The independent campus policy is an actual policy in the field of higher education, because it requires the modernization and democratization of higher education, so that it is adaptive to the realities of the progress of the times, as well as the aspects of learning which have a real impact on students. This study aims to analyze the challenges of independent campus policies in fulfilling student rights, as well as provide rationalization of the importance of Citizenship Education learning orientation on independent campuses which leads to strengthening student citizenship competencies, in order to become civilized citizens. This research was conducted through a qualitative approach with methods literature study, the data analysis process in this study includes: data reduction, data display, verification and conclusion. The results obtained are 1) the challenges faced by the independent campus policy, in fulfilling the rights of students, generally due to the unequal quality of education, the reality of national competitiveness and national innovation, as well as the quality of services and legal protection for students, 2) strengthening competence Student citizenship needs to become a general orientation of Citizenship Education on an independent campus policy, because it is comprehensive, in order to create civilized students and can be relied on by the state. Efforts to overcome challenges that have the potential to hinder the optimal running of the independent campus policy, can be through the commitment and consistency of various parties, especially the government and university leaders, to advance national education and guarantee fair legal protection and non-discriminatory educational assistance

Efforts to improve the quality of education continue to be carried out by the government, one form of this effort is the development and review of the curriculum so that it is under the times. Several factors underlie curriculum development, including philosophical, psychological, socio-cultural, political, state development and world development, and science and technology (IPTEK) foundations. The process of changing the curriculum in various countries cannot be adapted to the political conditions in that country, therefore the educational curriculum may change at any time according to the political conditions that affect the country concerned. This study aims to analyze and describe the influence of politics on curriculum development in the National Education System. This research is qualitative research using a literature study approach. Furthermore, data were collected through document study.

ABSTRAK             Di Indonesia peningkatan mutu pendidikan merupakan sasaran pembangunan di bidang pendidikan nasional dan merupakan bagian integral dari upaya peningkatan kualitas manusia secara menyeluruh. Mengingat peran pendidikan sangat penting bagi kehidupan masyarakat, maka pemerintah berupaya untuk meningkatkan kwalitas semua komponen yang dapat menunjang peningkatan mutu pendidikan. Salah satu komponen yang dimaksud adalah peningkatan mutu profesionalisme guru khususnya guru pendidikan agama hindu.             Ada beberapa komponen strategis yang perlu diperhatikan oleh guru pendidikan agama hindu yaitu permasalahan-permasalahan profesionalisme guru, prinsip-prinsip profesionalisme guru dan upaya peningkatan profesionalisme guru. Permasalahan-permasalahan profesionalisme guru meliputi profesionalisme profesi keguruan, otoritas profesioanal guru, kebebasan akademik dan tanggung jawab moral. Prinsip-prinsip profesionalisme guru meliputi memiliki bakat, minat, panggilan jiwa dan idealisme, memiliki komitmen, kualifikasi akademik, kompetensi, tanggung jawab, penghasilan, kesempatan, jaminan perlindungan hukum dan organisasi profesi. Upaya-upaya profesionalisme guru meliputi terdidik secara baik, terlatih secara baik, dihargai secara baik, terlindungi secara baik dan dikelola secara baik. ABSTRACT Indonesia is improving the quality of education is a development target in the field of national education and is an integral part of efforts to improve the quality of society, the government seeks to improve the quality of all components that can support the improvement of the quality of education. one of the components in question is improving the quality of teacher professionalism, especially teachers of Hindu education. There are several strategic components that need to be considered by Hindu religious education teachers, namely problems - the problems of teacher professionalism, the principles of teacher professionalism and efforts to increase teacher professionalism. problems - the problems of teacher professionalism include professionalism of the teaching profession, teacher professional authority, academic breakdown and moral responsibility. the principles of teacher professionalism include having talent, interest, calling soul and idealism, having commitment, academic qualifications, competence, responsibilities, income, opportunities, legal protection guarantees and professional organizations.Efforts - the efforts of teacher professionalism include well-educated, well-trained, well-respected, well-protected and well-managed.

The lack of the role of the school committee in education makes it a school partner to improve its management. Because it is clear in Law number 20 of 2003 concerning National Education System article 56 paragraph 3 that the school council approves in improving the quality of assistance by providing, directives and support for labor, facilities and infrastructure, and supervision of education at the education level. This paper is a literature study that uses documents related to schools and education suppliers as sources of data and analyzed using qualitative descriptive. Reconstruction of the management of the committee through improvements to the planning, organizing, implementing, and evaluating the work program of the school committee and education unit. In addition, training and guidance for school committees also requires building good communication and cooperation between the school committee, the government and other parties. That way it is expected to increase the strategic role of schools in improving the quality of education.

The Government of India published, after independence, nation’s third policy on education on July 30, 2020. This policy on education titled as “National Education Policy- 2020” (NEP-2020). This much anticipated education policy is a widespread policy covering all level and aspects of education of the country. Part ‘Two’ of NEP- 2020 covered the area of higher education and detailed about the expectations in this area. For an economically developing country like India, where the demand for a quality skilled workforce is very high it becomes necessary to keep a check on the quality of education provided in the higher education system. Assessment plays a crucial role in improving the quality of education by giving feedback. Normally assessment is done as objectives of education are formulated. Any teaching-learning process is incomplete without a proper assessment mechanism. National Education Policy- 2020 is expecting and suggesting fundamental change in the traditional assessment system in higher education. This paper is an attempt to explore the important recommendations made by National Education Policy- 2020 on ‘Assessment’ in the area of higher education.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. ABSTRACTThe essence of this study describes the theoretical study of the phenomenon transfortation services online. Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

In order to revitalize Indian education system, the Government of India has recently approved National Education Policy-2020 (NEP-2020) and proposed sweeping changes including opening up of Indian higher education to foreign universities, dismantling of the UGC and the AICTE, introduction of a 4-year multidisciplinary undergraduate program with multiple exit options, and discontinuation of the M Phil program. It aims at making ‘India a global knowledge superpower’. In the light of National Education Policy-2020, agricultural education system needs to be redefined in India as it increases knowledge or information and farmer’s capacity to learn. As the level of agricultural education increases, farmers will become more and more self-reliant and will depend more on their self-studies dealing with farming. It is suggested that reorientation of agricultural higher education in context of globalization, food security, diversification, sustainability of ecosystems, and agribusiness is necessary. The curriculum of agricultural higher education needs to be made more broad based and manpower has to be trained scientifically in topics such as biotechnology, genetic engineering, agro-meteorology, environmental science, agro-ecology, computer application, information technology, conservation of natural and human resources, specialized job-oriented courses, and trade and export in agribusiness. Finally, adequate emphasis should be placed on practical skills and entrepreneurial capabilities among the students to achieve excellence. To properly address the challenges faced by today’s Indian agriculture, competent human resource in sufficiently large numbers would be required in the near future. There is a vast scope for young graduates to undertake agriculture as their profession which is directly or indirectly contributing to the economic and social development of the country.

Efforts to improve the quality of education by conducting curriculum development are a necessity, because there are a number of pillars as well as the direction of the implementation of education in schools. In accordance with global demands ahead of the enactment of AFTA (Asean Free Trade Area) and AFLA (Asean Free Labor Area) the demands of the education world are increasingly complex. The world of education is required to be able to produce skilled workers who are able to exist and survive in this global development. because to meet the demands of these developments, improvement and renewal of various components of education especially the educational curriculum becomes an urgent thing to do, because in reality the 1994 curriculum was no longer relevant to deliver students to be able to compete with the global development of society for the government through the Ministry of National Education in academic year 2004/2005 will provide a new curriculum called the Competency-Based Curriculum (CBC) with a variety of studies and planning that is expected to be able to produce quality HR and be able to answer the global challenges of society.

This paper deals with the current reform of higher education which is now being discussed in the Czech Republic. The Government and the Ministry of Education, Youth and Sports propose a tuition fee for students at universities but there is still no clear concept of it. University leaders and students are against the tuition fee because of their fear of getting into debt during their study. The aim of this paper is to show an alternative way of funding higher education without tuition fee loans and from the point of view of tax justice. According to the concept of horizontal justice (Mankiw, 1999) taxpayers should pay taxes at the same rate, but it does not work this way. The result of research is that changes in Act 586/1992 Coll., on income tax and in Act 117/1995 Coll., on state social welfare are required. Abolition of tax relief is proposed where discrimination against other taxpayers and groups of students could occur. By abolition of tax relief for a student and tax relief for a dependent child the amounts of 4,020 CZK and 13,404 CZK respectively could be saved. Changes in legislation could be politically more acceptable than the tuition fee. The solution could also lead to simplification for taxpayers. The target should be equal access to higher education for all students.

But in recent years the government did not give permission to those who want to establish a college. One reason is the government not only menginginkankan development in terms of quantity alone, but must be accompanied by good quality of any existing college.The number of colleges that exist today is already growing its own competition. The high level of competition among private universities is happening now requires every college has the right strategy to attract the interest of new students. Each college offers the advantages of each. However, not all universities have a particular brand image compared with other universities.One of the determining factors of brand image is the satisfaction of its customers. While satisfaction itself arises as a result of service perceived by the customer.College is not only required to provide a good quality education, but they also must be able to provide good service to students as well. Good service is expected to provide satisfaction for students. Of course in the long term, the impact of satisfaction that will form a good image for the college concerned anyway.STIE IBBI Medan is one of the private high school that has a good image in the city of Medan. However, STIE IBBI still have to further improve the quality of services provided to students. It is necessary to maintain the good image that has been owned STIE IBBI today.The plan of the research will be conducted in STIE IBBI Medan. The population is all students STIE IBBI. The long term goal of this research is to STIE IBBI to increase public confidence in higher education that will take in high school applying good quality excellent service. Expected from the results of this study, STIE IBBI can also implement appropriate marketing strategies to improve the quality of service to students. In addition, the results of this research can be a good reference for prospective new students who will pursue higher education in the STIE IBBI Medan.
