The agricultural sector is a sector that has a strategic role in the structure of national economic development, however, the agricultural sector has problems that need attention. In response to this, it is necessary to have a government role in reducing losses or overcoming the risk of crop failure which can be done through empowering farmers. The Bojonegoro Regency Government in empowering farmers has an incentive program in the form of an independent farmer program. The purpose of this study was to analyze and describe farmer empowerment through the independent farmer program in Baureno District, Bojonegoro Regency. This research uses descriptive qualitative research methods, with data collection techniques in the form of: observation, interviews, documentation. The results of this study, the farmers in Baureno District felt empowered by the empowerment carried out by the Bojonegoro Regency government through the independent farmer program which was analyzed by the theory of community empowerment stages: enabling, empowering and protecting.Keywords: Community empowerment, farmers, the independent farmer programs.

Micro, Small and Medium Enterprises (MSMEs) have an important and strategic role in national economic development. In addition to playing a role in economic growth and employment, MSMEs also play a role in distributing development resultsThe purpose of this research is to find out how the efforts to improve the welfare of MSMEs actors in Lawang sub-district through Mudharabah financing at Bank Syari'ah Mandiri KCP Lawang. The method used in this research is the qualitative method. The data collection technique is by observing, interviewing and documenting the stakeholders fram Bank Syariah Mandiri KCP Lawang, as well as MSMEs actors who receive mudharabah financing from BSM KCP Lawang.The results of this study indicate that mudharabah financing at Bank Syariah Mandiri KCP Lawang has a fairly central contribution in improving the welfare of micro and small business actors which is characterized by the presence of new business actors each year. This is a benchmark for the success of mudharabah financing products in the community and as a benchmark for the success of a banking product in increasing the productivity of financing products.

Rural economic development is an important thing to do given the national economic development should start from the village. One of the efforts that can be done to develop the economy of the village is through entrepreneurship village, which can be the strategy in the development and growth of the welfare of the village community. Entrepreneurship village can be developed through the establishment of Badan Usaha Milik Desa (BUMDes). Rural regions that can not be separated from the agricultural sector, with the importance of the role of agricultural sector to the economy of the country, then the business BUMDes needs to be directed or developed with the activities of the agriculture-based businesses. The results obtained from this research is that BUMDes-based agriculture in the Juli District, Bireun District is in quadrant IV (diversify activities). In this quadrant the position of the organization is in the market is very small and the growth rate is low, therefore it is necessary to diversify the business. This position indicates an organization is weak and facing a big challenge. The recommendations of the given strategy is a survival strategy, meaning that the internal conditions of the organization is on the choice of a dilemma. Therefore, organizations are advised to use a defensive strategy, control of the performance of the internal so not getting mired. This strategy is maintained while continuing to attempt to fix themselves.

National economic development largely depends on the development of the energy sector. Its condition is most commonly assessed based on the situation over the last year. An alternative approach, however, is to evaluate fluctuations in development that have occurred over a longer period. In this paper, both methodologies have been applied, in order to assess, based on the results, which of them is more accurate. The article hypothesizes that the second method is more accurate. To prove this empirically, values representing the energy development in various sectors (industrial, agricultural, transport, service and the other (miscellaneous) sectors) in various European countries over the 2009–2018 period were estimated. The development fluctuations that occurred during the period under consideration were evaluated according to two parameters—intensity and stability. The first parameter was taken to be the difference between the values representing energy development in a given sectors at the end and beginning of the period under consideration. The second parameter was taken as the aggregate change across consecutive time slots during which positive or negative fluctuations occurred. The value of energy development in a particular economic sector was estimated as the product of the latter coefficient and the development intensity indicator. Comparison of the results representing evaluation of energy development based on the methodology proposed, and the analysis of the situation in the last year for which data was available revealed that the results in both cases differed, with the values varying from 2% (for the transport sector) to 4.5% (for the agricultural sector). Taking into account the fact that the indicator representing energy development in particular economic sectors was estimated as a percentage of the total sectoral energy consumption, this difference was relatively significant (22.7 and 1.5% respectively). Thus, the findings suggest that application of the proposed methodology is relevant. The methodology provides a greater potential to adequately research issues related to national economic development.

In addition to playing a role in economic growth and employment, MSMEs also play a role in distributing development results. Banyumas SME Centers are the center of sales of Banyumas SME products. At present sales at the Banyumas MSME center are mostly using manual promotions. For online promotion, the Banyumas UMKM center has used Instagram and marketplace media, but the promotion is not yet maximal. For this reason, it is necessary to carry out activities in the form of Digital Marketing Training and Seo Optimization in the Marketplace at the Banyumas Umkm Center to Maximize Online Product Marketing. The method used in this activity is the method of seminars, discussions and questions and answers. The result of this activity is that MSMEs can maximize sales through online media.

In addition to touching on methodological problems, I hope to establish two specific points: (a) that the needs of economic history call for particular perspectives in delimiting regions, and (b) that study of regional interaction can provide insights in an understanding of national economic development.
