This research discusses about the decentralization of public service delivery by local government through the delegation of authority from the regent to the head of sub district, which is based on Permendagri No. 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (The Guidelines for Integrated Administrative Services by Sub District). The purpose of this research was to describe the implementation stages of PATEN and determine the factors that influence the implementation of Permendagri No. 4 of 2010 on guidelines for integrated administrative services by sub district in Padangsidimpuan. By using the qualitative methods, this research resulted several important findings such as the coordination between relevant agencies have not maximized, the quality and quantity of sub district officials have not adequately, and also the availability of facilities and infrastructure owned in Implementation Policies Permendagri No. 4 of 2010. Based on the content and context of policy, the most influential factors in the implementation of PATEN in Padangsidimpuan consist of the parties whose interests are affected, the position of the policy makers, the availability of resources, and also the compliance and responsiveness. Based on the result of research analysis, sub district plays an important role as a service center that closest to the community, especially in the large areas and hard to reach. Therefore, beside the broad authority according to its portion, sub district also needs to be supported by the funding, facilities and infrastructure, and the adequate of both quality and quantity of sub district officials.

In the framework of public sector reform and the recently popularized concept of a “new public sphere,” attention has been focused on the significance and effectiveness of public private partnership (PPP). However, the smooth operation of PPP practice is yet to be realized, and the nonprofit sector still faces challenges in becoming a government partner in public service provision. We examine government behavior in PPP practice and its stance on partnership practice and collaborative relations with contemporary nonprofit organizations. Through public finance statistics and a unique set of variables, an empirical analysis reveals that the existence of nonprofit organizations (NPOs) positively affects local government decisions to implement PPP practices and outsource to NPOs for public service provision. Other influential factors include local governments’ budgetary conditions, attitudes towards public administration and finance, local chief executive characteristics, and neighboring local government behaviors.

The paper explores whether the institutional model of the IDRC Colombo Focus City Project has had an impact on overcoming challenges associated with research based learning designed to influence policy and implementation processes of local government. Through an outline of the conduct of the Colombo Focus City action research project, initiated and led by the Colombo Municipal Council, a model and strategies are presented that can provide insight into how action research might influence policy and practice at the local level. The model studied is one where the policy makers - or more accurately, policy advisors and interpreters - lead the research team and are part of the implementation stages and learning processes. The paper considers the nature of the particular LGA studied in influencing the possibility for policy change. Finally, the article draws out elements that can be considered critical in replication of this model of research influencing policy

Bureaucratic discretion in regional government as an effort to publish public service effectiveness in a state of urgency, which is a situation that emerges suddenly concerning the public interest that must be resolved quickly, where to resolve the issue, laws and regulations have not yet regulated it. Constraints In bureaucratic discretion in local government as one of the efforts in the effectiveness of public services is the insufficient cost due to excessive demand from the bureaucratic discretion program, policy participants who swell are not in accordance with the established plans, for example, participants who are not categorized as poor but ask to be classified as poor families and administrative services are not smooth because the bureaucratic discretion policy is more a spontaneous program from the local government. The ideal discretion model to overcome the problem of delegation of authority that occurs during diving This is to provide additional competency training in medical action to nurses with the aim that nurses are able to provide limited medical treatment services in accordance with the duties and authorities listed in the Nursing Act. In the development of public administration so many dynamics arise, starting from the role of separate public administration at all with the political world. The next understanding that then emerged was that administration was part of politics. The paradigm that arises is "when political ends administration begins". These understandings later led to many opinions both from scientists and practitioners to re-explore the essence of the science of public administration. Regional governments need to take legal action of discretion (freies ermessen) for those in remote or rural areas. The discretion is all activities that involve the process of policy making or decision making or action on its own initiative, not fixed on the provisions of the rules or laws with a variety of mature, contextual and accountable considerations

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

Nowadays, it is obvious that creative tourism industry has become very essential for countries and societies; therefore, governments work on constituting policies in order to develop this industry. To be successful in improving creative tourism industry, governments should identify the influential factors and focus on ones that are more important rather than investing a bit on many different factors. Because of the interrelations among factors, this research is aiming to prioritize factors that influence strategic policies of creative tourism industry in Iran using analytic network process (ANP). Data were collected during the period of May 2017 to February 2018. Participants in this research are 13 tourism experts with more than 10 years' experience in the field. Results show that the most influential criterion is "business support" and the most influential subcriterion is "supporting midsize businesses." This study helps policy makers to improve creative tourism by emphasizing on those factors that have high priority from the viewpoint of strategic policy-making.

Growing environmental awareness in recent years has led to greater efforts by companies and governments to promote eco-innovation, which is becoming an increasingly competitive factor in international supply chains. However, the interrelationships between exports and eco-innovation have not yet been studied in sufficient depth. As such, the purpose of this work is to analyze the influence that exists between these two variables, both at a business or micro level and at a country/region or macro level, and the most influential factors, such as country of origin and sector of activity, among others. To this end, 60 publications have been reviewed from 1996 to 2019 from a global perspective, to analyze the characteristics that define them and both the existing relationship and impact generated by the two variables being studied within international supply chains. The results show that, in general, there is a positive bidirectional relationship, influenced by several factors, such as social performance, environmental regulation, cooperation strategies, employment level, or business size. Additionally, there is a growing interest in this issue within the agrifood sector, as the benefits of an appropriate environmental policy based on innovation to promote exports are of great importance. Finally, a series of recommendations are made for future research that is able to serve scholars, companies and also policy makers.

<p align="center"><strong><em>Abstract</em></strong></p><p><em>This study aims to determine the transformation of the Ronggeng Pasaman performance of the Ganto Saroha group in Duo Koto District, Pasaman Regency. Ronggeng Pasaman is a performance art consisting of pantun, joget, and music, especially in Simpang Tonang, Pasaman, West Sumatra. The form of the Ronggeng Pasaman show is combining bouncing skills while dancing to the accompaniment of violin and drum music. The show starts at night, and ends until early morning. Currently Ronggeng Pasaman has undergone a transformation, people, especially young people, are less interested and begin to leave their regional arts, so the Ronggeng Pasaman show is rarely displayed. There was anxiety from the artists themselves, then initiatives emerged to attract the attention of the people. So it formed the Ronggeng Pasaman Ganto Saroha group, with the addition of keyboard music instruments in the show. Unlike the Pasaman Ronggeng Performance in general, the Ganto Saroha group does not show male singers with female appearance, but rather singers are real women or men. This study uses qualitative methods, is analytic description, observant participants. The results showed that the transformation carried out by the artists, made the Ronggeng Pasaman performance of the Ganto Saroha group well received and in great demand by all people in Pasaman, and was fully supported by the local government.</em></p><p><strong><em>Keywords : </em></strong><em>Form Transformation, Pasaman Ronggeng Performance, Ganto Saroha Group</em></p><p align="center"><strong><em>Abstrak</em></strong></p><p><em>Penelitian ini bertujuan untuk mengetahui transformasi bentuk pertunjukan Ronggeng Pasaman grup Ganto Saroha di Kecamatan Duo Koto, Kabupaten Pasaman. Ronggeng Pasaman merupakan seni pertunjukan  terdiri dari pantun, joget, dan musik, khususnya terdapat di Simpang Tonang, Pasaman, Sumatera Barat. Bentuk pertunjukan Ronggeng Pasaman adalah menggabungkan keahlian berpantun sambil menari dengan iringan musik biola dan gendang. Pertunjukan dimulai pada malam hari, dan berakhir hingga menjelang pagi. Saat ini Ronggeng Pasaman telah mengalami transformasi, masyarakat khususnya anak muda kurang meminati dan mulai meninggalkan kesenian daerahnya, sehingga pertunjukan Ronggeng Pasaman jarang ditampilkan. Terdapat keresahan dari diri seniman, kemudian muncul inisiatif untuk menarik kembali perhatian masyarakatnya. Sehingga dibentuk grup Ronggeng Pasaman Ganto Saroha, dengan penambahan instrument musik keyboard dalam pertunjukannya. Beda dengan Pertunjukan Ronggeng Pasaman  pada umumnya, grup Ganto Saroha tidak menampilkan penyanyi laki-laki berpenampilan perempuan, melainkan penyanyi adalah perempuan atau laki-laki sesungguhnya. Penelitian ini menggunakan metode kualitatif, bersifat deskripsi analitik, partisipan observan. Hasil penelitian menunjukkan bahwa transformasi yang dilakukkan para seniman, membuat pertunjukan Ronggeng Pasaman grup Ganto Saroha diterima dengan baik  dan diminati semua kalangan masyarakat Pasaman, dan  didukung penuh oleh pemerintahan setempat.</em></p><strong><em>Kata kunci : </em></strong><em>Transformasi Bentuk, Pertunjukan Ronggeng Pasaman, Grup Ganto Saroha</em>

Performance of the Nigerian public service has been a major concern to policy makers and researchers alike. This is because despite all measures put in place to arrest the ugly trend, it seems, it has defied all approaches towards tackling the problem of inefficiency and capacity collapse. Work ethics, attitudes and values can be influenced by the organization, through interventions like training, motivation and coaching, etc. However, they cannot be changed forcibly because they are intrinsic. It is, therefore, of fundamental importance that public functionaries act justly and fairly to all, not only paying lip service to ethical conduct but also ensuring that these are manifestly and undoubtedly seen to be done. This paper discusses the challenges of work ethics, values, attitudes and performance in the Nigerian public service. The major causes of unethical conduct in the public service were identified and the institutional mechanisms established by the government to curb these unethical behaviours were examined. This paper adopted content analysis as a method of data gathering and analysis. It suggested viable options for effective and efficient service-oriented public service.
