The current dynamics of globalization resulted in a change in the social, political, economic, and national security stability dimensions. In the stabilizing dimension of state security, it can potentially cause a threat to the defense of the country. Furthermore, Indonesia's universal defense system allows the community as a supporting component to actively participate, especially in the rights and obligations in carrying out state defense and assisting the national defense. Scouting is one form of state defense organized in an official organization container, structured and clearly the legal umbrella. This study analyzes how the scout movement and the application of the values of state defense in the defense of the state? and how does the Indonesian Scout Movement function in the Indonesian state defense system?. The method in this research is descriptive qualitative by using primary data and secondary data through legislation approach, conceptual approach, and previous research findings approach. The results of the research that has been done show that the values contained in the Scout Movement and the concept of state defense have the same goal of strengthening the defense of the country. In accordance with the concept of state defense in Law No. 3 of 2003 and in Article 1 of Law No. 23 of 2019, and in accordance with Article 4 of Law No. 12 of 2010. In addition, the function of the Scout Movement in the Indonesian defense system is as a supporting component, it can be found in Article 9 of Law No. 23 of 2019 on the management of national resources that explains Article 7 paragraph (2) letter (b) that the development of state defense awareness is one of which is given to cadres of community organizations, in this case, is scout organizations.

This study aims to analyze the implementation of State Defense policies to achieve National Resilience. This research was conducted in the area of Kodim 1309 which was carried out by the Regional Command Unit (Satkowil) namely Kodim 1309 / Manado Korem 131 / Stg Kodam XIII / Mdk in the city of Manado and its surroundings. This research was conducted from December 2019 to February 2020. This study used primary and secondary data. Primary data were obtained by observation and interview methods, while secondary data were collected using documents related to the topic of this research, particularly with regard to land defense. Interviews were conducted with 15 informants who were selected purposively. Data analysis used qualitative data analysis techniques. The results showed that, first, the communication process carried out by Kodim 1309 as the executor was carried out by building communication with stakeholders in the Kodim 1309 area, which process went well and was accepted by stakeholders and the general public. Second, the implementation of the institutional strategy of the bureaucratic structure carried out by Kodim 1309 / Manado to the Koramil in its ranks has been good through forms of supervision. Third, in the aspect of resources in implementing the national defense of the Police, Kodam 1309 uses human resources, namely army personnel and available facilities. These activities have not been maximized because there are not enough personnel so that to carry out state defense activities was limited of number and face various other activities that must also be carried out too. Fourth, the attitude of policy implementers has not shown maximum results and has not been running sustainably.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

E-commerce is a buying and selling activity carried out via the internet with electronic media. Based on this, two problems were raised as follows: 1). What are the aspects of consumer protection against electronic business transactions, 2). How to regulate the control of electronic business transactions in ensuring the implementation of consumer rights. The research method used in the preparation of this research is normative with a statutory approach and a conceptual approach, namely analyzing the problems to be discussed through legal concepts taken from several books and literature that have relevance to the problem. The data sources used are primary data, namely through statutory regulations, secondary data, namely using legal theory and experts, and tertiary data, namely related to legal dictionaries and encyclopedias. The technique of collecting data is through the method of recording legal materials and collecting references used. The data analysis used systematic legal interpretation and legal argumentation based on deductive logic. However, all the benefits that are offered, there is a concern about the responsibility of online companies to online consumers considering so many online companies. The Trade Law and the Consumer Protection Act are the basis for trading in online trading and / or in conventional trading. In this case the need for supervision in order to improve harmony in each application. The results showed that the aspect of protection was carried out by defending the rights of consumers against the disturbance of other parties. In order to increase awareness, knowledge, concern and independence of consumers, especially in choosing, determining and demanding their rights as consumers. There are several principles in consumer protection, namely the principle of benefit, the principle of justice, the principle of security and safety, the principle of balance, the principle of legal certainty.

Purpose The purpose of this paper is to examine the implications of foreign bribery and perceptions that bribery is just a cost of doing business in Africa in light of recent reports and developments in the global attempt to curb bribery and corruption. Design/methodology/approach The research relied on primary data from anti-corruption legislation, surveys and monitoring reports and secondary data from publicly available information, journal articles and media reports to analyse recent developments in the fight against corruption with a special focus on Africa. Findings The research findings and analysis suggest that foreign bribery, which is illegal but largely carried out with impunity and perceived as a just a cost of doing business in Africa, has heavy costs on developing nations and on corporations and individuals that are prosecuted. Although much has been done to curb corruption, it seems active enforcement takes place in only a limited number of countries. There is still the need for enhanced enforcement by nations, increased societal awareness of effective measures against corruption and improved corporate compliance and responsibility. Originality/value The paper contributes practical insights into improvements and lapses in the fight against foreign bribery and corruption. Using recent and relevant analysis, the paper revisits the resilience of bribery and corruption in spite of increased anti-corruption actions and the need for multiple and varied measures. The information provided will be useful for governments, corporations and civil society in the fight against corruption, which requires constant multilateral action and examination.

The study of religious harmony is essential as religious sentiments often lead to conflict of tension. Not only in Indonesia, but also in other parts of the world, although social, political, economic factors are quite coloring, but religion cannot be denied its role in social conflict. This is meanly related to the lack of tolerance towards other faiths. Among the way to create religious harmony is to examine the framework of Islamic epistemology analysis on the basis of religious harmony. Islamic epistemology believes in the source of the truth of revelation, reason, empirical, and intuition. The methods and tools used in the search of truth are the guidance of revelation, reason, empirical, and intuition. The Theological basis examined in this study is derived from The Hadiths of The Prophet Muhammad that are relevant with religious harmony. This study is included in the literature study category with primary data taken from the books of hadiths and supported by secondary data from various books that examine the religious harmony. Islamic epistemology is used as an analytical blade of foundation for exploring sources of truth which are related to the foundations of religious harmony in the hadiths of the Prophet Muhammad which later expected to grow awareness to respect each other. This step is expected to be one of intersection that bridges the realization of religious harmony, especially in Indonesia.

<p><em>Madrasa quality improvement is a crucial thing in the progress of Islamic education in Indonesia. School Improvement is a program that works to improve the quality of madrasas, especially at MTsS Maqama Mahmuda. The purpose of this study was to determine the description of the strategic management process that occurred at MTsS Maqama Mahmuda from the school improvement program. The form of this research is descriptive qualitative with the subject of the study consisting of the chairman of the foundation, the head of the madrasa, the teaching staff, the teaching staff and one parent of the santri. The data used in this study are primary data that is the result of non-participatory observation and in-depth interviews and secondary data, which are documents that support this research. Based on the research results, several research findings can be found, including: 1) There is an analysis of the internal and external environment of madrasas in preparing strategic plans in the School Improvement Program 2) Formulation and reformulation of strategic planning by considering risk management 3) Implementation of effective strategic management through commitment and consistency from educators and education staff 3) Effective control and evaluation system by prioritizing the principle of rigor, transparency, accountability and sustainability. So it can be concluded that through the implementation of effective and efficient strategic management at MTsS Maqama Mahmuda has produced good performance from the School Improvement Program</em><em>.</em></p><p> </p>

The aim of this study was to analyse disaster risk of air transportation accidents in the national defense system perspectives and also the efforts of airport authority to manage the risk. A qualitative, narative and exploratory study was developed using risk management ISO 31000 as a method to analyse data. Interview, literature study and documentation were done to collect data. This study used purposive sampling to decide informants. It was found that Halim Perdanakusuma International Airport had a high risk in air transportation accidents. To keep the stability of national defense, the risk had to be managed through structural mitigation and non-structural mitigation

Polrestabes satresnarkoba data for the third quarter in surabaya until 2018 in total there are 20 suspects with the drug as a courier. As many as 15 people have as users, dealers and courier 2 3 .So based on the advanced analysis was needed on how the recruitment of children as a courier in the trafficking of drugs   and   analyzes   on efforts  to  satresnarkoba  polrestabes  surabaya  in reducing activity the recruitment of  children  as  drug  couriers  .The  statute used  is  research  approach  ,  the conceptual approach and empirical legal using interviews as a primary data and the cases handled satresnarkoba polrestabes surabaya as secondary data. The pattern of recruitment carried out to make children as drug couriers is  through the use of weak  economic conditions of children and the inability of children to work so that children have no other way to get money for drugs other than being couriers. The use of child loyalty to his group colleagues, the use of trap patterns and threats is another way of recruiting children in drug syndicates. The effort to handle the recruitment of children as drug couriers by the Satresnarkoba Polrestabes Surabaya  is  done  in a   pre-emptive   manner,   namely   through   integrated coordination   with   BNN Surabaya   City   by   exchanging   information   about children caught in drugs and drug syndicates detected. The formation of anti- drug   student  cadres  and  drug counseling for parents of students is a pre- emptive  method  carried  out  by  the Satresnarkoba  Polrestabes  Surabaya. While  the  repressive  method  is  carried  out by the application of criminal procedural  law,  especially  for  drug  dealers  and dealers  to  break  drug networks. Firm and measurable actions and various drug raids operations are expected to break the chain of drug trafficking, especially those targeting children to be used as couriers.
