India and Nepal share about 1800 square kilometres of porous border, inhabit the majority of their members from the same religious group and have symbiotic interdependent on each other; yet they are engaged into disputes over many issues. It is always alleged by Nepal that India does not consider it as a sovereign country rather as one of its own administrative unit. The basis of this allegation is behaviour of Indian establishment and its epistemic community towards Nepal. The political tensions between the two countries have kept on surfacing at intermittent period and have influenced the water sharing arrangements between the two countries. Nepal alleges that as a powerful country, India exploits Nepal’s natural resources for its own benefit. As a result many of the transboundary river water treaties have not been activated, some have been sternly opposed by the people from the catchment areas, and a few’s future is hanging in the air. To overcome these problems and its dependency on India, many times Nepal has invited other countries to develop its hydropower sector. Amidst all existing differences the two countries share inextricable relationship because of geographical location and shared primordial identity.

Indonesia which is located in southeastern asia has a lot of natural resources. This situation has made indonesia was one of the purpose of foreign capital investment especially the mining sector, besides the forestry sector, and water resources management. It was because the lack of our country in managing the source of natural resources, good of the aspect of capital, aspects human resources, and facets technology. As a result of natural resources that we have not can be used to welfare of the people maximally.Ironically, our country having of natural resources, but contributed the most to state budget (APBN) not from the results of the management of natural resources, but of tax sector. Hence in managing natural resources in indonesia need to consider article 33 constitution 1945 containing the political legal in the management of natural resources, so the purpose of natural resources to public welfare can be achieved maximally.

AbstractYusuf al-Qaradawi is one of the figures of so many scholars who contributed to the thinking of the Islamic state. His attention to politics and state is evidenced by the   presence of some of his works such as الإسلام في الدولة فقه من (Fiqh of State in Islamic Perspective),  الشرعية السياسة (Political Sharia), الإسلام مواجهة في العلماني التطرف (Extreme Secular Attitudes towards Islam), وهم لا حقيقة اللإسلامية اللأمة (The Political Unit of Ummah is a Reality). This research tried to review Yusuf al-Qaradawi's view on Islamic state, using descriptive analytical methods and literature review upon the above stated Yusuf al-Qaradawi's books or writings. The research result shows that Islamic state according to Yusuf al-Qaradawi is "a state based on faith and thought." He stated that there are four objectives of Islamic government. Firstly, Islamic Government does not aim to control the nation and its natural resources, but to preserve and protect the people. Secondly, fulfill the mandate from the owner. Thirdly, uphold justice for the human race. Fourthly, strengthen the religion in the earth as the most important goal by establishing faith, hudud and applying the law and its messages.Keywords: Islamic State, State aims, Yusuf al-QaradhawiAbstrakYusuf al-Qaradhawi merupakan salah satu tokoh dari begitu banyak tokoh pemikir yang turut memberikan kontribusi pemikiran tentang negara Islam. Perhatiannya terhadap politik dan kenegaraan terbukti dengan adanya beberapa karya beliau seperti bukuمن فقه الدولة في الإسلام (Fiqih Negara dalam Perspektif Islam), السياسة الشرعية  (Politik Syariah), التطرف العلماني في مواجهة الإسلام (Sikap Sekuler Ekstrim dalam Menghadapi Islam), اللأمة اللإسلامية حقيقة لا وهم (Kesatu­an Politik Ummat Islam adalah Suatu Kenyataan). Penelitian ini menganalisis pandangan Yusuf al-Qaradhawi terhadap negara Islam dengan menggunakan metode deskriptif analitis dalam bentuk library research, terhadap buku-buku atau tulisan lepas Yusuf al-Qaradhawi tersebut di atas. Negara Islam menurut Yusuf al-Qaradhawi adalah “negara yang berlandas­kan akidah dan pemikiran.” Ia menyatakan bahwa ada empat tujuan pemerintah­an Islam yaitu: Pertama, Pemerintahan Islam tidak bertujuan untuk menguasai lahir batin, tetapi untuk memelihara dan melindungi rakyat. Kedua, menunaikan amanat kepada pemiliknya. Ketiga, menegakan keadilan bagi ummat manusia. Keempat, mengo­koh­kan agama di muka bumi sebagai tujuan yang paling utama dengan menanam­­kan akidah, hudud dan mengaplikasikan hukum dan pesan-pesan­nya.Kata kunci: Negara Islam, tujuan negara, Yusuf al-Qaradhawi

Constitutionalism may be gaining ascendancy in many countries in Africa. Yet thorough investigation of the extent to which current constitutions accord to the people their internationally recognised right to governance of their mineral wealth under Article 1(2) of the ICCPR has been lacking. Understanding the existing framework of rights which may support claims to land and natural resources is important. Constitutions of the Democratic Republic of the Congo and the Republic of Zambia demonstrate the reality of multiple, overlapping land interests and the limitations upon a people's claim to freely govern their mineral wealth.

The “will of the (national) people” is the ubiquitously invoked reference unit of populist politics. The essay tries to demystify the notion that such will can be conceived of as a unique and unified substance deriving from collective ethnic identity. Arguably, all political theory is concerned with arguing for ways by which citizens can make e pluribus unum—for example, by coming to agree on procedures and institutions by which conflicts of interest and ideas can be settled according to standards of fairness. It is argued that populists in their political rhetoric and practice typically try to circumvent the burden of such argument and proof. Instead, they appeal to the notion of some preexisting existential unity of the people’s will, which they can redeem only through practices of repression and exclusion.

This study aims to find a power relation as a discourse played by the clerics as the Prophet's heir in the contestation of political event in the (the elections) of 2019 in Indonesia. The method used is qualitative based on the critical teory paradigm. Data gathered through literary studies were later analyzed based on Michel Foucault's genealogy-structuralism based on historical archival data. The findings show that, (1) The involvement of scholars in the Pemilu-Pilpres 2019 was triggered by a religious issue that has been through online social media against the anti-Islamic political system, pro communism and liberalism. Consequently create two strongholds from the scholars, namely the pro stronghold of the issue pioneered by the GNPF-Ulama, and the fortress that dismissed the issue as part of the political intrigue pioneered by Ormas NU; (2) genealogically the role of scholars from time to time underwent transformation. At first the Ulama played his role as well as Umara, then shifted also agent of control to bring the dynamization between the issue of religion and state, to transform into motivator and mediator in the face of various issues Practical politic event, especially at Pemilu-Pilpres 2019. Discussion of the role of Ulama in the end resulted in a reduction of the role of Ulama as the heir of the prophet, from the agent Uswatun Hasanah and Rahmatan lil-' ālamīn as a people, now shifted into an agent that can trigger the division of the people.

الملخّصإنّ الفقر والإملاق من المشكلات الرئيسة التي يواجهها العالم اليوم، ومن أسبابها ندرة الموارد الاقتصادية الشديدة وندرة الغذاء والماء. فندرة الموارد وقلتها كانت ذات أثر مباشر في قتل الملايين من الأنفس البشريّة. وتعدّ ندرة الموارد عند الاقتصاديين الخطر الأساس الذي يهدد الوجود البشري في هذا العصر. ويعتبرها الاقتصاديّون كذلك معضلة اقتصادية ناتجة عن رغبات الإنسان غير المتناهية مقابل موارد محدودة ومتناهية. ومن الأمور التي يقترحها الاقتصاديون من اجل التغلب على هذه المشكلة أن النّاسن ينبغي عليهم أن يختاروا الموارد الضرورية والحاجية لتلبية رغباتهم. فمفهوم الندرة من منظور الاقتصاد التقليدي يعني موارد محدودة في العالم مقابل حاجات ورغبات غير محدودة. وسبب ذلك عند الاقتصاديين أن الطبيعة لا توفر موارد كافية لتلبية حاجات الناس ورغباتهم غير المتناهية. ونظرة الإسلام التي يمثلها القرآن الكريم والسنة النبوية الشريفة لمسألة الندرة نظرة مختلفة تماما عن نظرة الاقتصاد التقليدي. ويعنى هذا البحث ببيان أن الندرة ليست مشكلة الطبيعة التس سخّرها الله تعالى للإنسان،  ولكن المشكلة في أخلاقيات الناس وتصرفاتهم في الموارد الطبيعية وطريقتهم في الانتفاع بها التي أدت إلى إدخال الضرر والفساد على الموارد الموجودة.الكلمات المفتاحية: الإسلام، ندرة الموارد، الاقتصاد المعاصر، الموارد الطبيعية، الطبيعة. **************************************               AbstractAmong the main problems that the world is facing today are poverty and destitution caused by severe scarcity of economic resources and the scarcity of food and water. The lack of resources has already caused the death of millions of human beings. The scarcity of resources is counted by economists as the primary danger that threatens the human existence. Economists also consider it an economic dilemma caused by infinite human desires against limited and finite resources. In order to overcome this problem among the suggestions made by economists is that human beings should choose only necessary resources to satisfy their desires. The conventional concept of scarcity is that the resources in the world are limited vis-à-vis the unlimited human needs and desires. The reason for that according to economists is that the nature does not provide sufficient resources to meet people’s endless needs and desires. Islamic approach as represented by the Holy Qur’an and the Sunnah to the issue of scarcity is essentially different from the conventional viewpoint of economists. This paper proposes and explains that the problem is not in the nature which Allah has made subservient to man, but it is in the ethics of the people and their behaviour and way of utilization of natural resources, which ultimately damage and corrupt the available resources.Keywords: Islam, Scarcity of Resources, Modern Economy, Environmental Resources, Nature.

In and around the state-owned forest of Farako in the region of Sikasso, Mali, a large-scale study focused on finding a compromise allowing the existential and legitimate needs of the population to be met and at the same time conserving the forest resources in the long term. The first step in research was to sketch out the rural socio-economic context and determine the needs for natural resources for autoconsumption and commercial use as well as the demand for non-material forest services. Simultaneously, the environmental context of the forest and the resources available were evaluated by means of inventories with regard to quality and quantity. According to an in-depth comparison between demand and potential, there is a differentiated view of the suitability of the forest to meet the needs of the people living nearby. Propositions for a multipurpose management of the forest were drawn up. This contribution deals with some basic elements of research methodology as well as with results of the study.

Article 1 of both of the major human rights covenants declares that the people of each country “shall freely dispose of their natural wealth and resources.” This chapter considers what conditions would have to hold for the people of a country to exercise this right—and why public accountability over natural resources is the only realistic solution to the “resource curse,” which makes resource-rich countries more prone to authoritarianism, civil conflict, and large-scale corruption. It also discusses why cosmopolitans, who have often been highly critical of prerogatives of state sovereignty, have good reason to endorse popular sovereignty over natural resources. Those who hope for more cosmopolitan institutions should see strengthening popular resource sovereignty as the most responsible path to achieving their own goals.
