Land is a natural resource that is essential for human survival. But this time the land is a natural resource that is finite and diminishing. Land has many proprietary someone (private) and state-owned land has been extremely limited. Based on the background mentioned above have been presented, the authors are interested to examine, discuss and review the above issues in the form of a study entitled: " Release Of The Rights On Management Of PT. Indonesian Port III, (Persero) To The Certificate Of Land And Building Connected To Marine Tourism Village In Semarang”. The results are expected to contribute ideas for the development of legal science in particular on how the waiver process management PT. Indonesian Port III, The method used is qualitative analysis. Based on the formulation of the problem it is concluded HPL release the legal basis must be based on legislation, if not yet published legislation, it can be subjected to a government regulation to replace legislation or government regulation (a regulation). HPL release law committed by PT. Pelindo on land certificates are fully controlled by people of Tambak Lorok so that the transition will not happen obstacles.Keywords: Release; Right On Management; PT. The idea system within the Skouw Sae community, Muara Tami District, Jayapura City plays an important role in fulfilling their basic needs. This study analyzes what kind of ideas system is found in the society. The data were processed using qualitative analysis. The results of the study found three types of ideas systems. The first, which is sourced from the knowledge in culture, such as: the knowledge that comes from the traditional house of tangfa, the position of the land in society, the work behavior, the money as the symbol of the head payment, the work behavior, the money as the symbol of the head payment, Hoo as a symbol of the regulation of natural resource utilization, prohibition of liquor, arisan education as a behavior support the completion of higher education, beads and money as a symbol of dowry, behavior in kinship, shamanism and the symbol of village administration. Secondly, which is based on beliefs and religions, such as: order or kati as a symbol of belief and parade of Easter and Christmas torches as a religious behavior. Third, sourced from sports, arts and ceremonies, such as sports, bajo dance, wo and mandep as a symbol of art and ceremonial behavior around the circle of life. ABSTRAKSistem gagasan dalam komunitas Skouw Sae, Distrik Muara Tami, Kota Jayapura memegang peranan penting dalam memenuhi kebutuhan dasar mereka. Penelitian ini menganalisis apa saja sistem gagasan yang terdapat pada masyarakat tersebut. Data diolah menggunakan analisis kualitatif. Hasil penelitian menemukan tiga jenis sistem gagasan. Pertama, yang bersumber pada pengetahuan dalam budaya, seperti: pengetahuan yang bersumber pada rumah adat tangfa, kedudukan tanah dalam masyarakat, perilaku kerja, uang sebagai simbol pembayaran kepala, perilaku kerja, uang sebagai simbol pembayaran kepala, Hoo sebagai simbol pengaturan pemanfaatan sumber daya alam, pelarangan minuman keras, arisan pendidikan sebagai perilaku mendukung penyelesaian pendidikan tinggi, manik-manik dan uang sebagai simbol mas kawin, perilaku dalam kekerabatan, perdukunan serta simbol pemerintahan kampung. Kedua, yang bersumber pada kepercayaan dan agama, seperti: tata atau kati sebagai simbol kepercayaan serta pawai obor Paskah dan Natal sebagai perilaku keagamaan. Ketiga, yang bersumber pada olah raga, kesenian dan upacara, seperti olah raga, tarian bajo, wo serta mandep sebagai simbol kesenian serta perilaku upacara sekitar lingkaran hidup.

Village Consultative Agency (BPD - Badan Permusyawarat Desa) in implementing its function as a bridge connecting the village head with the village community must also carry out its main function as the representative. The problem arises is how does the legal order set issue of the Village Consultative Agency (BPD) on the perspective of the formulation of Village Revenues and Expenditures Budget (APBDes - Anggaran Pendapatan dan Belanja Desa) based on the legal basis of Government Regulation No. 72 of 2005 concerning the village. The next problem arises is what are the obstacles faced by the Village Consultative Agency (BPD) in carrying out its duties to prepare the Village Revenues and Expenditures Budget (APBDes). The process of formulating the Village Regulation has been carried out through the correct stages and in accordance with Law Number 6 of 2014 Jo Government Regulation Number 43 of 2014 concerning Jo Village Domestic Ministerial Regulation Number 111 of 2016 concerning Technical Guidelines for Regulations in the Village, namely through initiation, socio-political and juridical stages.

ABSTRAKProblematik penelitian ini adalah : Apa dasar hukum  Peran Notaris dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau? apa peran Notaris  Dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau? dan apa akibat hambatan hukum atas Peran Notaris dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau?Penelitian ini adalah dengan pendekatan yuridis-empiris yang bersumber dari pengumpulan data yang diperoleh dari data primer dan data sekunder, kemudian dianalisis dengan metode analisis kualitatif. Teknik pengumpulan data yang digunakan adalah teknik wawancara. Teknik analisis data menggunakan analisis data kualitatif.Hasil temuan peneliti menunjukkan bahwa Dasar hukum Notaris dan/atau PPAT dalam pertanahan, didasarkan pada Undang-Undang Nomor 30 Tahun 2004 tentang Jabatan Notaris dan Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor : 1 Tahun 2006 tentang Ketentuan Pelaksanaan Peraturan Pemerintah Nomor : 37 Tahun 1998 tentang Peraturan Jabatan Pejabat Pembuatan Akta Tanah. Keputusan Presiden Nomor 55 Tahun 1993 maupun Peraturan Presiden Nomor 65 Tahun 2006, peralihan hak atas tanah tersebut dapat dilakukan melalui/dihadapan Notaris dan/atau PPAT. Peran nyata keterlibatan notaris dalam pembangunan komplek kantor Pemerintah Kabupaten Sekadau adalah pembuatan Akta Notaris Nomor 9 tanggal 06 Juli 2005 tentang Surat Perjanjian Pelepasan Hak atas Tanah di antara PT Sinar Bintang Sakti dan Pemda Kabupaten Sekadau dan Pembuatan Akta Notaris No. 10 tanggal 06 Juli 2005 tentang surat Pengakuan hutang yang pada pokoknya Pemkab Sekadau mengakui mempunyai hutang kepada CHAN INDRA, dengan jaminan tanah yang telah diterima pelepasan hak atas tanah dari CHAN INDRA selaku Direktur PT. Sinar Bintang Sakti. Perdebatan Notaris berwenang untuk membuat akta yang berkaitan dengan akta-akta pertanahan mengakibatkan keraguan mengenai keabsahan terhadap akta notaris yang terdapat dalam proyek pembangunan perkantoran di Pemerintah Kabupaten Sekadau.Kata Kunci : Notaris, Pengadaan Tanah, Kabupaten Sekadau. ABSTRACTIn relation to the authority of Notary, as mentioned in UUJN Number 30 Year2004 jo Law Number 2 Year 2014, Article 15 paragraph (2) letter (f), that Notary has authority to make deed related to land.The problematic of this research is: What is the legal basis of Notary's Role in Transaction of Land Procurement For Development Site of Sekadau Regency Government Complex  what is the role of Notary In Transaction of Land Procurement For Development Site of Sekadau Regency Government Complex ?; and what are the consequences of the legal barrier to the Notary's Role in the Land Acquisition Transaction for the Location of the Sekadau Regency Government Complex ?This research is with juridical-empirical approach that comes from collecting data obtained from primary data and secondary data, then analyzed by qualitative analysis method. Data collection techniques used are interview techniques. Data analysis techniques used qualitative data analysis.The findings of the researcher indicate that the legal basis of Notary and / or PPAT in the land is based on Law Number 30 Year 2004 regarding Notary Position and Regulation of the Head of National Land Agency Number 1 Year 2006 regarding Provisions on Implementation of Government Regulation Number 37 Year 1998 on the Regulation of Officials of the Establishment of Deed of Land. Presidential Decree No. 55/1993 and Presidential Regulation No. 65/2006, the transfer of land rights can be done through / in the presence of a Notary and / or PPAT. The real role of notary involvement in the construction of the Sekadau District Government office complex is the making of Notarial Deed No. 9 dated July 6, 2005 concerning Letter of Agreement on the Release of Land Rights between PT Sinar Bintang Sakti and the Regional Government of Sekadau Regency and the Notarial Deed. 10 dated July 6, 2005, concerning letters of recognition of debt principally Pemkab Sekadau acknowledged to have a debt to CHAN INDRA, with guaranteed land that has been received the release of land rights from CHAN INDRA as Director of PT. Sinar Bintang Sakti. The debate of a Notary is authorized to make deeds relating to land deeds lead to doubts about the validity of the notarial deed contained in office building projects in the Sekadau District Government.Suggestions to lawmakers to anticipate differences in legal interpretation in the future, it is recommended that both Law No. 30 of 2004 in conjunction with Law Number 2 Year 2014 on UUJN and the Notary Profession Code of Ethics, to strengthen the explanation of legislation has been compiled.Keywords : Notary Public, Land Procurement, Sekadau District.

SUMMARYNational laws and institutions interact with local governance systems to encourage CBNRM in some cases while creating conflict in others. A case study of Kubulau District (Bua Province, Fiji) illustrates the challenges and successes of implementing traditional community-based natural resource management (CBNRM) within a pluralist legal and institutional context. In 2005, the communities of Kubulau established a network of protected areas, including 17 traditional closures (tabu), three no-take district marine reserves, a legally–declared forest reserve and a proposed forest reserve, managed under an integrated ‘ridge-to-reef’ plan. Marine and terrestrial areas in Kubulau illustrate synergies and discord between national laws and community management rules, and provide examples of management success and conflict. Key components influencing diverse management outcomes in Kubulau include (1) the legal status of customary resource tenure, (2) incorporation of local knowledge, traditions and priorities, (3) clearly articulated relationships between local decision-making processes and government regulation, and (4) perceived equity in distribution of management benefits. Legal and institutional reforms are proposed to improve management of natural resources in Fiji.

Masyarakat Indonesia berkembang berbagai obat tradisional. Namun, banyak beredar di pasaran beberapa obat tradisional yang didalamnya dicampuri bahan kimia obat (BKO). Peraturan yang mengandung aspek perlindungan konsumen obat tradisional sebetulnya telah ada dan tersebar dalam berbagai peraturan di Indonesia. Rumusan masalah penelitian ini tentang dasar hukum perlindungan konsumen terhadap peredaran obat tradisional yang mengandung BKO dan analisis yuridis perlindungan konsumen terhadap peredaran obat tradisional yang mengandung BKO. Jenis penelitian ini adalah penelitian Library Research, dengan pendekatan deskriptif analitis. Dari hasil penelitian diperoleh, pertama: Peraturan perundang-undangan yang mengatur perlindungan konsumen dapat dikelompokkan dalam empat bagian, yaitu: bidang perindustrian, perdagangan, kesehatan dan lingkungan hidup. Dasar hukum perlindungan konsumen obat tradisional BKO terdapat dalam Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen dan Undang-Undang Nomor 23 Tahun 1992 tentang Kesehatan, dapat pula dijumpai dalam UUD 1945, KUH Perdata, Undang-Undang Nomor 7 Tahun 2014 tentang Perdagangan, Undang-Undang Nomor 3 Tahun 2014 tentang Perindustrian, Undang-Undang Nomor 18 Tahun 2012 tentang Pangan, Peraturan Pemerintah Nomor 69 Tahun 1999 tentang Label dan Iklan Pangan dan Permenkes RI Nomor: 246/Menkes/ Per/V/1990. Kedua, masalah perlindungan konsumen terhadap peredaran obat tradisional BKO ini tidak dapat dipisahkan dengan tahapan-tahapan transaksi konsumen lainnya. Yang berlaku bukan lagi caveat emptor (bahwa konsumenlah yang harus berhati-hati), tetapi caveat venditor yaitu produsen/ penjual/penyalur produk atau kreditorlah yang harus bertanggung jawab, yang lazim disebut tanggung jawab produk. Dengan kata lain undang-undang tersebut hanya mengatur kepentingan konsumen dari sisi produsen atau pelaku usaha. Sementara dari sisi lain yang terpenting, hak-hak konsumen terabaikan. Indonesian people develop various traditional medicines. However, many are circulating in the market some traditional medicines in which are mixed with medicinal chemicals. Regulations that contain aspects of consumer protection for traditional medicines actually exist and are spread in various regulations in Indonesia. The formulation of the problem of this research is about the legal basis of consumer protection against the circulation of traditional medicins containing medicinal chemicals and the juridical analysis of consumer protection against the circulation of traditional medicins containing medicinal chemicals. This type of research is library research, with an analytical descriptive approach. From the results of the study, first: laws that regulate consumer protection can be grouped into four parts, namely: the fields of industry, trade, health and the environment. The legal basis for the protection of consumers of traditional medicinal chemicals medicins contained in the regulation of law about consumer protection 1999 Number 8 and also in the regulation of law about health in 1992 point 23. Moreover, it can also be found in in the KUH Perdata 1945 and then in the regulation of law about Trade 2014 number 7, regulation of law about industry 2014  number 3, in the regulation of Law 2012 about Food, number 18 and the Government Regulation 1999 about Labels and Advertisement of Food 1999 Number 69 and Minister of Health Regulation 1990 Number 246. Secondly, the problem of consumer protection against the circulation of traditional medicinal chemicals medicins cannot be separated from the steps of the other consumer transactions. What applies is no longer the caveat venditor (that consumers must be careful), but the caveat venditor, which is the producer/seller/distributor of the product or the creditor, must be responsible, which is commonly called product responsibility. In other words, the law only regulates the interests of consumers in terms of producers or business actors. While from the other important side, consumer rights are neglected.

The measurement of organizational performance, in particular the search for a model that brings the management process together with the expected results through strategies, has been one of the most important issues in the Administration in recent decades. Recently, efforts have been made to adapt to public sector organizations approaches and technologies originally developed for businesses, especially in countries such as Peru, seeking to influence governments’ ability to produce results. However, the concrete evidence of local government suggests that the implementation of management processes in this area reduces its chances of success because of the highly structured nature of management, the rigidity of the organizational design and the government regulation itself. This article argues that the performance improvement comes from reconciling the dimensions of the strategy and the structure. On this basis, there is a tool to assess organizational performance in terms of make flexible the functional structure and to adapt it towards logic of process management. In this way the strategy may gain intensity, causing the alignment of processes and create visible results of these, allowing to evaluate the performance of the areas, managers and ultimately, the organization.

This study aims to determine the extent of the readiness of taxpayers in the transition to the use of government regulation no. 23 of 2018 (PP 23/2018) towards the use of tariffs in Article 17 of the Income Tax Law (UU PPh). The purpose of issuing PP 23/2018 is the government's policy in simplifying taxpayers in carrying out tax administration, but PP 23/2018 can not always be applied but there is a limited period of use as a form of taxpayer learning taxpayers to improve taxpayer compliance. The research sample was determined by snowball and purposive sampling, namely taxpayers in the form of limited shares with data obtained from observations, interviews and documentation. The data analysis technique used is the Miles and Hubberman qualitative analysis technique. The results of the study indicate that taxpayers have understood in carrying out bookkeeping but understanding of Article 17 of the Income Tax Law is still low, taxpayers have not received information about the time limit for using PP 23/2018. Introduction: Sasi means the prohibition of taking natural resources on land or at sea, which is based on several important and basic arguments. The principle on which the Sasi law is based is actually the principle of sustainable natural resource management.Purposes of the Research: Know and analyze the role of sasi law as local wisdom in preventing the spread of Covid 19 in the Maluku Province. the formulation of Sasi's law in expanding its meaning and scope of implementation, so that the place is applied in preventing the spread of Covid 19 in Maluku Province.Methods of the Research: This research was conducted using a juridical empirical approach which is a descriptive study of qualitative analysis. The research seeks to describe the Role of Sasi Law as Local Wisdom in Preventing the Transmission of Covid 19 in Maluku Provision.Results of the Research: The Sasi Law which is owned by the Indigenous Maluku people, especially Southeast Maluku, of course the Sasi Law (Adat Hawear) in Southeast Maluku Regency can be applied in the prevention of Covid 19 in Southeast Maluku Regency by holding customary deliberations (which is followed by Adat leaders (adat leaders) The customary leaders (traditional leaders) held deliberations and formulated customary law norms as to what would be applied to preventing pollution from spreading Covid 19.

The scheme of interdependence and interaction between the four basic planes (material, social, factor and institutional) of the system of spatial management of natural resource assets has been developed. The structural-logical scheme of good forms and means of spatial management is improved. The methodologically important positions of using logistic design methods and taking into account the determinants of process management in the determination of the most important regressors of resource-functional, organizational-economic and regulatory-legal influence, the application of which allows the establishment of priority objects of making efforts to rationalize the processes of nature use in resource constraints.
