Human Resource Competency Tourism Bali together with ASEAN Economic Community

The human resources capacity of Bali tourism is abundant, but in its management is still very far behind with neighboring countries such as Singapore, Malaysia, Thailand, Philippines, and other countries. This is due to the level of education that is still at the level of standards and facilities that are inadequate, resulting in a standard quality of tourism workforce, increased unemployment, decreased productivity, and less competitiveness in the face of competition among tourism workers in the ASEAN region and internationally. Indonesia with the other nine ASEAN member countries have signed the blueprint declaration of the ASEAN Economic Community to initiate an economic integration step. This makes Bali must strive to improve the quality of tourism human resources as well as enhance the competitiveness of tourism workforce in order to survive in the era of ASEAN free trade and globalization of the international labor market. Bali, in particular, should be able to focus and care about the problem of tourism work and immediately clean up to create a conducive climate to accelerate the movement of economic growth through tourism human resources. This can be done by improving education, improving health, conducting training and developing tourism workforce, providing adequate facilities, improving the labor structure, will encourage the quality of Bali tourism workforce to improve. If a country has the competitiveness and is able to compete in the regional and global arena then it can be assured that the tourism worker is able to achieve standardization and have a good reputation and will certainly increase the national tourism human resource index.

The implementation of the economic pillars of the ASEAN Community through an ASEAN Economic Community (AEC), effected on the incoming and outgoing labor freely in the field of tourism between ASEAN countries. To prepare for the enactment of the AEC, the regions throughout Indonesia must, of course, be administratively structural and infrastructure must be prepared in accordance with the agreed of Mutual Recognition Arrangement (MRA) provisions. Through regional autonomy, local governments have the power to raise the quality of local human resources so they can compete with other ASEAN member countries, such as creating new regulations (local regulations) related to the AEC. The study aims to determine the readiness of the Government of South Sulawesi in anticipation of the 2015 ASEAN Economic Community (AEC) and identify factors driving and inhibiting in the face of the ASEAN Economic Community in 2015 in the field of tourism labor force. The method used is descriptive qualitative, pursued through the depiction of the issues examined in the validity of the data of informants who provide information. The data is processed and analyzed by qualitative analysis. The results showed the readiness of South Sulawesi tourism workforce in the face of a shortage in quantity MEA has certified workers, certification bodies, and the number of assessors. Qualitatively, the role of the South Sulawesi government has anticipated the implementation of MEAs through Perda No. 1 of 2011 which have an impact on improving the quality of tourism. Opportunities in the face of relatively large MEA boosted tourism labor supply large institutional competency based education and training according to the standard of work agreed upon during the Mutual Recognition Arrangement (MRA) in MEA. It Challenges from the lack of attention to the regional work units (SKPD) in the process of socialization and the acceleration of professional certification.

Recent decades, we often hear the advent of the Asean Economic Community (AEC) which is a community that is struggling in the field of free market economies in particular, so it requires some readiness; economic, capital, and the equally important need readiness of human resources as the party who run the economy. For Indonesia alone, MEA will be an opportunity for trade barriers will tend to diminish even be non-existent. This will impact on increasing exports, which in turn will increase the GDP of Indonesia. On the other hand, the Muslims as the vast majority of Indonesia's population must face the Asean Economic Community (AEC). In this case Indonesian Muslims should be careful and ready to face the AEC. Campaigners Indonesian economy began to prepare for the era of free markets that will be enforced. The era of the free market itself is the result of the formation of the Asean Economic Community (AEC). The free market itself covering the areas of capital, goods and services, and labor. In this regard, please note that the mission is a process conducted by a conscious and planned to invite the people to the path of Allah, to improve the situation for the better (da’wah is the promotion and development) in order to achieve certain goals, namely to live happily in the world hereafter. In this paper will attempt to peel da’wah efforts in developing the quality of the people in the face of the Asean Economic Community (AEC).

ASEAN Economic Community (AEC) ia an integratied system of the countries in Southeast Asia that enable and facilitate the free trade system. Since 2015 the AEC has been officially started, and many foreign companies has been opened in Indonesia. However, the quality of Human Resources (HR) in Indonesia is lacking to confront AEC’s system. It can be seen from the number of unemployed people in Indonesia and Indonesian citizen education level is still low. This shows a lack of quality in education. Departing from this problem, the authors conducted research at the international elementary school, SDII Al Abidin Surakarta. This school has excellent programs that can be developed and replicated in order to improve the quality of Human Resources (HR) since elementary school. This research aims to study programs that are run in order to deal with AEC. This research was conducted with a qualitative descriptive method by collecting data through interviews, observation, and documentation. The results showed some excellent programs that are owned by SDII Al Abidin Surakarta which can be used as a weapon to face the ASEAN Economic Community (AEC). The programs are international curriculum, three varians grade programs, and extracurricular.

ABSTRAK After the approval of the establishment of the ASEAN Economic Community (MEA) in 2015, Southeast Asian countries have prepared their country to face the MEA. MEA is a free trade between several countries in Southeast Asia. MEA give a positive advisers to take advantage of opportunities and benefits. From the consequences the MEA assists its use as it allows to sale of goods and services as well as the inclusion of labor from one country to another. MEAs are growing negatively from countries that are not ready to face and work in a threatened country. To collect what the government and human resources are doing, what is needed in improving the quality of the workforce in health, education, communications and technology. The method used in this study is a qualitative method that describes the various impacts and things that need to be prepared from the MEA. Keywords: MEA, Manpower, Indonesia ABSTRAK Sejak disepakatinya pembentukan Masyarakat Ekonomi ASEAN (MEA) pada tahun 2015, negara-negara kawasan Asia Tenggara telah mempersiapkan negaranya untuk menghadapi MEA. MEA merupakan pasar bebas antar negara-negara di kawasan Asia Tenggara. MEA dapat membawa pengaruguh positif apabila negara dapat mengambil peluang dan manfaatnya. Dari adanya MEA membantu merangsang perekonomian karena adanya kemudahan untuk memperjual belikan barang dan jasa serta mempermudah keluar masuknya tenaga kerja dari satu negara ke negara lain. MEA menjadi berdampak negatif ketika suatu negara belum siap menghadapinya dan tenaga kerja dalam negeri dapat terancam. Untuk mengatasi hal itu pemerintah melakukan berbagai upaya guna meningkatkan kualitas sumber daya manusia Indonesia, hal pokok yang harus diperhatikan dalam meningkatkan kualitas tenaga kerja dalam negeri adalah sektor kesehatan, sektor pendidikan, komunikasi dan teknologi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif yang mendeskripsikan tentang berbagai dampak serta hal yang perlu dipersiapkan dari adanya MEA.   Kata Kunci : MEA, Tenaga Kerja, Indonesia

ASEAN Economic Community (MEA) makes an increase in intra- ASEAN trade, which requires excellent trade facilities. The main trade facility between countries is the port. Tanjung Priok is the main and largest port of Indonesia, how is readiness of this port in MEA. This research method using qualitative with data collection techniques from the literature and analysis of this research explanatory is to describe a phenomenon with actual facts that occur in the field and then analyze it. Rresult of this research is transformation of port Tanjung Priok to be effective and efficient such as INAPORTNET as Supporting the Implementation of National Single Window (NSW), Application of EDI (Electronic Data Interchange) System as Single Document at Tanjung Priok Port, implementing Information Communication Technology (ICT) system, Port Modernization, Improving the Quality of Human Resources and Establishing New Priok PortI. Conclusion of this research is that port of Tanjung Priok must be maintained and developed in order to remain the main port of Indonesia and upgraded to the International Hub Port.

This paper aims to answer the question of how to develop human resource management in MI ICP Nurul Ulum LP Ma'arif NU Bojonegoro and MI Muhammadiyah 10 Bojonegoro in dealing with the Asean Economic Community? This type of research is a qualitative research. Data sources in the study were divided into two types, namely: primary in the form of direct interviews with the Head of MINU ICP Bojonegoro and the Principal of MIM 10 Bojonegoro and his staff who carried out the development of educator human resources, with the aim of digging deeper and getting the information needed in a detailed and thorough. While secondary sources are data sources that do not directly provide data to data collectors, for example through documents, photos and other matters relating to data needed by researchers at MINP ICP Bojonegoro and MIM 10 Bojonegoro. This research concludes that efforts to develop education human resources at MINP ICP Bojonegoro and MIM 10 Bojonegoro in facing the MEA era include: following the changing times, being active in training and wordshop, committed to educating the children of the nation, and thinking to advance in the future future.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change.
