The article is devoted to the problems of the information services market formation in the context of the implementation of the Digital Agenda of the Eurasian Economic Union. The dynamics of the introduction of information and communication technologies (ICT) and the degree of readiness for e-government of the EAEU member states are analyzed. A structural analysis of the international rating assessment of the development of telecommunications infrastructure, human capital, online services is carried out, their advantages and problem areas are determined.

As reflexões visam contribuir no gerenciamento de tecnologias da informação e comunicação em bibliotecas. Apresenta conceitos e características sobre gestão de processos nas organizações com a finalidade de proporcionar uma visão da importância dos processos, do gerenciamento de processos, da gestão da informação, dos serviços e dos produtos de informação em bibliotecas. Considera os serviços e produtos de informação gerenciados por meio de novas tecnologias da informação e comunicação. Busca-se enfatizar a melhoria da qualidade contínua direcionando os esforços centrados nos usuários. As conclusões apontam para respeitar as diversidades no momento de implementar técnicas e métodos da gestão por processos nas organizações e questionamentos sobre os impactos das inovações tecnológicas na Sociedade do Conhecimento. Abstract The reflections contribute in the management of communication and information technologies at libraries. Presents concepts and characteristics of the management processes in organizations, with the purpose of give a view of the importance of processes, processes management, information management, information services and products at libraries. It considers information services and products managed by the use of new information and communication technologies to emphasize quality improvement centered in the users needs. The conclusion point to respect the diversity when implementing techniques and methods about process management at organizations.

El objetivo de esta investigación fue determinar el estado actual de la gestión de las TIC en una institución de educación secundaria del Cantón Tosagua, ubicada en la provincia de Manabí, República del Ecuador. Como problema se identificó el desconocimiento de la gestión interna de las Tecnologías de la Información y comunicación, Esta investigación es de tipo cualitativo de cohorte transversal. Los métodos utilizados son los teóricos, como el histórico lógico, deductivo inductivo, analítico sintético y el descriptivo además se utilizaron los métodos empíricos como la encuesta misma que se aplicó a 25 usuarios donde se pudo conocer: a) el nivel de implementación de procedimientos internos para el uso de las TIC, b) el nivel de conocimientos que tienen los usuarios para operar las TIC, c) la frecuencia con la que se capacita al personal en el uso de las TIC, d) los niveles de resolución de problemas y otros aspectos de la gestión de TIC, tales como las normas y/o estándares para dicha gestión. Los recursos tecnológicos también conocidos como Tecnologías de la Información y Comunicación (TIC) incluyen el hardware, software, infraestructura de telecomunicaciones y bases de datos, estos elementos deben ser gestionados de forma correcta para que las organizaciones puedan funcionar de manera eficiente, logrando con ello que tanto el usuario interno como el externo se empoderen en el uso de estas herramientas logrando un servicio de calidad. Palabras clave: Gestión de TIC, Estándares de TIC, mejores prácticas de TIC Abstract The objective of this research was to determine the current state of ICT management in a secondary education institution of Cantón Tosagua, located in the province of Manabí, Republic of Ecuador. As a problem, the lack of knowledge of the internal management of Information and Communication Technologies was identified. This research is of a qualitative type of transversal cohort. The methods used are the theoretical ones, such as the logical historical, inductive deductive, synthetic analytical and descriptive. Empirical methods were also used, such as the survey itself applied to 25 users where it was possible to know: a) the level of implementation of internal procedures for the use of ICT, b) the level of knowledge that users have to operate ICT, c) the frequency with which staff is trained in the use of ICT, d) the levels of problem solving and other aspects of ICT management, such as standards and / or standards for such management. The technological resources also known as Information and Communication Technologies (ICT) include hardware, software, telecommunications infrastructure and databases, these elements must be managed correctly so that organizations can function efficiently, thereby achieving that both the internal and external users are empowered in the use of these tools, achieving a quality service. RESUMO A meta deste ensaio é proceder a uma leitura crítica do papel e significado dos portais de governo eletrônico na atualidade em relação à superação (ou aprofundamento) de divisões sociais e espaciais existentes nas sociedades contemporâneas. O trabalho está organizado em três passos principais: primeiro é caracterizado, de forma descritiva, os principais elementos e constituintes do e-governo (i). A seguir são explicitadas as formas de disseminação do e-governo no mundo e no Brasil (ii). Finalmente, fazemos um primeiro esboço da nossa perspectiva a respeito deste objeto a partir de uma reflexão crítica das suas características e proposições (iii). Palavras-chave: governo eletrônico, tecnologias de informação e comunicação.ABSTRACT This essay aims to proceed a critical reading of the role and meaning of electronic government’s portals at the present time concerning the overcome (or deepening) of contemporary societies actual social and spacial divisions. The paper is organized in three main steps: first we characterize, in a descriptive way, e-government’s main elements and constituent (i). Afterwards e-government’s spread forms throughout the world and Brazil are clarified (ii). Finally, we make a first sketch of our perspective regarding this object based on a critical reflection of its characteristics and propositions (iii). The objective of the chapter is to describe the main competences to be developed in digital natives at the postgraduate level, based on the characteristics generated by information and communication technologies in the context of the fourth industrial revolution. From this perspective, individual knowledge, experience, initiative, and creativity are recognized as the unlimited resource of organizations and countries, so the talent of the people is the basis of the competitiveness and survival of organizations of any type. Three axes of training at the graduate level are identified: social competences, global competitions of investigation and innovation, and digital competitions with base in the inverted learning and gamification.

E-government generally refers to the delivery of national or local government information and services via the Internet or other digital means (Relyea, 2002). E-government refers to the ability of government to interact electronically with citizens, businesses, and other governmental entities. The interaction may be in the form of obtaining information, filings, or making payments, and a host of other activities via the World Wide Web (Abramson & Means, 2001; Bertucci, 2003; Sharma, 2004; Sharma & Gupta, 2002). The benefits of e-government usually include improved: quality of citizen services, internal efficiencies, law enforcement, education and information, promotion and outreach activities, safety and security, health care services and management, and involvement of citizens in the democratic process. Many believe that e-government can provide seamless services to draw agencies together, leading to more citizen-centric services (Grönlund, 2002; Gurstein, 2000; Venkatachalam, Shore, & Sharma, 2003). Many countries have decided to employ information and communication technologies (ICTs) to enhance delivery of government services to their citizens, and are thus at various stages of e-government implementation (Ho, 2002; Holliday, 2002; Layne & Lee, 2001; Netchaeva, 2002; United Nations & American Society for Public Administration, 2002; Sharma, 2004; Sharma & Gupta, 2002, 2003; Taylor, 2002). After examining studies conducted by various researchers on e-government models and frameworks, this article presents a holistic approach to create an e-government framework.

Information plays a formative role in citizens’ decision to trust their government. Given an increasingly diverse information environment, which is attributable to the diffusion of information and communication technologies (ICT)s, the Internet, and social media, we hypothesize that citizens’ use of a particular medium for information (online vs offline, and government source vs. non-government source) about their government plays an important and distinctive role in shaping citizens’ satisfaction with government information provision and trust in government. To address this central hypothesis, we analyze data from the 3068 citizen respondents. The findings of our study reveal that citizens’ use of the online medium for information about their government, such as information from local government web-media, lacks a strong relationship with their levels of satisfaction with government information provision and trust in government, while citizens’ use of different sources on the offline medium for information about their government, such as information from local government meeting or official gazette, is found to have a stronger association with citizens’ trust in government and satisfaction with government information provision.

The main purpose of the research is to analyze information and communication technologies in the process of teaching students in the context of cognitive development. Every year the issue of ensuring an appropriate level of information services for the educational process becomes more and more urgent. Expanding the influence of information and communication technologies on the learning system is an ongoing and ongoing process. Information and communication technologies are a set of methods, tools and techniques used for the selection, processing, storage, presentation, transmission of various data and materials necessary to improve the efficiency of various activities. The result of our research is to identify the main aspects of information and communication technologies in the process of teaching students in the context of cognitive development.

Review of the textbook "Library and Information Services" [in Russian, “Bibliotechno-informatsionnoye obsluzhivaniye”] under the science editorship of M. Ya. Dvorkina, recommended for university students studying in the field of "Library and Information Activity" (for "Bachelor" qualification). - St. Petersburg : Profession, 2016. - 240 p. The author analyzes the structure and contents of the new textbook "Library and Information Services". She focuses on the comprehensiveness, integrity, consistency and clarity of the contents to be comprehended by future bachelors. The reviewer points to the most appropriate chapters, namely those on library information services, their classification and technologies. Supplemented with comprehendible tables and appendices, the textbook can be used in practical training, too. The merits and drawbacks of several book chapters are discussed from the viewpoint of a longtime lecturer (the author teaches this discipline) who points to some questionable formulations of principles and service types. However, the textbook is highly needed, relevant, and takes into account the changes in the library information industry. As compared to previous editions, it defines clearly the role of libraries in the circumstances of growing information and communication technologies. The textbook refer to the current trends of library services, theoretical concepts of library science and education. The textbook is intended for the higher schools.

The ongoing information revolution calls for the exploitation of new information services that may set to support the traditional quality management approaches in healthcare. The developments in information and communication technologies offer new opportunities, with the need for effective information management grow ing within it. This chapter addresses the following issues: What might be an approach for quality management considering the rapid advances of information technology and the growth of the “new economy”? What might be the contribution of library and information services in the improvement of the healthcare services quality? In order to study the aforementioned questions, initially the information requirements of well known quality management approaches such as ISO 9001:2000 and EFQM are investigated and thereafter, the role of library and information services is discussed. The design of library and information services for the support of quality is an interesting and innovative area of research within healthcare services.
