Abstract—In general, the success of bureaucratic reform is entirely in the hands of civil servants and CPNS. As servants of the state, their main task is to provide maximum service to the community. However, complaints about the lack of welfare so that they cannot carry out their duties to the maximum are very often we listen to, as happened with civil servants and CPNS in the Kutai Kartanegara District government often correlate between the lack of salary, position, performance, productivity. analyze the Implementation of Recipient Design and Criteria for Receiving Additional Income to Civil Servants of the Education and Culture Office of Kutai Kartanegara Regency. This research is a qualitative study, the method of data collection is carried out intensively, the researchers participate in the field for a long time, note carefully what happened, conduct a reflective analysis of various documents found in the field, and make detailed research reports. In qualitative research, the research instrument is the researcher himself. The data in this study are in the form of field notes, observations, preliminary observations, opinions expressed by education officials, and staff in the Education and Culture Office of Kutai Kartanegara Regency and their archives. Research results show that based on the evaluation results found in the recipient and the recipient's criteria have met the specified requirements. However, on the other hand, it can be found the recipient and the recipient's criteria are still far from what they should be so that various weaknesses can be seen in terms of determining the recipient and recipient's criteria. As stated earlier, civil servants and CPNS at the Office of Education and Culture are divided into five different job categories, but in receiving additional income they should not have the status but are "equally feeling equal" because the place where employees work is different in the program additional income policy

As the COVID-19 pandemic took hold in 2020, Chief Medical Officers (CMOs) entered the public spotlight like never before. Amidst this increased visibility, the role is deeply contested. Much of the disagreement concerns whether CMOs should act independently of the government: while some argue CMOs should act as independent voices who work to shape government policy to protect public health, others stress that CMOs are civil servants whose job is to support the government. The scope and diversity of debates about the CMO role can be explained by its inherently contradictory nature, which requires incumbents to balance their commitments as physicians with their mandates as civil servants who advise and speak on the government’s behalf. The long-haul COVID-19 pandemic has further tested the CMO role and has shone light on its varying remits and expectations across different jurisdictions, institutions and contexts. It is perhaps unsurprising, then, that calls to amend the CMO role have emerged in some jurisdictions during the pandemic. However, any discussions about changing the CMO role need a stronger understanding of how different institutional and individual approaches impact what incumbents feel able to do, say and achieve. Based on an ongoing comparative analysis of the position across five countries with Westminster-style political systems, we provide an overview of the CMO role, explain its prominence in a pandemic, examine some debates surrounding the role and discuss a few unanswered empirical questions before describing our ongoing study in greater detail.

It assesses the size of the child labour market during this period by processing data found from Internal Home Office material and focuses in particular on the role of state officials in shaping government policy surrounding child labour laws. The chapter also investigates into the role of civil servants, politicians and the effect of recent sociological and historical interventions on the existence of child labour.

In improving the quality and performance of civil servants in government agencies, a rule is made regarding the addition of employee income which is income outside of salary which must be subject to income tax  article 21. This research aims to examine the calculation of income tax article 21 for civil servants civil in Dinas Tenaga Kerja Manado society is in accordance with applicable regulations, also aims to add insight into aspects of taxation, especially in calculating income tax article 21. The method used is representative of the quantitative data obtained from the object of service. While the technique of application is to collect quantitative data in the form of numbers and calculations, then based on these data testing is done in order to convince a theory issued.Keywords : Income tax, Additional income

Abstract: This community service is provided to wives of civil servants called Darma Wanita at RSUD HAMS Kisaran, in creating positive activities at their homes and they also could get knowledge to be an entrepreneur through the activities. The community service is delivered in workshop and training method how to plant the vegetables such as water spinach (aka kangkung) in hydroponic wick system. The expected return is the wives could plant this hydroponic water spinach at their own yard so they can produce fresh and healthy Water Spinach for their family and they also can get additional income through the sales of the vegetables. Kegiatan pengabdian masyarakat yang dilakukan adalah memberikan informasi dan pelatihan menanam sayuran kangkung secara hidroponik sederhana dengan sistem sumbu (Wick System). Diharapkan nantinya, dengan bekal pengetahuan ini, para istri dapat melakukannya di rumah masing-masing dan nantinya akan dapat dengan mudah menyediakan sayuran segar dan bebas pestisida bagi keluarganya, sekalipun pada area pekarangan yang terbatas, dan sekaligus dapat pula dijadikan peluang usaha untuk menambah pendapatan keluarga. This paper descriptively presents a concept of supplementary income calculation for civil servants simulated using Job Incentive Index method. It seriously takes into account the amount of local budget (APBD) allocated for additional income of civil servants (TPP), Number of Regional Civil Servants, and aligned with various related regulations. Using mix-method approach obtained the amount of TPP for each level of job proportionally and based on work performance. This paper also includes key considerations that need to put a concern before the TPP policy is formulated. Consequently, the implementation of TPP can bring “good news” to civil servants themselves and the local government performance as a whole. Furthermore, it is expected not to burden any local budget allocation in other sectors.  Keywords: Job Incentive Index, Additional Income Tulisan ini menyajikan secara deskriptif konsep perhitungan pemberian tambahan penghasilan bagi PNS yang disimulasikan dengan metode Indeks Insentif Jabatan yang secara serius memperhatikan besarnya APBD yang dialokasikan untuk tambahan penghasilan PNS (TPP), banyaknya aparatur daerah yang dimiliki, serta menyelaraskannya dengan berbagai regulasi yang terkait. Dengan menggunakan pendekatan mix-method diperoleh besaran TPP untuk setiap tingkatan jabatannya yang proporsional dan berbasis pada performance kerja. Tulisan ini juga menyertakan pertimbangan-pertimbangan pokok yang perlu dicermati dalam setiap kajian kebijakan TPP sebelum ditetapkan, sehingga penerapan TPP dapat membawa “angin segar” bagi PNS itu sendiri dan kinerja pemerintahan daerah secara agregat tanpa perlu mengganggu atau mengambil porsi pembiayaan untuk sektor lainnya dalam APBD.  Kata Kunci: Indeks Insentif Jabatan, Tambahan Penghasilan

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

This research attempts to: (1) is there a significant relation between the incentives and the performance of civil servants at the secretariat of the Jayawijaya regency, (2) is there a significant relation between the discipline and the performance of civil servants in secretariat of Jayawijaya regency, (3) is there a significant relation in motivation to the performance of civil servants by the provision of incentives for moderating variable, and (4) is there a significant relation between the discipline to the performance of civil servants by the provision of incentives for moderating variable. The data used was primary data from the questionnaire distributed to civil servants within the regional secretariat of Jayawijaya regency year of 2015 with 55 of respondents. The analysis method is moderated regression analysis (MRA). Based on the results known that working motivation had a positive and significant impact on working performance of employees; discipline have a negative and insignificant influence on the performance of civil servants; working motivation moderated by the provision of incentives or the granting of additional income have a negative and insignificant influence on the performance of civil servants; the discipline that moderated by the provision of incentives or the granting of additional income had a positive impact but not significantly to working performance of employees. The Sudan transitional government policy and action were different from the socioeconomic and political demands of the revolutionary forces and from the Economic Salvation Plan developed by the civil government political incubator, Forces of Freedom and Change. Economic measures proposed targeted macroeconomic stabilisation through immediate lifting of subsidies and freeing the exchange rate, without viable pre-conditions being in place. The government plan to mitigate negative effects of removing the fuel and food subsidies was to raise wage of civil servants and to provide cash transfers to the poor. Both of these two measures as proposed were totally inappropriate.
