It is fundamentally important for Ukraine to overcome the imbalance in the development of regions, including Zaporizhzhia region. Its innovative development is possible only through the formation and implementation of educational and scientific potential. Therefore, the article aims to analyze the state of education and science in the Zaporizhzhia region and justify the need to develop a program for their development. The object of research is the educational and scientific potential of Zaporizhzhia region. The analysis of the state of secondary education was carried out based on the results of the independent external evaluation in comparison with the results of the independent external evaluation in the whole country. Thus, it was found out that: a significant proportion of school graduates did not exceed a certain minimum threshold; less than 20% received a high level of assessment (160-200 points) in most subjects; the share of pupils who make IET in such important disciplines as physics, chemistry decreases; the share of tests with high scores in Ukraine is higher than in Zaporizhzhia region. The rating of Zaporizhzhia region according to the state of secondary and professional education is decreased in 2013–2016 from 3rd to 6th place. Changes in the state of higher education concerned a decrease in the number of applicants and the number of institutions. In general, Zaporizhzhia region has a satisfactory innovation potential, but obstacles to its implementation are insufficient funding for research, scientific passivity of young people, as well as a decrease in human resources in the scientific field. The development strategy of the region defines the general directions of development of the education system, but the achievement of its real development requires the specification of measures in the relevant program. The program should pay attention to the modernization of material, technical and educational base of schools, ensuring full staffing of schools with highly professional teachers, improving their skills and material incentives, support and development of STEM education.

Penelitian ini bertujuan untuk mengetahui strategi pengembangan profesionalisme tenaga pendidik di madrasah, penelitian ini adalah penelitan diskriptif kualitatif yang mencoba mengeksplorasi makna profesionalisme pendidik sebagai langkah mengembangkan mutu madrasah dengan menyesuaikan tujuan pendidikan. Dalam penelitian ini melihat guru sebagai kunci atau figur sentral dalam penyelenggaraan pendidikan atau peningkatan mutu pendidikan madrasah, yang memiliki posisi yang sangat strategis bagi seluruh upaya reformasi pendidikan yang berorientasi pada pencapaian kualitas murid dan persekolahan. Hal ini disebabkan, pada era globalisasi yang makin masif dan ekstensif ini, tanpa didukung oleh sumber daya manusia (SDM) yang berkualitas, suatu Negara akan tertinggal jauh. Tolak ukur pengembangan Sumber Daya Manusia menjadi prioritas yang sangat urgen dalam pembentukan kepribadian bagi setiap Negara. Dalam menghadapi persaingan sosial, ekonomi, tekhnologi, dan kemanusiaan, semakin bereskalasi secara massif, Maka persyaratan kemampuan yang diperlukan orang untuk melakukan pekerjaan semakin meningkat, dimulai dari pengetahuan, ketrampilan, dan sikap. Dari sinilah, tuntutan akan perlunya profesionalisme dalam bekerja bagi seorang tenaga pendidik sangat dibutuhkan untuk memacu keberhasilan peserta didiknya. Betapapun baiknya kurikulum yang dirancang para ahli dengan ketersediaan peralatan dan biaya yang cukup sesuai dengan pendidikan, namun pada akhirnya keberhasilan pendidikan secara professional terletak ditangan guru. This study aims to determine the development strategy of the professionalism of educators at the school, this research is descriptive qualitative research that tries to explore the meaning of professionalism of teachers as a step to develop the quality of Islamic education by adjusting educational purposes. In this study, the teacher is a  key or central figure in education or improving the quality of Islamic education, which has a very strategic position for all reforms oriented educational attainment of pupils and the quality of schooling. This is because, in the era of globalization, is more massive and this extensive, unsupported by human resources quality, A State would be left far behind. The measurement of the development of human resources is a priority that is extremely vital in the formation of personality to any State. In the face of social, economics, technology competition, and humanity, increasingly escalated massively, then the requirements of the capabilities required to do the work increased, starting from the knowledge, skills, and attitudes. So  "professionalism in the works" for the educators is needed to spur the success of learners. The deepening of economic reforms in Uzbekistan is closely linked to the strengthening of macroeconomic stability and the maintenance of high rates of economic growth and competitiveness, the continuation of institutional and structural reforms to reduce the presence of the State in the economy, and the further strengthening of the protection of rights and the priority role of private property, as reflected in the Development Strategy for 2017-2021.

This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation. Development of a territorial community requires efficient use of its capacity taking into account all possible aspects in the course of elaboration and implementation of the development strategy and other local legal and regulative documents. The approach is directly related to maintaining the living activity of a territorial community and should correspond to the interests of population and European standards of state regional policy. In addition to the definition of a community provided by the Law of Ukraine “On Local Governance in Ukraine”, there are also some other. For example, some authors understand territorial community as a single natural and social entity that operates in spatial boundaries of a state and realizes daily needs and interests of population. The paper aims to analyze legal and regulative foundation of the development of territorial communities in conditions of decentralization. The authors analyze current condition of legal and regulative maintenance of local governance reforming in Ukraine in conditions of decentralization of authorities. The paper argues that the major elements of management strategy in CTCs in Ukraine are independence, efficiency, management innovations, quicker and more substantiated decision-making and everything to meet the needs of community’s residents. Management of this sector is grounded on the principles of the provisions of European Charter of Local Self-Government that provides for decentralization of authorities and transfer of resources and responsibilities to local governments. Liabilities of local governments (of consolidated territorial communities) and the mayors are analyzed. The authors prove that in general legal provision of decentralization of local governance corresponds to European requirements and creates reliable ground for practical stage of the reform. The list of issues that require further legal regulation is outlined.

The article analyzes the structural guidelines for the modernization of the domestic agricultural machinery industry, which are formed in the aspect of a new development model; some types of machine-building products that are innovative in nature. Separate tasks of digitalization for the development of production of unmanned vehicles are considered. It is concluded that in order to seriously promote the structural modernization of agricultural machinery enterprises, it is necessary to give priority to the development strategy of enterprises, which should be based on clear development guidelines for the long-term period.
