Water hyacinth (Eichornia crassipes) is floating aquatic plant that reproduces very fast so it is assumed to damage aquatic environment. Other negative assumptions about the plant are that it can cause the flood. Fortunately, there is now a partner, PKBM (Center of Adult Education Activities) Alkaromah in Cililin, Bandung who has already utilized the plants to be bag craft. However, there are several obstacles faced by the partner. The problems are the lack of practical management of bags manufacture made from water hyacinth; started the process of revocation, drying, selection, splitting and weaving. The impractical management also leads to the results of work that are too time-consuming so it is late in answering market demands. Based on the situation, we as the Executive Team of IbM has assisted the Partner to make pressing machine to facilitate the utilization of water hyacinth to be bag craft. The IbM implementation aims to improve the quality of business management and expedite the process of drying and weaving water hyacinth by saving much time. Consequently, the pressing machine has produced significant impacts; the process of drying and weaving hyacinth no longer takes a long time and the results show the quality improvement. To increase the maximum benefit, the Executive Team and Partner also discuss the market share of products. Other efforts are also discussed to make the patent rights to obtain legal protection from the government. This is the preventive step to avoid others from conducting work recognition.

The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.

The purpose of this study was to measure the effect of venture capital (X1)  and the long time at sea /time work hours (X2) for the offer price of fish (Y) in the tradisional sanggeng market manokwari, with 73 respondents chosen randomly and consisted of sellers and buyers in the sanggeng market. Data  collection  methods are done through interviews,  (primary data)  with a questionnaire and then  carried out  a questionnaire  test  and test the quality of the data, and then analyzed uiple linear regression. The result of research simultan eously or statistically partial variables X1 (venture capital) and variable X2 (long sea)  significantly influence the higt selling price of fish (variable y) in the manokwari sanggeng market  because the value of p. Value (0,000)<(0.05) sig (5%.) so it can be concluded that when fish traders increase capital by 1% the price of fish in the market rises by 13,5% and also when a long time to go to sea increases 1 day than the price of fish increases by  33.900,00. The government needs to control high (expensive) fish prices in the market by activating an inflation control team that continues to monitor the market price (specifically) of the fisheries sector.

To reduce disputes against former land leasehold, it is necessary to agrarian reform which means a continuous process, thus it requires arrangements related to the allocation, use, authorizing, possessing rights over land that was implemented in order to achieve certainty and legal protection and justice and prosperity for all the people of Indonesia, with the object of former leasehold land, HGB or Rights Management; land affected by the conversion provisions; land submitted voluntarily by its owner, the land rights of the holder violates the law; object land reform; object former land reform; land arise; the land of the former mining area; land donated by the government; exchange of land from and by the government; land purchased by the government; soil release Convertible Production Forest Area, or the land of the former forest area ever released. The purpose of renewal reorganize the inequality of control, ownership, use and exploitation of land, reduce poverty, create job fields, improve people's access to economic resources, especially land, reduce disputes and / or conflicts over land and agrarian, improve and maintain the quality of the environment, and improve food security of community.

ABSTRAK             Di Indonesia peningkatan mutu pendidikan merupakan sasaran pembangunan di bidang pendidikan nasional dan merupakan bagian integral dari upaya peningkatan kualitas manusia secara menyeluruh. Mengingat peran pendidikan sangat penting bagi kehidupan masyarakat, maka pemerintah berupaya untuk meningkatkan kwalitas semua komponen yang dapat menunjang peningkatan mutu pendidikan. Salah satu komponen yang dimaksud adalah peningkatan mutu profesionalisme guru khususnya guru pendidikan agama hindu.             Ada beberapa komponen strategis yang perlu diperhatikan oleh guru pendidikan agama hindu yaitu permasalahan-permasalahan profesionalisme guru, prinsip-prinsip profesionalisme guru dan upaya peningkatan profesionalisme guru. Permasalahan-permasalahan profesionalisme guru meliputi profesionalisme profesi keguruan, otoritas profesioanal guru, kebebasan akademik dan tanggung jawab moral. Prinsip-prinsip profesionalisme guru meliputi memiliki bakat, minat, panggilan jiwa dan idealisme, memiliki komitmen, kualifikasi akademik, kompetensi, tanggung jawab, penghasilan, kesempatan, jaminan perlindungan hukum dan organisasi profesi. Upaya-upaya profesionalisme guru meliputi terdidik secara baik, terlatih secara baik, dihargai secara baik, terlindungi secara baik dan dikelola secara baik. ABSTRACT Indonesia is improving the quality of education is a development target in the field of national education and is an integral part of efforts to improve the quality of society, the government seeks to improve the quality of all components that can support the improvement of the quality of education. one of the components in question is improving the quality of teacher professionalism, especially teachers of Hindu education. There are several strategic components that need to be considered by Hindu religious education teachers, namely problems - the problems of teacher professionalism, the principles of teacher professionalism and efforts to increase teacher professionalism. problems - the problems of teacher professionalism include professionalism of the teaching profession, teacher professional authority, academic breakdown and moral responsibility. the principles of teacher professionalism include having talent, interest, calling soul and idealism, having commitment, academic qualifications, competence, responsibilities, income, opportunities, legal protection guarantees and professional organizations.Efforts - the efforts of teacher professionalism include well-educated, well-trained, well-respected, well-protected and well-managed.

Abstract For a long time in economic theory and practice, regulation is only linked to the need for state intervention in monopolistic markets, by developing uniform, simple regulatory rules to limit and control the monopoly power, the monopoly price, mergers and acquisitions between companies in the same industry and others. In recent years the prevailing opinion that government regulation is particularly necessary in oligopolistic markets where there are several leading, dominant companies that can influence the price, quantity and quality of the product offered. However, this regulatory policy should not apply to common rules and taking into account the specifics of the market/industry, market structure (concentration level) of the various market segments and the relevant economic activity. The aim of the study: 1) Evaluation of the efficiency of the construction market, 2) Demonstrate the need for government intervention, 3) Guidelines for the implementation of the regulatory function of the government.

Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.

The existence of UKM in Kuningan Regency is very diverse not only in the form of traditional foods of Kuningan but also spread in various creative businesses. That the Government's policy is clear, as of December 31, 2015 has opened the MEA or the Asean Economic Community, so that it has an impact on the circulation of trade traffic that will involve various countries and crossing national borders, including possibly coming to Kuningan, will enter foreign entrepreneurs to join in the competition with existing SMEs. The problem discussed is how to increase the legal awareness of small business actors on trademark rights and copyrights, as well as what efforts can be done by the government in giving legal protection to small and medium business groups. The method used is to provide socialization, legal counseling and mentoring of trademark rights and copyright. The results of the counseling revealed that the community's legal awareness of copyright and brand rights is still low therefore there needs to be legal protection measures for SMEs in Kuningan Regency. Therefore carried out socialization and legal counseling to SMEs in Kuningan Regency, regarding Intellectual Property Rights (IPR) especially about the importance of protecting the brand and reputation of the company by registering the trademark or patent rights in accordance with the mechanism of the Act. Legal protection must be done because the Copyright Act and Trademark rights regulate that registration of trademark rights uses the First To File system instead of the First To Inventory, meaning that who first registers will be served and protected by the law.Keywords: Legal Protection, Trademark Rights, Copyright�AbstrakKeberadaan UKM di Kabupaten Kuningan sangat beragam tidak saja dalam bentuk makanan-makanan tradisional khas Kuningan tapi juga tersebar dalam berbagai usaha kreatif. Bahwa Kebijakan Pemerintah jelas, per 31 Desember 2015 telah dibuka MEA atau Masyarakat Ekonomi Asean, sehingga berdampak pada� peredaran lalulintas perdagangan yang akan melibatkan berbagai Negara dan melintasi batas-batas Negara, termasuk mungkin akan datang ke Kuningan, akan masuk para pengusaha asing untuk ikut berkompetisi dengan para UKM yang telah ada. Permasalahan yang dibahas adalah bagaimana meningkatkan kesadaran hukum para pelaku usaha kecil terhadap hak merek dan hak cipta, serta upaya apa yang bisa dilakukan oleh pemerintah dalam memeberikan perlindungan hukum kepada kelompok usaha kecil dan menengah. Metode yang digunakan adalah dengan memberikan sosialisasi, penyuluhan hukum dan pendampingan pendafaptaran hak merek dan hak cipta. Hasil penyuluhan mengemukakan bahwa kesadaran hukum masyarakat terhadap hak cipta dan hak merek masih rendah oleh karena itu �perlu ada upaya perlindungan hukum bagi para UKM yang ada di Kaupaten Kuningan. Oleh karena itu dilakukan sosialisasi dan penyuluhan hukum kepada para UKM yang ada di Kabupaten Kuningan,mengenai Hak Kekayaan Intelektual (HKI)� khususnya tentang pentingnya menjaga merek dan reputasi perusahaan dengan mendaftarakan merek atau hak patennya sesuai dengan mekanisme Undang Undang. Perlindungan hukum harus dilakukan karena Undang Undang Hak Cipta dan hak Merek mengatur bahwa pendaftaran Hak merek menggunakan system� First To File bukan First To Invent, artinya siapa yang pertama kali mendaftar itulah yang akan dilayani dan dilindungi oleh udang undang.Kata kunci : Perlindungan Hukum, Hak Merek, Hak Cipta

AbstractIntellectual Property Rights are rights derived from the work, initiative and creativity in the form of a real man. Intellectual Property rights consist of privately owned property and Industry. Patents are part of Intellectual Property Rights in Industry. Patents are granted the right of the government and is exclusive. Exclusive rights of patent holders is the production of a patented item, usage and sales of goods and deeds relating to the import and sale of such goods store. Legal protection of intellectual property rights in the patent field ketetentuan regulated in Law Number 14 of 2001. In chapter 8, paragraph (1) time protection for 20 years from the date of receipt and can not be extended. And Article 9 set period of patent protection for simple for 10 (ten) years and can not be extended. Protection of intellectual property rights is no guarantee to the public to respect the right of initiative and the reaction and to provide protection will upload their work. The higher appreciation of the intellectual property rights of a nation then the future will be better.

The independent campus policy is an actual policy in the field of higher education, because it requires the modernization and democratization of higher education, so that it is adaptive to the realities of the progress of the times, as well as the aspects of learning which have a real impact on students. This study aims to analyze the challenges of independent campus policies in fulfilling student rights, as well as provide rationalization of the importance of Citizenship Education learning orientation on independent campuses which leads to strengthening student citizenship competencies, in order to become civilized citizens. This research was conducted through a qualitative approach with methods literature study, the data analysis process in this study includes: data reduction, data display, verification and conclusion. The results obtained are 1) the challenges faced by the independent campus policy, in fulfilling the rights of students, generally due to the unequal quality of education, the reality of national competitiveness and national innovation, as well as the quality of services and legal protection for students, 2) strengthening competence Student citizenship needs to become a general orientation of Citizenship Education on an independent campus policy, because it is comprehensive, in order to create civilized students and can be relied on by the state. Efforts to overcome challenges that have the potential to hinder the optimal running of the independent campus policy, can be through the commitment and consistency of various parties, especially the government and university leaders, to advance national education and guarantee fair legal protection and non-discriminatory educational assistance
