The purpose of the study was to determine and analyze the quality of service for issuing micro business license recommendations and their constraints at the Lae Parira sub-district office, Dairi Regency. The research method used in this research is descriptive qualitative method, which is a method that only describes situations and events that aims to systematically describe the characteristics of a population or certain fields in a factual and accurate manner without looking for or explaining a relationship. The results of the study found that the quality of service for issuing recommendations for micro business licenses at the Lae Parira District Office of Dairi Regency was still not good. This can be seen from the complaints of the public or micro business actors who require licensing recommendations so that the general public has a negative view or picture of the agency. The constraint factors faced in improving the quality of services for issuing recommendations for micro business licenses are: the presence of officers who seek to obtain personal benefits from the licensing recommendation service process, employees do not try to avoid a negative public image of the institution so that many people are reluctant to deal with business administration, and lack of employee commitment to improving service quality so that employees tend to prioritize personal matters over service work to the community

The level of community satisfaction with services from the kelurahan is still relatively low, as can be seen from the many protests from the community against the kelurahan policy. This situation can be seen from the implementation of the work which is still slow so that most of the work cannot be completed on time. This study aims to determine what policies and constraint factors cause the less successful policy of Regent Regulation no. 6 of 2019 concerning Provision of Additional Income for Civil Servants in Central Tapanuli Regency in Improving Employee Performance in Sibuluan Indah Village, Pandan District. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study show that the TPP policy has not fully succeeded in improving the performance of employees in Sibuluan Indah Village, Pandan District, with the following recommendations: 1) that the Central Tapanuli Regency government needs to revise the TPP policy so that it is more detailed about the elements of performance appraisal, 2) Officials appraisers need to eliminate the influence of personal relationships in making assessments of the performance of subordinates, and 3) The government needs to pay attention to the payment of TPP funds can be made in a timely manner.

Research background: SMEs face financial constraints in their development, which limits their access to external funds, tightens their investment possibilities, and limits their growth. Much research effort has been devoted to understanding the nature and sources of this phenomenon. In sharp contrast to this, very little has been said about the role of these factors in explaining the default probability of these types of enterprises. Understanding such interrelationships could help to adopt policies to alleviate the situation of constrained SMEs and lower their default rates. Purpose of the article: This study analyses the role of financial constraint factors in SME defaults. This is done by utilising the financial constraint factors in a newly derived default prediction model. A comparison of the derived model and other SME default prediction models is carried out to assess the potential of financial constraints in the discrimination power of the model. Methods: In this study, we use the Cox semiparametric model, while leaving the baseline hazard rate unspecified and employing macroeconomic variables as explanatory variables. The discrimination power was addressed in terms of the area under the curve (AUC), resulting in out-of-sample testing. The DeLong test was used to compare the AUC of the created and analysed models. The model was estimated on a set of over 213,731 SMEs from 28 counties, covering the period 2014?2019. Findings & value added: It was found that adopting the financial constraint measures can explain the default of small and medium enterprises with high accuracy; however, they do not explain the default of micro enterprises.

The analysis was carried out using an interactive analysis model. The results of this study indicate that in the results of observations in the form of teaching and learning processes through WhatsApp Group and the results of interviews that have been conducted by researchers that physical education teachers in several schools that have been studied in teaching and learning activities during online learning are very limited and have not run optimally. There are constraint factors that make teaching and learning activities not run well, several obstacles to students that make teaching and learning activities less run optimally, such as students who do not have cellphones, lack of internet network, students who are lazy when learning, students who are bored and lack of enthusiasm during online learning, students who do not respond to the teacher during learning. The conclusion of this study is that the level of activity of physical education teachers in physical education learning during the COVID-19 pandemic in SMP/MTs throughout the District of Tanggungharjo has not run optimally..

Medical service pricing reform was considered as one of the focuses of China's remarkable health reform. This paper preliminarily assessed the roles of medical service pricing in the context of China's healthcare system. Specifically, we described the potential roles of medical service pricing in China and pointed out relevant challenges that emerged in practice as the result of reform-related activities. Multiple constraint factors that might have induced undesired outcomes were then recognized, including the excessive diversity and specialization of medical services, the price inelasticity of patients' demand, and the inadequate capability of both medical institutions and administrations. Finally, we provided policy recommendations to inform the ongoing medical service pricing reform in China from a long-term perspective.

By holding land registration, the parties concerned can easily find out the status of the legal status of the particular land they are dealing with, their location, area and boundaries. And also as a condition for the implementation of orderly land administration. The purpose of this study is to find out the legal arrangements regarding the process of registering land rights and ownership status in order to confirm legal certainty and how to implement, constraint factors and solutions to problems that occur in the community. This research uses normative legal research methods. The normative method is writing that uses primary materials or data. In normative legal research, library materials in the form of basic data which in the study are classified as secondary data. Secondary data can include primary legal materials, secondary legal materials and tertiary legal materials. The results of the study indicate that the legal arrangements regarding the responsibilities of the Batam City National Land Agency in the process of registering land rights have been carried out well by the Batam City National Land Agency in order to realize legal certainty for the people of Batam City. However, in carrying out their duties there are still obstacles in the process of registering land rights in Batam City because of the imbalance of authority with the Batam Concession Agency as the holder of land management rights in Batam City. So, the solution is expected to have special regulations regarding this so that the process of registering land rights in Batam City can run in accordance with the laws and regulations.

Insurance is a mechanism of protection or protection from the risk of loss by transferring the risk to another party. Sometimes a product that has just emerged becomes a product that is superior in terms of sales, so that interest in a product is not absolutely measured from the year the product was released. The constraint factors include the marketing of the product when it was launched. Offering products with low premiums along with the benefits that customers want. However, insurance companies still have difficulty in classifying superior products that are in great demand by prospective customers. For this reason, a technique for grouping insurance products is needed to make it easier for companies to see superior products and choose products that suit the needs of their customers. Analyzing and processing data using the K-Means method in the clustering of insurance products is the aim of this study. The application of the K-Means algorithm is to help calculate the purity value from the results of the clustering carried out so that the clustering of insurance products is in accordance with the needs of its customers. The application of the K-Means method with clustering techniques for data mining produces information on insurance products that are more attractive to potential customers. This is very appropriate in grouping data types because it is easier to implement and its application can filter quickly and precisely. Calculations using the K-Means method with a data sample of 55 customers obtained 3 clusters, namely cluster 1 for fire insurance which has 30 customers, cluster 2 for accident insurance 24 people and cluster 3 for health insurance 1 person.
