Theories of Nation Building: An Analysis for Academicians and Nation Builders to Employ Nepali Army

Some of the theories of nation building have been dedicated to the study of link between nation and nationalism; others are attributed to explore nation building, state building, social integration, national integration and even conflict transformation during various historical periods. However, nation building is a normative concept used by academicians and nation builders alike to study the role of armed forces in nation building in recent times. Although research has conducted on ethnicity and nation building in Nepal, a little is known about application of theoretical perspective to explore the role of Nepali Army in nation building. Apparently, this article argues that the level of theoretical awareness of academicians and nation builders needs improvement and multiple theories of nation building are relevant to explore the role of Nepali Army in nation building during various enclaves of Nepali nation. Important issues like what are the relevant theories in Nepali context to analyse nation building? Their implication during the historical times to study the link of Nepali Army with nation building needs to be studied. Hence, this paper comparatively examines a nation building theories and their relevant implications during various enclaves of Nepali nation particularly applauding the role on Nepali Army. Conceptual framework based on Saunder's Research Onion Peeled (2007) method was used with qualitative design in a way of inductive approach to conduct the research work to investigate the research questions. Comparative document study, library research, quick survey with policy makers, government employees, professors, university students APF Officers and Army Officers based on purposive sampling method have been used. Study found that Nepali nation passes through its own way of building the nation in various enclaves, none of the theories are complete to study the employment of Nepali Army to produce visible and encouraging results. The level of theoretical awareness of academicians and nation builders needs further improvement. For this, multiple theories particularly related to social transformation, infrastructural development in support of centre to periphery relation; social integration and nationalism are appropriate.

Schools and their development as sustainable assessment cultures requires insight into the interests and role of different stakeholders: school policy makers, teachers and their teaching teams, principals, parents, pupils and the local community. Researchers are not immediately included in this list, but as external advisers they can play a pivotal role as catalysts or as the advocate for the actions or informed reflections of stakeholders. A stakeholder approach can easily draw support from rational choice theory or the perhaps more fashionable systems approach. In the opening article to this special issue, the authors are less interested in adopting and defending a single theoretical perspective and seek, instead, to highlight and provide an overview of a number of debates and approaches that seek to understand the study and practice of developing sustainable assessment cultures in schools. In the course of this article, the contributions of this special issue will be positioned in what is, in many respects, a global dialogue, where different researchers are keen to draw upon the experience and conceptual resources of colleagues located around the world.

The development of a national defence enhanced posture is a fundamental requirement in line with the developments of the current and possible future security environment, as well as regards the commitments made at North Atlantic Treaty Organization (NATO) and European Union (EU) level in relation with the development of capabilities and contributions to missions and operations. Romanian Army prepares, integrates at national level and, if necessary, makes use, in accordance with the law, of all available resources. While peacekeeping or peace-building operations are presented in the various defence and national security strategies as the last resort, the last option after all other measures have been actively explored, it remains in the eyes of public opinion and policy makers the first face of the armed forces, the heart of the profession of soldier. The conventional deterrence has always existed – if vis pacem para bellum. Two main mechanisms can discourage a potential opponent. The first is the threat of retaliation, also known as deterrence by punishment. The second mechanism consists in persuading him of the impossibility, or at least of great practical difficulty, of achieving his immediate objectives, thus prompting him to give up not for fear of the consequences of his action, but due to his low chances of success. The guarantee of sovereignty, independence and state unity, the territorial integrity of the country and constitutional democracy is the most fundamental task of the armed forces. It is, after all, the primary role of defending the land of the homeland when it is threatened. The most obvious expression of that is the concept of ensuring the capacity to implement defence plans drawn up at national level.

AbstractToday’s societies increasingly consist of members who migrated from other countries and regions, and their functioning depends heavily on integrating their diverse members. Interactions with the local population through social activities enhance integration. Despite its relevance, however, previous research has largely overlooked the role of the local population in social integration. This paper introduces an objective method for analyzing access to social activities. Switzerland includes diverse native groups, who differ in culture and language, and a high percentage of foreigners. Applications were sent by email to amateur Swiss football clubs, asking if it is possible to join a training session. The applications differed only in the contact name. Individuals with foreign names, as well as individuals with Swiss names from some other native groups, received significantly fewer responses. The findings are relevant for governing institutions and policy-makers. Researchers who study social integration may find the novel method used here of considerable interest.

Eine Übersicht der bestehenden Literatur weist auf Unsicherheiten bezüglich der spezifischen Rolle der Pflegenden in der Rehabilitation von Hirnschlagpatientinnen und -patienten hin. Es existieren zwei unterschiedliche Begrifflichkeiten für die Rolle der Pflegenden, keine davon bezieht sich auf spezifische Rehabilitationsziele oder Patientenergebnisse. Ein anfänglicher theoretischer Beitrag der Rolle der Pflege in der Genesung vom Hirnschlag wird als Struktur unterbreitet, um die therapeutischen Aspekte der Pflege im Koordinieren, Erhalten und Üben zu vereinen. Bestehende Literatur untermauert diesen Beitrag. Weitere Forschung ist jedoch notwendig, um den spezifischen Inhalt und Fokus der Pflege in der Genesung bei Hirnschlag zu entwickeln.

This article explores the role of visuality in the identity politics of fin-de-siècle Catalonia. It engages with the recent reevaluation of the visual, both as a source for the history of modern nation-building, and as a constitutive element in the emergence of civic identities in the liberal urban environment. In doing so, it offers a reading of the mutually constitutive relationship of the built environment and the print media in late-nineteenth century Catalonia, and explores the role of this relation as the mechanism by which the so-called ‘imagined communities’ come to exist. Engaging with debates on urban planning and educational policies, it challenges established views on the interplay between tradition and modernity in modern nation-building, and reveals long-term connections between late-nineteenth-century imaginaries and early-twentieth-century beliefs and practices.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.Intisari: Berdasarkan Undang Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, Asas Keterbukaan adalah salah satu dari sepuluh asas yang menjadi dasar pelaksanaannya. Asas ini menjadi signifikan karena perannya yang kompleks dapat menimbulkan konflik dan sengketa. Artikel ini akan membagi pembahasan menjadi dua bagian: pertama, bagaimana implementasi yang seharusnya diterapkan pada prosedur pengadaan secara harapan, dan kedua, membahas mengenai realita yang terjadi di lapangan. Secara harapan pembahasan dilakukan dengan melakukan library research atau studi terhadap peraturan yang berlaku dan metode-metode atau prinsip perkembangan dari asas keterbukaan. Realitas di lapangan akan dielaborasi dari studi kasus mengenai permasalahan dalam pengadaan tanah. Hasil dari penelitian ini menunjukkan ada gap dalam implementasi asas keterbukaan antara harapan dan realitas di lapangan yang bersumber dari kelangkaan sumber daya/tanah, ketimpangan ekonomi dan asimetri informasi di antara para pihak yang terlibat. Tulisan ini menyimpulkan bahwa implementasi asas keterbukaan signifikan dengan peran informasi dalam pengadaan tanah.
