It should be 3078 higher education institutions in Indonesia, with student population of approximately 6.7 million people, which consists of five types institutions, namely: university, institute, colleges, academy and polytechnic. Ministry of education and culture management divided the management of higher education into 12 regions of coordination of private universities (Kopertis). Each Kopertis region had a number higher education institutions, number of lecturers and students in varying number. The number of faculty qualifications by level of education also vary from educated of D3(diploma) up to S3(doctoral). As a result of the learning process, also produced varying the number of graduates. With the variety of input factors in producing graduates as output factors, as aggregate in Kopertis region, as relatively, is there any area of Kopertis that has not been efficient implementation?. By using Data Envelopment Analysis (DEA), it is resulting three Kopertis regions obtained efficient in managing of public higher education and six Kopertis region efficient in managing of private higher education. From the findings of this study, for kopertis has not been efficient in managing, it will be determined strategic innovation in order to improve the efficiency in managing of higher education institutions under kopertis.

The study reported in this paper investigated foundation phase teacher provision by the public universities in South Africa, with a view to carefully and accurately determine the extent to which foundation phase teacher provision matched national as well as provincial needs. The study draws on data obtained through a survey of teacher provision at the public higher education institutions (HEIs), conducted by the national Department of Education (DoE) in 2009, as well as from data relating to teacher education qualifications and programmes in the Higher Education Management Information System (HEMIS).The study confirmed perceptions that the number of new foundation phase teachers being produced by the public higher education institutions (HEIs) falls short of national and provincial needs, and that the provision of African language foundation phase teachers is particularly problematic, especially in the context of mother-tongue instruction in the early years.

In the recent years, the educational market has become more dynamic and complex. There are many market forces that are trying to shape the educational environment. The competition between universities is increasing. Public marketing is a fundamental tool in the promotion of places, one that must be present in the strategies of local government representatives, helping and promoting a sustainable economic and social development of the regions and universities. The prupose of this chapter is to analyze, measure, and perceive the impact of brand attachment on consumer behavior in the specific context of higher education in Portugal, based on the affective and emotional relationship between students and the higher education institutions. The results allowed us to conclude that the brand attachment has a preponderant role and impact in the relationship between the student and the institution of higher education. This chapter aims to further develop the understanding of the educational marketing for higher education institutions. Implications for future research are also presented.

This chapter studies the challenges that higher education institutions (HEIs) in Latin America face for the implementation of information systems (IS), highlighting specific characteristics of the region compared with other parts of the world. The study evidences distinctives of universities in comparison with other type of industries that need to be considered for the implementation of IS. Critical success factors and barriers for IS implementation projects are also recognized through a compilation of the experience of experts who have participated in projects in 14 countries in the region. It is intended that this work research will serve as a reference for institutions that are seeking the implementation of IS, and that it will also serve as guide for interested stakeholders—academics, researchers, administrators, and managers—to start such projects and ensure the understanding of the conditions required that will help them succeed.

Most public higher education institutions in Africa, in response to historical conditions, have enrolled students in excess of their capacity, resulting in massification and negative consequences on educational quality. Increased enrolment has addressed issues of equity; but the equally important issue of ensuring equity in success for the enrolled students has received limited attention. Apparently graduation rates in higher education in Africa remain fairly low. Higher education institutions have taken several corrective measures to address the consequences of massification. Governments have also created new institutions and put quality assurance systems in place. There have also been continental responses. Sub-Saharan Africa has the lowest tertiary enrolment of any world region, a handicap in its development. It must also meet the demands of its rapidly increasing secondary school graduates. There is a compelling need to further increase tertiary enrolment, a situation that challenges both institutions and countries. The growth in private higher education, if regulated and quality-controlled, could relieve this pressure.  Pour des raisons historiques, la majorité des établissements d’enseignement supérieur d’Afrique admet plus d’étudiants qu’elle ne peut en accueillir. Ceci conduit à la massification de l’enseignement supérieur et a des conséquences négatives sur sa qualité. L’augmentation de la participation a permis de répondre à des problèmes d’équité, mais la tout aussi importante question de l’équité dans la réussite des étudiants admis a reçu une attention limitée. Le taux de réussite dans l’enseignement supérieur en Afrique reste faible. Les établissements d’enseignement supérieur ont mis en place plusieurs mesures visant à corriger les conséquences néfastes de la massification. Les gouvernements ont aussi créé de nouvelles institutions et mis en place des systèmes d’assurance qualité. Des réponses ont par ailleurs été proposées à l’échelle du continent. Cependant, l’Afrique sub-saharienne a le plus faible taux d’inscription dans l’enseignement supérieur du monde, un handicap pour son développement. Elle doit aussi répondre aux demandes d’une population de diplômés du secondaire qui augmente rapidement. Il est impossible de nier la nécessité d’augmenter les admissions dans l’enseignement supérieur, une situation qui pose des problèmes aussi bien aux établissements qu’aux nations. La croissance des établissements privés pourrait permettre de relâcher la pression, s’ils sont correctement régulés et contrôlés en termes de qualité.

The main purpose of this research is to establish a link between Entrepreneurship Development Program (EDP) and the role of private universities to show how EDP helps the performance of common roles of a university. Here, qualitative research methodology has been used to investigate the contribution of EDP of Southern University Bangladesh (SUB) in facilitating the conventional roles of a university. The EDP faculty members of SUB are selected as sample and a face to face interview is conducted with them individually to rationalize EDP as an effective intervention to facilitate the roles of SUB as a university. The study discovers six universal roles of a private university where the EDP of SUB facilitates the performance of the roles such as innovation, community development and promoting national heritage etc. The study also identifies the factors which impede the effectiveness of EDP and proposes some guidelines for the successful continuation of the program. As every private university has the propensity to play an effective role in the socio-economic development of a country, this research may contribute a lot to the body of knowledge of higher education management and endorse the significance of EDP in facilitating the role of higher education institutions effectively.

Research on this journal ontology that many private higher education institutions in Jakarta cover the impact of the policies of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia as public officials to make and issue regulations that are very burdensome for the management of private higher education institutions. The purpose of this research is to criticize for improvement to the government of the Republic of Indonesia. This research used a qualitative method, while the research object was private universities in Jakarta that lack resources. The research subjects were resource persons who were aware of the constraints of the bankruptcy of private universities in Jakarta. The results of the study show that it has been proven that the state, in this case, the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, makes and issues regulations that are very detrimental to the management of private higher education which is minimal in resources. The suggestion from this research shows that the government, by the constitution of the Republic of Indonesia, must be able to provide resource assistance efforts for private universities that are deficient.

Thanks to the research of the model and in practice, it is indicated that in the context of university transformation in Vietnam, policies and mechanisms in higher education management should be improved so as to create an ecological environment to promote innovation and to form advanced university governance.

Job satisfaction in a work place is a feeling of contentment that a n employee derive from his role and responsibilities in the workplace and is dependent upon a number of factors, pertaining to personal, organizational and environmental factors. Considering the job profile and the demand for quality education among universities, the job satisfaction of academic staff in higher education is also affected. This paper aims to examine the job satisfaction of academic staff in higher education as well as private universities in UAE.This study adopts a quantitative research methodology using survey according to 5-point Likert scale instrument. The survey has been divided into ten internal and external factors to determine job satisfaction of academic staff. The data obtained from the survey has been analysed by using statistical and regression analysis.The study concludes that the academic staff of the private universities in UAE has been significantly satisfied with their jobs. It also found that only few factors have positively influenced job satisfaction, especially, supervisor support, promotion and support from colleagues. On the other hand, the study found that recognition and rewards for work done had a negative impact on job satisfaction of academic staff.This study has important implications for higher education management in the development of job satisfaction of academic staff in the UAE. The authors determined that the selected factors, with few exceptions, behaved accordingly to what was expected.

The implementation of public evaluation and accreditation policies by Colombian higher education institutions, suggests the imminent adoption of a new university model that introduces market logic and modifies their substantive functions, which has a direct effect on the role of academic actors, without evident resistance to internalizing a new form of institutional life. This study applies a historical-organizational qualitative method to investigate such problem at a public higher education institution in Colombia. The results show that the institution reconfigured its history and implemented guidelines established by public policies that underlie a perspective of higher education management based on international proposals where New Public Management (NPM) and governance generate different dynamics that modify the rules of the game by overvaluing the research function and giving new meaning to the work of academics in a logic of scientific production to achieve objectives that improve the reputation and positioning of the institution in national and international rankings.

Quality management in universities is often perceived in Poland as a determinant of quality of education. According to the author, it is too narrow approach. The next challenge of quality management in Polish higher education institutions is the problem with accreditation of activities, which is closely identified with control. Examples of foreign universities: Pompeu Fabra University in Spain and Glasgow Caledonian University in Scotland show that quality management can generate large benefits for universities.
