Village funds are one of the crucial issues in the village law, the budget calculation is based on the number of villages by taking into account the population, poverty rate, area size, and the level of geographical difficulty in order to improve welfare and equitable village development. Because of such a crucial issue, the senators assessed that the implementation of village governance requires guidance and supervision, especially the implementation of village activities. The objectives of this study are: (1) to determine the capacity building of the economy and infrastructure for the use of village funds in Wawoangi Village, South Buton Regency; (2) to determine the supervision of the Village Consultative Body in the use of Village Funds in Wawoangi Village, South Buton Regency. Empirical legal research methods or empirical juridical research methods. The conclusion of this research is that the management of the village fund budget in Wawoangi Village is based on the Regulation of the Sub-Regulation Number 78 of 2019, formulated in the Wawaoangi Village RPJM activity and then the implementation of the village funds is carried out with a proportional distribution in each hamlet. Lack of community participation and support with village development management is a factor that hinders the successful use of the village fund budget. The decrease in the level of community participation in the implementation of village development causes the absorption of local labor to also decrease. Village financial management starts from the planning stages, implementing business administration, reporting and mandatory accountability, presumably involving the village community.

ABSTRAKPenelitian ini bertujuan untuk menganalisis pengaruh kualitas sumber daya manusia, pengawasan Badan Permusyawaratan Desa dan partisipasi masyarakat terhadap akuntabilitas pengelolaan keuangan desa dengan sistem keuangan desa sebagai variabel intervening. Penelitian ini menggunakan metode deskriptif dan verifikatif. Populasi dalam penelitian ini adalah pemerintah desa se-Kecamatan Talaga dan Kecamatan Maja. Teknik analisis data menggunakan analisis regresi linear berganda. Hasil penelitian ini menunjukkan bahwa kualitas sumber daya manusia (SDM), pengawasan Badan Permusyawaratan Daerah (BPD), partisipasi masyarakat, dan sistem keuangan desa secara parsial berpengaruh positif terhadap akuntabilitas pengelolaan keuangan desa. Kualitas SDM dan pengawasan BPD berpengaruh positif terhadap akuntabilitas pengelolaan keuangan desa sedangkan partispasi masyarakat tidak berpengaruh terhadap sistem keuangan desa. Sistem keuangan desa mampu memediasi kualitas SDM, pengawasan BPD dan partisipasi masyarakat terhadap akuntabilitas pengelolaan keuangan desa. Implikasi dari penelitian ini untuk mewujudkan asas pengelolaan keuangan desa yang akuntabel diperlukan SDM yang berkualitas, Badan Permusyawartan Desa bertugas mengawasi secara baik dan selalu melibatkan masyarakat dalam rapat perencanaan pembangunan maupun pelaksanaan pembangunan desa jangka pendek maupun jangka panjang dan mengungkapkan penggunaan dana secara akuntabel dan transparan. ABSTRACTThis study aims to analyze the influence of the quality of human resources, supervision of the Village Consultative Body and community participation on the accountability of village financial management with the village financial system as an intervening variable. This research uses descriptive and verification methods. The population in this study is the village government in Talaga and Maja sub-districts. The data analysis technique used multiple linear regression analysis. The results of this study indicate that the quality of human resources (HR), supervision of the Regional Consultative Body (BPD), community participation, and the village financial system partially have a positive effect on village financial management accountability. The quality of human resources and supervision of the BPD has a positive effect on the accountability of village financial management, while community participation has no effect on the village financial system. The village financial system is able to mediate the quality of human resources, BPD supervision and community participation in the accountability of village financial management. The implication of this research is that to realize the principle of accountable village financial management, quality human resources are needed. The Village Consultative Body is tasked with supervising properly and always involving the community in development planning meetings and implementing short and long-term village development and disclosing the use of funds in an accountable and transparent manner.

The village independence is an essential idea for the village community where they are located. Inaccordance to support this goal, the central, provincial and district/city governments provide fundsto villages that must be managed properly. Village financial management apparatuses endeavor inplanning, implementing, administering, and financial reporting in accordance with applicableregulations with supervision from the Village Consultative Body. This study aims to identifyindicators and determinants in village financial management and examine its effect on the villageindependence variable. This research will be carried out in villages of Yobeh, Ifaar Besar, Sereh,and Yahim, in Sentani District in Jayapura Regency. The analysis tool that will be used is FactorAnalysis to find key indicators and variables in financial management. The results showed thatreporting variables became the key in financial management, followed by financial accountability,planning, and implementation. This shows that respondents felt the reporting was very importantand needed to be considered in financial management.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

This study aimed to find out how community participation in the Village Fund program in Kemang Manis Village in the Four Lawang District in 2016 and the factors that supported and blocked community participation in the village fund program in Kemang Manis Village. The method used was qualitative so that the data obtained through interviews, observation and study of documentation and qualitative descriptive analysis techniques. The results showed that at the decision making stage, the participation of the Kemang Manis village community in the Village Fund Program in 2016 was still low because the data synchronization activities were not carried out, only the village elite community and workers as well as grant providers, were invited, attended, gave opinions, and approve the results of the meeting's decision. At the implementation stage (community participation) was quite good, it appeared in the crowded community who registered themselves as candidates for village infrastructure activities, following the work briefing and direction from the village government. At the time of implementation the community brought their own carpentry equipment, donated food and drinks, and received wages or daily work incentives, and participants of community empowerment activities received transport money. The stages of the utilization of benefits (benefits) the community felt the benefits of the results of village development. Roads could be passed by 4-wheeled vehicles, making it easier to transport agricultural produce, residents began to build houses because roads were available and land values ​​had also increased. The community had not yet been involved in the monitoring, supervision and evaluation stages, because in the planning stages of the Village RPJM and Village RKP documents the community involvement is still low. At the stage of implementation of village development the community was involved as an implementer, but the procurement and financial management and administration activities were carried out by the village government. There were no complaints from the public and information disclosure regarding the new Village Fund in the form of a Village Infrastructure development project board.

ABSTRACTThe low level of community participation in the allocation of village funds indicates that the implementation of the village fund allocation still has not fully involved the community in the village financial management process. This is due to the weak leadership influence of the village head as the supreme leader who has full authority and responsibility in managing the region and its community. The low level of community participation has an impact on the lack of community satisfaction and trust in the village administration. This study uses a quantitative data approach supported by qualitative data in the form of in-depth interviews. Respondents consisted of 60 people divided into two categories namelynof community leaders and non-community leaders through stratified random sampling method. The results of this study indicate that there is a significant influence between the leadership of the village head on the level of community participation in the utilization of village funds.Keywords: leadership, participation, utilization of village funds----------------ABSTRAKRendahnya tingkat partisipasi masyarakat dalam pemanfaatan dana desa menunjukkan bahwa implementasi dana desa masih belum sepenuhnya melibatkan masyarakat di dalam proses pengelolaan keuangan desa. Hal ini disebabkan oleh lemahnya pengaruh kepemiminan kepala desa sebagai pemimpin tertinggi yang memiliki wewenang dan tanggung jawab penuh dalam mengatur wilayah dan komunitasnya. Rendahnya partisipasi masyarakat berdampak pada kurangnya kepuasan dan kepercayaan masyarakat terhadap pemerintahan desa. Penelitian ini menggunakan pendekatan data kuantitatif yang didukung data kualitatif berupa wawancara mendalam. Responden terdiri atas 60 orang yang berdasarkan tingkat ketokohan yaitu tokoh masyarakat dan non tokoh masyarakat melalui metode stratified random sampling. Hasil penelitian menunjukkan bahwa terdapat pengaruh yang signifikan antara kepemimpinan kepala desa terhadap tingkat partisipasi masyarakat dalam pemanfaatan dana desa.Kata kunci: kepemimpinan, partisipasi, pemanfaatan dana desa

The purpose of This study is to find out how the implementation of village fund management as well as supporting factors and inhibiting factors in the management of village funds in three villages in Soreang Sub-District, Bandung Regency. This research was conducted in Panyirapan Village, Sukanagara Village, and Soreang Village in Soreang Sub-District, Bandung Regency. The method used in this research is a qualitative method with interview approach and observation with the responder, that is Head of Village, Village Secretary, Village Treasurer, and Village Consultative Body (BPD). Data analysis is done by data reduction then presents the data and draw conclusions on the data obtained according to the method of data analysis for qualitative research. The results of this study indicate that the implementation of fund management from planning, implementation, administration, reporting, and accountability of the three villages are appropriate with the Regulation of the Minister of Home Affairs Number 113 the Year 2014 concerning Village Financial Management, but in terms of administration for the Panyirapan Village has not been in accordance with regulation, then for reporting the three villages have not been able to report to the regency in a timely manner based on regulations. For most supporting factors in the three villages of human resource training for the village government, understanding in running the Village Financial System application and for the three villages as a whole is still the lack of workers in the field during development activities and the lack of human resources in administration and regulation.

In the administration of governance and development, a source of village financial income is needed, for this the organizational commitment of the village government towards the authority, duties and responsibilities of implementing village financial management is transparent and accountable. The purpose of this study was to determine and analyze the extent of the influence of the competence of village officials, organizational commitment and community participation on success in village financial management. This type of research is a mixed method by combining qualitative and quantitative research with sampling techniques by saturated sampling. The number of respondents was 40 people. Analysis tools with SWOT analysis and multiple linear regression. The results showed that the simultaneous probability of village officials, organizational commitment and community participation have a direction of significant influence on the success of village financial management.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

The purpose of writing in this study is to determine and analyze the implementation of the Village Owned Enterprise Program (BUMDes) in Penarun Village, Batin VIII District, Sarolangun Regency. In this study the author uses empirical juridical research methods. The results of this research are that the Village Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency is not implemented effectively where the business program that is being run is not developing and cannot help the people of Penarun Village, Batin VIII District, Sarolangun Regency to improve their economy. The obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency consist of several factors, namely the absence of Human Resources who have innovation and creativity in Village-Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency and not the existence of community participation to develop Village Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency. Efforts were made to overcome obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency, namely developing business units and establishing cooperation with other Village-Owned Enterprises (BUMDes).

Village Government whose existence is directly related to thecommunity and as the spearhead of development, the village government is increasingly required to beprepared both in terms of formulating village policies (in the form of village regulations), planningvillage development that is adapted to the situation conditions and in providing routine services to thecommunity. autonomous people must have the authority and ability to explore financial or revenuesources, manage and use their own finances, in other words there is independence or village autonomyin managing village budget and expenditure expenditure. which is the village's wealth, the compilationof the village's income and expenditure budget, the administration or administration of financial affairsand financial accountability. The problem in this research is whether the Village Law has givenautonomy to village finances, as well as the exercise of authority of the village government in realizingvillage autonomy. This research is a study using Normative Juridical research methods, using legalmaterials, namely the legislative approach and conceptual approach, is a normative analysis showingthat the authority of the village government is based on the principles and legal norms that apply, whilethe conceptual village financial management autonomy.
