One autumn out of four, election forecasting surpasses baseball as America's national pastime. Then, everyone wants to know who will win, and everyone has a guess. Now, with the ballots carefully counted, forecasters await their awards. Below, I evaluate the quality of a wide range of 1984 presidential and congressional forecasts. The evaluation proceeds from nonscientific to scientific approaches, although this distinction is sometimes blurred. To lower the level of suspense, I should say that some forecasts turned out to be quite good. By way of conclusion, I offer a set of rules for selecting a high-quality forecasting instrument.Lucky GuessesMany popular election forecasting rules take advantage of chance, which has been working in their favor. Perhaps the most famous is the World Series forecast, which says, “If the American League wins the World Series, then the Republican presidential candidate will win.” This technique was accurate from 1952 to 1976, missed in 1980, but worked again in 1984 with the victory of the Detroit Tigers. A lesser known rule of this type, which is my personal favorite, is based on the Beaujolais wine harvest. Accordingly, “If the Beaujolais vintage looks bad, then the Republican will take the presidency.” This has held post-1960, and continues to do so with the poor 1984 crop (yielding a wine too light, with little color). There are other such rules that relate more directly to the candidates themselves and, in that sense, have more verisimilitude.

Mobile Operators (MOs) in several countries are constantly challenged with the urge to further enhance the quality of their existing wireless networks, often dictated by the need to meet the newest technological standards as progress in wireless technologies is made. While the pressure to upgrade wireless networks is constantly felt by MOs in this market, it is not uncommon to observe some MOs upgrading their networks earlier than others. This article provides a theoretical explanation for this apparent paradox of why some MOs postpone the upgrading while others do not. It is shown that in the presence of different types of users - conservative versus quality-seeking - MOs may find it more profitable to adopt asymmetric upgrading strategies. Furthermore, it is argued that the incentives by some MOs not to upgrade are the largest when the share of conservative users in the market is sufficiently high, relative to the additional cost that upgrading entails. In such a case the MOs that do not upgrade their networks enjoy higher profits than the ones that do so.

The article explores the methodology and models for assessing the quality of business services. It provides the literature review on existing tools for assessing and measuring perceived quality of service. The advantages and disadvantages of using various methods for assessing the quality of business services (SERVQUAL, the model of GAP and INDSERV) are identified. The main approaches to assessing the quality of business services are highlighted, taking into account the characteristics of the relationship system in this sector and the factors that determine the quality of services. In the article, the formation of dynamic models of service quality is considered as one of the most important achievements in the development of a model for assessing the quality of services. The problems of assessing the quality of the results of business services are highlighted, taking into account the wide range of such services and the difficulty of finding a common indicator of measuring the quality of services. On the bases of investigation, a methodology of assessing the quality of business services is proposed, depending on the presence of elements of innovation in indicators of quality of business services. The article notes that the indicators determining the presence of innovation elements in the quality of business services should be created individually for different types of services depending on various cases and customers and different stages of provision service, since the desired result for a particular service can vary greatly depending on the enterprises client and their needs for the innovative nature of business services.

In recent years increasingly detailed information about the structures and dynamics of protein molecules has been obtained by innovative applications of experimental techniques, in particular nuclear magnetic resonance spectroscopy and protein engineering, and theoretical methods, notably molecular dynamics simulations. In this article we discuss how such approaches can be combined by incorporating a wide range of different types of experimental data as restraints in computer simulations to provide unprecedented detail about the ensembles of structures that describe proteins in a wide variety of states from the native structure to highly unfolded species. Knowledge of these ensembles is beginning to enable the complete free–energy landscapes of individual proteins to be defined at atomic resolution. This strategy has provided new insights into the mechanism by which proteins are able to fold into their native states, or by which they fail to do so and give rise to harmful aggregates that are associated with a wide range of debilitating human diseases.

This paper proposes a novel Cognitive Privacy (CogPriv) framework that improves privacy of data sharing between Personal Clouds for different application types and across heterogeneous networks. Depending on the behaviour of neighbouring network nodes, their estimated privacy levels, resource availability, and social network connectivity, each Personal Cloud may decide to use different transmission network for different types of data and privacy requirements. CogPriv is fully distributed, uses complex graph contacts analytics and multiple implicit novel heuristics, and combines these with smart probing to identify presence and behaviour of privacy compromising nodes in the network. Based on sensed local context and through cooperation with remote nodes in the network, CogPriv is able to transparently and on-the-fly change the network in order to avoid transmissions when privacy may be compromised. We show that CogPriv achieves higher end-to-end privacy levels compared to both noncognitive cellular network communication and state-of-the-art strategies based on privacy-aware adaptive social mobile networks routing for a range of experiment scenarios based on real-world user and network traces. CogPriv is able to adapt to varying network connectivity and maintain high quality of service while managing to keep low data exposure for a wide range of privacy leakage levels in the infrastructure.

Abstract A non-synonymous mtDNA mutation, m.3395A > G, which changes tyrosine in position 30 to cysteine in p.MT-ND1, was found in several patients with a wide range of clinical phenotypes such as deafness, diabetes and cerebellar syndrome but no Leber’s hereditary optic neuropathy. Although this mutation has already been described, its pathogenicity has not been demonstrated. Here, it was found isolated for the first time, allowing a study to investigate its pathogenicity. To do so, we constructed cybrid cell lines and carried out a functional study to assess the possible consequences of the mutation on mitochondrial bioenergetics. Results obtained demonstrated that this mutation causes an important dysfunction of the mitochondrial respiratory chain with a decrease in both activity and quantity of complex I due to a diminution of p.MT-ND1 quantity. However, no subcomplexes were found in cybrids carrying the mutation, indicating that the quality of the complex I assembly is not affected. Moreover, based on the crystal structure of p.MT-ND1 and the data found in the literature, we propose a hypothesis for the mechanism of the degradation of p.MT-ND1. Our study provides new insights into the pathophysiology of mitochondrial diseases and in particular of MT-ND1 mutations.

Crowdsourcing systems are evolving into a powerful tool of choice to deal with repetitive or lengthy human-based tasks. Prominent among those is Amazon Mechanical Turk, in which Human Intelligence Tasks, are posted by requesters, and afterwards selected and executed by subscribed (human) workers in the platform. Many times these HITs serve for research purposes. In this context, a very important question is how reliable the results obtained through these platforms are, in view of the limited control a requester has on the workers’ actions. Various control techniques are currently proposed but they are not free from shortcomings, and their use must be accompanied by a deeper understanding of the workers’ behavior. In this work, we attempt to interpret the workers’ behavior and reliability level in the absence of control techniques. To do so, we perform a series of experiments with 600 distinct MTurk workers, specifically designed to elicit the worker’s level of dedication to a task, according to the task’s nature and difficulty. We show that the time required by a worker to carry out a task correlates with its difficulty, and also with the quality of the outcome. We find that there are different types of workers. While some of them are willing to invest a significant amount of time to arrive at the correct answer, at the same time we observe a significant fraction of workers that reply with a wrong answer. For the latter, the difficulty of the task and the very short time they took to reply suggest that they, intentionally, did not even attempt to solve the task.

Online social networks have gone mainstream: millions of users have come to rely on the wide range of services provided by social networks. However, the ease use of social networks for communicating information also makes them particularly vulnerable to social spammers, i.e., ill-intentioned users whose main purpose is to degrade the information quality of social networks through the proliferation of different types of malicious data (e.g., social spam, malware downloads, and phishing) that are collectively called low-quality content or spams. Since Twitter is also rife with low-quality content, several researchers have devised various low-quality detection strategies that inspect tweets for the existence of spam contents. We carried out a literature survey of these low-quality detection strategies, examining which strategies are still applicable in the current scenario – taken into account that Twitter has undergone a lot of changes in the last few years. To gather some evidence of the usefulness of the attributes used by the low-quality detection strategies, we carried out a preliminary evaluation of these attributes.
