The way faces become familiar and what information is represented as familiarity develops has puzzled researchers in the field of human face recognition for decades. In this paper, we propose a cost-efficient mechanism of face learning to describe how facial representations form over time and that explains why recognition errors occur. Encoding of diagnostic facial information would follow a coarse-to-fine trajectory, modulated by the intrinsic stability in individual faces’ appearance. In four experiments, we draw on a robust and ecological method using a proxy of exposure to famous faces in the real world to test hypotheses generated by the model and we manipulate test images to probe the nature of facial representations. We consistently show that stable facial appearances help create more reliable representation in early stages of familiarisation but that their resolution remains relatively low and therefore less discriminative over time. In contrast, variations in appearance hinder recognition at first but encourage refinement of representations with further exposure. Consistent with the cost-efficient face learning mechanism we propose, facial representations built on a foundation of large-scale coarse information. When coarse information loses its diagnostic value through the experience of variations across encounters, facial details and their spatial relationships receive additional representational weights.

AbstractThis paper analyses how China’s investments in Germany have developed over time and the potential impact of the COVID-19 pandemic in this regard, based on four different datasets, including our own survey in mid-2020. Our analysis shows that Germany is currently one of the most attractive investment destinations for Chinese investors. Chinese state-owned enterprises have played an important role as investors in Germany — particularly in large-scale projects. The COVID-19 pandemic has had some negative but rather temporary effects on Chinese investments in Germany. Germany is expected to stay attractive to Chinese investors who seek to gain access to advanced technologies and know-how in the future.

It has been suggested that the large scale use of biofuel, that is, fuel derived from biological materials, especially in combination with reforestation of large areas, can lead to a low-cost reduction of atmospheric carbon dioxide levels. In this paper, a model of three markets: fuel, wood products, and land are considered with the aim of evaluating the impact of large scale biofuel production and forestry on these markets, and to estimate the cost of a policy aimed at the reduction of carbon dioxide in the atmosphere. It is shown that the costs are lower than had been previously expected.

Farmers are faced with challenges of producing enough food and the use of traditional methods seems not to keep pace with the ever-growing demand of the populace thus creating increased concern in food scarcity. Although it has been identified that smart tools will enhance the production pace needed in the Agricultural sector, unfortunately, most of these tools are designed for farmers without their inputs, thus creating tools that are not meeting demands. This study focused on a farmer-centered design, development, and deployment approach to improving farm productivity. The design thinking approach was used to identify the specific need of the farmers in selected areas, ideas were created using brainstorming sessions involving experts in the field, and prototypes were developed and deployed to evaluate the impact performance. The result shows that the proposed system improved the cost-benefit ratio of crop farming from 2.14 to 2.26. This is a 12% productivity increase.

ABSTRACT Spatial fluctuations in ultraviolet backgrounds can subtly modulate the distribution of extragalactic sources, a potential signal and systematic for large-scale structure surveys. While this modulation has been shown to be significant for 3D Ly α forest surveys, its relevance for other large-scale structure probes has been hardly explored, despite being the only astrophysical process that likely can affect clustering measurements on the scales of ≳Mpc. We estimate that the background fluctuations, modulating the amount of H i, have a fractional effect of (0.03–0.3) × (k/[10−2 Mpc−1])−1 on the power spectrum of 21 cm intensity maps at z = 1–3. We find a smaller effect for H α and Ly α intensity mapping surveys of (0.001–0.1) × (k/[10−2 Mpc−1])−1 and even smaller effect for more traditional surveys that correlate the positions of individual H α or Ly α emitters. We also estimate the effect of backgrounds on low-redshift galaxy surveys in general based on a simple model in which background fluctuations modulate the rate halo gas cools, modulating star formation: We estimate a maximum fractional effect on the power of ∼0.01 (k/[10−2 Mpc−1])−1 at z = 1. We compare sizes of these imprints to cosmological parameter benchmarks for the next generation of redshift surveys: We find that ionizing backgrounds could result in a bias on the squeezed triangle non-Gaussianity parameter fNL that can be larger than unity for power spectrum measurements with a SPHEREx-like galaxy survey, and typical values of intensity bias. Marginalizing over a shape of the form k−1PL, where PL is the linear matter power spectrum, removes much of this bias at the cost of ${\approx } 40{{\ \rm per\ cent}}$ larger statistical errors.

Abstract Does ethnic stacking in the armed forces help prevent military defection? Recent research, particularly in Africa and the Middle East, suggests so; by favoring in-groups, regimes can keep in-group soldiers loyal. In-group loyalty comes at the cost of antagonizing members of out-groups, but many regimes gladly run that risk. In this research note, we provide the first large-scale evidence on the impact of ethnic stacking on the incidence of military defection during uprisings from below, using data on fifty-seven popular uprisings in Africa since formal independence. We find clear evidence for the downside: ethnic stacking is associated with more frequent defection if out-group members are still dominant in the armed forces. We find more limited support for the hypothesized payoff. Ethnic stacking may reduce the risk of defection, but only in regimes without a recent history of coup attempts. Future research should therefore trace the solidification of ethnic stacking over time.

Abstract Context Cross-sectional imaging with CT or MRI is regarded as a first-choice modality for tumor localization in patients with pheochromocytoma and paraganglioma (PPGL). 123I-labeled metaiodobenzylguanidine (123I-MIBG) is widely used for functional imaging but the added diagnostic value is controversial. Objective To establish the virtual impact of adding 123I-MIBG scintigraphy to CT or MRI on diagnosis and treatment of PPGL. Design International multicenter retrospective study. Intervention None. Patients Two hundred thirty-six unilateral adrenal, 18 bilateral adrenal, 48 unifocal extra-adrenal, 12 multifocal, and 26 metastatic PPGL. Main Outcome Measures Patients underwent both anatomical imaging (CT and/or MRI) and 123I-MIBG scintigraphy. Local imaging reports were analyzed centrally by two independent observers who were blinded to the diagnosis. Imaging-based diagnoses determined by CT/MRI only, 123I-MIBG only, and CT/MRI combined with 123I-MIBG scintigraphy were compared with the correct diagnoses. Results The rates of correct imaging-based diagnoses determined by CT/MRI only versus CT/MRI plus 123I-MIBG scintigraphy were similar: 89.4 versus 88.8%, respectively (P = 0.50). Adding 123I-MIBG scintigraphy to CT/MRI resulted in a correct change in the imaging-based diagnosis and ensuing virtual treatment in four cases (1.2%: two metastatic instead of nonmetastatic, one multifocal instead of single, one unilateral instead of bilateral adrenal) at the cost of an incorrect change in seven cases (2.1%: four metastatic instead of nonmetastatic, two multifocal instead of unifocal and one bilateral instead of unilateral adrenal). Conclusions For the initial localization of PPGL, the addition of 123I-MIBG scintigraphy to CT/MRI rarely improves the diagnostic accuracy at the cost of incorrect interpretation in others, even when 123I-MIBG scintigraphy is restricted to patients who are at risk for metastatic disease. In this setting, the impact of 123I-MIBG scintigraphy on clinical decision-making appears very limited.

Abstract There are two types of prescription drug cost offsets. The first type of cost offset – from prescription drug use – is primarily about the effect of changes in drug quantity (e.g. due to changes in out-of-pocket drug costs) on other medical costs. Previous studies indicate that the cost offsets from prescription drug use may slightly exceed the cost of the drugs themselves. The second type of cost offset – the cost offset from prescription drug innovation – is primarily about the effect of prescription drug quality on other medical costs. Two previous studies (of a single disease or a single country) found that pharmaceutical innovation reduced hospitalization, and that the reduction in hospital cost from the use of newer drugs was considerably greater than the innovation-induced increase in pharmaceutical expenditure. In this study, we reexamine the impact that pharmaceutical innovation has had on hospitalization, employing a different type of 2-way fixed effects research design. In lieu of analyzing different countries over time for a single disease, or different diseases over time for a single country, we estimate the impact that new drug launches that occurred during the period 1982–2015 had on hospitalization in 2015 for 67 diseases in 15 OECD countries. Our models include both country fixed effects and disease fixed effects, which control for the average propensity of people to be hospitalized in each country and from each disease. The number of hospital discharges and days of care in 2015 is significantly inversely related to the number of drugs launched during 1982–2005, but not significantly related to the number of drugs launched after 2005. (Utilization of drugs during the first few years after they are launched is relatively low, and drugs for chronic conditions may have to be consumed for several years to achieve full effectiveness.) The estimates imply that, if no new drugs had been launched after 1981, total days of care in 2015 would have been 163% higher than it actually was. The estimated reduction in 2015 hospital expenditure that may be attributable to post-1981 drug launches was 5.3 times as large as 2015 expenditure on those drugs.

Real estate appraisal activity evaluates the changes in property value over time. Physical or legal actions on the property are justified only if the future value is not affected.Theory and practice of appraisal activity quantifies three approaches to value:The Sales Comparison Approach – value is examined in terms of current market preferences;The Income Approach – determine the income the property is expected to generate over time as a result of the most probable use;The Cost Approach – value is perceived in terms of replacement cost of real estate with one with comparable utility.Technical assessment of constructions is applied as a rule mainly in the cost approach, and has a major impact on the estimate of market value. The role of technical assessment is reduced, even ignored and not taken into account in other approaches.The present research examined the role of technical assessment of constructions in the process of real estate appraisal and the impact of inspection on the real estate value.

AbstractObjectiveThe aim of this study was to enhance public health preparedness for incidents that involve the large-scale release of a hazardous substance by examining factors likely to influence public responses to official guidance on how to limit their exposure.MethodsAn online demographically representative survey was conducted in the United Kingdom (n = 601) and Poland (n = 602) to test the strength of association of trust in authorities, anxiety, threat, and coping appraisals with the intention to comply with advice to shelter in place following a hypothetical chemical spill. The impact of ease of compliance and style of message presentation were also examined.ResultsParticipants were more likely to comply if at home when the incident happened, but message presentation had little impact. Coping appraisals and trust were key predictors of compliance, but threat appraisals were associated with noncompliance. Anxiety was seen to promote behavioral change. UK participants were more likely to comply than Polish participants.ConclusionsSuccessful crisis communications during an emergency should aim to influence perceptions regarding the efficacy of recommended behaviors, the difficulties people may have in following advice, and perceptions about the cost of following recommended behaviors. Generic principles of crisis communication may need adaptation for national contexts. (Disaster Med Public Health Preparedness. 2013;7:65-74)

Parabolic trough solar technology is the most proven and lowest cost large-scale solar power technology available today, primarily because of the nine large commercial-scale solar power plants that are operating in the California Mojave Desert. However, no new plants have been built during the past ten years because the cost of power from these plants is more expensive than power from conventional fossil fuel power plants. This paper reviews the current cost of energy and the potential for reducing the cost of energy from parabolic trough solar power plant technology based on the latest technological advancements and projected improvements from industry and sponsored R&D. The paper also looks at the impact of project financing and incentives on the cost of energy.
