The consumption of plastic bags in modern life is growing very rapidly, causing a high level of dependence. In fact, this increase does not go hand in hand with the handling of plastic waste. Indonesia is statistically ranked second as a producer of plastic waste heading to the sea after China. As anticipation, the Government through the Ministry of Finance has proposed a policy of collecting excise on plastic bags. Based on these things, with a qualitative approach, this study aims to analyze the extensification of excisable goods in plastic bags and provide input on the policy of using plastic bags that will be implemented in Indonesia. The results of the study concluded that the idea of extensification of excise on plastic bags is feasible to be considered considering the use of plastic bags that meet the characteristics of excisable goods and the potential revenue generated. In this case, the government can benchmark the implementation of plastic excise levies in other countries. The data collection method uses secondary data through literature studies which cause limitations in the study so that further research is needed.

Abstrak: Koalisi dalam sistem pemerintahan presidensial menjadi penting ketika lembaga eksekutif dan lembaga legislatif memiliki ruang intervensi terhadap kerja pemerintahan seperti di Indonesia. Pemerintah merasa perlu membangun koalisi yang mampu menstabilkan dan memuluskan kebijakan dan kerja pemerintahan. Penelitian ini bertujuan menganalisis eksistensi koalisi partai politik dalam sistem pemerintahan presidensial Indonesia. Penelitian ini juga bertujuan mengkaji bagaimana mewujudkan sistem pemerintahan presidensial yang ideal pada sistem multipartai di Indonesia. Penelitian ini menggunakan pendekatan yuridis normatif, pendekatan yuridis normatif digunakan untuk mengkaji atau menganalisis data sekunder yang berupa bahan-bahan hukum, terutama bahan-bahan hukum primer dan sekunder. Metode pengumpulan data dilakukan melalui studi pustaka dalam bentuk deskriptif. Hasil penelitian menunjukan bahwa eksistensi koalisi partai politik dalam praktek penyelenggaraan pemerintahan terjadi perluasan arti, koalisi partai politik secara konstitusi dilakukan dalam rangka pemilihan umum. Koalisi sulit dihindari dalam sistem multipartai di Indonesia. Sistem pemerintahan presidensial dengan sistem multipartai tidak cocok jika dikombinasikan karena dapat menghancurkan demokrasi, bangsa harus menentukan pilihannya antara mempertahankan sistem pemerintahan presidensial murni sesuai konstitusi. Sistem kepartaian harus dimodifikasi menjadi sistem multipartai terbatas. Selanjutnya ada 3 hal yang harus dilakukan untuk mewujudkan sistem pemerintahan presidensial yang ideal bagi demokrasi Indonesia; a] Menyederhanakan partai politik, b] Mengatur koalisi tetap, dan c] Mengatur lembaga oposisi.Abstract:  The presidential government system coalition becomes important when the executive and legislative have an intervention to government work as well as Indonesia. The government needs to build coalitions which are able to stabilize and smooth government policies and work. This study aims to analyze the existence of a coalition of political parties in Indonesia's presidential government system, also to realize an ideal presidential government system in a multiparty system in Indonesia. This study uses a normative juridical approach, used to study or analyze secondary data in the form of legal materials, especially primary and secondary data. Data collection method was done through literature study in descriptive form. The results showed that the existence of a coalition of political parties in the government expanded the meaning, a coalition of political parties constitutionally carried out in the context of general elections. Coalition cannot be avoided in a multiparty system in Indonesia. A presidential government system with a multiparty system is not suitable if it combined, because it can destroy democracy, the nation must make its choice in maintaining a purely presidential government system in accordance with constitution. The party system must be modified to a limited multiparty system. Furthermore, there are 3 things that must be done to realize an ideal presidential government system for Indonesian democracy; a] Simplifying political parties, b] Arranging permanent coalitions, and c] Organizing opposition institutions.

Plastic waste have been a problem for the sustainability of tourism, especially Bali. Efforts to reduce plastic waste have been carried out by the government, such as the issuance of Denpasar Mayor Regulation Number 36 of 2018 and then followed by Bali Governor Regulation Number 97 of 2018. This paper aims to find out the opinions and changes in behavior of Balinese people, especially in Denpasar City after the enactment of the Denpasar Mayor Regulation and the Bali Governor Regulation about plastic waste. Data collection carried out through questionnaires distributed to tourists, students (tourism department), traders, the general public, and Lecturer. The result is everyone is aware of the government regulation on limiting single-use plastic bags, but some residents only know about the existence of government regulations without knowing where the regulations came from. Most of the people agree with the policy, but there are also people who disagree because the use of plastic bags is more efficient, however. This policy has led people to cultivate bringing their shopping bags.

<em>In this study, the author focuses on the reality of the improperness of prison as something that does not suit the values of Pancasila, especially the one which talks about 'just and civilized humanity'. The author would like to explore the motives and causes why the government does not guarantee welfare for the prisoners. This research uses a qualitative approach, with a literature study as a data collection method. The author tries to see the reality of humanity and the motives that underlie the guidance of prisoners through the point of view of phenomenological philosophy. This study concludes that the Indonesian government has not been able to ensure human values for the prisoners. Improperness of the prison such as the overload of occupants is a sign that the perspective of understanding prisons and inmates is still deviant. Prison is not seen as a place of transformation but as a place of punishment, just like the old understanding of prison. The Indonesian people seem to have not been able to regard prisoners as people with dignity. </em><br /><br /><strong>Key words:</strong> Humanity, Injustice, Prisoners, Prisons, Pancasila.

ABSTRACT. The purpose of this study is to find out about the Optimization of Regional Taxes and Levies in Increasing Regional Original Revenue (PAD) in Tanjungpinang City. Optimizing Regional Taxes and Levies is the largest and potential financial source for the region. Then the Government must be able to develop and increase the sources of revenue from Regional Original Income (PAD). The type of research used in this study is descriptive research with a qualitative approach. The data sources used are secondary data with data collection techniques using reports on the realization of regional taxes and levies in the Tanjungpinang City Government. From the results of the study, it was found that during 2012-2016 the realization of PAD generated by the Regional Tax and Retribution Management Agency in Tanjungpinang City met the budget. The increase in the realization of PAD 2012- 2016 is inseparable from the efforts of the Tanjungpinang City Government to support the implementation of regional autonomy and to analyze the magnitude of the potential of PAD originating from Taxes and Regional Retributions in Tanjungpinang City. Based on the results of the study, it was concluded that the Tanjungpinang City. Government must be able to improve cooperation with other related agencies and institutions in managing local taxes and levies so that the Government can optimize operations, control taxpayers as well as coordination and maximize revenue from the local tax and retribution in local sectors. The research aims to uncover the symbols in the novel The Alchemist and to gain knowledge about the moral teachings in the symbol. This research is descriptive qualitative approach. Data sources in this study are words, phrases or sentences in the novel Alchemist. Data collection method is a literature study method with note taking technique. Data were analyzed using description and content analysis methods. The results showed that the novel The Alchemist contained many symbols. These symbols include: (1) wise parents, who symbolize both negative and positive things. From his appearance, parents can symbolize something bad, but behind his old age he symbolizes a knowledge that is very much and wise; (2) stones that symbolize something hard, not easily broken, and can provide clues to something; and (3) deserts or deserts which can be interpreted as symbols of drought, aridity, unattractiveness, emptiness, despair, determination for ignorance, and also as symbols of devotion.

The plastic bag diet campaign has been carried out by many parties including government agencies, but the campaign is feared to only reach the cognitive stage, not a meaningful change in attitude. Many campaigns on the problem of plastic waste have been carried out from NGOs, the private sector, and the government, but what is wrong so as to the problem of plastic waste continues to occur? Why does the problem of plastic waste still stop at the campaign without a comprehensive behavior implementation of the community? The research method was a survey using quota sampling and descriptive. The population people in Balikpapan, Jakarta and Surabaya. The campaign to limit plastic bags can be successful if there is a synergy of the regulators; the government and NGOs, the private sector such as retailers, and the community. The related parties are expected to design a campaign in accordance with the social marketing model. Moreover, the related parties must also conduct formative research of the target behavior: the community about plastic waste and the extent to which the related parties must endeavor so that it can be known what audience benefits are most appropriate in formulating a campaign. In the implementation of social marketing, related parties have to clearly formulate the target behavior that exists so that people are not confused and have one voice. In addition, policies must also be upheld to support and maintain the results of social marketing to be sustainable. Moreover, educational and outreach programs that can change behavior about the environment will also help future generations to reduce pollution of plastic waste.

The city of Surabaya is the second largest city after Jakarta and of course is inhabited by millions of peoplewho produce trash every day, especially plastic waste which is mostly produced from used food containers,plastic cups, straws and plastic bags. Various methods are used by the government to overcome this problemso that the city of Surabaya can become a cleaner and more beautiful city. One community in Surabaya calledthe Waste Recycling Project is a caring community, focusing on the waste recycling activities in Surabaya.The Waste Recycling Project community is able to change the form (transformation) of waste into functionalgoods. This encourages this community to have a place where it can be developed into a community tourismdestination with a Human Centered Design approach where people and tourists can come to visit the WasteRecycling Project to tour and learn together about plastic waste management. This interior design is focusedon designing a community place that can accommodate gathering activities for service learning, space forplastic waste recycle workshop activities, and as a forum for aspirations of creative ideas as well as a gatheringplace for people who have interests and concerns for the surrounding environment.

This article investigates Indonesia’s cultural diplomacy in Saudi Arabia through the tourism promotion programs from 2015 to 2018. Cultural diplomacy is aimed to raise awareness about the wealth of Indonesian culture relating to tourism that can be utilized in obtaining the desired outcomes. This article employs the concept of ‘sof power’ and qualitative approach with the technique of data collection by analysing the official documents from the Indonesian Ministry of Tourism, as well as the technique of secondary data collection that analyzes several literatures including books, reports, journals, and related articles. This article argues that Indonesia’s efforts in conducting cultural diplomacy practices in Saudi Arabia through the tourism promotion programs from 2015 to 2018 is involving the cultural elements to the programs that were Islamic-nuanced and recognized as the world’s intangible cultural heritage by the UNESCO.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

Purpose Corruption in humanitarian aid is one of the most worried and worst problems around the world. The existence of corruption acts in humanitarian aid delivery can endanger the already susceptible lives of the neediest individuals in the community. Amid serious humanitarian allegation in the country, this study aims to capture meaningful insights in humanitarian aid corruption in Puntland State of Somalia. Design/methodology/approach The study applied qualitative method and used interview as a technique of data collection. The information obtained through the interview was analyzed by quoting and narration forms. Findings The findings indicated numerous acts of corruption in all project stages including corruption in project granting and humanitarian staff employment, distortion of project targets and diversion of humanitarian project from targeted communities. The research also found that governmental and non-governmental actors are involved in the humanitarian corruption such as project managers and support staffs in addition to line ministries, parliament and community representatives. Research limitations/implications Corruption is a taboo and is difficult to research; people do not want to share the information for fear of victimization. Concerned institutions were not willing to provide necessary materials which led to shortage of secondary data. Another problem encountered during the study has been that the humanitarian stakeholders (for instance, government, non-government and private institutions) acted reluctantly to cooperate because of suspicion that disclosing information may lead to negative effect on their business. To overcome the challenges, the study assured the confidentiality of the members and that information collected would be used for research purposes only. The study further combined various tools of data collection so that the weakness of one tool becomes the strength of the other; while the researcher made efforts to build rapport with the research participants. Originality/value This study will contribute to the literature on corruption in the humanitarian aid. Specifically, the findings of this study will benefit academicians/researchers by giving empirical insights of corruption in the humanitarian aid in Puntland. It will benefit the government policymakers in the formulation of policies to combat corruption in the sector. Donors and aid agencies may also find the findings useful as they are key stakeholders who are interested in corruption in the humanitarian sector and finally the findings will benefit the wider society that is the primary victim of corruption in the humanitarian sector.
