BPS-Statistics Indonesia, noted the value of imports in 2018 grew 20.15% while export values only grew 6.65%.Accordingly, there was a trade deficit of USD 8.57 billion. For boosting export, the government gives exemption or reimbursement of import duty and other import related taxes through the Import Facility for Export Purpose(KITE). PT Indonesia Asahan Aluminum (Inalum) engages in aluminum processing industry. Inalum suppliesintermediate input to third parties such as aluminum extrusion companies which export the end products. So far, imports of Inalum are still subject to import duty and other import related taxes. This study aims to provide an overview of the KITE expansion scheme that can be provided to Inalum. This study uses a descriptive exploratory method, moving from existing data then referring to the relevant provisions and then proposes new provisions plan for the expansion of KITE. This study found there is a great opportunity to overcome this deficit by providing an expansion of KITE. Then, this study discovered the extension of KITE to Inalum and the third parties had a significant impact on increasing exports. And then, from the analysis of the existing KITE provisions, this study found the need for expansion of the facility

This paper investigates the role and the welfare rationale of secondary sanctions using a game theoretic framework and a case study of the US sanctions targeting Iran. Existing literature on secondary sanctions focuses either on the sender–third party or the sender–target relations, and fails to address the interdependency of the three players’ strategies. An integrated approach allows us to examine the conditions under which the secondary sanction succeeds in coercing the third party to participate in a sanction campaign against a target. I argue that it acts as a commitment device for the third parties that value target compliance but find it too costly to voluntarily participate in the sanctions when the target complies at a suboptimal level. Despite the coercive nature, secondary sanction can be welfare improving for them. The framework provides an explanation of the successful outcome of the recent US secondary sanctions targeting Iran.

The Third parties in the resolution of conflictwas expected to change the behavior of the parties in conflict, even pushed the parties toward an agreement to end the conflict. NGO as the third party is seen independent and can be fair in the resolution of conflict, can do some attempts to encourage the parties in conflict toward an agreement.One example of conflict involving NGO in an effort to resolve the boundary conflicts between Nagari Sumpur and Nagari Bungo Tanjuang, regency of Tanah Datar. Assignment NGO as mediator in resolution of conflict after several attempts taken by the government. This article explained the various efforts and achievement has done by NGO as mediator resolution of conflict both nagari until the formation of representative group become key success in mediation. In addition in this article is also explained the reason NGO that has not been able to achieve an aggrement in resolution of conflict both nagari.Pihak ketiga dalam resolusi konflik diharapkan dapat merubah perilaku para pihak yang berkonflik, bahkan mendorong para pihak menuju kesepakatan untuk mengakhiri konflik. LSM sebagai pihak ketiga dipandang independen dan dapat bersikap adil dalam resolusi konflik, dapat melakukan beberapa upaya untuk mendorong pihak yang berkonflik menuju kesepakatan. Salah satu contoh konflik yang melibatkan LSM dalam penyelesaiannya adalah konflik tapal batas antara Nagari Sumpur dengan Nagari Bungo Tanjuang, Kabupaten Tanah Datar. Penunjukan LSM sebagai mediator dalam penyelesaian konflik setelah beberapa upaya yang ditempuh oleh beberapa pihak dari pemerintahan. Tulisan ini memaparkan berbagai upaya dan pencapaian yang telah dilakukan LSM sebagai mediator penyelesaian konflik kedua nagari hingga terbentuknya perwakilan kelompok yang menjadi kunci keberhasilan dalam mediasi. Selain itu dalam tulisan ini juga memaparkan alasan LSM yang belum mampu mencapai kesepakatan dalam penyelesaian konflik kedua nagari.

International economic integration has brought high growth to international trade while promoting economic development for many countries around the world. However, in recent times, in the world, there has appeared a trend opposite to trade liberalization, which is protectionism. Advocates for trade protection provide arguments for why countries implement trade-restrictive measures. Those causes are related to national security and defense, solving the trade deficit, creating jobs, protecting the nascent industry and ensuring fair trade. Countries are currently using tariff measures including import and export tariffs, and non-tariff measures. The article studies protectionism, analyzes the impact of trade protectionism by tariffs on Vietnam’s GDP and exports, and makes policy recommendations for the Government of Vietnam.

AbstractWhen the government enacts laws or regulations that accommodate religious believers, it may not impose significant costs on identifiable third parties. This is sometimes called the third-party harm doctrine. Critics of this doctrine have raised a diversity of objections to it. They have argued that it (1) lacks normative foundations, (2) is not grounded in constitutional sources, (3) assumes an incorrect baseline for determining when third parties are harmed, and (4) cannot be applied without eliminating all, or nearly all, religious accommodations. Critics have also argued (5) that the doctrine does not apply when the government provides legal exemptions for both religious and secular claims of conscience, and (6) that religious freedom is like other fundamental rights that impose harms on others. We argue that none of these objections is persuasive. Responding to them provides an opportunity to develop the third-party harm doctrine in ways that illuminate the limits of religious liberty, freedom of conscience, and other constitutional rights.

Abstract The spread of the coronavirus disease-2019 (COVID-19) pandemic in 2020 was the impetus for an exogenous shock. In addition to the disruption brought on by the spread of COVID-19, conspiracy theories flourished on many aspects of the disease. However, the association between belief in conspiracy theories and voting behaviour has not been studied sufficiently, especially in the context of the COVID-19 pandemic. This paper investigates the association between a belief in conspiracy theories and an intention to vote for populist parties (PPs). This association is analysed in a case study of Italian voters, where PPs can be found in the government and in the opposition. By conducting a cross-sectional analysis during the third wave of panel data fielded in December 2020, this article shows that individuals who have anti-vax attitudes and who also have a higher propensity to believe in conspiracy theories are more likely to vote for PPs, although it is worth considering the roles PPs play in either the government or in the opposition.

On July 14, 2016, the Government enacted the Government Regulation Number 29 of 2016 regarding Amendments in Authorized Capital of a Limited Liability Company (LLC). Article 1 paragraph (3) of the regulation showed that the amount of authorized capital was submitted to the agreement of the LLC founders. This regulation was issued in order to increase Indonesia’s ‘ease of doing business’ rank, especially in ‘starting a business.’ This article aims to examine the legal protection for the third party over the amount of authorized capital based on the agreement of the LLC founders using the study of dogmatic law. Regulations referenced are Law Number 40 of 2007 regarding Limited Liability Companies and Government Regulation Number 29 of 2016 regarding Amendments in Authorized Capital of LLC. Based on the results of this study, it was found that the determination of authorized capital based on the agreement of LLC founders has neglected the protection of the third parties. This manifested particularly in protecting minority investors and resolving insolvency. Through the enactment of authorized capital based on the agreement of the founders, the mechanism of preventive and repressive legal protection to the third parties are assumed to be eliminated. Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.
