Hutan Tanaman Rakyat (HTR) is a plantation forest in production forest built by community groups to improve the potency and quality of production by applying silvicultural systems to ensure sustainability of forest resources. Since the issuance of this policy in 2007, the development of policy implementation is not showing progress according to plan. Forest area in 2014 is targeted to reach 5.4 million ha, but until mid-2013 the Ministry of Forestry Indonesia HTR new reserve areas covering 679 400 ha and the new can assign permits covering 174 111 ha. Based on this background, it should be conducted policy research aimed to know and analyze the process of policy implementation HTR in Muna District. This research applies qualitative research methods. The method used to facilitate researchers when facing a new reality in the field. The type of data used are primary data and secondary data. Qualitative data collection was done by using a gradual-depth interviews and participatory observation. The results showed Communications, Resource, Disposition, and Structure of Bureaucracy is the deciding factor the successful implementation of the policy has not run with the maximum, so that policy implementation HTR in Muna District inhibited. The conclusion of this study, such as: 1) Understanding the policy implementers and policy subjects (Society) related HTR in Muna District is still low; 2) The resources involved for successful policy implementation HTR in Muna District both the number and qualifications are inadequate; 3) The lack of response to the policy implementers HTR in Muna District (Regent, the staff of Department of Forestry, Forestry Extension and Community policies that are the subject HTR).Key words: HTR, Communication, Resources, Disposition, Bureaucratic Structure

This study aimed to adjust the predetermined theme with the theme implemented. In addition, giving interesting presentations to students, and teachers can improve the quality of human resources in the field of technology and information. This study used a qualitative approach. Data sources consisted of primary data and secondary data through procedures for collecting data with participatory observation, in-depth interviews, and documentation studies. The data analysis technique in this study used domain techniques, taxonomic techniques, compound techniques, and theme techniques. For the process of checking the validity of the data, a triangulation process was carried out to obtain accurate research results. The results of the study obtained that in thematic learning using the Lesson Plan (RPP) to achieve a basic competency set out in the Content Standards and described in the syllabus through various learning behaviors of students.

Abstract: The learning carried out by the teacher in the classroom must develop the quality of learning, one of which is learning motivation, students who are not passionate about learning are not optimal and of high quality, from this goal the reality is still far from expectations, many students are not aware of the importance of studying seriously, there is no passion study, there is no fun in the study room. The sampling technique used is Census Sample (Sample Saturated), while criterion-based selection is used when conducting qualitative research, 30 students as primary data sources, two teachers as secondary data sources. Data collection techniques using in-depth interviews, observation, documentation and questionnaires, while data analysis by reducing data, presenting data, drawing conclusions and verification by means of research stages I and II students and teachers with a Da'wah educational background, stage III and IV student informants and teachers with PAI educational background.

Purpose E-learning is a very popular concept in the education sector today, and one of the best ways to implement this is through blended learning. However, the implementation of blended learning program at Higher Education Institutions (HEIs) is quite new in Bangladesh. The purpose of this paper is to explore the concept of blended learning, how to construct a blended learning program, the benefits of blended learning and some prerequisites to implement blended learning program successfully at HEIs in Bangladesh. Design/methodology/approach Nature of the study is explanatory, descriptive as well as evaluative. Primary data were collected through face-to-face interviews using structured questionnaire having both open- and close-ended questions including personal observations. Secondary data comprise relevant documents available from government agencies, archives, and library and research organizations. Findings By utilizing the blended learning tools, HEIs in Bangladesh can achieve radical improvements in education quality as well as in the accessibility and cost-effectiveness of learning programs. Moreover, any innovative educational reform will be successful only when it is fully accepted and adopted by all the key stakeholders: students, parents, teachers, academic administrators, researchers and policy makers. Practical implications Several practical solutions have been presented in this paper: how to create a blended learning program, how to overcome the obstacles for successful implementation of blended learning and how to create a flipped classroom with the aid of technology. Social implications A country’s soul and economic well-being depends to a large extent on the quality of their citizen’s education. Implementing innovative teaching programs within the education system will enhance the quality of education at HEIs in Bangladesh, creating more efficient labor force hence benefiting the overall society. Originality/value Originality in terms of exposing the hurdles that needs to be addressed for successful implementation of blended learning programs at HEIs in Bangladesh and providing an easy guideline to educators on how to create flipped classrooms.

The perception of tourist about accessibility from Penelokan village to Toya Bungkah destination” has objective to known the tourist perceptions of accessibility in Toya Bungkah destination. Kinds data used are primary data and secondary data. The data was gain through observations, depth interviews, questionnaires, literature studies, and documentations. Sampling was gain by purposive sampling to option the data of accessibility. The respondents was choose by using quota sampling. Analyzed the perception of tourist by using attitude scale (Likert scale) to measure the results. The result of the research showed that the tourist perceptions of accessibility to Toya Bungkah were : Condition about access from Penelokan to Toya Bungkah get average score was 3.10 is good enough, Quality of access from Penelokan to Toya Bungkah get average score was 3.20 is good enough, Comfortable of access from Penelokan to Toya Bungkah get average score was 3.14 is good enough, Condition transportasion after arrived from Penelokan to Toya Bungkah get average score was 3,48 is good, View at around access the tourist can see from Penelokan to Toya Bungkah get average score was 4.08 is good, Safety with the path from Penelokan to Toya Bungkah get average score was 3.50 is good, Perception of the tourist about Toya Bungkah get average score was 3.76 is good.

This research is motivated by the fact that there are still many Latrine Villagers who do not comply with Community-Based Total Sanitation Criteria. This study aims to determine the implementation of the Open Defecation Free  Program in Sungai Dua Village, Rambutan District, Banyuasin Regency. This research uses descriptive qualitative research methods with the type of descriptive research. The type of data used is primary data and secondary data. Data collection techniques are done through observation, in-depth interviews and documentation. This study uses the Policy Implementation Theory of Ripley and Franklin, where the success of policy implementation is influenced by three dimensions namely (1) the level of compliance, (2) the smoothness of routine routines and (3) the desired performance and implementation impact. Based on the results of field research, it shows that the level of compliance in the implementation of the program is not yet optimal, the smoothness of routine functions has not run smoothly, and the desired performance and impact of implementation have not been maximized and not yet achieved. The conclusion of this research is that the implementation of the Open Defecation Free Program in Sungai Dua Village, Rambutan District, Banyuasin Regency has not been successful. This research suggests that all rules are obeyed and implemented, it is necessary to increase monitoring and coordination on a regular basis

Livestock sub-sector is an important part of agricultural development which in addition aims to meet the needs of food and nutrition of the wider community in order to improve the quality of human resources, it must also be able to improve the welfare of farmers. In the livestock sub-sector, many partnership models have been developed including partnerships in broiler business. In order to improve the welfare of farmers, especially broiler breeders in Bogor regency, good structuring is needed in an effective and efficient supply chain partnership institution. Thus, it can increase farmers' income, and ensure the sustainability of people's livestock business, especially broiler business. This study aims to: 1) Identify institutional supply chain management of broiler businesses; 2) Analyze the performance of supply chain partnership institutional broiler businesses in Bogor regency, West Java province. Primary data is obtained through observation and in-depth interviews (in-depth interviews, while secondary data is obtained from related institutions and literature. Collected data is processed quantitatively and qualitatively descriptive. The results of the study conclude: (1) Broiler breeders, namely: Farmers Mandiri, and partnership breeders, which are divided into partnerships on the basis of verbal agreements and officially partnered farmers in partnership. Independent breeders are those who manage and finance all production input needs needed during the production process and are free to market their products. Partner farmers are farmers who have been bound by cooperation both verbally and in writing with companies supplying DOC, feed, vaccines and medicines, so that these farmers only prepare pens, labor and livestock equipment, because all the needs of DOC, feed and medicine and vaccines have been provided by companies that partner with a. (2) Forms of cooperation in marketing live chicken and meat, namely breeders selling live chickens to traders / brokers who then market to retailers in conventional markets. Marketing in the form of broiler is aimed at consumers (restaurants / restaurants. Independent farmers generally market products through traders), independent farmers are free to market to any collector, while farmers in partnership are obliged to market their products to the core. get higher profits compared to breeders partnering verbally and independently.

The purpose of this research is to know how the perception from the tourist to the quality services Japan guide PT. JTB Bali and know complaints from quality service the guide so that the company can improve the quality of their service to the tourists. In this study used primary data and secondary data. The technique of data collection conducted with observation, in-depth interviews and dissemination of the questionnaire. Sampling techniques using a purposive sampling while the data analysis techniques used are qualitative and descriptive analysis with the likert scale. The results of this research, the satisfaction of tourist in positions quite agree because still there is not enough good judgment given by the tourists. In addition the results of interviews conducted with the authors Japan pramuwisata there is still unknown, constraints and complaints pramuwisata so that it affects them when serving the tourists who use the products and services of PT. JTB Bali.

The purpose of this study is to examine the implementation of SPMI, examine the results of the implementation of SPMI and examine the factors inhibiting the implementation of SPMI in Junior High School 21 Malang as an effort to improve the quality of education. Primary data were obtained from the SPMI implementers, namely the school principal, supervisors and the quality assurance team at Junior High School 21 Malang. Secondary data were obtained from references, books and documents related to the implementation of SPMI. Data analysis techniques used in this study consisted of three stages, namely data reduction, data presentation and conclusion drawing. The results of this study indicate that the implementation of SPMI in Junior High School 21 Malang is documented from 2016 to 2019. The implementation of SPMI involves all components of the school from top to bottom. The implementation of SPMI begins with quality mapping, quality fulfillment planning, implementation of quality fulfillment, evaluation and standard setting is proceeding well. The successful implementation of SPMI has increased as evidenced by graduates in 2019 getting 4th place on the results of the Computer-Based National Examination (UNBK). Implementation of quality has become a culture and character that influences the quality of graduates of Junior High School 21 Malang.

This study aims to determine the quality of community service in Bontobahari District, Bulukumba Regency, South Sulawesi Province. The method used is descriptive method in order to describe the condition of the subject / object of the researcher based on the facts of the field. The primary data source is obtained from structural officials, officers who are directly faced with the application program users. The data collection technique is done through in-depth interviews, observations, questionnaires and documentation. Based on the results of the research, the quality of community service in Bontobahari Subdistrict is quite good, the procedure that must be followed is quite simple, but there are still some community members who find it difficult to prepare the files. The requirements and completion of the incoming file and meeting our immediate requirements are never postponed. The condition of the facilities and infrastructure of services that are clean, neat and orderly so that they can provide comfort to the recipients of the service. The presence of a technology and and information system in human life today can no longer be circumvented and even its presence is a necessity. Penelitian ini bertujuan adalah Untuk mengetahui kualitas pelayanan masyarakat di Kecamatan Bontobahari Kabupaten Bulukumba Provinsi Sulawesi Selatan. Metode yang digunakan metode deskriptif agar dapat mendeskripsikan keadaan subyek/obyek peneliti berdasarkan fakta-fakta lapangan. Sumber data primer didapat dari pejabat struktural. Teknik pengumpulan datanya dilakukan melalui wawancara mendalam, observasi, kuesioner dan dokumentasi.Berdasarkan hasil penelitiaan Kualitas pelayanan masyarakat di Kecamatan Bontobahari sudah cukup baik,Prosedur yang harus dijalani cukup sederhana, namun masih ada beberapa anggota masyarakat merasa kesulitan menyiapkan berkas-berkasnya. Persyaratan dan penyelesaikan berkas yang masuk dan memenuhi persyaratan langsung kami proses tidak pernah menunda-menunda. Kondisi sarana dan prasarana pelayanan yang bersih, rapi dan teratur sehingga dapat memberikan rasa nyaman kepada penerima pelayanan. Kehadiran sistem teknologi dan dan informasi dalam kehidupan manusia saat ini tidak dapat lagi dielakan bahkan kehadirannya sudah merupakan kebutuhan.

Abstrak Peningkatan Prevalensi Diabetes Melitus akan berdampak kepada tingginya pembiayaan kesehatan di Era Jaminan Kesehatan Nasional. Peran Puskesmas sebagai ujung tombak pelayananan kesehatan dalam implementasi rujuk balik Diabetes menjadi sangat penting. Tujuan Penelitian ini untuk mengetahui efektifitas implementasi kebijakan rujuk balik Diabetes Melitus di Puskesmas X tahun 2014. Penelitian ini menggunakan pendekatan kualitatif dengan Desain Studi content analysis dan metode triangulasi. Data primer didapatkan dengan waw¬ancara mendalam, diskusi kelompok terarah, dan pengamatan di lapangan. Data sekunder didapatkan dari dokumen kebijakan dan literatur. Hasil penelitian menunjukkan adanya ketidakefektifan implementasi kebijakan rujuk balik Diabetes Melitus di Puskesmas X. Hasil peneli¬tian ini merekomendasikan untuk menyempurnakan kembali regulasi yang ada selama ini agar rujuk balik diabetes mellitus dapat berjalan efektif dan tidak terjadi kesenjangan dalam implementasi kebijakan rujuk balik diabetes di masa mendatang. Abstract The Increasing of Prevalence of Diabetes Mellitus will increase health expenditure in Universal Health Coverage (JKN). The role of health primary care as the front side in health services on back referral for Diabetes disease becomes very important. The purpose of this study was to determine the effectiveness of policy implementation in Diabetes Mellitus back referral behind PHC X 2014. This study used a qualitative approach to the study design content analysis and triangulation methods. Primary data obtained by in-depth interviews, focus groups, and observations in the field. Secondary data were obtained from policy documents and literature. The results showed ineffectiveness of policy implementation in Diabetes Mellitus back referral in X Primary Health Care. This study recommends to revise and make the existing regulations comprehensive in order to the implementation can be effective and further, there is no gap in Diabetes back referral policy implementation.
