The complexity of Indonesia requires Pancasila in forming its defense system which is universal. Because the form of defense of the Indonesian state is universal. This means that national defense requires all citizens and is not limited to the role of the Indonesian National Army and the Police. To be able to form universal defense, Pancasila is needed as the basis. This is a qualitative research. The data were obtained from literature studies, then their validity was tested through triangulation techniques, and analyzed. The results showed that Indonesia really needed Pancasila in shaping its universal defense system. Pancasila naturally forms the national identity of the Indonesian nation, which then becomes the basis for the formation of a universal defense system. One of the obstacles in the application of Pancasila values is globalization. The solution to deal with this is by holding a state defense program, as well as continuing to strengthen the sense of nationalism and the spirit of patriotism in the community by continuing to carry out campaigns. Campaigns are carried out in various sectors, including Education and government.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

This article focuses on the reflexive dynamics of interviewing in the context of a recent qualitative investigation of ethnic majority views of national identity in England. There is now an established literature which specifies the routine mobilisations of national identity through the course of everyday social interaction. Discourse studies also have been centrally concerned with the interview-as-topic and there is considerable work here on ethnic and racial categorizations within the interview context. Taking such work as its departure point, this article will illustrate how and why the interviewer also matters in talking about national identity. While the role of the interviewer is increasingly acknowledged in qualitative research, there has been little attempt to consider this particular methodological dilemma in nationalism research. In highlighting this problem, this article argues in favour of a more reflexive approach to the study of nationalism and national identity, one which brings to bear the researchers’ own unwitting assumptions and involvement.

<p><br />This study discusses the concept of defending the country in by considering the context of the development of Indonesian society in the global era and democracy. The diversity of consciousness that arise therefore, are challenge for Indonesia. This qualitative research-based study found that the various phenomena mentioned above are essentially challenge to the interests of the state because they de territorialize the logic of state territorialism, through the form of postnationalist logical thinking. This study is an attempt to define the role of the Indonesian Defense University to form the Axis of State Defense as a strategic network to respond the dynamic of socio-political consciousness constructively. The aim of this study was to analyse disaster risk of air transportation accidents in the national defense system perspectives and also the efforts of airport authority to manage the risk. A qualitative, narative and exploratory study was developed using risk management ISO 31000 as a method to analyse data. Interview, literature study and documentation were done to collect data. This study used purposive sampling to decide informants. It was found that Halim Perdanakusuma International Airport had a high risk in air transportation accidents. To keep the stability of national defense, the risk had to be managed through structural mitigation and non-structural mitigation

State defense is a concept closely related with National Defense System. Indonesian National Defense System bears following specific characteristics; universal, and involving all citizens, territories and other national resources. Meanwhile, corruption is the opposite of the nation's core values, which is against the national interest and the spirit of the nation, and does not stand in accordance with the noble values of Indonesia. Thus, corruption is a threat to the defense and security of our country. Corrupt behavior is a form of action against efforts to defend the state. The state defense program will emphasize the dissemination of the values of nationalism and love for the country. It is expected that the values instilled in the state defense program can prevent a culture of corruption from spreading to all members of society. Leadership is a series of leadership activities that cannot be separated from the position, style and behavior of the leader, as well as the interactions between the leader and their followers, in regards with the situation. UPN Veteran, which is a State Defense university, has met the aspects of consideration to become a PTN (public university) announced by the Ministry of Education and Culture. Of the three considerations of the conversion process from PTS to PTN, UPN Veteran has fulfilled two considerations, namely historical considerations and a special mission, by which UPN Veteran Jakarta has presented something novel that cannot be fulfilled by other public universities, namely as a State Defense university. The existence and progress of UPN Veteran Jakarta in the perspective of national character education is a necessity to be able to answer our various problems in society, nation and state.

The current dynamics of globalization resulted in a change in the social, political, economic, and national security stability dimensions. In the stabilizing dimension of state security, it can potentially cause a threat to the defense of the country. Furthermore, Indonesia's universal defense system allows the community as a supporting component to actively participate, especially in the rights and obligations in carrying out state defense and assisting the national defense. Scouting is one form of state defense organized in an official organization container, structured and clearly the legal umbrella. This study analyzes how the scout movement and the application of the values of state defense in the defense of the state? and how does the Indonesian Scout Movement function in the Indonesian state defense system?. The method in this research is descriptive qualitative by using primary data and secondary data through legislation approach, conceptual approach, and previous research findings approach. The results of the research that has been done show that the values contained in the Scout Movement and the concept of state defense have the same goal of strengthening the defense of the country. In accordance with the concept of state defense in Law No. 3 of 2003 and in Article 1 of Law No. 23 of 2019, and in accordance with Article 4 of Law No. 12 of 2010. In addition, the function of the Scout Movement in the Indonesian defense system is as a supporting component, it can be found in Article 9 of Law No. 23 of 2019 on the management of national resources that explains Article 7 paragraph (2) letter (b) that the development of state defense awareness is one of which is given to cadres of community organizations, in this case, is scout organizations.

The purpose of this study is to describe governance related to alternative defense human resources in the context of defense budget efficiency embodied in the human resources of the reserve components and defense support components. This research is a qualitative research. This type of research uses a comprehensive analytic study and an analytical normative approach. The discussion regarding defense human resources needed to build a defense force includes active military, compulsory or conscripted military, voluntary military or reserve components and supporting components. Active military and mandatory military in relation to service are almost the same, it's just that the mandatory military has a limited period of service in accordance with the rules of the state. In taking into account the human resources of defense, it is not only active military and conscription, but includes reserve and supporting components. Human resource management is essentially a cycle from recruitment to separation - then the actual defense HR management must be carried out continuously. So thus, the management of human resources for defense of existing human resources (TNI personnel) must be carried out continuously, starting from recruitment, education, use, welfare, and separation. The TNI is a major component in the national defense system supported by the Komcad and Komduk. Two mandates of the national defense law that have not yet been resolved are the Komcad Draft Law and the Komduk Draft Law. And based on the description of human resource management, it is very important that this draft law be completed.

<p><strong>Abstract:</strong> Terrorism has been one of the problems that is still an actual issue in Indonesia. Studies on this issue have caught the attention of researchers. This study will examine the roots of the emergence of terrorism and strategies for dealing with it in Indonesia. By applying qualitative research methods, this article implies that the emergence of terrorism is based on the problems of ethnic egoism, poverty, non-democratic systems and discrimination. To deal with terrorism in Indonesia, this study proposes a solution where terrorism must be handled through strengthening the role of the government, ulama or the learned Muslim scholars and academia of universities. These three parties must synergize maximally to prevent the emergence and movement of terrorism in Indonesia. In addition, the government needs to strengthen national defense institutions, minimize social disparities, respect human rights and create laws that do not conflict with the social conditions of society, and it is at this juncture that study contributes to the handling of terrorism in Indonesia.</p><p><strong>Abstrak:</strong> Terorisme merupakan persoalan yang masih menjadi isu aktual di Indonesia. Kajian mengenai masalah ini telah menyita perhatian para peneliti. Studi ini akan mengkaji akar kemunculan terorisme dan strategi penanganannya di Indonesia. Dengan menerapkan metode penelitian kualitatif, artikel ini mengajukan temuan bahwa kemunculan terorisme didasari oleh persoalan egoisme kesukuan, kemiskinan, sistem non-demokrasi dan diskriminasi. Untuk menangani terorisme di Indonesia, studi ini mengajukan solusi dimana terorisme harus ditangani lewat penguatan peran pemerintah, ulama dan perguruan tinggi. Ketiga pihak ini harus bersinergi secara maksimal untuk mencegah kemunculan dan pergerakan terorisme di Indonesia. Pemerintah perlu memperkuat lembaga pertahanan nasional, meminimalisir kesenjangan sosial, menghargai hak asasi manusia dan menciptakan undang-undang yang tidak bertentangan dengan kondisi sosial masyarakat. Studi ini memberikan kontribusi bagi penanganan terorisme di Indonesia.</p><p><strong>Keywords:</strong> terrorism, Islam, Indonesia, government, ulama</p>
