Over the past decades Information Technology has made a tremendous impact on the lives of humans, so much so, that one can safely state that humans eat, breathe and live IT. Each and every aspect of the life of those living in the “modern” world is under the spell of IT. The talk of the day is E-economy, E-education, E-commerce, E-finance, E-government, E-entertainment, E-communication, E-mail; E-learning.. ..the world we are living in has become an E-world. In this whirlpool, many are still groping in the dark while a lot more have kept the pace in both developed and developing countries. The impact of the E thing and IT has attained such dimensions that concepts like cognition, cognitive development, fluid intelligence, crystallized intelligence, emotional intelligence, memory, learning, sensation and perception, and other related terms used to qualify, quantify and explain human experiences have become almost empty concepts in the face of what is nowadays known as artificial intelligence. This paper aims to analyse the biological, physiological and psychological aspects of memory and learning and to critically look at the impact of Information Technology Education and Information Technology in the every day dealings of humans. It also aims to be a thought provoking piece of work, to the scientific minds working on Artificial Intelligence, Robotics, Computers and derivatives, and all the perspectives that Artificial Intelligence offers to humanity, not forgetting that “the human mind and natural intelligence is behind it all”.

The relevance of this study is due to the fact that in the modern world, including Russian, law and order, a special mechanism of “anti-crisis regulation” is being transformed, which in the context of a pandemic has be-come heterogeneous, with a permanent convergence of the norms of private and public law. Proceeding from the fact that anti-crisis regulation is pre-dominantly part of the state policy in a particular area, it is proposed to un-derstand that the epidemiological crisis itself is the starting point for other crisis phenomena (financial, demographic and other crises), the prevention or reduction of the impact of which is the most important task of any state. We consider the relevant aspects of crisis management. We analyze the catego-ries of countercyclical and pro-cyclical regulation, investigated the issues of fiscal policy. We pay attention to behavioral economics and the role of the state in its functioning. We note that the directions of spending budget funds in one way or another depend on the behavioral economy, which is not al-ways manageable. We provide an analysis of the concept of “choice architecture” in the aspect of a “push” decision-making mechanism, in which a special role is assigned to the state. We emphasize the growing importance of financial programs to support small businesses or citizens wishing to become individual entrepreneurs, self-employed.

Problem setting. The problem of human rights in the context of globalization is complex and requires concerted and effective actions, which should be applied not only at the level of nation states, but also at the global level. Globalization has opened new challenges, related to the implementation, development and transformation of human rights, accelerated their universalization, and set new challenges for the world community. The purpose of the article is to analyze the essence of globalization and the impact of globalization processes in the world on the definition of the essence and approaches to human and civil rights and freedoms, analysis of the legal basis for their consolidation and guarantee. Analysis of resent researches and publications. Today, the interest of scientists to globalization in general and legal globalization has increased significantly. The problem of human rights has a worldwide character, it has been studied by such leading foreign specialists as Z. Baumman, in. Beck, K. Omaye, S. Strahej, E. Toffler, M. Foucault, Y. Habermas, J. Rola, F. Fukuyama, etc. Certain aspects of legal globalization were studied by domestic scientists – O. Petrishin, P. Rabinovich, O. Dashkovskaya, L. Wasechko, I. Zharovskaya, N. Onishchenko, O.Uvarova and others. However, consideration of the problem of human rights transformation requires a solidise analysis and a comprehensive approach. Articles main body. The issues of interaction between globalization and law at the present stage of society development are considered. Particular attention is paid to the analysis of the factors of interaction between globalization changes and human rights in modern society. The following signs of transformation of the institution of rights and freedoms are singled out: change of the content of human rights under the pressure of global problems of the present; emergence and legal development of new human rights and freedoms; universalization and regionalization of human rights; complicating the system of international legal regulation of human rights. It is determined that in the context of globalization processes human rights standards in the sphere of digital technologies and further development of human rights to prohibit discrimination in all spheres of relations, in particular on the grounds of sexual orientation and gender identity, also deserve special attention. Conclusions. Analyzing the different approaches to the legal opportunities of people in the era of globalization, it can be stated that given the diversity of relations of which everyone in the world is a member, international organizations and each country should not dwell on developing and improving the legal framework to guarantee and protect human interests and rights. . But they are obliged to continue the legal policy on the recognition and consolidation of human rights and freedoms that appear in the changing conditions of today in the modern world under the further influence of scientific and technological progress, as well as geopolitical challenges.

The article presents new methods of laundering of proceeds of crime in the modern world. Today cybercrime is getting a huge scale, every day more and more people are trying to legalize their incomes in different ways by crime. This article explores English neologisms in the spheres of information technologies based on the Internet resources. Neologisms and their most essential classification are observed and studied in the article. The most widely used classifications of neologisms according to their ways and methods of creation are clarified. The meanings of neologisms and their influence on the language and language flow in the modern world are identified as well. Due to rapidly developed computer technologies and the Internet, the neologisms and new words are created very quickly and constantly. It is important to state that English is enriched about 800 words yearly. However, it would take a long time to consolidate the position of new words in a language, and to make their content comprehensible to an average citizen. The similar situation is observed with the use of widely used words in a new meaning in other spheres of communication. Along with new inventions and devices, new software is emerging, for example, we now are not able to imagine our lives without search engines and systems, as well as the internet, or devices such as a smartphone. All these phenomena, accompanied by the formation of new vocabulary units, and information resources that have a target audience, namely professional users of information technology products. They provide the spread of the latest vocabulary (i.e. neologisms), its socialization (acceptance in society), and then lexicalization (consolidation in language). We can speculate that neologisms are one of the linguistic means that reflects cultural and technological progress in society. Modern humanity lives in the age of information, the main feature of which is computer technology. That is why the problem of the existence and functioning of the Internet language is urgent. The issue of computer language usage has been studied since the first computer was created in the mid-twentieth century. The researches were carried out by prominent scientists in different countries of the world. It might be added that various aspects of the impact of computer communication on language and vice versa were researched, as well as the relation between the development of lexical units and their ways of appearing in language. But it is essential to note that there are linguistic classifications of neologisms. The first one is according to the way of formation, namely, it names a new subject and gives the old concept a new name in order to renew and refresh the language. The emergence of neologisms of the first type is necessary to name a new phenomena in society, but the second type arises involuntarily. They could also be divided into lexical, authorial, individual-stylistic, phonological, loanwords, semantic and syntactic neologisms. They are also morphological according to the methods of creation, for example, defriend, web master, googlable and facebookian. As for shortening and abbreviation, we could define that such as methods are most widely used in English (CPU – Computing processing unit). To sum up, neologism is one way to increase the vocabulary of the language and a means of generating names for new phenomena in society. They appear in all areas of our lives, but they have gained the most development in the field of information technology because this area is the fastest growing in the world today. Since the primary purpose is to name a new subject, most modern neologisms belong to the lexical group, and they are called a new phenomenon because in our time, a new information revolution is taking place and this process is accompanied by the formation of new concepts and phenomena that need new words. It is also not surprising that the percentage of authorial neologisms is now growing, which has expanded significantly with the development of social networks and independent authors. They form a certain initial group of speakers, sometimes quite large, as the accounts of certain IT journalists have up to one and a half million followers, so the spread of these neologisms is extremely rapid.

This article discusses the impact of information technology on the lives of people with disabilities. The latest technologies open wide opportunities for use by people with special needs. In particular, digital technologies are much more important for people with disabilities than for others, because they not only help to make their lives more comfortable, but also provide an opportunity to live as full a life as possible. The aim of the article is to study and analyze the impact of information technology on the lives of people with special needs in the modern world. Mobile applications are one of the most affordable IT products specialized for people with disabilities. The latest IT technologies, such as: speech recognition, the use of various sensors, machine and deep learning of neural networks simplify the lives of people with special needs. People with disabilities face a variety of challenges in today’s information space. But modern technology helps them solve many problems. Such technologies are called Assistive Technologies. High-tech assistive technologies open up a large number of opportunities for interaction with the outside world, regardless of the type of disability. For example, by using computer technology for tasks such as reading and writing documents, communicating with other people, and searching for information on the Internet, students and employees with disabilities are able to work independently with a wider range of data. Considering all the facts discussed in this article we can make the following conclusion. The article reviewed and analyzed the impact of IT technologies on the lives of people with special needs in the modern informational environment. We can state for sure that modern society is more than ever integrated into IT technologies. This way, the people with disabilities use IT in their daily lives. Such technologies are created not only to simplify their lives, but also to provide opportunities for comprehensive and full interaction with the outside world. Numerous researches confirmed that the implementation of a simple interface specialized for the specific requirements of people with disabilities makes the use of such applications one of the key stages in attracting people with special needs to the active social life of society.

The paper studies the factors of secular stagnation. Key factors of long-term slowdown in economic growth include the slowdown of technological development, aging population, human capital accumulation limits, high public debt, creative destruction process violation etc. The authors analyze key theoretical aspects of long-term stagnation and study the impact of these factors on Japanies economy. The authors conclude that most of the factors have significant influence on the Japanese economy for recent decades, but they cannot explain all dynamics. For Russia, on the contrary, we do not see any grounds for considering the decline in the economy since 2013 as an episode of secular stagnation.
