At 2045 Indonesia will have a bonus demography of human resources that will contribute greatly in the progress of NKRI. Is a big challenge for all parties, especially since starting January 2016 also enacted ASEAN Economic Community (ASEAN Economic Community) that allows the entry of various cultures from the ASEAN community. Needed human resources characterized so that along with the progress of civilization, the community retains its cultural character. The formation of karatker should start from education from an early age. Counseling and Counseling as an integral part of education has an important role in shaping the character of learners. For that it is necessary various strategies of guidance and counseling services, especially counseling specifically characterized the Indonesia-an taken from local wisdom and cultural values of Indonesia. Some examples of local wisdom that can be raised as the basic values of counseling are religious-spiritual values, kejawen values, sunda values, tri hita karana (bali), and are generally represented by the Indonesian education motto Ing Ngarso sung Tulodho, Ing Madyo Mangun Karso, Tut Wuri Handayani. The core value infusion of the philosophy of each local wisdom must be done so that the national character of Indonesia still exist in the midst of globalization and the progress of civilization. The main values of each culture will provide alternative references to problem solving, alteration and strengthening behavior that affirm the national identity of Indonesian society.

Abstract: Humans live in this world depends on culture. Culture greatly affect every aspect of human life that occurred as a whole according to the demands and needs. Human activity ranging from waking to sleep again did not escape the influence of culture. Culture is indeed long life for each event experienced by humans is closely related to culture. For example, as socialize with other people very concerned with culture because every human being has their cultural awareness. Just as a counselor when faced counselee when giving guidance and counseling services. The counselor must have the cultural awareness in the face of the counselee for bringing the essence of each culture. In providing guidance and counseling services, counselors need to pay attention to cultural awareness of being able to bring counselees to understand the psychological characteristics such as intelligence (intelligence, emotional, and spiritual), aptitude, attitude, motivation, and others. Free trade agreement of ASEAN Economic Community (AEC) immediately will beimplemented in the region. The four pillars of the AEC concept is a reference in the enforcementprocess. The human resources capacity of Bali tourism is abundant, but in its management is still very far behind with neighboring countries such as Singapore, Malaysia, Thailand, Philippines, and other countries. This is due to the level of education that is still at the level of standards and facilities that are inadequate, resulting in a standard quality of tourism workforce, increased unemployment, decreased productivity, and less competitiveness in the face of competition among tourism workers in the ASEAN region and internationally. Indonesia with the other nine ASEAN member countries have signed the blueprint declaration of the ASEAN Economic Community to initiate an economic integration step. This makes Bali must strive to improve the quality of tourism human resources as well as enhance the competitiveness of tourism workforce in order to survive in the era of ASEAN free trade and globalization of the international labor market. Bali, in particular, should be able to focus and care about the problem of tourism work and immediately clean up to create a conducive climate to accelerate the movement of economic growth through tourism human resources. This can be done by improving education, improving health, conducting training and developing tourism workforce, providing adequate facilities, improving the labor structure, will encourage the quality of Bali tourism workforce to improve. If a country has the competitiveness and is able to compete in the regional and global arena then it can be assured that the tourism worker is able to achieve standardization and have a good reputation and will certainly increase the national tourism human resource index.

Basic theory; Until now the creativity is still an aspect that will determine a person's success, both in learning, business and even determine the psychological well-being of a person (Althuizen, Wierenga, & Rossiter, 2010; Audia and Goncalo, 2007; Rauch and Frese, 2007; Tan & Hashim, 2009 ; Zinc, Aun, & May, 2016). Therefore it is necessary to identify creative people from an early age. Constraints in the field of creativity tests are still carried out by a limited circle who has the authorize. Researchers want any expansion of the means of identifying people based creative school. This inventory made to help identify creative people in high school. Efforts identification can do by a school counselor by using this inventory. So school counselors can make the program guidance and counseling services for students based on the results of such identification.

The economy was one factor the progress of a country. Each country competing to increase the productivity of the economy. Indonesia's economy ranks 17 world. Economic growth in Indonesia is very significant that was not separated from the role of small and medium enterprises (SMEs) that support the growth of exports and imports, one that can be seeded SMEs are SMEs manufacture of shoes. The role of SMEs that are so large and significant must always be maintained and developed to be able to compete in an era of global competition such as the implementation of the Asean Economic Community (AEC) in January 2015. Problems that interfere with the development and productivity of SMEs shoes, particularly around Medan city will be divided into 4 categories, namely: (1) human, (2) process, (3) facilities, and (4) Business competition. Based on this research, it is known that the most important issues that affect the development of SMEs in Medan shoe is its human resources. Solving these problems will be done with the Kaizen strategy (5S) which will be combined with the concept of training within industry (TWI) and the concept of P-Course. These improvements will result in strategies to increase the overall productivity of SMEs working with the primary focus is working and will evaluate the system works. This strategy is expected to fix the weaknesses of existing SMEs shoes, in order to face the global competition that will come.Keywords: Small medium enterprise (SMEs), kaizen, training within industry (TWI), pcourse concept, 5S conceptAbstrak Perekonomian adalah salah satu faktor kemajuan suatu negara. Setiap negara bersaing ketat untuk meningkatkan produktvitas perekonomiannya. Perekonomian Indonesia saat ini menempati urutan ke 17 dunia. Pertumbuhan ekonomi di Indonesia yang sangat signifikan ternyata tidak lepas dari peran dari usaha kecil dan menengah (UKM) yang menopang pertumbuhan ekspor dan impor, salah satu UKM yang bisa diunggulkan adalah UKM pembuatan sepatu. Peran UKM yang begitu besar dan signifikan harus terus dijaga dan dikembangkan untuk bisa bersaing pada era persaingan global seperti penerapan Masyarakat Ekonomi Asean (MEA) pada januari 2015. Permasalahan yang mengganggu perkembangan dan produktivitas dari UKM sepatu, khususnya di sekitar Kota Medan akan dibagi kedalam 4 kategori, yaitu:(1) manusia, (2) proses, (3) fasilitas, dan (4) Persaingan usaha. Berdasarkan hasil penelitian, diketahui bahwa permasalahan yang paling utama yang mempengaruhi perkembangan UKM sepatu di Kota Medan adalah sumber daya manusianya. Pemecahan permasalahan ini akan dilakukan dengan strategi Kaizen (5S) yang akan dipadukan dengan konsep Training within industry (TWI) dan konsep P-Course. Perbaikan ini akan menghasilkan strategi-strategi untuk peningkatan produktivitas kerja UKM secara keseluruhan dengan fokus utama adalah pekerja dan sistem kerjanya. School autonomy with its local curriculum as a sign for an area will provide opportunities for the region to develop its regional potential, including North Maluku, where most of the people live in coastal areas. Regional autonomy opens up space for the region to improve its education, and the coastal communities of North Maluku must be of special concern because of the potential of fisheries, coral reefs, mangrove forests, marine tourism islands, and others not touched by skilled hands, because they are not taught in education . Not to mention the local potential and cultural values of the people who are very very diverse which tend to be ignored. Even though all of this is the foundation supporting the national strength and integrity of the NKRI. Over time, the ASEAN Ecconomy Community (AEC) or the ASEAN Economic Community (MEA) was present and became a challenge for the people of North Maluku. If the education of the people of North Maluku is not qualified and ignores local values, then the output of education will be spectators and slaves in their own country. Ki Hadjar Dewantara has reminded us that "our culture is pressured by European culture; this is good, but even the big language seems to be hanging up ... <p>The end product of this research is a measuring instrument to reveal the mastery of personal competence counselor. The measuring instrument was developed based on government regulation No. 27 Year 2008 concerning the standard of competence counselor. Through the development of this measure is expected to be obtained by standard that can be used to determine the extent of the values of a strong personality of a counselor has integrated within student guidance and counseling. This measure is also expected to be entered in the improvement of the curriculum especially for integrating personal competence counselors in each subject. Curriculum and subject that have been repaired, can support the maturity of personal competence counselor preparation to face the Asean Economic Community (AEC). The method used in this research is the research and development methods.</p>
