The purpose of the article is to summarize the experience of developing tools for the implementation of amalgamated territorial communities. The European countries’ experience helps to improve the system of public administration in such a way that it acts in the interests of the individual-citizen and is under the control of civil society. The important factors in the dynamic development of the state is effective public administration at all levels of the administrative and territorial structure of the country are investigated. The main links in this section are the district and regional levels, within which the main socio-economic, political and cultural links are realized and estableshed. The main task of effective regional public administration is to ensure the socio-economic development of the region and to meet the needs of citizens. Methodology. The survey is based on a comparison of data from the EU countries. The competences of local governments in the EU countries are examined. Results. Implementation tools for amalgamated territorial communities have been identified to assess the socio-economic development of the community for investment attractiveness. It has been proved that the amalgamation of territorial communities should be based on the principle of multicriteria, since the main participants in the formation, functioning and further development of the community are people who are united in a team to achieve a common goal, which is to develop the territorial community in order to improve the quality of life. Practical implications. Society will be able only if each of its members clearly understands the possibility of improving the standard of living within the community than existence outside of it. The study has shown that there are the number of criteria, including spatial, temporal, demographic, labor, cultural, historical, financial, that should be considered when amalgamating territorial communities. It is proved that the main instruments of implementation of amalgamated territorial communities are area, population (including demographic structure), income level, level of spending, financing structure, structure of economic entities by types of activity and level of income, number of objects of social infrastructure, employment and community unemployment, etc.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Article concerns economic and energy efficiency of agriculture in European Union countries. The study period concerned 2016. For analysis and presentation of materials, descriptive, tabular and graphic methods and the Data Envelopment Analysis (DEA) method – CCR (Charnes, Cooper and Rhodes) model focused on input-oriented minimisation were used. An assessment of the socio-economic development of the EU countries was made using the following measures: Human Development Index (HDI) and Gross Domestic Product (GDP) per capita (USD per inhabitant). Modern agriculture depends on industrial energy sources and as the socio-economic development changes into more and more energy-intensive production technologies. After presenting the introduction and review of the literature, the economic and energy efficiency of agriculture in the EU countries in 2016 was examined, which was at a high level – the DEA reached 0.67. Then, the correlation between the socio-economic development of countries and their economic and energy efficiency was analysed. It was also found that along with socio-economic development in the EU countries, the economic and energy efficiency of agriculture is increasing.

One of the key challenges currently faced by the European Union countries is ensuring sustainable socio-economic development. The article aims to present the results of the study concerning the effectiveness of expenditures incurred by the EU countries on sustainable development and their effects, tak ing into account the average three-year delay between the expenditures and the effects of the implemented policy. Data Envelopment Analysis was employed in the research. As an approximate measure of sustainability, the DEA efficiency indicator was used. This was due to the fact that the indicator was constructed on the basis of the value of expenditures and effects, which were crucial for the assessment and comparison of the degree of sustainable development. The research covered 28 EU countries and was carried out on the basis of data collected by Eurostat for the years 2011—2013 (expenditures) and 2014—2016 (effects). In general it can be stated that all analysed countries were characterized by high values of sustainable development indicators, which proves that the implementation of the EU sustainable development policy is highly effective. However, it is worth noting that the ranking of the countries considered to be the most economically developed is relatively low. In order to explain this fact, further indepth theoretical and empirical analyses are required.

Relevance. The problem of interregional convergence within EU-countries has been of great interest among scholars. Such an interest is explained by the fact that joining the European Union may cause deepening interregional disparities among EU-members. As a result, there is a need to develop a model of interregional convergence in socio-economic development that would help countries to face the challenges of regional development during the process of European integration. The multidimensional nature of issues relating to interregional disparities implies the usage of an institutional approach that allows an analysis combining economic and non-economic factors. The purpose of this paper is to develop an interdisciplinary methodological approach to the analysis of interregional socio-economic convergence in the context of European integration from the institutional perspective. Methodological basis. Valuable and very interesting studies along this research line have been undertaken by a number of scholars who have used different methodological approaches that include neoclassical analysis, “core-periphery” theory, institutionalism, “resource abundance curse” phenomenon. The outcomes of their studies serve as a solid ground for in-depth research on interregional convergence that allows analysing this phenomenon from different perspectives. However, the issues regarding the regional dimension of institutional influence on the socio-economic development in the context of European integration have not been thoroughly covered in the economic studies. Results. Based on analysis of theoretical and empirical studies in the areas of interregional disparities and institutional economics, the interdisciplinary methodological approach has been developed, which implies reaching the following objectives: 1) to analyse interregional disparities in EU-members within the framework of neo-classical growth theory, 2) to examine regional dynamics using methodology of “core-periphery” theory (“New Economic Geography”); 3) to research the presence of “resource abundance curse” phenomenon in the regional development in the EU-countries; 4) to examine the institutional dimension of interregional disparities; 5) to analyse position papers on the EU Cohesion Policy implementation to outline the institutional challenges of the latter. Therefore, the research output allows developing an interdisciplinary approach to the analysis of the institutional aspect of socio-economic convergence that combines a quantitative (empirical) and qualitative analysis.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Important issues in the development of regional tourism are the provision of tourist services, formation of the market of services and infrastructure improvement. The creation of clusters in the tourism sector remains relevant. From the standpoint of geographical science, the formation of tourist clusters is quite studied. The tourist potential of Khmelnytskyi region first of all includes the objects of nature reserve and historical-cultural funds available in the regional territory, which have not been involved in tourist activity yet. They are the basis for the formation of new tourist attractions, which can be used for the development of rural tourism, job creation, finding sources of income for newly formed territorial communities in order to obtain a positive effect from their formation. It is established that the synergetic effect promotes the creation of clusters with similar specialization. Determining the prospects of the tourist cluster of Khmelnytskyi region, special attention should be paid to such a form of tourism as rural (green) tourism. Extensive implementation of green tourism in the practice of newly formed united territorial communities in the region will provide additional resources to enhance their socio-economic development. Especially relevant tourist and recreational activities are in the buffer zones of national nature parks and landscape Regional Park, which are located in the Khmelnytskyi region. It is described that the material and technical base of tourism consists of: temporary accommodation facilities; specialized transport companies; tourist and excursion institutions and their subdivisions; information and advertising services; enterprises for the production and sale of tourist goods. Social infrastructure is also important for the organization of high-quality recreation for tourists: the availability of housing and communal services, cultural and household services, health care, and trade. From the standpoint of traditional economic and geographical complex formation, all factors of tourist complexes are divided into two major groups: socio-economic (labor, transport, trade and catering, souvenirs, city tourist development) and natural (geographical location, nature surface area, air temperature) etc. Many scholars, as the main social factors in the development of the tourist complex distinguish: socio-cultural: cultural-historical (architectural-historical) resources, settlement, administrative-territorial division; production and economic: labor resources, the structure of the city's economy, sources of environmental pollution, transport, land resources. Analysis of the location of these factors from the standpoint of social geography will justify measures aimed at enhancing the development of tourism in the regional tourism complex. Mass tourism is possible only if the needs of travelers in food and accommodation are met. Relevant facilities should have a range of hygiene and waste disposal facilities for tourists. Therefore, it is important, especially in rural areas, to provide in the plans of socio-economic development and general schemes of rural development places for temporary stay of tourists, appropriate infrastructure facilities, to reserve land for their arrangement. The analysis of the possibilities of Khmelnytskyi region in the tourist market of Ukraine showed that it occupies the middle places. This is due to the transit transport and geographical location. Within this region there is a clear polarization of tourism development, which determines the spatial features of the regional tourist complex development. The EC has declared „gönci magyar kajszi” as a product of specific origin with geographicald enomination. The „pálinka”isregistered Hungarian productin the EU. The micro-region of apricot production, named Gönc, has the privilege to utilize the great potential for rural development by its apricot production. To determine the development potential connected to apricot, needs through investigations on apricot production.This paper investigate apricot production at global, European and national levels. At national level each key aspects of apricot production have been analized. The final conclusions referring to Gönc micro-regionare: Northern Hungary region has got the biggest apricot area(within that Gönc has got outstanding role). The share of apricot cultivars of gönci origin ”has got overwhelming role in the Hungarian Cultivar assortment, the living tradition of production in this micro-region makes it possible, that gönci apricot will contribute to the overall socio-economic development in the region to a remarkable extend.

Market conditions force local governments to take actions directed to the development and improvement of competitiveness. The efficiency of municipalities is determined by the efficiency and dynamics of development of the entire economy. The financial situation is a component of the competitiveness and responsibility of local authorities for the socio-economic development of the commune. The aim of the article is to analyse the spatial disproportions of the financial situation of rural communes in relation to their competitiveness using the TOPSIS synthetic measure. The analysis was conducted in a system of 69 rural communes of the Świętokrzyskie province. To assess the financial situation, the following were used: own income, local taxes and fees, income from PIT and CIT, operating surplus, transfer income and EU funds, property (investment) expenses, as well as interest and debt expenses. The conducted research showed that in the analysed period of 2007–2017 communes were characterized by stable diversification of financial situation and competitiveness.
