There are many issues of infastructure especially in the remote area in the islands of Indonesias and goes viral about collapsed bridges and how students and teachers transported to their school by crossing the collapsed bridges where is the only way to go to their school in the cross of their village. Although the government authority and Standard Operation Procedure are in ruled and structured but still collapsed bridges happened in Indonesia. The main objective of this study is to analyze why the monitoring are failed, learning from the case of the collapsed bridge happened in Nusa Lembongan island in Bali.  This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with the goverrnment authority in PUPR Department and Klungkung Municipality and stakeholders in Nusa Lembongan Island. The study results shows that due to unclear division between central and local government role and budget, the division of monitoring and maintenance of bridge infrastructure has become unclear resulting in an accident. The unclear owner of the assets of the bridge caused the maintenance of the bridge to be displaced. The cased of collapsed bridge in Nusa Lembongan happened because of the unclear distribution of authority in the monitoring and maintenance between the Bali Provincial and Klungkung Municipaity Government.

As one of the natural tourist attractions that continues to experience an increase in tourist visits, Oetune Beach requires planned management from various stakeholders, one of which is the local government. The purpose of this research is to describe the government role in the management of Oetune Beach in Tuafanu Village. The research used a qualitative descriptive approach and data were obtained from field observations, interviews, documentation, and literature studies on Oetune Beach from various available sources. Based on the results of the research, it was found that the role of the local government (TTS tourism office) in managing the tourist attraction of Oetune Beach which runs through 4 roles, namely the role of coordinator, developing strategies and policies for managing Oetune Beach in making infrastructures such as access roads to tourist attractions, provision of electricity, and clean water in the oetune beach area. The role of the facilitator is by providing facilities and infrastructure at the Oetune Beach DTW, conducting tourism promotions and guiding each sub-district to identify tourist attractions in each region. The role of the stimulator is carried out through the involvement of local communities as coastal managers. The role of a motivator is carried out through a community empowerment program that provides land to open the tourist attraction of Oetune Beach at no cost to local communities

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.

This study uses qualitative descriptive analysis, the type of data used in this study is secondary data and literature study survey by taking from previous research and collecting data from websites related to this research. The local government of Wakatobi Regency continues to innovate to create tourist attractions that can attract visitors. To achieve the success rate of local government in making innovations will be seen in the development of the region itself. So that the government of Wakatobi Regency continues to innovate in tourism. Wakatobi regency has natural tourism and cultural tourism, 195 natural tourism, and 451 cultural tourism. And not only that good transportation will also support the development of tourism and provide comfort to visitors who come.

Abstrak Tulisan ini mencoba mengungkapkan realitas keberagaman sosial di Indonesia dengan segala problematika dan upaya perawatannya. Penelitian ini dilakukan dengan menggunakan penelitian kualitatif dengan pendekatan deskriptif, yaitu mendeskripsikan hasil penelitian sesuai dengan tujuan penelitian dan diikuti oleh analisis data untuk mendapat data yang relevan dan akurat. Dengan pendekatan kualitatif-deskriptif-analitis, tulisan ini mengkaji suatu perspektif al-Qur’an melalui ayat-ayat-nya tentang konsep satu pola mewujudkan moderasi hidup beragama melalui penguatan pada segi teologis hubungan muslim non-muslim dan pemahaman agama yang pluralis dan inklusif untuk mendukung upaya mewujudkan sikap keterbukaan dan toleran. Dengan demikian, aspek toleransi mempunyai peran penting dari kerja sama pemerintah dan para tokoh agama untuk mendukung akselerasi dari makna dan substansi toleransi yang ditransformasikan ke dalam kehidupan sosial kemasyarakatan, sehingga konflik secara horizontal dapat dihindarkan dengan pola hidup yang moderat. Kata Kunci: Moderasi, Ekstremisme, Liberalisme, Toleransi, Inklusif   Abstract This study aims to reveal the social diversity reality in Indonesia with all its problems and solutions. The method in this research is used the qualitative method with a descriptive approach to describe the study results in accordance with the study objectives then followed by data analysis to obtain an appropriate and accurate research findings. With a qualitative-descriptive-analytical approach, this study examines the Qur’an perspective through its verses on the concept of a pattern for embodying the religious life moderation in order to promote unity of the nation and state through the strengthening theological aspects of Muslim and non-Muslim relations as well as pluralistic and inclusive understandings in accepting openness and tolerance. Tolerance has an important role of cooperation between the government and religious leaders to accelerate the tolerance implementation that is transformed into social life avoiding horizontal conflict in a moderate manner. This research was conducted in Munggu village, Mengwi subdistrict, Badung Regency. This research aims toidentify the obstacles experienced by Munggu village as a tourism village in Badung regency. This research used qualitative method, which prefers the descriptive data or the data in the form of sentences instead of numbers. This data was obtained through observation, interviews, literature study and documentation. The data obtained were analyzed using the concept of obstacles. The results of this study indicate that obstacles experienced by Munggu village as a tourism village in Badung regency consists of twotypes of obstacles, internal obstacles and external obstacles. Internal obstacles are related about the tourism product that is not maximized yet, limited funds and lack of village facilities completeness, managerial organization that is not optimal, and community participation is still lacking. Meanwhile, external obstacles are related about to the absence of standardization from the government for tourism villages, the role of local government is still lacking and Munggu tourism village has not been incorporated in the network of tourism villages.   Keywords:Barriers, Tourism Village, Development Strategy

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.
