ABSTRAKPenelitian dengan judul “Pengalihan Hak Tanggungan Pada Perbankan di Kabupaten Banjarnegara” bertujuan untuk mengetahui dan menjelaskan terjadi pengalihan Hak Tanggungan pada perbankan di Banjarnegara, peran Notaris dan PPAT dalam proses pengalihan Hak Tanggungan di Kabupaten Banjarnegara dan hambatan-hambatan dalam pelaksanaan pengalihan Hak Tanggungan pada perbankan dan bagaimanakah solusinya di Kabupaten Banjarnegara. Penelitian ini penelitian kualitatif dengan metode pendekatan secara yuridis empiris. Spesifikasi penelitian deskriptif analistis, data yang digunakan data primer dan data sekunder, teknik pengumpulan data dengan cara pengumpulan data akan dilakukan melalui : studi kepustakaan , wawancara. Analisis data yang digunakan dalam penelitian ini adalah deskriptif kualitatif, artinya dalam penulisan hanya berisi uraian uraian dan tidak menggunakan data statistik.Informasi narasumber yang berhubungan dengan pokok permasalahan dipilih yang berkualitas, yang kemudian disajikan secara deskriptif yang berhubungan dengan masalah yang diteliti.Berdasarkan penelitian dan pembahasan dapat disimpulkan sebab Terjadi pengalihan Hak Tanggungan pada perbankan di Banjarnegara, karena karena penambahan modal dengan kenaikan plafond karena Peralihan pemegang hak tanggungan, Terjadi karena undang-undang, karena peralihan pemberi hak tanggungan. Peran Notaris dan PPAT terkait dengan proses pengalihan Hak Tanggungan di Kabupaten Banjarnegara adalah, membuat akta otentik, Akta otentik dalam pelaksanaan peralihan jaminan Hak Tanggungan adalah Akta Pemberian Hak Tanggungan (APHT). Pembuatan akta APHT harus dibuat oleh Notaris dan PPAT. Hal ini sebagai bentuk dari asas spesialitas dari Hak Tanggungan, Melakukan legalisasi perjanjian kredit, melakukan pengikatan perjanjian, membuat surat kuasa, melakukan pengarsipan untuk menjaga kerahasiaan klien, membantu para pihak dalam melakukan perbuatan hukum dan membantu pemerintah dalam mewujudkan tertib administrasi pendaftaran tanah.Hambatan-hambatan dalam pelaksanaan pengalihan Hak Tanggungan pada perbankan dan solusinya di Kabupaten Banjarnegara adalah hambatan sebelum terjadinya pengikatan, hambatan yang dihadapi Notaris saat terjadinya pengikatan, hambatan yang dihadapai Notaris setelah terjadinya pengikatan, hambatan yang ditemui dalam pelaksanaan peralihan jaminan Hak Tanggungan dari kreditur lama kepada kreditur baru adalah da hambatan terjadi BPN. Adapun solusi yang memungkinkan dilakukan terhadap hambatan-hambatan tersebut adalah; memberikan pemahaman kepada pihak bank agar berkas yang sudah diserahkan kepada notaris benar-benar telah disetujui oleh pihak calon debitur baik bunga maupun biaya administrasi dan asuransi. Solusi terhadap hambatan yang dihadapi notaris setelah terjadinya pengikatan yaitu : mengantisipasi pengingkaran dari debitur terhadap tanda tangan yang pernah dilakukan dihadapan notaris, maka arsip atau berkas yang asli harus dicek dan ditunjukan kepada notaris dan dibawah foto copy KTP debitur, ditandatangani oleh yang bersangkutan. Pihak notaris harus berperan aktif untuk konfirmasi ke BPN tidak hanya menunggu konfirmasi balik dari BPN. Solusi terhadap hambatan yang dihadapi BPN dalam dalam pelaksanaan pengalihan Hak Tanggungan pada perbankan ini masih sangat terbatas SDM dengan cara meningkatkat SDM yang ada di BPH melalui Work shop, seminar-seminar, meningkatkan sarana dan prasarana.Kata kunci : pengalihan hak tanggungan, perbankan, notaris/PPAT ABSTRACTThe study entitled "Transfer of Distribution Right to Banking in Kabupaten Banjarnegara" aims to know and explain the transfer of dependency on banks in Banjarnegara, the role of Notary and PPAT in the process of transferring Mortgage Rights in Kabupaten Banjarnegara and obstacles in the implementation of the transfer of Mortgage to the banking and how is the solution in Kabupaten Banjarnegara. This research is qualitative research with empirical juridical approach method. Descriptive analytical research specifications, data used primary data and secondary data, data collection techniques by means of data collection will be done through: library study, interview. Data analysis used in this research is descriptive qualitative, meaning in writing only contains description of description and do not use statistical data. Informant resource that related to subject matter selected quality, which then presented descriptively related to problem studied.Based on the research and discussion, it can be concluded because there is a transfer of dependency on banking in Banjarnegara because of the increase of capital with the increase of ceiling due to the transfer of the dependent, due to the law, due to the transfer of the dependent giver. The role of Notary and PPAT in relation to the transfer of rights process in Banjarnegara Regency is to make an authentic deed, authentic deed in the implementation of the transfer of guarantee of Mortgage right is the Deed of Assignment Rights (APHT). The making of APHT deed must be made by Notary and PPAT. This is a form of the special principle of Mortgage Rights, Conducting legalization of credit agreements, contracting agreements, creating power of attorney, filing to maintain client confidentiality, assisting parties in performing legal actions and assisting the government in realizing the orderly administration of land registration.Constraints in the execution of transfer of Mortgage Rights to the banking and its solutions in Banjarnegara Regency are obstacles prior to the occurrence of bonding, barriers faced by Notary during the occurrence of bonding, barriers faced by Notary after the occurrence of binding, obstacles encountered in the implementation of the transfer of guarantee of Mortgage Rights from the old creditor to the new creditor is the obstacle occurs BPN. The possible solutions to these obstacles are; provide understanding to the bank that the file that has been submitted to the notary has actually been approved by the prospective debtor both interest and administrative and insurance fees. The solution to the obstacles faced by the notary after the bonding is: to anticipate the denial of the debtor against the signature that has been made before the notary, the original file or file must be checked and displayed to the notary and under the copy of the debtor's ID card, signed by the person concerned. Notary parties must play an active role to confirm to the BPN not only waiting for confirmation back from BPN. The solution to the obstacles faced by BPN in the implementation of the transfer of Mortgage Rights to banks is still very limited by increasing human resources in BPH through Work Shop, seminars, improving facilities and infrastructure.Keywords: transfer of mortgage, banking, notary / PPAT

Indonesian Migrant Workers are Indonesian citizens who will and are working abroad, BP2MI and DISNAKER play an active role in channeling PMI abroad, so that in the Covid-19 era there were various policies issued by the government for the protection of PMI in Central Java Province, This study aims to analyze the role of BP2MI and DISNAKER in the protection of PMI in Central Java. As well as to analyze the obstacles faced in the Covid-19 era. This research method uses the Socio Legal approach obtained through primary data sources and secondary data sources which are analyzed using descriptive methods analytical. The results of this study indicate that the Covid 19 epidemic has affected the sending of PMI abroad so that the role of BP2MI and DISNAKER is very urgent in protecting PMI abroad based on Law No. 18 of 2017 concerning PMI protection, the conclusion of this study the government must guarantee protection against every PMI which will be channeled through Central Java Province in the Covid 19 era.

This article aims at describing the role of Yayasan Karya Cipta Indonesia (YKCI) in copyright protection in Indonesia and the mechanism of royalty payment on Indonesian songs to the YKCI. The approach used in this study is normative approach as this study is conducted on secondary, primary, and tertiary legal materials, such as books, legal journals, and expert (secondary data) research results; its main legislation is Law no. 19 of 2002 on Copyright (primary data); English and Indonesia dictionaries and tertiary law which is the result of library research, supported by legal materials in the form of documents from field research results. From the collected legal materials, analysis in the method of the qualitative descriptive was conducted. The results indicated that YKCI's role as an administrator body in copyright protection is to collect royalties from parties that use songs or music commercially and help dispute resolution between creators, users or record producers of songs or music creations. Furthermore, the mechanism of royalty payments to YKCI shall be initiated by the authorization of YKCI by the creator or the copyright holder of the song, so on the basis of such power of attorney, YKCI exercises the collection or withdrawal of royalties by a percentage mechanism from the dealer's selling price through a permit saving per song at a rate for recording into a cassette, CD, VCD, and other media. Law Number 19 of 2002 on Copyright should be accompanied by the willingness and ability of the apparatus in enforcing it so that what to be achieved with the Act can be obtained. In addition, it is recommended that the government immediately issue provisions on the roles, duties and functions of the Copyright Council as well as the organic rules that explain the authority of YKCI which may be the appointment of the Director-General of Intellectual Property Rights (IPR) as endorsement of a collective society in order to attract royalties. The government also needs to make a standard contract of licensing agreement between the Copyright of Songs and Music in the event of announcement. In addition, YKCI also needs to be open including to the power of attorney (Creator of the song) so that the Creator can know the frequency of their song announcement and the large royalty that must be obtained.

The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

This research aims to examine the role of conservation of cultural heritage architecture in the development of tourism in Denpasar and to describe the concept that shapes the downtown Denpasar (zone Z). Following the characteristics of the object of study (research questions), this research uses phenomenology as the paradigm. The qualitative method (phenomenology) is an inclusive and flexible method, which is always developing. This method helps to gain an understanding of meaning, develop theories, and describes complex realities. This research was conducted with the help of human instruments (the researchers), notebooks, voice recorders, and research assistants. Additionally, this research emphasizes qualitative techniques, in which researchers or human factors have an important role. Primary data consist of words and actions, while secondary data include documents, photos, and statistics. Results show that the cultural life of Denpasar citizen has a significant effect on the development of tourism in Denpasar, Bali. It is evident in the structure, functions, and meaning of downtown Denpasar Heritage City, especially in managing the area, planning, and building layout. The downtown Denpasar has a unique pattern called Pempatan Agung. In the context of tourism, the development of Denpasar should focus on creativity and culture. The responsibility of managing the area should be shouldered by the community, cultural experts, universities, NGOs, private companies, and the government. Also, there needs to be a continuous evaluation of the results of management. Keywords: Pempatan Agung, culture, creativity.

The Attorney General of Indonesia issued regulation No Per014 / A / JA / 11/2016. About the guards and security of the government and regional development.This research aims to know and analyze the role of the Government and Regional Development Guards and Security Team in the prevention of corruption, how effective the TP4D is in carrying out its duties and authorities, and what obstacles are found in the field in relation to the duties and authority of the Government and Regional Development Guard and Security Team and how is the solution in providing legal assistance to government administrators to prevent the occurrence of criminal acts of corruption.The research method used is juridical sociology by using primary and secondary data. Primary data collection techniques carried out by interviews, and secondary data by reading, studying and analyzing primary legal materials, secondary legal materials, tertiary legal materials with qualitative analysis techniques, interpreted logically and systematically and drawn conclusions.The conclusion in this study is that the role of the government security guard and regional development (TP4D) team in preventing corruption is passive based on requests from government agencies. The legal product from TP4D is a legal opinion both incidentally and ongoing legal assistance according to the request of government agencies.Keywords: Prosecutors' Office; TP4D; Corruption.

<p><em>This study aims to determine the implementation of the UPPKS program, the role of UPPKS cadres, the supporting components of the UPPKS program and obstacles in family economic empowerment activities through the UPPKS program in Sukorejo Village, Saradan, Madiun. The type of research used is descriptive qualitative with a case study approach. Data sources used are primary data and secondary data. Data collection is done by observation, interviews and documentation. The validity of the data uses source triangulation. The results show, (1) The implementation of family economic empowerment through the UPPKS program in Sukorejo Village runs quite well in savings and loan activities. (2) The role of UPPKS cadres in Sukorejo Village is as facilitators in conveying what their members want to the UPPKS program organizers. (3) Supporting components in the implementation of UPPKS activities in Sukorejo Village are Village Village, Saradan PLKB, and BKKBN. (4) Obstacles in the process of family economic empowerment through the UPPKS program in Sukorejo Village, namely the existence of members who are less active in the activities of UPPKS groups and members who move domiciles, so that UPPKS members are reduced.</em></p>

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

The purpose of this study were: 1) to identify and analyze the role of the notary to manufacture special power of attorney notarized deed oath in filing for divorce in the Religious Court. 2) To identify and analyze the constraints notary in the manufacture of a special power of attorney notarized deed oath in filing for divorce in the Religious Court. The data used in this study are primary data, secondary data, and the data to support the assessment tertiary then analyzed with normative juridical method. Based on the results of data analysis concluded that: 1) In the implementation of the signing of the deed notarized power of special oath divorce in filing for divorce in the Religious of the parties, giving the power of attorney privilege and receiving power of attorney privilege to be present and facing the notary as the deed notarized letter The special power, because the authorizing unable to attend the oath of divorce in the Religious; 2) The provisions of the terms to make a notarized certificate of the applicant should include both the giver and the recipient of a special power of attorney and shown directly to the notary who will make the notary deed so that certificates can be made in accordance with existing procedures.Keywords: Notary; Special Power of Attorney; Notary Deed

The objective of this research is to know rambutan fruit income ratio during holiday and not holiday. This research was conducted in Talawaan Village Talawaan Subdistrict. For three months, ie from June to August 2015, from preparation, data collection to the preparation of research reports. The data used are primary data obtained through interviews to 20 (twenty) respondents of rice farmers and 20 respondents for sellers of Rambutan Fruit and secondary data obtained from the government of Talawaan subdistrict of North Minahasa. Data analysis used in this research is descriptive analysis, where the data collected will be presented in tabular form. The results showed that agro-tourism influenced the income of rambutan fruit seller is seen from the day of the holiday increment compared to the day is not a holiday.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.
