious design recently using computer tools in complex research and more detail interdisciplinary solutions. At the same time the restricted daytime availability of natural light was supplemented by more efficient and continually cheaper artificial lighting of interiors. There are two main approaches to standardize the design and evaluation of indoor visual environment. The first is based on the determination of the minimum requirements respecting human health and visibility needs in all activities while the second emphasizes the behaviour and comfort of occupants in buildings considering year­around natural changes of physical quantities like light, temperature, noise and energy consumption. The new current standardization basis for daylight evaluation and window design criteria stimulate the study of methodology principles that historically were based on the overcast type of sky luminance pattern avoiding yearly availability of sky illuminance levels. New trends to base the daylight standardization on yearly or long­term availability of daylight are using the averages or median sky illuminance levels to characterise local climatological conditions. This paper offers the review and discussion about the principles of the natural light standardization with a short introduction to the history and current state, with a trial to focus on the possible development of lighting engineering and its standards in future.

Subject. The emergence of new ways of interaction between sellers and buyers, the formation of new sales channels and product promotion based on the use of digital economy tools is at the heart of improving the business processes. Social networks became a tool for development; their rapid growth necessitates theoretical understanding and identification of potential application in enterprise's business process digitalization. Objectives. We explore the role of social media in the digitalization of business processes, systematize the impact of social networks on business processes of enterprises in the digital economy. Methods. The theoretical and methodological analysis of social networks as a tool for digitalization of company's business processes rests on the content analysis of domestic and foreign scientific studies, comparison, generalization and systematization. Results. We highlight the key effects of the impact of social networks on the business processes of the company; show that the digitalization of business processes should be considered in the context of a value-based approach, aimed at creating a value through the algorithmization of company operations. We determine that social networks are one of the most important tools for digitalization of company's business processes, as they have a high organizational and management potential. We also systematize the effects of social media on company's business processes. Conclusions. We present theoretical provisions of the impact of social networks on business processes of enterprises, which will enable to model and organize ideas about the development of digital ecosystems and the formation of business models.

The main focus when improving business processes is on the analysis of material flow. Thorough analysis of the information flow and associated information systems is still undervalued. Working with inaccurate and/or obsolete data leads to incorrect outputs that negatively affect the entire control process. Analysis of the state of material has to go hand in hand with the information analysis. A mini audit of the information flow and information system can be carried out, which follows the classic principles of VSM (Value stream mapping), in order to make an initial analysis of the information flow and information system. Information about the current state of the process together with a measure how well it is represented by the model in the information system can be obtained thanks to this mini-audit. This article focuses on this mini-audit and briefly describes the auditing process. The details of how to create VSM maps is discussed with the main focus on an information flow where the key elements are the inputs and the outputs of the job orders for planning and production management. Attention is also focused on the form of delays in discrete-event recording in the production process which appear in the information system.
