Indonesia’s participation in international treaties can not be avoided in global situation, but it does not mean to exclude the national interest especially with regard the protection of Indonesian workers. The government must necessarily put the national interest as the main objective, and if the country is in unfavorable conditions even harming national interests, it should be evaluated or if necessary aborted.

<p>This study aims to investigate the extent to which Islam influences Indonesian foreign policy in the post-Suharto era. Specifically, this research intends to examine under what circumstances the influence of Islam on Indonesian foreign policy will be substantial and under what conditions it will have less of an effect. Focusing on the era of the administration of President Yudhoyono, the issues covered in this study embrace Indonesia’s policies towards Iran’s nuclear programme, Kosovo’s independence and Palestinian statehood.   This study puts emphasis on the interplay between Muslim groups and the government in relation to the conduct of the country’s foreign policy. As interest groups, Muslim groups in Indonesia have had significant concerns about Muslim issues in both Indonesia’s domestic affairs and in its foreign policy.  In general, this study argues that there has been an increased role for Islam in Indonesia’s post-Suharto foreign policy. Islamic elements and Muslim groups’ aspirations have been increasingly included and accommodated in the country’s foreign policy. These accommodations are made to the extent that the aspirations these views reflect do not contradict fundamentally with Pancasila as state philosophy, the 1945 constitution and the country’s vital national interests, mainly those related to territorial integrity.  Specifically, the case of the Iranian nuclear programme has showed that the government ‘bowed’ to the Muslim groups’ pressures which were backed by the parliament. The government changed its position from supporting UNSC resolution 1747 on sanctions against Iran to abstaining on the similar resolution no. 1803. In this regard, the influence of Muslim groups on the country’s foreign policy was important and substantial as Muslim groups’ interests and members of parliament’s interests did converge against the government’s policy on that matter.   The Kosovo case has demonstrated an opposite effect. The government apparently firmed up its non-recognition of Kosovo’s independence and disregarded Muslim groups’ aspirations. Muslim groups’ aspiration to recognise Kosovo’s independence is perceived to contradict the most vital of the country’s national interest, namely national integrity. Finally, the case of Palestinian statehood has showed that the Indonesian government’s policy and Muslim groups’ aspirations have been aligned (unlike their differences over Iran) with a similar voice being presented.</p>

Indonesia cannot close eyes that cooperation with other countries is needed .Different interests and the source of the power possessed make the state independent of one another .Cooperation between countries can occurred in agreed to an international agreement .The national interest and public interest broad should be included in International Agreement to other countries , do not get international treaties approved by the government torment the people. Hence , legal basis international treaties in Indonesia must be clear and firmly , to avoid possible in the practice of especially with regard to the ratification of a treaty. Do not get obscurity legal basis cause financial losses for the state especially the people

The “national interest” has proven to be a highly resilient concept, not only in terms of its malleability in the hands of foreign policymakers and various publics but also in terms of its ability to retain currency among several generations of international relations scholars despite repeated efforts to discredit it. There have been several attempts recently to rehabilitate the concept, including one by the Commission on the Organization of the Government for the Conduct of Foreign Policy which recognized that repudiation of the term by academics did not absolve practitioners from their continuing responsibility to define it. However, the problem with recent attempts on the part of scholars as well as practitioners to reformulate the “national interest” is that they fail to take into account adequately the new realities of world politics which have tended to upset the normal calculus. If the identification of “national interests” has defied precise analysis in the past, it is an even more difficult task today.

ABSTRACTIndonesia has enormous tourism potential so that it provides its own benefits for the country to achieve its national interests. For this reason, the Indonesian government continues to encourage the development of the tourism sector in various regions, one of which is Banyuwangi Regency. The discussion in this research is focused on the diplomatic efforts made by the Government of Indonesia and the Government of Banyuwangi Regency to introduce tourism in the international arena. In writing this paper, researchers used the concepts of National Interest, Public Diplomacy, and Paradiplomacy. The research method used is descriptive qualitative with literature study data collection techniques that examine a number of books, official documents, scientific articles, journals, and electronic media. Based on the research results that the researchers obtained, public diplomacy carried out by the Government of Indonesia and the Government of Banyuwangi Regency is running well by promoting Banyuwangi tourism through “Wonderful Indonesia”, the use of sports tourism, and the use of ecotourism and community-based tourism. The achievements obtained from public diplomacy have also had a positive impact on increasing the number of foreign tourist visits as well as improving the economy for Indonesia, especially Banyuwangi Regency. Keywords: Indonesia, Banyuwangi Regency, National Interest, Public Diplomacy, Paradiplomacy.ABSTRAK            Indonesia memiliki potensi pariwisata yang sangat besar sehingga memberikan keuntungan tersendiri bagi negara guna mencapai kepentingan nasionalnya. Untuk itu Pemerintah Indonesia terus mendorong pengembangan sektor pariwisata di berbagai daerah, salah satunya Kabupaten Banyuwangi. Pembahasan pada penelitian ini difokuskan terhadap upaya diplomasi yang dilakukan oleh Pemerintah Indonesia dan Pemerintah Kabupaten Banyuwangi untuk memperkenalkan pariwisatanya di kancah internasional. Dalam penulisan skripsi ini, peneliti menggunakan konsep Kepentingan Nasional, Diplomasi Publik, serta Paradiplomasi. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan teknik pengumpulan data studi pustaka yang menelaah sejumlah buku, dokumen resmi, artikel ilmiah, jurnal, serta media elektronik. Bedasarkan hasil penelitian yang peneliti dapatkan, diplomasi publik yang dilakukan oleh Pemerintah Indonesia dan Pemerintah Kabupaten Banyuwangi berjalan baik dengan melakukan upaya promosi pariwisata Banyuwangi melalui “Wonderful Indonesia”, penggunaan wisata olahraga, serta penggunaan ekoturisme dan pariwisata berbasis masyarakat. Capaian yang diperoleh dari diplomasi publik juga memberikan dampak positif bagi peningkatan jumlah kunjungan wisatawan mancanegara serta peningkatan ekonomi terhadap Indonesia, khususnya Kabupaten Banyuwangi.Kata Kunci : Indonesia, Kabupaten Banyuwangi, Kepentingan Nasional, Diplomasi Publik, Paradiplomasi.

This article evaluates the US ‘Monuments Men’ operations in Korea, focusing on wartime and postwar efforts undertaken by the government of the USA to preserve and restore artwork seized by Japan. The Asian initiative, conceived a year after the European model was established, likewise drew upon cultural, intellectual, and academic resources. Yet fundamental differences in personnel, perceptions of Korean cultural backwardness, prevailing imperialist attitudes, and Cold War sensibilities rendered a very different kind of project. Ultimately the ‘Monuments Men’ succeeded primarily in preserving the cultural patrimony of Japan, but it failed to recover any plundered objects from Korea, or the rest of Asia for that matter. Focusing on the US deliberations regarding repatriation of Korean looted art, this article lays bare both the US preoccupation with maintaining the national interests of its newest ally, and exposes an understanding of East Asian cultural hierarchy that privileged Japan’s artistic achievement and modern society above all.

In China, the wild animals and animal products that are sold through illegal trafficking are mainly those that can be made into medicines; are raw materials in the form of ivory, rhinoceros horns, and turtle shells; and are edible or have ornamental value, such as birds, monkeys, turtles, and lizards. Due to its rapid economic development over the past decade, China has become one of the world's largest wildlife markets. The main reasons for trafficking are a lack of viable substitutes for raw materials used in traditional Chinese medicines (e.g., bear bile, bear bile powder, pangolin, and other products); a preference in traditional food culture for delicacies made from wildlife; and of the private consumption by some rich and corrupt government officials of tiger's meat, bear's paw, pangolin and other wild animal products—bear's paw and pangolin being the most popular. This type of wild animal trafficking endangers the safety of animal species protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and damages the international image of the government and people of China. Since 2013, under the frame of construction of ecological civilization, China has taken stricter measures on legislation, administrative enforcement, judicial adjudication, and international cooperation on prevention and punishment of illegal trafficking.

ABSTRACTThe Existance of Indonesian Workers in the Middle East, is very beneficial in terms of foreign exchange earnings. Despite the high rate of remittances generated, the Indonesian government must also implement a moratorium on migrant workers sending policies to the Middle East in 2015, which is feared that this could cause a reduction in the amount of remittances, secifically for the Middle East region. Here, the writer will discuss in dept why the government should carry out the moratorium policy of migrant workers to the Middle East in 2015, while the gorvernment  also know that the existance of the overseas migrant workers woud benefit economically. The writer see that, as the main actor, the state is obliged to provide protection for all its citizens whwrever they are.Keywords: Indonesia Workers, Moratorium, National Interest, Protecting Citizens. ABSTRAKKeberadaan Tenaga Kerja Indonesia di Timur Tengah, sangatlah menguntungkan dalam hal pendapatan devisa. Dibalik tingginya angka remitansi yang dihasilkan, namun pemerintah Indonesia juga harus menerapkan kebijakan moratorium pengiriman TKI ke Timur Tengah Tahun 2015, yang mana kebijakan tersebut dikhawatirkan dapat menyebabkan penurunan jumlah remitansi, secara khusus untuk kawasan Timur Tengah. Di sini, penulis akan membahas secara mendalam mengapa pemerintah harus melakukan kebijakan moratorius TKI ke Timur tengah Tahun 2015, sedangkan pemerintah juga tahu bahwa keberadaan TKI luar negeri tentu memberi keuntungan secara ekonomi. Penulis menggunakan sudut pandang realisme, dengan memakai teori kepentingan nasional, sehingga akan dibahas secara  mendalam terkait permasalahan yang ada. Dalam penelitian tersebut, penulis melihat bahwa, sebagai aktor utama, negara wajib memberikan perlindungan bagi seluruh warga negaranya di mana pun berada.Kata Kunci: Tenaga Kerja Indonesia, Moratorium, Kepentingan Nasional, Melindungi Warga Negara.

With the advancement of power in 2002, the Justice and Development Party (AKP) has introduced revolutionary policies in Turkey in various realms, including foreign affairs. The new trend in the foreign policy focused on not having problems with neighbors. This could be possible or nearly possible theoretically but eliminating century-long and deep-rooted conflicts with some of the neighbors would not be easy in practice. The new idealistic/moralistic approach necessitated new ways of policy formulation based on mutual gains and unthinkable concessions on the part of Turkey. Ankara’s new approach had given a special importance to building bridges of trust with the neighbors, which also seemed attractive to the political leaders of the neighboring states. This idealistic/moralistic approach was vulnerable to the dynamic political and economic developments in the region and the world in general. The policy did not have a power of sustainability due to the various old, new, and emerging problems around Turkey and hence, the government had to give it up gradually and take a new course of foreign policy based on realistic approaches to defend its national interests.

This study uses van Dijk’s version of Critical Discourse Analysis perspective to examine the news construction of Hizbut Tahrir Indonesia’s disbandment in two online newspapers. The two online newspapers used in this study are the Jakarta Post and Jakarta Globe. From the analysis, it shows us that based on textual analysis, the government and HTI are portrayed as two opposing parties. The government is described as ruling regime having authority to maintain national interests that is Pancasila as well as national unity, diversity, and security, while HTI is described as the organization against national interest. Thus, the disbandment of HTI is a correct step to defend national interests. This is in accordance with the developing discourse in society that the existence of HTI is considered to endanger Pancasila. Furthermore, this research revealed that the history, vision mission, previous experience and the political interest of special political elites in media has had decisive influence in transforming reality into news texts.
