RESUMEN Este trabajo tiene como propósito realizar un análisis en torno a la calidad educativa en México, en la consideración de la política gubernamental que las administraciones federales, del pasado y actual, han instaurado en el caso concreto de la educación superior pública. Lo anterior bajo la adopción del supuesto de que, hoy por hoy, la educación constituye el factor fundamental de la prosperidad de los países y del bienestar de sus sociedades. Por ello, alcanzar una educación de alta calidad con equidad debe ser una asignatura de primera importancia en la agenda de la política gubernamental.Palabras clave: calidad educativa, educación superior, política gubernamental. Analysis about the quality of the Mexican public superior education in the light of the governmental policyABSTRACTThe purpose of this paper is to analyze the situation of the educative quality in Mexico taking into account the governmental policy that the past and present federal administrations, have established in the case of the public superior education. Este artículo es el resultado de un proyecto de investigación desarrollado desde el Centro de Evaluación Académica de la Universidad de Costa Rica, que se propuso como uno de sus objetivos, valorar a fondo los cambios que ha ido realizando el Sistema Nacional de Acreditación de la Educación Superior de Costa Rica –SINAES- en los criterios que deben seguir las carreras que optan por una autoevaluación. Se presenta entonces una síntesis de los referentes teóricos que indica la agencia sustentan las guías, una valoración al respecto, y finalmente, el resultado del análisis comparativo de los manuales que en el 2000 y 2009 propuso SINAES, los cuales han sido utilizados tanto a nivel público como privado por carreras de diversas áreas.Palabras clave: autoevaluación, evaluación, acreditación, rendición de cuentas, educación superior,  mejoramiento, criterios, modelo CIPP.AbstractThis article is the result of a research project from the Academic Evaluation Centre of the University of Costa Rica, which proposed as one of his goals; thoroughly assess the changes that have been making the agency in charge of the accreditation in Costa Rica: -SINAES-, on the criteria that have to follow the courses or professions who opts for the auto evaluation. La presente investigación, analiza los conceptos más importantes del pensamiento Crítico, así como su importancia y utilidad en los procesos de formación profesional a nivel de Posgrado. Se hace un análisis detallado de los conceptos más ampliamente aceptado y de los factores inmersos en el desarrollo y aplicación de este tipo de pensamiento. Finalmente se propone un modelo que engloba los conceptos y factores analizados y como se interrelacionan entre ellos; el objetivo final es brindar a los docentes y directivos de Instituciones de Educación Superior, una herramienta que posibilite la inclusión de este tipo de pensamiento en sus procesos enseñanza-aprendizaje con el fin último de mejorar la calidad de los procesos de formación. Palabras Clave: Pensamiento Crítico, Educación Superior, Educación ABSTRACT This research analyzes the most important concepts of critical thinking as well as their importance and usefulness for the educational processes at graduate level. A detailed analysis of the most widely accepted concepts and factors involved in the development and application of this kind of thinking has been made. While a growing literature within the study of subjective well-being demonstrates the impact of socio-political factors on subjective well-being, scholars have conspicuously failed to consider the role of the size and scope of government as determinants of well-being. Where such studies exist, the focus is largely on the advanced industrial democracies of the Organization for Economic Co-Operation and Development. In this study, we examine the size of the public sector as a determinant of cross-national variation in life satisfaction across a worldwide sample. Our findings strongly suggest that as the public sector grows, subjective well-being increases as well, conditional on the extent of quality of government. Using cross-sectional data on 84 countries, we show this relationship has an independent and separable impact from other economic and political factors.

The past decade has seen the growth of a considerable literature on the link between government popularity, as reflected by the proportion of the public indicating their intention to vote for the government in opinion polls, and the state of the economy, as represented by certain key variables. The work began in the early 1970s with articles by Goodhart and Bhansali, Mueller, and Kramer. It continued through the decade; some of the more recent contributions can be found in a set of readings edited by Hibbs and Fassbender. However, despite the amount and quality of this work, problems remain. Principal amongst these, as Chrystal and Alt have pointed out, is the inability to estimate a relationship which exhibits any degree of stability either over time or between researchers. Nearly all the studies have been successful in finding a significant relationship for specific time periods, but when these are extended, or when the function is used to forecast outside the original estimation period, the relationship appears to break down.

The emergence of various institutions today's economy helped spur the economy of the community. But unfortunately the growth of the economic institutions are not supported by an adequate legal development. The presence of various financial institutions helped bring a major role in economic development of society, especially the poor. These financial institutions emerged as a form of providing funds or capital goods for the public to purchase goods on payment in installments or periodically by consumers. Construction consumer finance based on an agreement with the principle of freedom of contract as legal bases for both parties. In practice financing undertaken by financial institutions poured in the form of a credit agreement. In each of providing credit to their customers finance institutions always face a risk, therefore the customer's business situation and developments to be followed continuously starts the moment the credit is given to the loan. As for giving legal protection to the parties in the process of providing collateral (guarantee), then one of them is with the enactment of Law Fiduciary. Implementation of lending followed by a fiduciary assurance processes at financial institutions in the city of Cirebon most important is the legal effect if the Borrower defaults which are expected to creditors (financial institutions) can be easily exercised fiduciary object. Constraints faced in a fiduciary guarantee is as follows: a. Any cost of making a deed by the Borrower felt heavy, incomplete b. Any requirements of the Borrower to elaborate on the type, brand and quality of the fiduciary object, c. The office registration still limited fiduciary, fiduciary registration e. El trabajo de investigación que se reporta busca hacer observables los posibles cambios en las trayectorias y perfiles del personal académico que podían atribuirse a la aparición e implementación, en la mayor parte de las Instituciones de Educación Superior públicas del país, de programas que tenían como objetivo el mejoramiento de los perfiles formativos, de producción e inserción internacional de los académicos, y que emplearon diferentes mecanismos de evaluación, diferenciación de ingresos y apoyos a la continuación de su formación. A través de definir una periodización que reflejara la aparición y modificaciones de dichas medidas, la propuesta de una tipología de las instituciones de educación superior y la adopción de una forma de organizar la diversidad disciplinaria, se intentaron controlar analíticamente los efectos paralelos que estos aspectos pudieran tener en la variación de condiciones de trabajo y socialización de los académicos. Con esta forma de organizar la diversidad se analizaron la evolución formativa, la combinación de actividades, el uso del tiempo, las opiniones y los resultados reportados por los académicos del país en la encuesta aplicada en 2001. Finalmente, en el trabajo que se presenta se subrayan algunos de los logros, tensiones y riesgos que parecen derivarse de las lógicas coexistentes en los mecanismos impulsados, especialmente en los ámbitos del compromiso institucional y la renovación de la planta académica actual.AbstractThe work of investigation that is reported looks for making observable the possible changes in the trajectories and profiles of the academic personal that could be attributed to the appearance and implementation, in most of the public Institutions of Higher Education of the country, of programs which  had like objective the improvement of the formative profiles, of production and international insertion of the academics, and that used different mechanisms from evaluation, differentiation of income and supports to the continuation of their formation. Through defining a periodization that reflected the appearance and modifications of these measures, the proposal of a typology of the institutions of higher education and the adoption of a form to organize the disciplinary diversity, were tried analytically to control the parallel effects that these aspects could have in the variation of conditions of work and socialization of the academics. With this form to organize the diversity were analyzed the formative evolution, the combination of activities, the use of the time, the opinions and the results reported by the academics of the country in the survey applied in 2001. Finally, this work emphasizes some of the profits, tensions and risks that seem to derive themselves from the coexisting logics in the impelled mechanisms, especially in the scopes of the institutional commitment and the renovation of the present academic plant.

Referring to the Malaysian National Security Council, disaster is defined as a catastrophic situation that claimed many lives and caused extensive damage to property and potentially endangers the public peace and security. In Malaysia, there were few natural disaster events that can be said to be among the worst ever in terms of the number of deaths and damages. However, these occurrences were not as severe as overseas. At the end of December 2014, there was a catastrophic flood called as the 'Bah Kuning' was hitting the east coast of Peninsular Malaysia. It resulted in almost 85% of the total Kuala Krai area inundated by flood water. One of the elements in post-disaster recovery is rebuilding shelter for victims. Regardless, it is important to research on residents’ satisfaction as it will affect the well-being directly or indirectly. Thus, a study was carried out to evaluate the satisfaction of residents (victims) on the “New Permanent Houses” (Rumah Kekal Baharu, RKB) that they received from the redevelopment project. A questionnaire survey was carried out to collect and understand respondents’ satisfaction on the redevelopment of their housing area, in specific, the quality of their newly reconstructed houses and the supporting facilities or infrastructure in their area. From the analysis, it was found that majority of the respondents were satisfied with their newly redeveloped houses and the infrastructure. The satisfaction level was associated with the locational and land ownership factors.

El desarrollo  de competencias para la investigación en estudiantes de Educación Superior es una tarea ardua. Sin embargo, la formación de recursos humanos en investigación debe ser una de las tareas permanentes de las Universidades, esto debido a que posibilita a los países en desarrollo el poder acceder a mejores niveles de bienestar social en materia de crecimiento económico, producción de ciencia, tecnología y mejora de la calidad educativa. El presente reporte muestra los resultados del esfuerzo de los últimos 12 años del Centro Universitario de los Lagos de la Universidad de Guadalajara, quien tiene como eje fundamental la investigación y como parte inherente el desarrollo de competencias en investigación en estudiantes universitarios. Esperando que dichos recursos humanos que han sido formados en la investigación en un mediano y/o largo plazo vengan a incrementar, enriquecer y realizar el relevo generacional de los investigadores en la región centro occidente de México. Like inherent part of the formation of university students, they will increase, enrich and to became in to the generational relief of the researchers in Jalisco state and perhaps of the Mexican Republic. Purpose The purpose of this paper is to study the changing relationship between auditing and evaluation. Over the past several years, supreme auditing institutions (SAIs) in a number of advanced democracies have evolved from conventional auditing institutions to becoming increasingly concerned with assisting policy change and administrative reform in the public sector; tasks that are traditionally associated with evaluation. The paper discusses the potential consequences of this development for the SAIs themselves as well as for the audited and reforming institutions and for policy-making. Design/methodology/approach The paper uses qualitative method and draws on the extensive literature on auditing and evaluation. The analysis has also benefitted from the authors’ recent comparative research on SAIs. Findings The findings, summarized in six points, are that the growth of auditing in areas previously assigned to evaluators, has led to a shortened time perspective; stronger emphasis on the administration of policies; increased focus on efficiency of the audited entity; greater independence from the evaluated organizations; a shift in receiver of information toward the legislature and/or the public; and improved communication. Practical implications Evaluation as a professional and scholarly field has developed theories and advanced methods to assess the effectiveness of public programs. The growth of auditing may thus change the focus and quality of policy evaluation. Originality/value The paper speaks to both scholars and practitioners. To the best of the knowledge a similar analysis has not been done before.

Cutting-edge technological advances are reshaping our ecosystem; transforming society, living, and work environments; transport systems; energy grids; healthcare; communications; businesses; and education. How can cities respond to the multitude of challenges by employing technology and at the same time ensure the public well-being, improve the quality of life of city inhabitants, and make sure that the human is still at the center of decisions?
