Handicraft industry in Russia in the second half of the 19th century: study results and further scientific research directions

The article describes the current state of Russian handicraft industry research and outlines benchmarks for further studies. According to the authors, the completed historiographical path and the introduction of a wide range of sources into scientific circulation allows us to shift the focus of further research to issues related to determining the regional specifics of the traditional handicrafts transformation alongside the modernization of the social economy evolving in the second half of the XIX century. On the basis of the sources, including those introduced into scientific circulation for the first time, the authors show the specifics of the transformation of the peasant industry of the Black Earth Belt in the competitive business environment.

At present, the problem of establishing disability is a point at issue in Russia. Despite the fact that medical criteria for disability are being developed very actively, high-quality methods for assessing social hallmarks are still lacking. Since disability is a phenomenon inherent in any society, each state forms a social and economic policy for people with disabilities in accordance with its level of development, priorities and opportunities. We have proposed a three-stage model, which includes a system for the consistent solution of the main tasks aimed at studying the causes and consequences of the problems encountered today in the social protection of citizens with health problems. The article shows why the existing approaches to the determination of disability and rehabilitation programs do not correspond to the current state of Russian society and why a decrease in the rate of persons recognized as disabled for the first time does not indicate an improvement in the health of the population. The authors proposed a number of measures with a view to correcting the situation according to the results of the study.

Sanitary and microbiological researches of a coastal surface water of the southern part of Lake Baikal (from the Listvyanka to the Tanghui) were conducted in June, 2017. Total number of bacteria varied over a wide range – from 0.93 million сells/ml up to 2:05 million сells/ml, with an average 1.41 ± 0.3 million сells/ml. Biomass of bacteria varied from 11.05 to 305.00 mg С/m3, with an average of 123.34 mg С/m3. Coastal waters of the southern site of Lake Baikal mainly had a beta-meso-saprobic status in June, 2017. The total microbial number was determined with the use of the test systems for the first time. The values of the total microbial number were less than 1 000 COU/ml and varied from 9 to 412 COU/ml. Innovative test systems Petrifilm are of great interest for rapid assessments of the sanitary and microbiological status of reservoirs directly in the field conditions.

The article analyzes the culture of Turkestan in the second half of the 19th century. The social, economic, politicaland cultural life of Bukhara during the Mangit dynasty is revealed. Clarified trade and diplomatic relations between Bukhara and Russia.On the basis of the works of Ahmad Donish, the economic and political situation in Bukhara, as well as relations with neighboring countries, are studied. The author draws attention to the military-bureaucratic colonial system of tsarism in Turkestan and reveals the reasons for the emergence of ideas of national liberation in the country. Examples are used to analyze the life of Bukhara before and after the invasion of tsarism

In this publication, the author conducts a specific historical reconstruction of the customary law ideas of the Don Cossacks about the responsibility of the perpetrators of the offenses committed by them in the second half of the XIX century in order to establish what actually, despite the ethnic identity and features of bringing these persons to various types of punishment under customary law, was the basis for the occurrence of a particular type of responsibility and constituted its essence. For the first time, the author proposes to consider of thecustomary representations of the Don Cossacks about responsibility for offenses through the concept of abuse of their duties (obligations) to the Don Cossack communities by all, without exception, members of communities and in various spheres of their life.

The Seminary influence on the governorate social life development was an integral part of social processes in the period of 1867-1884, which formed the prototype of the modern education practice. Identification of the Seminary role in the Tambov Governorate social life of the 19th century is a research component of this study, which affects the knowledge of the spiritual and moral education of society current state. Manuscript drafting source was the archival data of Tambov eparchy clergy activities of the late 19th century, the periodical press data of the same period. We interpret the obtained sources in the logic of the general civilized approach to the study of Seminary as an institution of social life characterized by regional aspects. Studies of the role of Seminary in social life have shown the sequence of its formation and development, its further socialization in the social life of the governorate. Special importance is attached to the Tambov Seminary in the years of transformations. Spiritual and moral influence of the Seminary on contemporaries, its increasingly active participation in the public life of the city, the change of its moral appearance contributed to the increase in the authority (role) of the Seminary in the social life of the Tambov Governorate.

Summary The Renaissance constitutes a new phase in the history of linguistics. The study of modern languages in particular contributed to enlarge the scope of philological concern as scholars try to promote and to codify a young national language. During this time philologists give particular attention to the origin of these vernaculars, distinguishing the different stages in their evolution and developing an especial awareness of chronology. For the representatives of a national philology, Latin is the starting point, the mould according to which the vernaculars are described and classified. Soon, however, more and more traits are recognized which are particular to these living languages, and which do not agree with the traditions of Latin grammar. On the one hand, modifications on the theoretical level are called for, and, on the other, there is a good opportunity to demonstrate the particularity of a given vernacular. All these tendencies can be found for the first time in the writings on Cas-tillian by the great philologist Antonio de Nebrija (1444–1522). Nebrija recognized a series of phonetic correspondences which, much later in the 19th century, are transformed into ‘phonetic laws’ by a rigorous methodology. In so doing the elaboration of orthographic principles had been for him a stimulus for his explications. In his “Diálogo de la lengua”, Juan de Valdés (devoted himself more extensively to the social aspects of Castillian, to linguistic changes, and to the historical causes for the distribution of Romance languages on the Iberian peninsula, stressing expecially the role of the ‘Reconquista’. The work of Bernardo José de Aldrete (1560–1641) offers a synthesis of all these efforts concerning the evolution of Castillian. He discusses all the substrata and superstrata of the language, sketches the different stages of development of his native tongue, examines Old Castillian with the help of medieval texts, and exploits what Nebrija had noted about the phonetic correspondences. In terms of scholarship, Aldrete’s work constitutes the culmination point in the movement engaged in supporting the rights of the Castillian language et in documenting its sovereignity vis-à-vis the Latin tradition.

In the end, must be approved by the inter-state peaceful coexistence, political tolerance, social solidarity, mutually beneficial economic cooperation that ensures a prosperous development of societies and States that Man lived happily ever after.

The article examines the initial period of the formation of penitentiary medicine on the example of the prison hospital of the Tobolsk prison castle (ostrog). The article is the first work on the history of penitentiary medicine in the Tobolsk province. The study was based on a wide range of sources, the most significant are documents from central and regional archives, introduced into scientific circulation for the first time. In the first half of the XIX century. The legal framework of penitentiary medicine is being formed, the execution of legislative and subordinate acts can be traced in the activities of the prison administration, its interaction with the West Siberian Governor-General, civil governors, and state institutions. Attention is drawn to the peculiarities of the organization of medical care for prisoners. The development of the hospital’s material base depended not only on the amount of state funds allocated, but to a greater extent on the contributions of the charitable foundation of the provincial prison trust committee, as well as private charity. The management of the hospital was carried out by doctors of the civil medical service, only in 1854, by the decision of the Governing Senate, the position of a doctor was introduced into the prison staff. The causes of morbidity and mortality of prisoners are analyzed, the sacrificial feat of prison doctors during the cholera epidemic of 1848 is noted.

Abstract The article draws attention to the study of the historical experience of Russian science in the development of the Arctic and northern territories of Russia. Based on a wide range of archival and published sources, the role of the Geological Committee in the scientific study of the Ukhta oil-bearing region is analyzed. The chronological framework of the study covers the period of the organization’s activity from 1882 to 1929. The field studies carried out by the Geological Committee which started during this period in the Ukhta region are considered in detail. As a result of this activity, this territory was comprehensively studied for the first time, including a detailed geological survey, the search for oil deposits, and an assessment of its industrial potential. It has been determined that as a result of the surveys of the Geological Committee, new information about the features of the geological and orographic structure of the region was obtained and the oil-bearing potential was proved. It has been concluded that the research of the scientists of the committee laid a fundamental basis for the study of the Ukhta oil-bearing region and predetermined its further development history and great significance for the state.

The problem of the periodization of the reign of Emperor Alexander I in the works of Soviet historians is considered. The relevance of the study is due to the fact that even now the question of the periodization of this period causes controversy among scientists. Understanding that any periodization is conditional, which has emerged among modern historians, requires a revision of various approaches to the periodization of history. As part of the study, a review of a wide range of historiographic sources was carried out, which included special studies devoted to the reign of Alexander I, as well as generalizing works and textbooks that characterize this period of Russian history. The novelty of the research is seen in the fact that for the first time in Russian historiography, it is analyzed how researchers solved the issue of the periodization of the Alexander I reign throughout the Soviet period. Various approaches to the periodization of Russian history in the first quarter of the 19th century are revealed. Their development has been traced throughout the entire existence of the Soviet state. Particular attention is paid to the contradictions that take place in the approaches to the periodization of the reign of Alexander I, proposed by Soviet historians.
