Public Sociology in Canada: Debates, Research and Historical Context

In “For Public Sociology” and other essays, Michael Burawoy acknowledges that the national sociologies of countries other than the US (e.g. Brazil, Norway, South Africa) differ substantially from the US case. The balance and dynamics among the four types of sociology, the timing and phases of the historical development of the discipline and the challenges that face the discipline, are some of the many ways sociology differs from country to country (2005a: 20-22; 2005c: 382-4, 2005d: 423-4). Canada is a particularly interesting case because of its geographic proximity and close economic and cultural ties to the United States. Canadian sociology has been deeply influenced by American sociology, but has always stood in an uneasy intellectual and political relationship to the US version of the discipline (Hiller 1982; Brym with Fox 1989; Cormier 2004; McLaughlin 2005). A serious discussion of the possibilities and challenges for a public sociology in Canada requires an analysis of the historical and sociological specificity of the Canadian version of the discipline, something we hope to offer here in this introduction as well as in the papers to follow.

This volume addresses the relationship between archaeologists and the dead, through the many dimensions of their relationships: in the field (through practical and legal issues), in the lab (through their analysis and interpretation), and in their written, visual and exhibitionary practice--disseminated to a variety of academic and public audiences. Written from a variety of perspectives, its authors address the experience, effect, ethical considerations, and cultural politics of working with mortuary archaeology. Whilst some papers reflect institutional or organizational approaches, others are more personal in their view: creating exciting and frank insights into contemporary issues that have hitherto often remained "unspoken" among the discipline. Reframing funerary archaeologists as "death-workers" of a kind, the contributors reflect on their own experience to provide both guidance and inspiration to future practitioners, arguing strongly that we have a central role to play in engaging the public with themes of mortality and commemoration, through the lens of the past. Spurred by the recent debates in the UK, papers from Scandinavia, Austria, Italy, the US, and the mid-Atlantic, frame these issues within a much wider international context that highlights the importance of cultural and historical context in which this work takes place.

How do societies and states represent the historical, moral, and political weight of the terrorist attacks they have had to face? Having suffered in recent years from numerous terrorist attacks on their soil originating from jihadist movements, and often led by actors who were also their own citizens, France and the United States have set up—or seek to do so—places of memory whose functions, conditions of creation, modes of operation, and nature of the messages sent may vary. Three of the main protagonists and initiators of two museum-memorial projects linked to terrorist attacks have agreed to deliver their visions of the role and of the political, social, and historical context in which these projects have emerged. Allowing to observe similarities and differences between the American and French approach, this interview sheds light on the place of memory and feeling in societies struck by tragic events and seeking to cure their ills through memory and commemoration.

AbstractHaemaphysalis longicornis, the Asian longhorned (or bush) tick has been detected on a sheep in August 2017 in Hunterdon County, New Jersey. By October 26, 2018, this tick has been detected in 44 counties in 9 states along the Atlantic coast of the United States, with the first detection backdated to 2010. Here, I use a simple rule-based climate envelope model, based on a prior analysis in New Zealand, to provide a preliminary analysis of the potential range of this introduced tick species in North America. After validating this model against the counties where the tick has been already detected, I highlight the counties where this tick might cause considerable economic harm. I discuss the many limitations of this simple approach, and potential remedies for these limitations, and more sophisticated approaches. Finally, I conclude that substantial areas of the US, especially along the Gulf and Atlantic coast, are suitable for the establishment of this tick, putting millions of heads of livestock potentially at risk.

Statistical inference is the process of drawing conclusions from samples of statistical data about things not fully described or recorded in those samples. During the 1920s, economists in the United States articulated a general approach to statistical inference that downplayed the value of the inferential measures derived from probability theory that later came to be central to the idea of statistical inference in economics. This approach is illustrated by the practices of economists of the Bureau of Economic Analysis of the US Department of Agriculture, who regularly analyzed statistical samples to forecast supplies of various agricultural products. Forecasting represents an interesting case for studying the development of inferential methods, as analysts receive regular feedback on the effectiveness of their inferences when forecasts are compared with actual events.

The formation of the Indian middle class around the mid-nineteenth century and of policies of race-based U.S. immigration exclusion in the same time period bears some explanation, since these spatially distinct but temporally overlapping processes merged during the Cold War. The historical development of these eventually entwining, transnational narrative strands forms the substance of this prologue. Concentrating on the nineteenth and early twentieth centuries, the prologue provides the foundational context on which to build a narrative of postwar South Asian immigration to the United States. It provides historical context of the histories of anti-Asian immigration law in the United States and Indian immigration.

Epidemiology, like any branch of medical science, functions within a social and historical context. That context influences what questions are asked, how they are investigated, and how their conclusions are interpreted, both by researchers and by the public. The international debate over whether abortion increases breast cancer risk, which has been the subject of many studies and much heated controversy in recent decades, became so intensely politicized in the United States that it serves as a particularly stark illustration of how elusive the quest for scientific certainty can be. Although a growing interest in reproductive factors and breast cancer risk developed after the Second World War, it was not until the early 1980s, after induced abortion had been legalized in many countries, that studies began to focus on this specific factor. In the US these were the years following Roe v Wade, when anti-abortionists mounted their counterattack and pro-choice forces were on the defensive. As a result, epidemiologists found themselves at the centre of a debate which had come to symbolize a deepening divide in American culture. This paper traces the history of the scientific investigation of the alleged abortion-breast cancer link, against the backdrop of what was increasingly termed an “epidemic” of breast cancer in the US. That history, in turn, is closely intertwined with the anti-abortion movement's efforts, following the violence of the early 1990s, to regain respectability through changing its tactics and rhetoric, which included the adoption of the “ABC link” as part of its new “women-centred” strategy.

The first enactment of a single national e-government act took place in Korea in 2001. Subsequently, the United States enacted its electronic government act in November 2002. Unified e-government acts in Korea and the United States have since been established and enforced for nearly two decades, and provide interesting case studies for examining the long-term influences of the e-government act on national e-government and digital government policies. The e-government act of the United States is much more comprehensive than the e-government act of Korea. The US e-government act focuses on strengthening the federal government’s ability to regulate the Office of Management and Budget (OMB)’s role in e-government implementation. The OMB has overall jurisdiction over the e-government promotion process and will continue to consult with ministries on appropriate budget support for each project. In contrast, the e-government law in Korea is based on electronic document processing as the basic viewpoint and has been downgraded to a level that supports document reduction and electronic processing of documents, rather than a comprehensive law that can support e-government projects. The comparative case study of e-government acts in Korea and the United States revealed that, from the standpoint of digital government transformation using information technology, it is most important to promote digital government policy directly from the ministry that manages the budget, or to establish a dedicated organization under the ministry to secure strong coordination while linking it with the budget.

We discuss the “axioms of dark ontology” proposed by the US philosopher Levi Bryant. The axioms are analyzed in a context of the historical development of diverse philosophical viewpoints united by the concept of the denial of consciousness. The “deniers” declare the direct conscious experience to be an illusion. As for the philosophical provisions that will not fit into their very limited conceptual straitjacket, they proclaim those inimical to science and therefore subject to elimination from the epistemological discourse altogether. Analyzing the viewpoints of the denialist philosophers, we show their inner contradictions that primarily are related to their inability to apply their assertions about consciousness to their own methods, arguments, and conclusions. We review the historical development of the critique regarding the denialists’ views taken from sometimes very diverse philosophical corners. We show that Bryant’s assertions are not axioms in any logical sense, but rather a scientism manifesto created in response to a technocratic demand for dehumanization. We also show how Bryant’s rejection of the human-centered position of philosophy follows from deconstruction practices undertaken by the structuralists and poststructuralists. To advance his ideas, Bryant imitates Ludwig Wittgenstein’s forms of discourse. He also engages moralizing and sophistry. We show that Bryant’s failure to create a robust, coherent system demonstrates weaknesses in the poststructuralist ideas that his concepts stem from. We conclude that the process that the doctrine of the denial of consciousness becomes mainstream attests, in Heidegger’s terms, the final stage of European nihilism and the crisis of science and philosophy of knowledge.

AbstractThe 'special relationship' between the United States and Israel has endured for more than four decades and is one of the more anomalous global political alliances. Conventional explanations have consistently failed to elucidate the underlying nuances of a relationship that has endured the transition from the Cold War to the unipolar world to the present day 'war on terror' and is often costly to the USA in economic and geostrategic terms. This article argues that the nebulous but still valuable concept of political culture provides a crucial ingredient to any understanding of the special relationship. In perceiving their society to be a beacon of what they like to call 'freedom' and 'democracy,' in a world in which these values are largely absent, Americans have been encouraged to believe that they share a political kinship with societies similarly imbued and that they have an obligation to assist where such values are under threat. This process of identification is reinforced by the activities of the pro-Israel lobby and the beliefs of America's increasing number of Christian Evangelicals who support Israel for largely religious reasons. It is the many dimensions of this cultural identification that sets Israel apart from other nations and forms the bedrock of the US-Israeli special relationship.

<p><strong>Abstract.</strong> The publication of the first National Atlas in 1899 marked the emergence of an atlas category that thrived over the upcoming century. The "Atlas de Finlande", successfully presented at the Paris World Exhibition in 1900, used to coin this title and being published in Paris by the National Geographic Society of Finland, had a true nation-building function.</p><p>In the same year, following the US victory in the Spanish-American War, the Atlas of the Philippine Islands (Atlas de Filipinas) was published by the US Coastal and Geodetic Survey, containing two front pages, one in English indicating the USC&amp;GS as publisher, the other in Spanish mentioning the supervision of the project by Father J. Algue, the director of the Manila Observatory. Never referred to as a national atlas, it comprises a series of maps on the Islands and a bilingual abstract on map conventions, a bilingual gazetteer and a thorough introduction into places, places names and their pronunciation. For these atlases, the publication circumstances remain somehow heterogeneous and cannot be compared with modern national atlases and even atlases published in the same period seem to have different hallmarks.</p><p>Why considering the Atlas de Finlande a national atlas but define the 1878 Statistical Atlas of the United States only a statistical Atlas? Because of the title? What atlases are more nationally defined than school atlases? Is an atlas published by a non-governmental executing agency a national atlas? Is governmental support and approval needed?</p><p>How national atlases fit into different approaches to thoroughly define them (e.g. Salischew 1967) has been subject to academic cartographic self-conception that ignored technological, institutional, economic and user-related developments over time. In addition, these approaches to categorise atlases solely focused structural elements, such as the number and topics of maps and their temporal and spatial sequence. The question of how atlases have been characterised by their publishers and have been perceived in closely following reviews is a possible approach to either situate national atlases as a strict category or a politically induced perception.</p><p>The article introduces a post-structuralist approach focussing the textual analysis of both, self-perception verbalized through introductions and prefaces in respective atlases and reviews, contemporarily published in the following years. Introducing common definitions and juxtapose the historical perception of national atlases tries to operationalize Harley's critical approach, that situates maps in their respective historical context. By regarding an atlas not only as a bound collection of maps but as a carefully organised selection of spatial information unveils the power of atlases, which maybe exceeds those of single maps. To analyse atlases in their historic context by including their self-definition and contemporary perception will identify so far unattended aspects and to alternative views on national atlases and their editing and production frameworks. Thus retrograde definitions can be reconsidered.</p>
