Community participation in making building permits in Gubeng Sub-District. Building Permit is a decision of the Surabaya City Government that must be owned by each building, especially residential buildings, of course, required a regulation that serves as a controlling tool to ensure that the building will be built to ensure the safety of people who will stay in the house so that people People around the house. And the participation of the community is very little in this case, because the lack of socialization so that people still do not have the awareness to make the IMB. The purpose of this research is to find out how community participation in making IMB at Gubeng District Office. While to solve the problem researchers use qualitative research methods. The conclusion of this research is that community participation in making IMB in Gubeng Sub-district Office is still passive, lack of socialization, and lack of public awareness to make IMB and also society many do not know about procedure or procedure in making IMB and finally They forget or do not fulfill their obligation to have IMB. Keywords: Participation, Building Permit.

This article will describe and analyze waste management by the Samarinda City Environmental Service based on Samarinda City Regional Regulation Number 02 of 2011 concerning Waste Management. This article uses qualitative research methods and data obtained by interview, observation, and documentation, and analyzed using an interactive analysis model. The research findings show that it has not been running optimally because there are still people who do not understand waste management starting from the source of waste, there are still people who litter, lack facilities and infrastructure, lack field workers, lack of awareness of community participation on cleanliness and weak supervision and sanctions people who break the rules. The study is based on the problems caused by its implementation such as grant, as in grant management that is not in accordance with the provisions. Grants are granted with the aim of supporting the improvement of governance and development functions. Grant spending is included in one part of the revenue and expenditure area. In overcoming this matter, the Government of Palembang City has made the Regulation of Mayor of Palembang Number 69 Year 2012 on Guidance of Grant and Social Assistance in Regional Financial Management and Asset of Palembang City. In this case the authors narrow the research that is on grant expenditure. In the Mayor Regulation there are rules in the process of grant giving for maximum results. This research is intended to find out how the grant in Palembang City Government. This study uses qualitative research methods with the four dimensions that are in the focus of research is the level of compliance, Smooth routine functions, performance and impacts arising from the policy. Based on the result of the research, it can be concluded that the Implementation of the Mayor of Palembang Regulation Number 69 of 2012 on the Guidance Grant and Social Assistance this particular grant has not been successful.

Public service is fulfilling the needs and needs of the community by state administrators. IMB in Cimahi City DPMPTSP, using qualitative research methods, qualitative research conducted related to researchers want to know the phenomenon that cannot be quantified that discusses research on how to work, understanding of information that varies, characteristics of goods and services, cultural procedures, and others so. Qualitative research methods are conducted by interviewing the subject. The results of this study indicate that in Cimahi DPMPTSP there are a number of problems relating to communities that do not have technical requirements and documents, Cimahi's DPMPTSP program to improve services related to socialization for the community selected for each sub-district, in accordance with building permits (IMB) , the background of Cimahi's DPMPTSP socialization was because the people who only knew of building a building and without being equipped with an IMB letter.

ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana pengembangan wisata sebagai daya tarik situs Rumah Sandi di Perbukitan Menoreh Kulon Progo. Penelitan ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian ini didapat strategi yang dapat disusun dalam pengembanagn situs Rumah Sandi yaitu penambahan jumlah sumberdaya manusia, pengidentifikasian para stakeholder sebagai mitra dalam pengembangan situs Rumah Sandi agar mampu beradaptasi dan dapat memenuhi kebutuhan pendidikan secara optimal, peningkatan kesadaran masyarakat terkait situs Rumah Sandi dan pelestariannya serta peningkatan kualitas pelayanan dengan merencanakan dan merumuskan sesuai kebutuhan pendidikan. Kata kunci: Daya Tarik, Pariwisata, Pengembangan  DEVELOPMENT OF TOURISM AS ATTRACTION OF SITUS RUMAH SANDI IN MENOREH HILL  KULON PROGO ABSTRACTThis study aims to find out how tourism is developed as an attraction for Situs Rumah Sandi in Menoreh Hills Kulon Progo. This research uses descriptive qualitative research methods. The results of this study obtained a strategy that can be developed in developing the Situs Rumah Sandi, namely increasing the number of human resources, identifying stakeholders as partners in developing Situs Rumah Sandi to be able to adapt and be able to meet education needs optimally, increase public awareness about Situs Rumah Sandi and their preservation and improving service quality by planning and formulating according to educational needs. Keywords: Attraction, Development, Tourism

Creative merchants of the field or street vendors hereinafter referred to as PKL are traders who in the business use the facilities and equipment that are easily disassembled, transferred or use a place of business that occupies the land Local Government or other parties. Because of the phenomena that arise in implementing the relocation program of the creative trader's field that is done by the city government, so it is created this research aimed to know and describe how the optimization The utilization of the single culinary Park Sangomang for empowering creative traders field in Palangka Raya city. This research uses qualitative research methods. The technique of determining the informant in this research is the technique of purposive sampling so that the informant in this research is involved in the implementation of optimization of a single culinary park for the empowerment of field creative traders Is the head of the setup and aesthetics of the city of Palangkaraya, and creative traders field a single culinary park Sangomang. Data is collected through observation methods, interviews, and documentation. And the data is analyzed by way of data reduction, data presentation, and withdrawal of conclusions. Based on the results of this study, it can be known that: 1) the empowerment of creative traders in the field of single Culinary park Sangomang in the city of Palangkaraya is good enough. 2) The process of the Creative Trader Relocation field to a single culinary park Sangomang is good enough. 3) The constraints of the creative trader's field in a single culinary park Sangomang is not maximal utilization of facilities and infrastructures that support the security and convenience of creative traders field and also visitors a single culinary park Sangomang.

Abstract: The emergence of innovation in the world of digital finance in recent years has received attention from various parties commonly known as financial technology. This innovation is in the form of crowdfunding and blockchain platforms. These two innovations can not only be used for commercial, but also social purposes, including waqf. There is a huge potential of cash waqf in Indonesia. However, the realization is relatively still low. This study aims to analyze at a glance waqf blockchain in Indonesia that can optimize the realization of waqf development in Indonesia. Qualitative research methods is used in this paper through the study of literature. The results of the study show that Indonesia is very likely to implement waqf blockchain because the Muslim population reaching more than 80%, the flexible concept of waqf fiqh and the emergence of the halal industry. The most challenges faced are related to waqf literacy to increase public awareness. Investigating about perceived intention to use waqf blockchain through questionnaire and a deep interview with the stakeholders is important for the future research. Efectiveness of Sub-District Expansion in Improving Development. This study aims to determine the effectiveness of sub-district expansion in increasing development in Central Insana District, North Central Timor Regency, East Nusa Tenggara Province. Expansion of Subdistricts in Central Insana Subdistrict has been regulated in the Regional Regulation of North Central Timor Number 8 of 2007 with the aim of equitable development, optimizing the implementation of governance and shortening the range  of control of empowerment and community development services and accommodating aspirations that develop in the community. After 12 years running, the District Expansion policy has not shown a positive impact on the community, especially the development aspect. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and observation. The results showed that the policy of sub-district expansion in increasing development in Central Insana District was not yet effective, because of the weak role of the sub-district in providing services to the community. Budget limitations, inadequate transportation facilities and infrastructure and damaged road conditions, and a lack of active community participation in supporting the implementation of development in Central Insana Subdistrict, are classic reasons. Penelitian ini membahas hal-hal yang berkaitan dengan Kinerja Bidang Ijin Mendirikan Bangunan di Kecamatan Subang Kabupaten Subang dalam hubungannya dengan teori menurut Dwiyato yaitu Produktivitas, Kualitas Layanan, Responsitas, Responbilitas, dan Akuntabilitas. Dalam Penelitian ini menggunakan metode penelitian deskriptif kualitatif, melalui observasi, wawancara dan studi dokumentasi. Sumber data diperoleh dari informan dan melalui wawancara dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Hasil penelitian menunjukkan Kinerja Bidang Ijin Mendirikan Bangunan di Kecamatan Subang Kabupaten Subang Belum Optimal diantaranya Produktivitas, Kualitas Layanan, Responsitas, dan Responbilitas. Hal tersebut perlu diperhatikan agar Produktivitas, Kualitas Layanan, Responsitas, dan Responbilitas Optimal.   This study discusses matters relating to the Performance of Building Permit in Subang Regency in relation to the theory according to Dwiyato namely Productivity, Service Quality, Responsibility, Responsibility, and Accountability.In this study using descriptive qualitative research methods, through observation, interviews and documentation studies. Sources of data obtained from informants and through interviews and documents obtained in the form of regulations and data processing .The results showed that the Performance of  Building Permit in Subang Sub-District, Subang District Not Optimal, including Productivity, Service Quality, Responsibility, and Responsibility. This needs to be considered so that Productivity, Service Quality, Responsibility, and Optimal Responsibility.
