The use of blockchain technology is one of the most promising areas in the development of the digital economy. The high potential of its applicability, obvious benefits from reducing the number of transactions and cutting costs mean that the implementation of blockchain technology is inevitable in social and labor relations (SLR). The impediment to this process is the absence of an established institutional environment that would determine uniform characteristics of the technology, language, ontology, and principles of using distributed ledgers. The purpose of this study is to develop recommendations for establishing framework standards for the application of blockchain technology in SLR. The ecosystem approach, practical analysis and institutional synthesis are used as research methods. As a result, the study proposes a set of areas for standardization of the application of distributed ledger technology in SLR. The pool of basic standardization areas includes institutional, technological, relational (stakeholder) conditions as well as conditions for ensuring security. Analysis of the national project (program) “Digital Economy of the Russian Federation” identified areas for developing standards for the use of blockchain technology in SLR. In addition, the study described serious risks and obstacles to the implementation of digital technologies in this sphere of economic relations.

This article is aimed at studying the prospects for the development of social and economic relations in the context of forming digital economy and potential growth of technological unemployment. To achieve this goal, the article provides a retrospective analysis of works of various representatives of domestic and foreign economic schools, as well as proposals of the International Labor Organization and the Organization for Economic Cooperation and Development (OECD). Judging by the results of the first part of the study, international institutions attempt to improve social and economic relations in a coordinated manner due to the fact that the rapid development of digital economy can have ambiguous consequences. However, the analysis shows that such actions are likely to be ineffective because of the unique characteristics of states. The second part of the study is aimed at studying the role and position of the Russian Federation in this process. For this purpose, the author carries out a chronological analysis of social and labor relations starting with the period of the Russian Empire and ending with modern Russia in the context of the phenomenon of technological unemployment. The results of the primary research indicate that, due to the unique socio-economic characteristics, technological unemployment was not a dominant feature of the Russian reality. However, a more detailed analysis based on specific empirical data allows us to identify the facts of technological displacement of the labor force, as well as describe the level of social and labor relations in the Russian Empire in the pre-revolutionary period. Based on the results obtained in the first and second parts of the study the author tries to give an objective description of the peculiarities of social and labor relations in the modern Russian Federation in the context of the potential growth of technological unemployment. The current economic picture points to the high risks of technological unemployment in the Russian Federation and updates the adoption of urgent measures to design improved social and labor relations in the Russian Federation.

The presented study addresses the current problems in the implementation of the distributed ledger (blockchain) technology in supply chain management mechanisms in the context of the digital economy. Aim. The study aims to analyze the application of the blockchain technology in modern economic processes from the perspective of logistics.Tasks. The authors consider the possibility of using the blockchain technology in the supply chain management system and explore ways to use the findings of the Eurasian Economic Commission (EEC) in the fieldof digital economy to organize information standardization processes within the supply chains of foreign and mutual trade.Methods. This study uses general scientific methods of cognition to examine approaches to the implementation of the blockchain technology in transport and logistics processes and to find opportunities for the implementation of smart contracts to ensure the traceability of the entire chain of commodity and information fl ws.Results. Implementation of the distributed ledger (blockchain) technology in the logistics processes of foreign and mutual trade increases the transparency of information fl ws and the speed of decisionmaking. This technology would allow the parties to negotiate directly, minimizing potential risks and the time required to approve a supply deal.Conclusions. The authors consider the possibility of using a systematic approach to the digitalization of transport and logistics processes and the subsequent standardization of information interaction at the B2B, B2G, and G2G levels, segmented by separate fields of transport and foreign trade and individual economic sectors. As a conclusion, the study assesses the prospects of the practical implementation of blockchain mechanisms in the creation of industrial platforms — digital platforms that provide integrated services for businesses and the government using a single window system.

Introduction: the emergence of such freelancing as remote labor meant the beginning of the process of the flexible virtual law formation. “Cloud computing” is coming into life. There appear the concepts of “working in the cloud” only in the virtual (digital) space, so the government program “Digital economy in the Russian Federation” of July 28, 2017, No. 1632-P adopted in the framework of the Decree of the President of the Russian Federation of May 9, 2017 provided the need for the formation of a comprehensive legislative regulation of relations arising in connection with the digital economy development. At the same time, it is specifically noted that the labor market should be based on its requirements in order to create productive employment. Methods: the methodological framework for this study is the methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and comparative law. Results: the paper is devoted to the existing problems of the legal regulation of digital technologies in labor relations for the expedient and empirical updating of many legal norms, from which in the future it will be possible to start, change and supplement it, adhering to a fundamental change in labor relations in order to develop non-standard and fruitful employment. Conclusions: as a result of the conducted research it is established that in the Russian Federation the labor legislation regulating the electronic legal employment relations is fragmented and does not contain all the elements of the legal regulation. There is a need for the legislation on archive business in electronic form, the widespread introduction of electronic employment contracts, which can serve as the basis for the electronic personnel records management. The labor legislation should contain the provisions on the equivalence of an electronic labor contract to a written form.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

Blockchain is an online decentralized and distributed ledger technology that has the ability to keep and track records in a safe, verifiable, and transparent manner. More significantly, it has an infrastructure that is compatible with Web 3.0, which offers great potential for lifelong learning. This chapter explains the different modalities of learning (formal, non-formal, informal), blockchain technology, and its current use in educational processes. Based on the findings, the authors suggest that blockchain technology can be used to connect and interlink different educational experiences that occur in different educational modalities, enabling us to evaluate educational processes holistically and thus promote lifelong learning through the use of cutting-edge technologies.

The article discusses some aspects of the digitalization impact on labor relations. It is concluded that the digital economy could not but affect the labor legislation, since it is economic relations and the nature of labor organization that largely determine the content and specific nature of labor legislation. It is noted that many scientific materials on this issue affect only certain aspects of the digitalization of labor relations. This is largely due to the fact that the digital economy development process in Russia began somewhat later, and therefore the first works appeared only at the beginning of XX century. However, there is already a reason to conduct a comprehensive study of the problem at the moment. The authors offer to start by highlighting some trends in the development of labor law that are caused by the digital economy. It seems that further work shall be carried out with the definition of trends to identify the risks of digital changes and develop the most optimal proposals for legislation. Based on the trend consideration results, their positive or negative impact on labor relations is noted. It is noted that digitalization opens up new opportunities for the organization of labor and employment, but it carries a huge number of threats to the stability of labor relations at the same time.

The article addresses the prospects of using distributed ledger technologies – blockchain and artificial intelligence – for the purpose of systematizing the rights to the results of intellectual activity for their subsequent commercialization. The authors describe the key characteristics of the distributed ledger technology and review various legal problems pertaining to the use of blockchain technologies. The authors draw conclusions regarding the prospects of using blockchain and artificial intelligence technologies as measures for rapid prevention and elimination of intellectual rights violations. They also express their views on the process of commercializing intellectual property and reducing the number of conflicts related to the inclusion of intellectual property objects into distributed ledger systems.
