AbstractIn recent years, in order to increase the energy efficiency of older buildings in Hungary, several tenders have supported the modernization of the thermal insulation. Various thermal insulation materials have been installed on walls, on slab and on floor. Unfortunately there are cases where thermal insulation materials are not installed in accordance with the construction permit or the manufacturer’s instructions, which poses a serious danger in case of a fire. During the research the effects of heat on the behavior of Expanded PolyStyrene, a thermal insulation material often used in Hungary is examined. Laboratory tests and computer simulations were carried out, which are presented in detail in this paper. The aim of the research is to contribute to increase the fire safety of buildings.

The main Albanian cities and inhabited centers have suffered great damage of urban and environmental dimension in the years of transition. These implications of rapid and intensive development have produced cities that offer a very low quality of urban life to their citizens. What requires immediate political and legal intervention is to create the preconditions for Albanian cities to change by improving their potential in relation to the quality of urban life they offer to their citizens. One of the basic aspects, where this political goal can be achieved, is the function of controlling the construction development in these cities, in other words the function of building permits. Formal construction, or construction that has been subject to political-administrative decision-making, has faced increased pressure from the government to obtain a building permit. The performance of the government, regarding the function of construction permitting, is presented as very bureaucratic and corrupt. The technical, administrative and legal rules through which the administration exercises in the construction permit process have been very difficult for private entrepreneurs to implement. This has produced, firstly, the phenomenon of informal construction, and secondly, the change in the focus of entrepreneurs in the formal construction sector. In great administrative difficulties and obstacles, private entrepreneurs have shifted their focus from the aim of offering high quality products and low price in the market, to the goal of obtaining a building permit while ignoring the quality of the buildings they have developed. In this sense, what is required is the facilitation of technical, administrative and legal procedures and rules for obtaining a construction permit, which would ensure the reduction of the informal sector and refocus of the formal sector on quality and competitive price in a free market. This is a basic precondition for the situation of cities not to deteriorate further, and that paves the way for the improvement of their situation in the future.Keyword: big government, small government, classical liberalism, modern liberals, the left, the right, development control, construction permitting.

Tumbang Rungan sub-district in Palangka Raya manages population data as part of Population Administration, among others; Death Certificate, Certificate of Marriage / Marriage, Birth Certificate, Transfer Certificate, Disability Certificate, Building Construction Permit (IMB), Land and Building Tax, and Land Certificate. Currently there are still many government agencies that manually process population data, including Tumbang Rungan Village, Palangka Raya City, which still uses paper-based forms. If the listed requirements are incomplete, then the person concerned must go home / return first to complete the missing requirements, until they are sufficient and complete. This is very troublesome and wasteful of energy and other sacrifices. Kelurahan Tumbang Rungan, Palangkaraya City, plans to build a system that aims to assist the community in submitting information and receiving complaints by utilizing web facilities as well as monitoring the correspondence process (which is being processed or completed), and to enable the public to fill in data online. The results showed that in general the services of the Pasar Baru Village officials did not meet the expectations of the community, where the community still felt weaknesses which had an impact on the interests of the community itself. But overall the quality of service in the Pasar Baru Village Office related to a Building Construction Permit (IMB) can be said to be quite good. In terms of appearance and facilities in serving the community (Tangibles), and assurance or trust can be seen from the safety and comfort of the community in providing services, and empathy for the apparatus who have tried to establish good communication and relationships with the local community. But of course Pasar Baru Village also has obstacles in service at Pasar Baru Village Offices, including: Lack of employees in the field of service and mastery of technology, facilities and infrastructure that are inadequate during service and do not yet have Service Standards, especially correspondence. Therefore, in implementing and improving the quality of service for correspondence, the IMB should be made a change that involves all aspects, in this case the government apparatus in the Kelurahan office plays a role in establishing relations between service users and Kelurahan employees.

At present mapping using Unmanned Aerial Vehicle (UAV) technology is a popular alternative. The use of UAVs by the public is increasing because more and more manufacturers are marketing their products and are available in the market. Apart from the relatively affordable price, UAV features and capabilities are increasing. DroneDeploy and Agisoft have simplified the process of making maps. Monitoring software can be used starting from planning, implementation, processing, to the results of processing. The planned development of a tourist area in the area of Sindang Pakuwon Village which is a village in the Cimanggung District area of Sumedang Regency, requires a location map as a condition for submitting the construction permit. Landowners need to make a representative, economical but still quality map.Utilization of multi-rotor copter type UAVs that are more widely available and the availability of software, has a resource plan that is efficient and very fast, but is quite accurate and representative.
