AbstractVarious air and water pollution issues in the US were confronted in the last 60 years using national policy legislation, notably the Clean Water Act and the Clean Air Act. I examine changes in the concentrations of bacteria, oxygen, lead, and sulphate at the terminus of the Mississippi River before and after these pollution abatement efforts. Microbial concentrations increased or were stable from 1909 to 1980 but decreased about 3 orders of magnitude after the 1970s, while the average oxygen content increased. A large decline in lead concentration occurred after the 1960s, along with a less dramatic decline in sulphate concentrations. The pH of the river dropped to a low of 5.8 in 1965 as sulfur dioxide emissions peaked and averaged 8.2 in 2019 after emissions declined. Decades of efforts at a national scale created water quality improvements and are an example for addressing new and existing water quality challenges.

Unlike the breakthrough civil rights legislation of 1964–65, which dismantled the South's Jim Crow system and led to rapid advances in job access and educational opportunity for minorities throughout the nation, the federal fair housing legislation of the 1960s produced little substantive change. The Civil Rights Act of 1964 and the Voting Rights Act of 1965 quickly became case studies in the dominant tradition of presidential leadership in legislative reform, joining such modern classics as Social Security and the Marshall Plan. The Open Housing Act of 1968, however, belongs to a different era of national policy development.

The Uruguayan model of housing cooperatives emerged in the 1960s from movements in civil society. This experience was adapted to Latin American realities and arrived in Brazil in the 1980s, along with the redemocaratizac?a?o process, which made the emergence of new actors on the political scene and recon gured the action of housing movements, which besides claiming passed propose projects with popular participation. The success of the self-managed housing production depends on three factors: the government, responsible for housing policy for self-management, the organized population, which will manage the project, and tech- nical advice, support of the whole process. In this article we seek to re ect on this third factor, that is, the possibilities and limits of performance of technical advisory services in the Brazilian context. To achieve this objective, the Uruguayan experience as a case con- trol. The choice of this approach proves to be useful both to under- stand our reality, and to visualize other possibilities. The contexts of each country led to di erent forms of assimilation of housing self-management. While in Uruguay pilot experiences have result- ed in a national law regulating the housing cooperatives in Brazil had experiences in several municipalities that until 2004 did not succeed in becoming a national policy. The exponent of these ex- periences is the FUNAPS-Comunita?rio, launched in 1992 by the City of Sa?o Paulo. However, using this case as an example reduces the issue and mutes other successful experiences. Therefore, we will use the Rio experience, which although small, has peculiarities, such as the adoption of collective ownership in some cooperatives.

This chapter considers appearances by women’s organizations at US congressional hearings from 1920 to 2000. By three measures—the number of times women’s groups testified, the number of women’s organizations that appeared, and the breadth of issues to which the groups spoke—these groups’ policy engagement expanded in the four decades after suffrage. Women’s engagement then declined after the second-wave women’s movement of the 1960s and 1970s. The chapter evaluates promising yet ultimately unsatisfying explanations for this inverted-U pattern and then lays out an account centered on public policy’s role. Specifically, federal gender policies provided resources that helped structure and direct the representation of women’s interests. For the first two-thirds of the twentieth century, interests surrounded women’s group rights and civic responsibility; for the last third of the century, the focus was on group rights almost exclusively. This evolution influenced women’s collective voice in American democracy and the range of issues on which women were heard.

This chapter explores the emergence of political and policy polarization in the post–World War II period. In the early Cold War years, a bipartisan foreign policy was evident in the Truman, Eisenhower, and Kennedy administrations. In domestic policy, Democrats and Republicans argued over the extent of the New Deal welfare and regulatory state, but there was little sentiment for returning to a laissez-faire weak state. Both parties were divided along regional lines, with Democrats composed of northeastern and southern regional factions, while Republicans divided generally along Northeast and Midwest factional lines. The 1960s, however, marked a turning point in general realignment, as Sunbelt states deserted the Democratic Party and turned largely Republican. Voter and party leadership became increasingly polarized beginning in the 1980s and would grow in intensity.

This compilation provides a systematic overview of the development andchallenges of Islamic education in Singapore. After the introduction by NoorAishah and Lai Ah Eng, Chee Min Fui focuses on the historical evolution ofmadrasah education (chapter 1) and Mukhlis Abu Bakar highlights the tensionbetween the state’s interest and the citizens’ right to an Islamic education(chapter 2). In chapter 3, Noor Aishah elaborates on the fundamental problemof the madrasah’s attempt to lay the educational foundation of both traditionaland rational sciences. Azhar Ibrahim surveys madrasah reforms inIndonesia, Egypt, India, and Pakistan in chapter 4, while Afiza Hashim andLai Ah Eng narrate a case study of Madrasah Ma`arif in chapter 5. Tan TayKeong (chapter 6) examines the debate on the national policy of compulsoryeducation in the context of the madrasah, and Syed Farid Alatas (chapter 7)clarifies the concept of knowledge and Islam’s philosophy of education,which can be used to assess contemporary madrasah education.Formal madrasah education in Singapore began with the establishmentof Madrasah Iqbal in 1908, which drew inspiration from Egypt’sreformist movement. This madrasah was a departure from traditionalIslamic education, which was informal and focused only on the traditionalsciences and Arabic. The madrasah’s importance and popularity in Singaporewas attested to by the fact that at one point, Madrasah al-Junied was“the school of choice for students from the Malay states, Indonesia and thePhilippines” (p. 10). After the Second World War, there were about 50-60such schools, mostly primary, with about 6,000 students using Malay asthe medium of instruction. The book traces the evolution of Mahbub ul Haq’s thinking on development, and highlights its impact on global, regional and national policy debates, and relevance to today’s headline events. It situates the origins and significance (both in affecting academic and policy debates) of Haq’s development philosophy focusing on social justice. The introduction to the volume explains Haq’s reasons for moving away from growth-only philosophy to growth with distribution. The four parts of the book show Haq’s contributions to the larger development debate from the 1960s to the 1990s, including on issues ranging from global governance, sustainable development, trade and debt, to food security, gender equality, and nuclear disarmament. Each part is introduced to place Haq’s work in the context of that period, explain its significance in shaping development theory, policy, and practice, and highlight its ongoing influence and relevance to today’s issues and debates. The book analyses Mahbub ul Haq learning lessons from his close encounter with the political reality of the day that made him evaluate some of his own assumptions and to refine his tools to achieve his ultimate goal—to make people the centre of all development policies, programmes and actions.

The United Republic of Tanzania has been and currently still is one of the most important host countries in the world for refugees. The majority of those refugees have been living in camps for many years and have no prospect of a durable solution of their situation via repatriation, integration or resettlement. As a result, Tanzania is confronted with protracted refugee situations. The purpose of this article is to answer the question who is responsible for the plight of these refugees. Tanzania’s national refugee policy since the 1960s is analysed, whereby a clear evolution can be observed from an ‘Open Door’ policy to a policy with heavy restrictions and the absence of local integration as a durable solution. However, it will be concluded that it is not Tanzania but the international community that is to be held responsible. There is a lack of international refugee burden-sharing, as evidenced by the lack of an international legal framework for durable solutions for refugees. A ‘common but differentiated responsibility’ should be the basis of international cooperation to solve protracted refugee situations such as those occurring in Tanzania. AbstractUsing interviews with former militants and previously unpublished documents, this article traces the genesis and internal dynamics of the Ejército Revolucionario del Pueblo (People's Revolutionary Army, ERP) in El Salvador during the early years of its existence (1970–6). This period was marked by the inability of the ERP to maintain internal coherence or any consensus on revolutionary strategy, which led to a series of splits and internal fights over control of the organisation. The evidence marshalled in this case study sheds new light on the origins of the armed Salvadorean Left and thus contributes to a wider understanding of the processes of formation and internal dynamics of armed left-wing groups that emerged from the 1960s onwards in Latin America.

X-rays are emitted from a relatively large volume in bulk samples, limiting the smallest features which are visible in X-ray maps. Beam spreading also hampers attempts to make geometric measurements of features based on their boundaries in X-ray maps. This has prompted recent interest in using low voltages, and consequently mapping L or M lines, in order to minimize the blurring of the maps.An alternative strategy draws on the extensive work in image restoration (deblurring) developed in space science and astronomy since the 1960s. A recent example is the restoration of images from the Hubble Space Telescope prior to its new optics. Extensive literature exists on the theory of image restoration. The simplest case and its correspondence with X-ray mapping parameters is shown in Figures 1 and 2.Using pixels much smaller than the X-ray volume, a small object of differing composition from the matrix generates a broad, low response. This shape corresponds to the point spread function (PSF). The observed X-ray map can be modeled as an “ideal” map, with an X-ray volume of zero, convolved with the PSF. Figure 2a shows the 1-dimensional case of a line profile across a thin layer. Figure 2b shows an idealized noise-free profile which is then convolved with the PSF to give the blurred profile of Figure 2c.
