Analisis Tarif Angkutan Umum Rute Manado – Likupang Berdasarkan Ability To Pay (Atp) Dan Willingness To Pay (Wtp) Di Provinsi Sulawesi Utara

Dalam mendukung perkembangan destinasi super prioritas Kawasan Strategis Pariwisata Nasional (KSPN) Likupang, Sulawesi Utara, diperlukan peran sistem transportasi yang baik dan handal sesuai dengan kebutuhan dan perkembangan zaman. Salah satu sarana transportasi yang mudah untuk dijangkau oleh masyarakat adalah angkutan umum. Angkutan umum pada Kawasan Strategis Pariwisata Nasional (KSPN) Likupang bertujuan untuk memfasilitasi pergerakan masyarakat yang hendak melakukan perjalanan wisata. Karena dengan angkutan umum yang cepat, murah, nyaman dan aman diharapkan dapat meningkatkan minat wisatawan untuk mengunjungi daerah wisata Likupang. Tarif angkutan umum merupakan salah satu faktor terbesar dalam menarik wisatawan untuk melakukan perjalanan menggunakan angkutan umum. Pada prinsipnya penentuan kebijakan pentarifan dapat ditinjau dari beberapa stakeholder transportasi, yaitu pengguna (user), operator dan pemerintah (regulator). Berdasarkan latar belakang tersebut, maka diperlukan penelitian mengenai Ability To Pay (ATP) dan Willingness To Pay (WTP) yang dapat digunakan sebagai acuan untuk menentukan kebijakan besaran tarif yang diperlukan untuk pengembangan kinerja pelayanan angkutan pada Kawasan Strategis Pariwisata Nasional (KSPN) Likupang, Provinsi Sulawesi Utara. Dari hasil pengolahan data diperoleh bahwa kemampuan membayar masyarakat (Ability To Pay) terhadap tarif jasa angkutan umum wisata rute Manado-Likupang yaitu Rp.2.344,-/pnp-km atau Rp.140.618,-/pnp-trip.Kemauan membayar masyarakat (Willingness To Pay) terhadap tarif jasa angkutan wisata rute Manado-Likupang yaitu Rp.1.377,-/pnp-km atau Rp.82.619,-/pnp-trip

Tujuan penelitian ini adalah untuk memberikan rekomendasi perumusan kebijakan terhadap jasa pelayanan Kereta Api Bandara Soekarno-Hatta. Metode analisis yang digunakan adalah analisis deskriptif serta ability to pay dan wilingness to pay, sehingga kesimpulan dari penelitian ini adalah Standar Pelayanan Minimum Angkutan orang dengan Kereta berdasarkan PM Nomor 48 Tahun 2015 telah dicapai sesuai dengan kriteria dengan baik. Fasilitas yang diberikan di stasiun dan kereta sudah maksimal dan bagus, tidak perlu penambahan, hanya perlu dilihat dari kemauan pelanggan untuk membayar, serta feeder angkutan lanjutan. Pembelian tiket KA Bandara yang dapat memesan seat hanya dari pembelian online, dari vending machine tidak ada pilihan seat, sehingga penumpang masih sering bingung memilih seat pada saat naik kereta. Penjualan tiket KA Bandara memiliki waktu, penjualan tiket ditutup 1 jam sebelum keberangkatan. Kereta bandara belum sepenuhnya terintegrasi dengan angkutan lanjutan, khususnya dari dan ke Stasiun Sudirman (BNI City). Untuk angkutan lanjutan dari dan ke Stasiun Bandara, terdapat sky train dan shuttle bus, namun masih memerlukan waktu yang lumayan juga untuk sampai ke terminal keberangkatan. Angkutan daring mendominasi sebagai angkutan feeder menuju Kereta Bandara SHIA, dan commuter line sebagai feeder bagi wilayah Bekasi, Depok dan Bogor. Angkutan umum tidak diminati bagi penumpang yang akan menggunakan kereta bandara. Harga tiket yang diinginkan penumpang adalah ≤Rp 50.000, meskipun berdasarkan analisis Ability to Pay (ATP) penumpang mampu membayar hingga Rp 91.000.

Latar Belakan: kematian akibat PTM (Penyakit Tidak Menular) diperkirakan akan terus meningkat di seluruh dunia, peningkatan terbesar akan terjadi di negara-negara berkembang. Mempertahankan konsumen dan berusaha mendapatkan konsumen baru merupakan strategi wajib yang harus di jalankan oleh rumah sakit. Keberadaan konsumen sangat penting bagi bisnis rumah sakit karena konsumen merupakan roda bisnis rumah sakit. Rumah Sakit Bethesda Yogyakarta, berencana untuk melakukan investasi laboratorium Angiografi untuk menunjang fasilitas kesehatan yang sudah ada. Sebelum melakukan investasi penting untuk mengetahui berapa besar unit cost dan tarif yang akan ditetapkan selain itu juga perlu diketahui kemauan membayar (Willingness to Pay) dan kemampuan membayar (Ability to Pay) pasien terhadap penggunaan layanan. Metode Penelitian: penelitian dilakukan dengan menggunakan rancangan studi kasus yang dilakukan di Rumah Sakit Bethesda Yogyakarta. Sebanyak 265 orang dipilih sebagai responden, yang diambil dari poliklinik saraf dan penyakit dalam. Data primer terdiri dari data kemauan dan kemampuan pasien untuk melakukan pelayanan laboratorium angiografi. Data sekunder di dapatkan dari rumah sakit, penelitian terdahulu dan lainnya. Analisis investasi dihitung menggunakan Net Present Value, Internal Ratr of Return, payback Period dan Return On Investment. Hasil: Perhitungan dengan menggunakan analisis Net Present Value menghasilkan nilai sebesar Rp.23.569.363.711,-. Jika dibandingkan dengan nilai modal, NPV bernilai positif sehingga investasi ini layak dilaksanakan. Analisis Internal Rate of Return menghasilkan nilai 29% yang berarti lebih besar dari faktor diskonto artinya dengan menggunakan analisis ini investasi juga layak dilakukan. Perhitungan menggunakan Payback Period diketahui masa balik modal investasi laboratorium angiografi adalah selama tiga tahun tujuh bulan dan Return On Invesment menunjukkan pelayanan laboratrium angiografi berkemampuan untuk menghasilkan laba sebesar 120%. Kesimpulan: hasil penelitian menunjukkan investasi laboratorium angiografi dari aspek keuangan layak dilakukan. Kemauan masyarakat untuk menggunakan layanan cukup tinggi namun dari segi kemampuan rata-rata masih rendah.

Willingness and ability to pay for insurance that would cover primary healthcare services has not been evaluated consistently in different African communities. We conducted a cross-sectional community health survey and examined willingness and ability to pay in 3676 adults in seven communities in four countries: Nigeria, Tanzania, Uganda and Kenya. We used an open-ended contingency valuation method to estimate willingness to pay and examined ability to pay indirectly by calculating the ratio of healthcare expenditure to total household income. Slightly more than three quarters (78.8%) of participants were willing to pay for a health insurance scheme, and just a little above half (54.7%) were willing to pay for all household members. Across sites, median amount willing to pay was $2 per person per month. A little above half (57.6%) of households in Nigeria were able to pay the premium. The main predictors of likelihood of being unwilling to pay for the health insurance scheme were increasing age [aOR 0.99 (95% CI 0.98, 1.00)], being female [0.68 (0.51, 0.92], single [0.32 (0.21, 0.49)], unemployment [0.54 (0.34, 0.85)], being enrolled in another health insurance scheme [0.45 (0.28, 0.74)] and spending more on healthcare [1.00 (0.99, 1.00)]. But being widow [2.31 (1.30, 4.10)] and those with primary and secondary education [2.23 (1.54, 3.22)] had increased likelihood of being willing to pay for health insurance scheme. Retired respondents [adjusted mean difference $-3.79 (-7.56, -0.02)], those with primary or secondary education [$-3.05 (-5.42, -0.68)] and those with high healthcare expenditure [$0.02 (0.00, 0.04)] predicted amount willing to pay for health insurance scheme. The willingness to pay for health insurance scheme is high among the seven communities studied in East and West Africa with socio-demography, economic and healthcare cost as main predictive factors.

The Government of Aceh through the Department of Transportation develop the transportation system, especially in the means of transportation one of them improve the urban transport system with the mass transit system that is Trans Koetaradja of 6 (six) corridors. Trans Koetaradja transportation is carefully planned so that it has the same direction and destination point and is bound to a predetermined schedule by using transportation cost concept which regulates fare setting so as to provide services for mutual interest, safe, fast, convenient and cheap. This research is conducted to determine the fare of Trans Koetaradja based on vehicle operational cost (VOC), Ability To Pay and Willingness To Pay from its passenger. Primary data were obtained from interviews and field surveys using state preference method in public and student respondents around Corridor III. Sampling was conducted in stratified random sampling to household (home interview survey) with total sample amounted to 110 samples. Data analysis was done by using 3 (three) method of DEPHUB method to calculate VOC, Household Budget Method to get Ability To Pay (ATP) value and perception method to get Willingness To Pay (WTP) value. The results of  this study obtained the fare for corridor III based on VOC was Rp. 5,900.00, the general public ATP was Rp. 5,400.00 and student/college student was Rp. 5,200.00, public WTP was Rp. 3.000.00,  and student/college student was Rp. 2,800.00

Pangkalpinang City, the Capital of Bangka Belitung province, is the center of various activity with the characteristic of high vehicle trips; therefore, the larger parking spaces are needed. The parking spaces in this city utilizes not only the parking lots but also on-street parking. The implementation of on-street parking fee policy recently has not run optimally. This study aims to evaluate the on-street parking fee in Pangkalpinang City based on the parking zone to determine appropriate parking fee. In this study, the evaluation of on-street parking fee was analyzed based on Ability To Pay (ATP) and Willingness To Pay (WTP). Result showed that the existing parking fee for motorcycle and car is too low and needs to be revised. The existing parking fee can be adjusted to more than the average real parking fee but ideally the fee should not more than the ATP value. This result can be used as a guidance for Pangkalpinang City Government to evaluate the on-street parking fee policy.

Determination of public transport fares needs to be compared to the value of the Ability to Pay (ATP) and Willingness to Pay (WTP) of Kereta Rel Listrik (KRL) service users to pay a sum of money for the services received. The purpose of this study is to analyze the amount of ATP and WTP value of Green Line KRL services’ users, especially those through the Jurang Mangu Station. Primary research data collection methods through surveys with online questionnaire to respondents who have used the Green Line KRL. The research data obtained will be processed and analyzed to obtain the results of respondents’ characteristics, ATP values, and WTP values. The analysis results on the existing tariffs of KRL Green Line with a base rate of Rp. 3.000,- shows the value of ATP and WTP of Rp. 5.057,- and Rp. 4.825,-. The ATP and WTP values respectively for those going through the Jurang Mangu Station are Rp. 5.167,- and Rp. 4.875,-. The results of this study indicate that the ATP value is lower when compared to the WTP value, but this ATP value is greater than the existing tariff. This data shows that the current tariff is proportional to the service received.ABSTRAKPenetapan tarif angkutan umum perlu dibandingkan nilai Ability to Pay (ATP) dan Willingness to Pay (WTP) pengguna jasa Kereta Rel Listrik (KRL) untuk membayar sejumlah uang demi pelayanan jasa yang diterima. Metode pengumpulan data penelitian secara primer melalui survei dengan panduan kuesioner secara online kepada responden yang pernah menggunakan KRL Green Line. Data penelitian yang diperoleh akan diolah dan dianalisis untuk mendapatkan hasil karakteristik responden, nilai ATP, dan nilai WTP. Hasil analisis pada tarif eksisting KRL Green Line dengan tingkat tarif dasar Rp. 3.000,- didapat nilai ATP dan WTP masing-masing adalah Rp. 5.057,- dan Rp. 4.825,-. Nilai ATP dan WTP untuk yang melalui Stasiun Jurang Mangu masing-masing adalah Rp. 5.167,- dan Rp. 4.875,-. Hasil penelitian ini menunjukkan bahwa nilai ATP lebih rendah jika dibandingkan dengan nilai WTP, tetapi nilai ATP ini lebih besar daripada tarif eksisting. Data ini menunjukkan bahwa tarif yang berlaku saat ini sebanding dengan pelayanan yang diterima.

ABSTRACT Background: Limited cost of health services, especially in laboratory tests for diagnoses, causes doctors to consider patient’s willingness to pay so the costs are spent more efficiently. Some factors which supposedly affect the willingness to pay are ability to pay and health insurance ownership. This study aims to know the relationship between ability to pay and health insurance ownership with the willingness to pay for laboratory services in outpatients at RSUP Persahabatan. Method: This research was an analytical observational research with cross-sectional design. Samples consisted of 70 outpatients at RSUP Persahabatan laboratory collected by consecutive sampling. The dependent variable is willingness to pay and the independent variable are the ability to pay and insurance ownership measured using a questionnaire. The data was analyzed by Chi-square. Results: Chi-square test results showed relationship between the ability to pay and the willingness to pay for laboratory health services (OR= 13.14; 95% CI= 2.76 to 62.49; p< 0.001). There was no relationship between health insurance ownership and the willingness to pay for laboratory health services (OR= 2.82; 95% CI= 0.85 to 9.33; p= 0.083). Conclusion: High ability to pay will lead to high willingness to pay, since their need for food has been met and they will shift to the need for health. BPJS Kesehatan as the manager of the National Security Program (JKN), can be an appropriate health insurance to reduce the risk of people bearing health costs from their own pocket (out of pocket) in a very large and can lead to poverty. This study aims to analyze the willingness to pay JKN contributions to farmers in Banyuasin Regency in order to identify community groups that need subsidies from the government. This research is an analytical study with cross sectional design. The population of this research is all residents who work as farmers and have not registered as JKN participants with a total sample of 176 people. data analysis used chi square test and logistic regression test. This study found that the willingness to pay JKN contributions of Rp22.028 per person per month. The determinants of willingness to pay contributions in JKN membership are family income, food expenditure, non-essential food expenditure, non-food expenditure, number of family members, history of catastrophic disease, knowledge of contributions, and the ability to pay JKN contributions. The most dominant factor affecting the willingness to pay is non-essential food expenditure. The willingness to pay the JKN dues is still low. The ability to pay contributions is influenced by income, food expenditure, non-essential food expenditure, total non-food expenditure, number of family members, history of catastrophic disease, knowledge of contributions, and the ability to pay JKN contributions.
