<p>The end product of this research is a measuring instrument to reveal the mastery of personal competence counselor. The measuring instrument was developed based on government regulation No. 27 Year 2008 concerning the standard of competence counselor. Through the development of this measure is expected to be obtained by standard that can be used to determine the extent of the values of a strong personality of a counselor has integrated within student guidance and counseling. This measure is also expected to be entered in the improvement of the curriculum especially for integrating personal competence counselors in each subject. Curriculum and subject that have been repaired, can support the maturity of personal competence counselor preparation to face the Asean Economic Community (AEC). The method used in this research is the research and development methods.</p>

Purpose of Study: The purpose of this study is to describe the growth of the creative industries in the city of Surakarta, formulate the sustainable development licensing model of creative industries in the era of ASEAN economic community (AEC) through legitimacy as a legal umbrella by designing the local regulation on creative industry. Methodology: This type of research is a juridical-empirical study with a qualitative non-doctrinal approach. The policy offered is a policy with the Fishbone model analysis which sequentially describes a visual list composed of various causes that affect in process who has done by connecting one cause to another. Each affect will be arranged according to the cause, and aims to classify some causes based on category. The identification process is done by looking for the root cause which influences in irrelevance the sustainable development creative industries legality in the city of Surakarta, namely: Local Government; Regulation; Creative Industry Businessman and the environment who will describe with a small bone. While the big bone is the result of the analysis of the root of the problem of the four indicators mentioned above, which is the root of the problem (the big bone) the irrelevance of the sustainable development creative industries legality in the city of Surakarta. Results:  Based on the results,  this research showed that there has been an increasing trend of creative industry growth in the city of Surakarta in 2015-2016 which touched the number 495 creative industries. However, the data show that in 2015-2016 only 10% of creative industries have business licenses and 90% not have the business license. Implications: Therefore, the local government has to make and formulate the local regulations as licence of sustainable development creative industries in the city of Surakarta and designing the guideline book to make easier for the society in order to understand the rules.

This study is significant for the local five star hotels in Indonesia to identify the needs of human resource improvements especially to face the ASEAN Economic Community. In tourism industry, especially in Hotel Industry, the quality of HR is very crucial since employees face customers in daily life. This research is focused on five star local hotel and the samples are taken from five star local hotels in Jakarta with comparison of international five star hotel. To be more comprehensive, this research as well takes on tourism high school in Jakarta. As five stars hotels, customers are varying from their intention to stay and their nationalities. Therefore, employees are strongly needed to speak fluent English so that they can serve the customers well. However, based on the interview with local five star hotel, only limited employee can speak English and therefore it is needed to have English training as one of the priorities in every hotel. Secondly in it founded that tourism high school as the source of potential employee have done many training and focus on skills for its students and the allocation of time for English skill cannot be maximize since the curriculum of the school on government regulation.

Abstract: Humans live in this world depends on culture. Culture greatly affect every aspect of human life that occurred as a whole according to the demands and needs. Human activity ranging from waking to sleep again did not escape the influence of culture. Culture is indeed long life for each event experienced by humans is closely related to culture. For example, as socialize with other people very concerned with culture because every human being has their cultural awareness. Just as a counselor when faced counselee when giving guidance and counseling services. The counselor must have the cultural awareness in the face of the counselee for bringing the essence of each culture. In providing guidance and counseling services, counselors need to pay attention to cultural awareness of being able to bring counselees to understand the psychological characteristics such as intelligence (intelligence, emotional, and spiritual), aptitude, attitude, motivation, and others. Counselors in Indonesia are still not paying attention because of cultural awareness in the provision of guidance and counseling services helped form a new behavior and to determine the success of the counseling process.Keywords: cultural counselor, guidance and counseling services, the ASEAN economic community

At 2045 Indonesia will have a bonus demography of human resources that will contribute greatly in the progress of NKRI. Is a big challenge for all parties, especially since starting January 2016 also enacted ASEAN Economic Community (ASEAN Economic Community) that allows the entry of various cultures from the ASEAN community. Needed human resources characterized so that along with the progress of civilization, the community retains its cultural character. The formation of karatker should start from education from an early age. Counseling and Counseling as an integral part of education has an important role in shaping the character of learners. For that it is necessary various strategies of guidance and counseling services, especially counseling specifically characterized the Indonesia-an taken from local wisdom and cultural values of Indonesia. Some examples of local wisdom that can be raised as the basic values of counseling are religious-spiritual values, kejawen values, sunda values, tri hita karana (bali), and are generally represented by the Indonesian education motto Ing Ngarso sung Tulodho, Ing Madyo Mangun Karso, Tut Wuri Handayani. The core value infusion of the philosophy of each local wisdom must be done so that the national character of Indonesia still exist in the midst of globalization and the progress of civilization. The main values of each culture will provide alternative references to problem solving, alteration and strengthening behavior that affirm the national identity of Indonesian society.

Abstrak: Urgensi Penguatan Budaya Wirausaha untuk Meningkatkan Daya Saing Indonesia di Era MEA. Masyarakat Ekonomi ASEAN (MEA) akan diberlakukan mulai Desember 2015. Berbagai hambatan yang selama ini menghalangi pergerakan berbagai sumber daya dan aktivitas ekonomi seperti kebijakan tarif dan non tarif mulai ditiadakan. Konsekuensinya tingkat persaingan di kawasan ASEAN akan semakin ketat. Pertanyaannya adalah apakah Indonesia sudah siap menghadapi MEA? Budaya wirausaha yang belum kuat dikhawatirkan akan mempengaruhi kemampuan Indonesia untuk memanfaatkan potensi pasar domestik yang sangat besar. Hal ini menjadi peringatan bahwa dalam MEA nanti penetrasi produk luar ke pasar dalam negeri akan semakin massif. Untuk memperkuat daya saing bangsa, pemerintah harus mendorong agar kewirausahaan menjadi budaya baru dalam kehidupan masyarakat Indonesia. Hal ini dapat dilakukan dengan melibatkan lembaga pendidikan, mulai dari tingkat dasar sampai dengan pendidikan tinggi; meningkatkan anggaran penelitian dan pengembangan, serta menggalakkan pelatihan kewirausahaan. Many obstacles that have hindered the movement of resources and economic activities such as tariff and non-tariff are abolished. As a result of that policy the level of competition in the ASEAN region will be intense. The question is whether Indonesia is ready to face the MEA? A weak entrepreneurial culture will affect the ability of Indonesia to exploit the potential of a large domestic market. To strengthen the competitiveness of Indonesia, government should encourage a new culture of entrepreneurship. The leaders of Southeast Asia countries have called for the formulation of a strategic plan to accelerate and realize the vision of doubling the financial inclusion in the ASEAN region in 2020. Regional approach for financial inclusion has been identified as one important factor for national development in many ASEAN countries. In addition, it has also become an important strategy to support the broader goals of regional economic integration as contained in the blueprint of the ASEAN Economic Community (AEC). The deepening of the financial sector is one of the main objectives in the AEC. It mainly affects the capital and capacity constraints on the financial system in several ASEAN countries, including Indonesia.Lembaga Perkreditan Desa or LPD is a traditional micro finance institution in Bali. It is called traditional because they operate based on local government regulation which roots from traditional village rules (namely awig-awig). Both of LPD strength and weakness lies on their limited operational areas within a traditional village as tightly regulated in awig-awig. Microfinance institutions, including the LPD, became the foundation to achieve the main goals of financial inclusion in Indonesia.This study tries to look beyond the influence of access to the LPD, through public perception point of views about distance, interest rate, and service to improve Balinese people welfare. Tests carried out using cross section OLS to retrieve data from interviews of 107 respondents who become LPD customers.  The results of this study are expected to provide further description whether access to the LPD affect the increase in the welfare of society, especially access to microfinance institutions.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. The law arrangement of franchise law was first explicitly regulated by the Government Regulation No. 16 of 1997 which is then updated by Government Regulation No. 42 of 2007 to be created in an agreement that at least contains clauses as stipulated by Article 5 of the Government Regulation. However, franchise arrangements also associated with a variety of other laws and regulations applicable in Indonesia. This article is going to state that the importance of partnerships with small and medium enterprises as an effort to encourage the involvement of the wider economic community.
