Through Law no. 11 of 2006 concerning the Government of Aceh. Aceh has very broad powers, especially in the area of fiscal decentralization, which allows the Aceh government to have greater discretion in maximizing its fiscal needs. The phenomenon that occurred in North Aceh is very paradoxical with the fact that the North Aceh Government experienced a very large budget deficit after the end of PT. Arun. LNG as a contributor to oil and gas revenue sharing. This study aims to find out what innovation policies are carried out by the North Aceh Regency Government to overcome the budget deficit after the end of PT. Arun LNG. The results of the study show that various policies have been carried out by the North Aceh government but are still short-term in nature. So it can be concluded that the North Aceh Government does not have Social Accountability in implementing Aceh's Special Autonomy. In the Medium-Term Development Plan, a major policy that is substituted for income that will be lost after the end of the operations of PT. Status: Postprint di Jurnal PUBLIKa Jilid 2 Terbitan April dan Oktober Halaman 48-58The region authority to controlling the development planning contained in a regulations No. 25 of 2014 about the system of development planning. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.


Significance As in 2020 and 2021, this projected growth will be driven by the ongoing expansion of the oil and gas sector, and related investment and state revenues. These rising revenues will support the government’s ambitious national development plans, which include both increased social and infrastructure spending. Impacts The government will prioritise enhancing the oil and gas investment framework. Investment into joint oil and gas infrastructure with Suriname will benefit the growing oil industry in both countries. The expansionary fiscal policy may lead to a rise in inflation, leading to further calls for wage increases. In the medium term, strong growth in the oil and gas sector could lead to increased climate change activism in the country.

Abstract Fiscal institutions, which are responsible for the delegation of tax and spending powers among different tiers of governments, are important determinants of the size and efficiency of public redistribution. In this paper we develop a comparative analysis of the impact of fiscal decentralization vis-à-vis tax revenue sharing on the government’s effort to redistribute income. The main findings are: first, the size of the national budget for public redistribution is the same under fiscal decentralization and tax revenue sharing. Second, different fiscal institutions lead to different regional distributions of public transfers. Third, when choosing between decentralization and tax revenue sharing, there is a tradeoff between the efficiency and the regional effort of the government to redistribute income. Resumen Las instituciones fiscales, que determinan la responsabilidad del diseño de impuestos y gasto entre los diferentes niveles de gobierno, son importantes determinantes del tamaño y eficiencia de la redistribución pública. En este artículo, se desarrolla un análisis comparativo del impacto en el esfuerzo del gobierno en redistribuir el ingreso, entre la descentralización fiscal en y una política de compartir el ingreso fiscal. Los principales resultados son: primero, el tamaño del presupuesto en redistribución es el mismo para una economía con descentralización o en la que se comparte el ingreso fiscal. Segundo, las instituciones fiscales implican una asignación diferente en la distribución regional de transferencias públicas. Tercero, al escoger entre descentralización y el compartir el ingreso fiscal, existe un intercambio entre la eficiencia y la distribución regional de las transferencias públicas.


Subject Oil drilling in Alaska and the energy sector under the new US tax laws. Significance Speaking to reporters on January 16, Senator Lisa Murkowski (Republican, Alaska), said that she wants to seek a new bill that would promote further environmental protections in what is known as the 1002 Area. The 1002 Area is in Alaska’s Arctic National Wildlife Refuge (ANWR) and was opened for oil and gas exploration and drilling when President Donald Trump signed into law the Republicans’ tax reform bill on December 22 last year. Impacts Shareholders in refiners could see strong returns as the tax cut windfall is funnelled into higher dividends and share buybacks. If the tax cuts spur stronger short-term economic growth, US oil demand should accelerate, a bullish indicator for oil prices. If the tax cuts increase the US budget deficit, subsidies for the energy sector could be revisited.

The relevance of the study is determined by the significance of the accumulation of everything positive from the historical experience of implementing national projects, including the formation of the country’s oil and gas complex. On the basis of archival documents, issues related to the evolution of state policy in the field of searching for new oil fields in the Ural-Volga region on the eve and during the Great Patriotic War are considered. The novelty of the study is determined not only by the introduction of previously unpublished documents into scientific circulation, but also by an attempt to analyze the ongoing discussions about the prospects of this oil region, very contradictory decisions of the government in this regard. Attention is focused on such a miscalculation of the Soviet government in the pre-war period as a stake on the development of oil production, primarily in Azerbaijan and the North Caucasus. It has been proven that as a result, the oil workers of the Second Baku felt a lack of funds, equipment, and qualified personnel. It is concluded that as a result, only the first half of 1944 was marked by the largest event in the oil industry of our country: scientists confirmed the assumptions that there are multilayer oil fields in the area between the Volga and the Urals. The authors of the article argue that the discovery of new deposits was of strategic importance for the industrialization of the country, and later for the supply of oil products to the rear and front. It is emphasized that the development of the Devonian deposits of the Ural-Volga region, which began in 1944, became the basis for a sharp increase in oil production in this region.

This study aims to assess the determinants of liquidity risk in the full-fledged Islamic banking system of Sudan, using panel data regression. The dependent variable in this research is the liquidity risk, which is determined as the extreme excess or extreme shortage of liquidity in each bank, based on the VaR approach, and the independent variables are bank size, investment, profit, and the budget deficit during the period 2012-2016. The authors’ findings indicate the bankspecific variables such as the size, investment, and profit are statistically significant, whereas the budget deficit variable is negatively associated with liquidity risk but is insignificant. The insignificance of the budget deficit variable is an indication of the government reliance on its deficit financing on debt financing, i.e., excessive money creation, as contrary to equity financing. Also indicated in the paper is that the investment variable has a positive and significant effect on liquidity risk, indicating that Islamic banks’ investment portfolios are dominated by short-term securities (sikook). This result supports the findings in the literature that investment portfolios in Islamic banks are likely to be dominated by short-term investment securities as a result of the absence of risk-hedging tools in the Islamic banking system, in general. The finding in the paper also indicates a positive and significant sign of profit coefficient with liquidity risk, which is similar to the positive association between higher risk and higher earnings relationships portrayed in the literature of corporate finance. The effect of the size indicator on liquidity risk reveals a positive and significant association, implying that larger banks are more likely to face liquidity risks of shortage as well as excess liquidity.

Exploration activities in a decade we're going toward making a significant contribution to the discovery of oil and gas reserves or resources in Indonesia. The success of exploration activities is a joint result of several parties including the government and Cooperation Contract Contractors under SKK Migas control. The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) continues to take various initiatives to find giant discoveries or significant oil and gas reserves. In the road map of exploration activities, a total of around 805 wells and 127,411 km of 2D seismic surveys and 64,513 km2 of 3D seismic surveys have been carried out to search for giant discoveries over the past decade. Exploration drilling activities were mostly carried out in the Western area of Indonesia with a total of 358 wells, followed by the Kalimantan area with planned drilling of 258 wells. Then as many as 195 wells were drilled in Java and Eastern Indonesia with 115 wells. Most seismic survey activities were carried out in eastern Indonesia with a total area surveyed along 60,928 km and an area of 25,470 km2, Kalimantan 24,475 km and an area of 15,287 km2, Java along 22,4455 km and 7,969 km2, the southern Sumatra area 6,708 km and an area of 6,708 km and 4,696 km2 and the survey in the North Sumatra and Natuna area is 12,854 km and 11,091 km2. Besides, various policies have been issued to intensify exploration activities in particular to maintain the Republic of Indonesia's National Energy Security in the eyes of the World.

ABSTRACT The exploration and production of oil and gas mostly occurs in remote locations, so as to minimize human exposure and Health Security Safety and Environment (HSSE) risks. Shell Companies in Nigeria is not any different having operated for over 50 years in Nigeria with the largest footprint of all the international oil and gas companies operating in the country spanning over land, swamp, shallow waters and offshore terrains. Shell Petroleum Development Company, the operator of a joint venture (the SPDC JV) between the government-owned Nigerian National Petroleum Corporation – NNPC (55% share), Shell (30%), Total E&P Nigeria Ltd (10%) and the ENI subsidiary Agip Oil Company Limited (5%) focuses mostly on onshore and shallow water oil and gas production in the Niger Delta with about 60+ producing oil and gas fields and a network of approximately 5,000 kilometers of oil and gas pipelines and flow lines spread across the Niger Delta. Escravos Beach is over 60km from the closest major city, Warri, a major oil and gas zone in the Niger Delta. It is bounded by the Escravos River to the East, Chevron canal to the North and the Atlantic Ocean to the South and is covered with predominantly mangrove forest especially along the creeks and consists of a number of natural and man-made waterways (rivers, creeks and canals). Unlike most other onshore operations, this location can only be accessed via the waterways; thus requiring the rig equipment and every other equipment to be channeled via the waterways and subsequently on land to arrive at the site. The amphibious nature of this operation requires a combination of onshore and swamp requirements with increased HSSE exposure, logistics requirement and cost. This paper aims to highlight the practical experience garnered in the rig move and workover operations of Rig XYZ which operated in the Escravos Beach region.


Significance The proposal presents a reasonable diagnosis of the multifaceted problems facing Algeria, but it lacks data, priorities, timeframes or medium-term forecasts. The lack of administrative capacity for reform casts further doubt on the plan's prospects. Impacts Higher gas prices will keep Algeria afloat and could allow Benabderrahmane to stay on as premier. Given the plan’s shortcomings, the government is likely to continue investing in oil and gas to grow hydrocarbons receipts. The informal sector will remain an economic lifeline for Algerians excluded from the underperforming formal economy.

Summary The resource base of the north of the West Siberian oil and gas province is the basis of Russia's energy strategy. Among the northern territories of the province, the Nadym-Purskaya, Pur-Tazovskaya and Yamal oil and gas regions (OGRs) are the leaders in terms of estimated gas reserves (Figure 1). However, the largest deposits of the first two OGRs are in the stage of falling production. Therefore, the main prospects should be associated with the Yamal OGR, which has not yet been put into active operation. It is logical that along with the development of traditional methods of extraction of "dry" natural gas, the government of the Russian Federation has approved a plan for the production of liquefied natural gas based on the fields of the Yamal Peninsula, which is currently being actively implemented by PJSC "NOVATEK".
