The purpose of the article is to develop a methodological approach towards assessing the economic security of institutions of higher education. Methodology. There has been generalized the experience of foreign universities in terms of providing high standards of educational and research process in the context of ensuring their economic security in modern conditions. The study has been conducted on the comparison of aggregate indicators of the economic security of HEIs based on the results of factor analysis (the method of the main components). The output data are formed taking into account the main approaches to constructing a balanced system of indicators based on the results of cluster analysis. The integral indicators of economic security of HEIs and integral indicators of economic security in general have been calculated based on the values of factor loadings and weighting coefficients of indicators for each group. Results. The system of performance indicators of the world leading universities has been formed and the key factors of economic security of foreign universities have been identified taking into account the generalized experience of foreign universities. The developed methodological approach to the assessment is universal and provides opportunities for developing measures to improve the level of economic security of institutions of higher education. Studies have shown that the economic security of economic entities is not least determined by the management efficiency of intellectual resources. Practical implications. The calculated level of HEI economic security is an indicator not only for protecting it from threats but also for the causal link between socio-economic development of the state, its economic potential and the level of higher education. Value/originality. The holistic scientific and practical study has been carried out in the article taking into account the interconnection of higher education and economic security of institutions of higher education and a methodical approach to the evaluation of the economic security of HEIs has been developed. The above stipulates the necessity of developing a methodological approach to assessing the risks to the economic security of institutions of higher education on the basis of possible threats to their activities.

Background and objectives. The problem of competitiveness of institutions of higher education (IHE) is one of the key tasks, the solution of which will help increase the socio-economic development of the country. In the context of Ukraine's European integration interests, competition between Ukrainian and foreign IHEs is intensifying, which encourages the former to find ways of their own competitiveness (which is largely determined by the competitiveness of its graduates and the ability to generate knowledge-based innovations) as a result of using appropriate factors that are directly dependent on increasing competitiveness in the context of its management.Methods. Methods of profiles and ratings using separate methods of comparative, statistical and economic-mathematical analysis (factor analysis), with the formation of an appropriate system of indicators.Findings. The results of assessing the competitiveness of KNUTD indicate a decrease in the level of competitiveness of IHEs. It has been estimated that during 2017–2019 it was at a low level (0.542, 0.541 and 0.466, respectively), which according to the proposed scale for determining the level of competitiveness of IHEs (developed using the golden ratio method) is in the range of 0.383–0.618. Conclusion. Based on studying and assessing the competitiveness of IHEs to improve it in the context of its management and ensure the strategic development of IHEs within the implementation of relevant strategic alternatives and proposed generalized areas, as well as certain factors of competitiveness, it has been determined appropriate to forecast the indicators underlying the calculation of the KNUTD competitiveness, using an improved methodological approach to the main proposed measures.

Formation of spoken and written professional language of students is connected with the increase of the level of a set of their competences. The efficiency of this process largely depends on usage of the potential of the text-centric technology in the process of teaching the Ukrainian language for professional purposes because text is the main means for creation of professional context. The aim of the article is determination of directions of implementation of the textcentric teaching technology of the Ukrainian language for professional purposes at pedagogical institutions of higher education, and analysis of the functional load of polycode text in this context. A set of methods has been used in the research process: the theoretical methods (reflexive analysis and generalization of literary sources for clarification of the level of solving the issue in the modern scientific area), the methods of visualization and generalization (for elucidation of the ways of usage of polycode texts while teaching the course). On the basis of analysis of scientific definitions of the concept “text” and its main features, there has been formulated a linguo-didactic definition of educational text and vectors of implementation of the text-centric teaching technology of the Ukrainian language for professional purposes at pedagogical institutions of higher education. Research of polycode text as a means of implementation of the text-centric teaching has been conducted, the main kinds of polycode texts and their functional load in the course of the Ukrainian language for professional purposes have been defined and analyzed. The exceptional didactic potential of hypertext as a modern form of organization of material, which is becoming especially important in conditions of distant education, is emphasized. The most efficient organizational forms of working with hypertext have been defined. Considering the features of the structure of polycode text (combination of the verbal and nonverbal components), document has been defined as its specific form. The holistic view of the studied issue is illustrated by the constructed model of the textcentric teaching technology of the Ukrainian language for professional purposes at pedagogical institutions of higher education.

COVID-19 relief for academic librariesWhile budget cuts for college and research libraries are taking place at many institutions, ALA continues to advocate for libraries to be included in federal relief packages. The $2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act (P.L.116-136), passed in April, would benefit college and research libraries. The majority of the CARES Act Education Stabilization Fund is reserved for institutions of higher education (IHE) centers around student aid and encourages maximum flexibility. For example, the Department of Education (ED) is suspending payments on federal student loans until September 30, 2020, and no interest would accrue during this period of suspension. However, as much as 49% of the Education Stabilization Fund may be expended (to cover any costs associated with significant changes to the delivery of instruction due to the coronavirus), with only a few constraints.

Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests. Management accounting and management of an agricultural enterprise includes strategic planning and regulation of financial flows. Therefore, at the present stage, the development of measures to develop management accounting and improve the management of financial flows of agricultural enterprises is a significant problem. Management accounting and management of financial flows is the management of cash (financial) flows arising in the process of promotion of tangible and intangible assets. Besides, in the process of management accounting there is a purposeful distribution of financial resources in the logistic financial system of an agricultural enterprise. Management of financial flows is carried out both for the internal environment of the agricultural enterprise and for the external environment. The aim of the article is the justification of theoretical provisions and development of organizational and methodical approach to management of financial flows of agricultural enterprises in the system of management accounting. Objectives of the research: to determine the main components, directions and mechanism of development in the management accounting of financial strategy; to develop a method of management accounting for management of financial flows of developing enterprises, planning to expand their activities in the long term.

Increasing the instability of Ukrainian enterprises, which requires increasing attention to solving the problem of ensuring the required level of financial security requires consideration not only of methodological aspects of creating and adjusting the subsystem in the economic security of the enterprise, but also forming approaches to assessing its management. To develop a methodological approach to assessing the management of financial security of the enterprise used methods: induction and deduction, comparison and systematization – in the study of the essential characteristics of the terms "efficiency" and "effectiveness"; synthesis and analysis – to identify and characterize the essence of the main approaches to management evaluation; morphological analysis – to clarify the list of indicators and determine the sequence of calculation of group indicators; graphic – for visual presentation of theoretical and methodical material; abstract-logical – for theoretical generalizations and conclusions of the study. A methodical approach to assessing the management of financial security of the enterprise, which provides for the gradual definition of individual indicators with their combination into groups of three components: financial security of the enterprise, evaluating the effectiveness of security entities and evaluating the effectiveness of organizational structure and resources. The developed approach is based on theoretical bases, which include: criteria for assessing the financial security of the enterprise; provisions on the interaction of structural units in the process of ensuring the financial security of the enterprise; requirements for input information; principles of formation and use of the evaluation system of financial security management of the enterprise. The formed methodical approach promotes achievement of the key purposes of an estimation: a reliable estimation of management of financial safety of the enterprise as a whole and in a cut of the basic components; determining the impact of factors on the change in the level of financial security, the effectiveness of the actions of security entities and the effectiveness of the use of organizational structure and resources; improving the evaluation process in accordance with changes in the main stages of financial security management of the enterprise and the provisions for ensuring the economic security of the enterprise.

The analysis of the legislative base of Ukraine in the field of national safety is performed. It is established that the existing system of national safety does not fully take into account such components as: transport safety, life safety, industrial safety, labor safety (labor protection), man-made safety, fire safety, sanitary and epidemiological safety. It should be noted that despite the urgent need to ensure cybersecurity in modern conditions, the training of specialists carried out in higher education institutions is not coordinated with the state bodies that formulate and implement state policy in the field of national safety. It is shown that currently the terms “Civil Safety” and “Economic Security” are not defined by law and this component of national safety is not included in the national safety system at all.  The structure of national safety is proposed and the compliance of safety types with the main components of national safety is determined, which will allow to remove the existing uncertainties and contradictions in the legislation. It is recommended that the next revision of the legal framework of Ukraine in the field of safety take into account the proposed structure of national safety and the defined compliance of safety with the main components of national safety, which will remove existing uncertainties and contradictions in the legislation. At the same time, the proposed structure of national safety can be changed and new definitions of concepts will be provided, which will already be based on the type of threat (military / non-military) and on the objects of influence (state / society / person).

Participationis not just symbolic . In some cases, the children are still used as a tool or even not at all involved in a study, both in the preparation and execution of the research process . This allows the children involved in the institutional and cultural context. The involvement of children is very important to know their views or perspectives of the problem and the expected demand . One method to understand the level of participation, using the approach of Roger Hart's ladder of participation. Involving children is an opportunity and a challenge the right of participation the children . The benefit is improving the mainstreaming the children’s right programs, activities and policies. Participatory approaches in research, encourage children to be actively, not only as a decorative or maniputif. Encouraging the child inisitaif to participatory research . This context, it should also ethical principles in research with children, including the principle of consent to engage, appreciate the views of the child, as well as confidentiality of information, and the child initiative. To involvement of children in research, need to give children the opportunity to engage in the research process from the planning, implementation and publication . And the important in the participation of children, need support of the community and institutions of higher education to facilitate the process of participatory child research.Keywords: child participation, research with children, child mainstreaming.Partisipasi bukan hanya sekedar simbolik. Dalam beberapa hal, anak-anak masih dijadikan sebagai alat atau bahkan sama sekali tidak dilibatkan dalam sebuah penelitian, baik dalam persiapan maupun pelaksanaan proses penelitian. Hal ini memungkinkan anak-anak terlibat dalam konteks institusional maupun kultural. Keterlibatan anak-anak menjadi sangat penting untuk mengetahui pandangan atau persepektif mereka atas masalah dan kebutuhan yang diharapkan. Salah satu metode untuk memahami tingkatan partisipasi, menggunakan pendekatan tangga partisipasi Roger Hart. Melibatkan anak-anak dalam penelitian, merupakan sebuah peluang dan tantangan untuk memberikan ruang bagi anak-anak dan memberikan hak partisipasinya. Manfaatnya diharapkan akan bisa mempengaruhi berbagai program, aktivitas dan kebijakan yang lebih mengarusutamakan hak anak. Pendekatan partisipatori dalam penelitian, mendorong anak-anak terlibat secara aktif, tidak hanya sebagai dekoratif atau maniputif saja. Keterlibatan anak secara aktif, mendorong inisitaif anak sangat diperlukan dalam mendorong penelitian yang partisipatif. Konteks ini, juga harus mempertimbagkan prinsip etik dalam penelitian bersama anak, termasuk prinsip persetujuan untuk terlibat, menghargai pendapat anak, serta kerahasiaan informasi, dan mendorong inisiatif anak. Untuk mendorong pelibatan anak dalam penelitian, perlu memberikan kesempatan pada anak untuk terlibat dalam proses penelitian dari tahap awal perencanaan, maupun implementasi dan publikasinya. Termasuk mendorong terbentuknya ruang partisipasi bagi anak, dengan dukungan masyarakat dan lembaga pendidikan tinggi untuk memfasilitasi proses penelitian anak yang partisipatif.Kata Kunci: partisipasi anak, penelitian bersama anak, pengarusutamaan hak anak
