Standard service will need to have a clear benchmark that can use as a reference for action on every State Government organizers. Good service is how to implement the legislation as efficiently as possible, scientifically, and politically neutral. This paper specifies an econometric model to forecast State government expenditure on recognised public hospitals in Victoria. The OECD's recent cross-country econometric work exploring factors affecting health spending was instructive. The model found that Victorian Gross State Product, population aged under 4 years, the mix of public and private patients in public hospitals, introduction of case mix funding and funding cuts, the proportion of public beds to total beds in Victoria and technology significantly impacted on expenditure. The model may have application internationally for forecasting health costs, particularly in short and medium-term budgetary cycles.

The tourism experience was perceived traditionally, in terms of products, destinations and consumption patterns. Women have contributed greatly to tourism development, promoting transport development and encouraging hotel progress, which help in reducing or eliminating poverty. This study sheds light on the extent of women participation in tourism development. The specific objective of the study is to examine the factors affecting women participation in tourism development and how tourism industry benefits women. This study collected qualitative and quantitative data from respondents; primary and secondary sources. Data were collected using two methods: oral interview and administration of structured questionnaires, which were randomly administered at the various study sites. The data were analyzed by using descriptive statistic, simple percentages, bar-chart, pie-chart and chi-square respectively. Results obtained revealed that 90.8% of the factors affecting women participation in tourism development include: lack of financial capital, poverty, illiteracy, traditional perception, religious factor, child bearing and career development issues. The findings also indicated that 88% of the respondents are of the opinion that policies such as tourism education, trainings, internet marketing, and formation of business network for self-support and municipality support can be employed to improve women participation in tourism development. The study therefore recommended that there should be training programmes, workshops and seminars financed by Oyo State Government to improve the business skills of women in tourism, hotel and transportation industry, among others.

This study examined the factors affecting use of information and communication technology (ICT) in the management of emergency situations in Lagos, Nigeria. The study adopted the qualitative approach in data gathering. Face-to-face interview was conducted with 15 key informants at 12 emergency management agencies which were selected out of a total of 43 agencies through multistage sampling. The agencies were first stratified into federal, state and non-governmental agencies and the selection of agencies as well as respondents was done using purposive sampling method. The selected respondents consisted of ICT personnel, risk management officers and other top management officers, such as directors, assistant directors/heads of department, and supervisors. The result showed that there were no suitable organisational or operational structures that could assist the deployment of ICT in emergency situations at the selected agencies; however, there was a high level of basic appreciation of simple ICT tools and facilities. The study recommended that agencies with no presence on the social media should create accounts through which they can share information and also interact with citizens as well as other agencies. Furthermore, there is a need to have additional policies at the state government level with regards to emergency management. It was also recommended that government agencies should acquire and use sophisticated technology equipments which can promote emergency management.

The problem that occurs in the implementation of the state government is that the implementation of development policies has not been able to run optimally because of the state's change. Conflict in the head of the king's election, which has resulted in no country government heads being elected directly and becoming the definitive leader. Qualitative research methods are used to make direct observations in the field. The research results show that there is a lack of evaluation from the local government so that the problem of the emptiness of the king is not only in Liang Country but also in other customary countries in Central Maluku district. The implementation runs optimally because the head of state officials carrying out their duties properly and planning the country's development involves the community to participate actively.

Most of the research about how state governments use social media focuses on services, comparative perspectives or assessment of e-governments. The authors' focus is on the adoption of social media by state governments in Mexico. Many state governments may be slow to adopt social media due to a lack guidance on where their efforts may lead. The purpose of this research is to provide some insight into the factors affecting adoption of social media by state governments in Mexico. Guided by diffusion of innovation theory, the authors analyzed data from Twitter and Facebook accounts of all 32 Mexican state governments from 2010 to 2015. According to diffusion theory, the results find that only one state government in the sample is classified as an innovator, four state governments are early adopters, eleven are early majority, eleven are late majority, and five are laggards. The use of social media by state governments in Mexico is in its infancy, and there is a significant difference in the use of social media among the different states.

Abstract The paper presents an analysis of factors affecting the wear of cylinder liners. The effect of the graphite precipitation morphology on the cylinder liner wear mechanism is presented. Materials used to cast cylinder liners mounted in a number of engines have been examined for their conformity with requirements set out in applicable Polish industrial standard. A casting for a prototype cylinder liner has been made with a microstructure guaranteeing good service properties of the part.

While there have been a variety of studies concerning government worker motivation and productivity, few, if any, studies have focused specifically on state government workers’ perceptions about what factors affect their productivity. With more than 5 million workers employed by state governments in the United States, any improvement in state workplace productivity could have significant financial and service impact for society. In this study, state government workers identified those factors perceived as most affecting their workplace productivity. Data were collected through a survey offered to state government workers in the state of Wyoming. Factor analysis was used to derive key productivity factors from survey responses. The results indicate that state government workers appreciate having freedom and autonomy, like their jobs and the sense of achievement, and welcome teamwork, but feel limited by poor supervision and management, poor communications, and insufficient budgets and staffing. To improve productivity, the workers would eliminate bureaucracy, supervise better, and improve communication.

In our initial publication on this subject1) we reported results demonstrating that contrast is the most important factor in producing the high image quality required for reliable image analysis. We also listed the factors which enhance contrast in order of the experimentally determined magnitude of their effect. The two most powerful factors affecting image contrast attainable with sheet film are beam intensity and KV. At that time we had only qualitative evidence for the ranking of enhancing factors. Later we carried out the densitometric measurements which led to the results outlined below.Meaningful evaluations of the cause-effect relationships among the considerable number of variables in preparing EM negatives depend on doing things in a systematic way, varying only one parameter at a time. Unless otherwise noted, we adhered to the following procedure evolved during our comprehensive study:Philips EM-300; 30μ objective aperature; magnification 7000- 12000X, exposure time 1 second, anti-contamination device operating.

Processing polymers from the liquid crystalline state offers several advantages compared to processing from conventional fluids. These include: better axial strength and stiffness in fibers, better planar orientation in films, lower viscosity during processing, low solidification shrinkage of injection moldings (thermotropic processing), and low thermal expansion coefficients. However, the compressive strength of the solid is disappointing. Previous efforts to improve this property have focussed on synthesizing stiffer molecules. The effect of microstructural scale has been overlooked, even though its relevance to the mechanical and physical properties of more traditional materials is well established. By analogy with the behavior of metals and ceramics, one would expect a fine microstructure (i..e. a high density of orientational defects) to be desirable.Also, because much microstructural detail in liquid crystalline polymers occurs on a scale close to the wavelength of light, light is scattered on passing through these materials.
