The use of instruction tools that only explains the instruction material, but does not know the extent to which students' understanding causes the instruction process to be less than optimal. This study aims to find out the development process, feasibility, and the influence of using student worksheet based on higher order thinking skills in improving Mathematics learning outcomes at MIN 3 Tulungagung and SDI Qurrota A'yun Ngunut Tulungagung. This study uses the development research model of Borg, and Gall. The results show that: (1) The development of HOTS-based worksheets begins with preparing instruction materials in accordance with the Core Competencies and Basic Competencies listed in the 2013 Curriculum.Furthermore, the researcher makes examples of HOTS questions that are in accordance with the material that has been presented, making questions individual and group practice questions and then make competency test questions at the end of the chapter. (2) The worksheets based on HOTS are suitable for use in improving Mathematics learning outcomes. This can be seen from the results of due diligence by media and material experts. (3) There is an influence of using HOTS-based worksheets as indicated by the significant difference in learning outcomes between the experimental class that does instruction using HOTS-based worksheets and the control class that does instruction without HOTS-based worksheets. This is based on the data from the t-test results in which sig-2 0.040 <0.050 is obtained.

This study overall develops models/learning tools for higher order thinking mathematics using the IMPROVE method which is valid, practical and effective using the ADDIE (Analysis, Design, Development, Implementation and Evaluation) model. However, specifically in this paper, the researcher reveals the other side of the development results of these learning tools, namely the development and obstacles faced by students in increasing higher-order thinking skills (Higher-Order-Thinking). Therefore, the specific objective of this study is to determine the development trend of students' higher order thinking skills and the difficulties encountered during learning. The research instruments were student on-task activity sheets, student activity observation sheets, formative tests and learning outcomes tests. The test was conducted on 66 students of class X SMAN 3 and SMAN 5 Banda Aceh as samples. The test results show that the mathematics learning device is valid, practical and effective in accordance with predetermined product criteria. The tendency for the development of high-order thinking skills (HOTS) of students in formative exercises (T1 and T2) moved up and the Learning Outcomes Test was good, on average 72%. The difficulties faced by students are dominant in indicators of creation and evaluation. The implication of this study is that higher order thinking mathematics learning model with the IMPROVE method and metacognitive strategies can be used for class X SMA students. The purpose of this study was to identify how to improve higher order thinking skills (HOTS) in MTs students MTs. Swasta Al-Ikhlas Pangkalan Susu. This study uses a classroom action research method that uses several cycles that aim to improve higher order thinking skills (HOTS). Each cycle carried out 4 stages, planning, action, observation, reflection. In first cycle , the learning outcomes of class VIII MTs Al-Ikhlas Pangkalan Susu are still low, from 26 students, 20 students complete or 76.9%, while  6  students  or  23.1%  have  not  achieved  complete  learning  with  an  average  score  73.  In  the second cycle after making improvements in the first cycle, it can be seen that the learning outcomes of class VIII students at MTs Swasta Al-Ikhlas Pangkalan Susu have reached minimum completeness (KKM 70) with an average value of 76. From the results of research conducted by researchers, using the Andragogy Method in the learning process can improve students' higher order thinking skills (HOTS). This can be seen from the improvement indicators from the results of the research first cycle to second cyclecontinue to increase. There was an increase in student learning outcomes, which was originally the average score in the first cycle test of 73 and the second cycle of 76 increased by a difference of 3. This indicates that student learning outcomes are increasing and are included in the very high category.
