AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

<p>Abstract<br />This article aims to examine the ratification of changes in legal status and gender replacement  procedures in population documents for transsexuals in Indonesia, as well as the legality of marriages for transsexuals in terms of Law Number 1 of 1974 concerning Marriage. The research method used is a type of normative legal research, with a qualitative approach. The legal materials used are primary and  secondary legal materials, with data collection techniques used are literature study or document study  techniques. Based on the results of the study, it was concluded that in Indonesia there are no specific rules regarding sex change, but for judges they cannot refuse a case because the law does not exist or is unclear. Regarding the procedure for changing sexes in population documents regulated in Act Number 23 of 2006 concerning Population Administration and Presidential Regulation of the Republic of Indonesia Number 25 of 2008 concerning Requirements and Procedures for Population Registration and Civil Registration. Then regarding the validity of marriage for transsexuals, from the six  religions  recognized  by  the  government  as  the  official  religion  in  Indonesia,  namely  Islam, Christianity, Catholicism, Hinduism, Buddhism, and Confucianism, do not legalize a marriage carried out by parties, one of whom is a transsexual who has gone through Sex Reassignment Surgery. <br />Keywords: Sex Reassignment; Transsexual; Legality of Marriage.</p><p>Abstrak<br />Artikel ini bertujuan untuk mengkaji pengesahan perubahan status hukum dan prosedur penggantian  jenis kelamin di dokumen kependudukan bagi transeksual di Indonesia, serta keabsahan perkawinan bagi transeksual ditinjau dari Undang-Undang Nomor 1 Tahun 1974 tentang Perkawinan. Metode penelitian yang digunakan adalah jenis penelitian hukum normatif, dengan pendekatan kualitatif. Bahan hukum yang digunakan adalah bahan hukum primer dan sekunder, dengan teknik pengumpulan data yang digunakan adalah teknik studi kepustakaan atau studi dokumen. Berdasarkan hasil penelitian, disimpulkan bahwa di Indonesia belum ada aturan khusus mengenai penggantian jenis kelamin, namun bagi hakim tidak boleh menolak suatu perkara karena Undang-Undang tidak ada atau tidak jelas. Mengenai prosedur penggantian jenis kelamin di dokumen kependudukan diatur dalam  Undang- Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan dan Peraturan Presiden Republik Indonesia Nomor 25 Tahun 2008 tentang Persyaratan dan Tata Cara Pendaftaran Penduduk dan Pencatatan Sipil. Kemudian mengenai keabsahan perkawinan bagi transeksual, dari keenam agama yang diakui pemerintah sebagai agama resmi di Indonesia yaitu Islam, Kristen, Katolik, Hindu, Buddha, dan Khonghucu, tidak mensahkan suatu perkawinan yang dilaksanakan oleh para pihak yang salah  satunya seorang transeksual yang telah melalui operasi penggantian kelamin.<br />Kata Kunci: Penggantian Kelamin; Transeksual; Keabsahan Perkawinan.</p>

Farmers' welfare is the central point of agricultural development. Nevertheless, farmers still have many problems. One of the solutions from the government is through farmer empowerment programs. It aims to increase the knowledge, attitudes, and skills of farmers to develop more productive farming. Proper farmers' attitudes and participation in supporting the program are required. Therefore, this research was conducted to analyze the attitude and participation of farmers in the soybean agribusiness training program in the Grobogan Regency. The research used a case study method. The technique of determining respondents used the census method. Respondents to the research were 109 farmers who participated in the soybean agribusiness training program. The data was collected by using a questionnaire, interview, observation, and literature study. Descriptive analysis and the Likert scale were used to analyze the data. Overall, the research results showed that the attitude of farmers to the soybean agribusiness training program is in a "good" category. The attitude of farmers in the soybean agribusiness training program was seen from three indicators, 1) cognitive, 2) affective, and 3) psychomotor. In addition, the participation of farmers in soybean agribusiness training programs has been maximized and is classified in the high category. This condition showed that farmers were active in the implementation of soybean agribusiness training programs. Farmers were not only active in asking questions but actively giving opinions based on their experiences. So that farmers were able to understand and applied the material that the facilitator had given.Kesejahteraan petani merupakan titik sentral pembangunan pertanian. Namun pada kenyataannya petani masih memiliki banyak masalah. Salah satu solusi dari pemerintah adalah melalui program pemberdayaan petani. Hal ini bertujuan untuk meningkatkan pengetahuan, sikap, dan keterampilan para petani sehingga dapat mengembangkan usaha tani yang lebih produktif. Untuk mendukung program tersebut diperlukan sikap dan partisipasi yang tinggi dari petani. Oleh karena itu, penelitian ini dilakukan dengan tujuan untuk menganalisis sikap dan partisipasi petani dalam program pelatihan agribisnis kedelai di Kabupaten Grobogan. Penelitian ini menggunakan metode studi kasus. Teknik penentuan responden menggunakan metode sensus. Responden penelitian ini adalah 109 petani yang mengikuti program pelatihan agribisnis kedelai. Pengumpulan data dilakukan dengan menggunakan kuesioner, wawancara, observasi dan studi kepustakaan. Analisis deskriptif dan skala likert digunakan untuk menganalisis data. Hasil penelitian menunjukkan bahwa sikap petani terhadap program pelatihan agribisnis kedelai berada pada kategori baik. Sikap petani dalam program pelatihan agribisnis kedelai dilihat dari tiga indikator, 1) kognitif, 2) afektif, dan 3) psikomotorik. Selain itu, partisipasi petani dalam program pelatihan agribisnis kedelai sudah maksimal dan tergolong dalam kategori tinggi. Kondisi ini menujukkan bahwa petani aktif dalam pelaksanaan program pelatihan agribisnis kedelai. Keaktifan petani bukan hanya bertanya melainkan aktif memberikan pendapat berdasarkan pengalaman yang dimiliki. Sehingga menjadikan petani mampu memahami dan menerapkan materi yang telah diberikan oleh fasilitator

This research is intended to search and information about the strengthening of Islamic religious education (PAI) through the recitation of furudhul Ainiyah which is carried out in Nurul Jadid Paiton Junior High School. The method of this research is by qualitative method with case study method, to express. That is more intense and deep with the above phenomenon. Technique of completion of data and information is done through interview, observation, study study, and literature study. The findings of this research are 1). Students or students are required to complete the recitation of Furudhul Ainiyah as a condition to take the odd semester and even semester exam and become a requirement for class and graduation increase. 2). the implementation of the furudhul Ainiyah memorization is performed on Thursday and Friday nights and Tuesday nights, and can also be done during normal day breaks, 3). The responsible and recipient of the rote deposit are PAI teachers and their homeroom teachers, 4). For students and students who can not read written Al-qur'an is not subject to rote burden, but get special coaching related to Al-Qur'an reading written by the religious coordinator of students. 5). Memory materials include Aqidah, Fiqih or Amaliyah materials, and daily prayers for students of VII and VIII semerter 1 and 2, while for classes IX semesters 1 and 2 cover the material of the Qur'an and Fiqh. 6). Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak is one of the institution body that appointed by the Government to carry out the collection and remittance of WAPU VAT according to PMK No. 85 / PMK.03 / 2012 (amended by PMK No. 136 / PMK.03 / 2012). WAPU VAT collection and deposit system are inefficient because it requires a lot of time and effort when it comes to input the data entry of tax invoice, printing Tax Deposit and sent it to Bank Perception. Three steps activities need to be done more than once. Therefore, Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak need the collection and remittance of the WAPU VAT system that sufficient to improve the efficiency of tax suboffices performance.This research aims to design the accounting information system for collecting and depositing process WAPU VAT. WAPU VAT Deposit using e-tax payment application are expected to overcome the problems that will arise in the WAPU VAT system deposit.Exploratory qualitative approach with case study method chosen in order to dig up the real problem occurs and find a solution. This research are expected to contribute significantly towards Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak as a research subject. This study aims to get information about: 1) How is the implementation of digital zakat finance in Indonesia?; 2) Why do zakat institutions need the Internal Audit role in the implementation of digital finance zakat?. This study is motivated by the development of zakat collection systems such as digital zakat finance system that uses a digital platform. Along with the development of technology, the role of internal audit is also expected to be expanded to the aspect of information technology audit. Internal audit division faces several challenges regarding digital zakat finance. Internal audit division has to ensure the zakat institution already mitigate the significant risk related to digital zakat finance. This study is limited to the audit aspect related to zakat collection system in BAZNAS that used digital platforms such as bank transfer collection system and collection system that collaborated with e-commerce. To achieve the study’s aims, this study uses qualitative methods with literature study techniques that are reinforced by interviews.

AbstrakFenomena pengunaan media sosial sebagai media online semakin massive pada dekade ini. Kalangan muda sebagai generasi milenial atau digital native merupakan pengguna terbesar dalam penggunaan media sosial saat ini. Penelitian mengenai literasi digital masih jarang dilakukan terutama di Indonesia. Subyek penelitian ini adalah kalangan usia muda dengan rentang usia 17–21 tahun yang merupakan pengguna aktif media sosial. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Informan yang dijadikan sampel penelitian sebanyak 5 orang dan 1 orang informan kunci dari pakar literasi media. Temuan yang diperoleh pada penelitian ini menunjukan pentingnya program literasi digital yang memberikan dampak positif bagi pengetahuan, pemahaman dan keterampilan dalam menggunakan media terutama media sosial yang saat ini sering dijadikan sumber informasi oleh khalayak terutama oleh kalangan yang berusia muda. Program ini memberikan kontribusi yang signifikan pada penyebaran informasi dalam menggunakan media massa terutama media sosial yang digunakan oleh kalangan usia muda sehingga ada kesadaran dalam menggunakan media. Pada pendidikan pelatihan (diklat) ini peserta belum semua mempunyai keahlian ini dikarenakan keahlian ini memerlukan latihan yang terus menerus dan konsisten sehingga mereka dapat melakukannya dengan baik. Oleh karena itu pendidikan literasi digital merupakan solusi yang dapat dilakukan oleh pemerintah dan elemen masyarakat dan civitas akademika yang peduli terhadap kemajuan bangsa. AbstractThe phenomenon of the use of social media as an online media is increasingly massive in the use of this decade. Young people as the native millennial or digital generation are the biggest users in the use of social media today. Research on digital literacy is still rare, especially in Indonesia. The subjects of this study were young people aged 17-21 years that were active users of social media. This study uses a qualitative approach to the case study method. The informants who were used as research samples were 5 people and 1 key informant from media literacy experts. The findings obtained in this study indicate the importance of digital literacy programs that have a positive impact on knowledge, understanding and skills in using the media, especially social media which is now often used as a source of information by audiences, especially among young people. information on using mass media, especially social media used by young people so that there is awareness in using the media. In this education participants do not all have this expertise because this skill requires continuous and consistent training so that they can do it well. Therefore digital literacy education is a solution that can be done by the government and elements of society and academics who care about the progress of the nation.

This study aims to determine the potential of historical attractions in Sinjai Regency, the development of historical tourism in Sinjai Regency 2008-2016, and the impact of historical tourism on the communities around the site, the government and tourists. The method used in the research and writing of this thesis is a historical research method, which includes: heuristics, source criticism, interpretation and historiography. The techniques used in data collection are observation, interview and literature study techniques. The results of this study indicate that Sinjai as a Level II Region in South Sulawesi has tourism potential that is not inferior to other regions. The Batupake Gojeng Archaeological Park, the Karampuang Indigenous Area, and the Balangnipa Fort are one of the historical tourist destinations offered by Sinjai Regency. Although the Tourism and Culture Office of Sinjai Regency was only established in 2017, activities in the tourism sector will continue to be carried out in previous years. The three historical attractions have their respective developments both in terms of facilities and infrastructure to the number of visitors. The contribution of each element in the development of the historical tourism sector in Sinjai Regency is something that needs to be improved. Based on the results of this study it can be concluded that the historical attractions in Sinjai Regency have an impact on the socio-cultural, educational and economic sectors for the local government and the people who live around the site.

The objectives of this study are to find out the role of the Ambon City’s Population and Civil Registration Office in Controlling Incoming Migration and to find out the obstacles faced by the Ambon City's Population and Civil Registration Office in Controlling Incoming Migration. This study used a qualitative descriptive research method. Data Collection was obtained through observation, interview, and documentation. Data were analyzed using data reduction, display data, and verification. Primary and secondary data were used as the sources for analysis. The informants in this study were the chief of the Population and Civil Registration Office Ambon City and the Population Monitoring and Control Division, as well as the migrants. Ambon City’s Government, through the Population and Civil Registration Office, has carried out its duties as regulated by the Mayor of Ambon Regulation No. 17/ 2009 article 14 paragraph 2, namely: Coordinating the monitoring of urbanization of population and supervising the registration of population mobility flows. The constraints faced by the Ambon City population and civil registration office, namely: Most of the population who migrated to Ambon City did not report themselves so the authorities had difficulty monitoring the flow of urbanization and monitoring population mobility; inspected and supervised residents, who have not lived in Ambon city for six months, have moved to other areas; there is no effort and awareness of people who have been examined and under supervision to change by reporting personal data to the government.

ABSTRACT This study aims to analyze the vilages financial management system based on the aspects of planning, implementation, administration, reporting to village financial accountability according to applicable regulations to determine the supporting and obstacles factor in the village financial management.This study taken place at 5 village that is Batuanten, Cipete, Karanglo, Karangtengah, and Pernasidi villege in sub-distric Cilongok, distric Banyumas, West Java Province. This study can be categorized as descriptive qualitative research using case study method. Deep interview and direct observation on village financial management activities are used on this study.  The reruslt are showed that generaly village financial management on  Cilongok sub-district is good enough, but there is still room on improvement  in  administration,  reporting, and accountability phase. The support from Cilongkok sub-district team, Banyumas district government assist and the performance of village financial management are the supporting factor in good village financial management at Cilongok sub-district. While the limitations of human resource, inadequate of information system, and the incomplete of village financial management regulations are the obstacle factor. ABSTRAK Tujuan penelitian ini adalah untuk menganalisis mekanisme pengelolaan keuangan desa dari aspek perencanaan, pelaksanaan, penatausahaan, pelaporan sampai dengan pertanggungjawaban keuangan desa sesuai regulasi yang berlaku, sehingga dapat diketahui faktor pendukung dan hambatan dalam pengelolaan keuangan desa. Penelitian ini dilakukan pada 5 (lima) desa di Kecamatan Cilongok, Kabupaten Banyumas, Provinsi Jawa Tengah yaitu Desa Batuanten, Desa Cipete, Desa Karanglo, Desa Karangtengah, dan Desa Pernasidi. Penelitian ini dilaksanakan dengan pendekatan kualitatif dengan metode studi kasus. Sumber data yang digunakan adalah data primer, yang dilakukan dengan wawancara secara mendalam dan observasi langsung pada kegiatan pengelolaan keuangan desa. Hasil penelitian menunjukkan bahwa secara umum pengelolaan keuangan desa pada Kecamatan Cilongok sudah cukup baik, meskipun masih terdapat kekurangan terutama pada tahap penatausahaan, pelaporan, dan pertanggungjawaban. Faktor pendukung terciptanya pengelolaan keuangan desa yang baik pada Kecamatan Cilongok antara lain: dukungan tim dari Kecamatan Cilongok, dukungan dari Pemerintah Kabupaten Banyumas, dan kinerja pengelola keuangan desa. Sedangkan faktor yang menghambat pengelolaan keuangan desa pada Kecamatan Cilongok antara lain: keterbatasan sumber daya manusia, sistem informasi yang belum memadai, dan regulasi terkait pengelolaan keuangan desa yang belum lengkap.
