Penelitian ini bertujuan untuk mengetahui strategi pengembangan profesionalisme tenaga pendidik di madrasah, penelitian ini adalah penelitan diskriptif kualitatif yang mencoba mengeksplorasi makna profesionalisme pendidik sebagai langkah mengembangkan mutu madrasah dengan menyesuaikan tujuan pendidikan. Dalam penelitian ini melihat guru sebagai kunci atau figur sentral dalam penyelenggaraan pendidikan atau peningkatan mutu pendidikan madrasah, yang memiliki posisi yang sangat strategis bagi seluruh upaya reformasi pendidikan yang berorientasi pada pencapaian kualitas murid dan persekolahan. Hal ini disebabkan, pada era globalisasi yang makin masif dan ekstensif ini, tanpa didukung oleh sumber daya manusia (SDM) yang berkualitas, suatu Negara akan tertinggal jauh. Tolak ukur pengembangan Sumber Daya Manusia menjadi prioritas yang sangat urgen dalam pembentukan kepribadian bagi setiap Negara. Dalam menghadapi persaingan sosial, ekonomi, tekhnologi, dan kemanusiaan, semakin bereskalasi secara massif, Maka persyaratan kemampuan yang diperlukan orang untuk melakukan pekerjaan semakin meningkat, dimulai dari pengetahuan, ketrampilan, dan sikap. Dari sinilah, tuntutan akan perlunya profesionalisme dalam bekerja bagi seorang tenaga pendidik sangat dibutuhkan untuk memacu keberhasilan peserta didiknya. Betapapun baiknya kurikulum yang dirancang para ahli dengan ketersediaan peralatan dan biaya yang cukup sesuai dengan pendidikan, namun pada akhirnya keberhasilan pendidikan secara professional terletak ditangan guru. This study aims to determine the development strategy of the professionalism of educators at the school, this research is descriptive qualitative research that tries to explore the meaning of professionalism of teachers as a step to develop the quality of Islamic education by adjusting educational purposes. In this study, the teacher is a  key or central figure in education or improving the quality of Islamic education, which has a very strategic position for all reforms oriented educational attainment of pupils and the quality of schooling. This is because, in the era of globalization, is more massive and this extensive, unsupported by human resources quality, A State would be left far behind. The measurement of the development of human resources is a priority that is extremely vital in the formation of personality to any State. In the face of social, economics, technology competition, and humanity, increasingly escalated massively, then the requirements of the capabilities required to do the work increased, starting from the knowledge, skills, and attitudes. So  "professionalism in the works" for the educators is needed to spur the success of learners. This aims of the study are finding the development strategy in the tourist area of the Dlundung waterfall to be excellent destination in Mojokerto. This is a descriptive qualitative research. Data collection techniques are observation, interviews, questionnaires, and documentation. Data will be analyzed by SWOT method. Strategies have been found is the increased promotion of the natural beauty of waterfalls and campgrounds, additional facilities of outbound and painball, repair and improvement of facilities, road improvements, additional services and hours of operation of public transport, improving the quality of human resources of tourism, Perhutani reports the condition of the campground to Disparta about prioritized apparatus intensively, Perhutani and Disparta give an opportunity for investors to benefit location of the campsite, ask for the role of local communities in improving the security of tourism, Perhutani maintains the cleanliness and comfort of the facilities at tourist sites, increasing community empowerment in troubleshooting facilities and accessibility. The article analyzes the conditions under which modern universities function. The main performance criteria of the university are considered. The article describes the requirements for the quality of human resources of the university at present time. the key characteristics quality are analyzed: competence, competitiveness, engagement. It has been established that the competence of the teacher should be consistent with the development strategy of the university. Over the competitiveness influences the individual achievement. Engagement has a direct impact on the effectiveness of the work of the university. The approaches to the formation of a system of performance indicators lecturer are defined. It was determined that the requirements depend on state policy in the field of higher education and the strategy of the university. It was found that a mechanism of quality management of human resources at the university is necessary.

Indramayu regency has a great potential in renewable fisheries. It is expected that this fisheries subsector continues to grow and become a strategic sector in the development of Indramayu regency. The objectives of this research were: (1) to identify the role of the fisheries subsector in the economy of the region and its links with other sectors in Indramayu regency, (2) to learn about the level of development of the regional development of fisheries sub-sector in Indramayu regency based on the conditions of facilities and infrastructure, and (3) to find out the perception of stakeholders in determining development priorities for the fisheries sub-sector as well as to formulate a strategic direction in the development of the fisheries subsector in Indramayu regency. Input-Output analysis showed that the fisheries subsector had not been included in the strategic sector because it had weak inter-sectoral linkages and low multiplier effects of the total economy in Indramayu Regency compared to other economic sectors. Schallogram analysis showed that six sub-districts in the region of hierarchy III were feasible to develop. According to the stakeholders, the priority of fisheries subsector development in Indramayu Regency was the development of aquaculture activities (42.04 %) in terms of improving the quality of human resources (33.66 %). In the development strategy of the fisheries subsector of aquaculture activities in Indramayu regency, priorities should be in the development of existing resources (Natural Resources, Human Resources, Artificial Resource / Infrastructure, Institutional, Technology and Capital) to achieve sustainable development.

The success in the development of national education sector needs to be supported by the various components and elements that exist in the education system. One of the most important elements in the education system is the availability of qualified human resources. Organizationally, the factor of human resources has a strategically important position in addition to other educational factors. This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

It is necessary for Islamic educational institutions to have the power of changing themselves to be able to take part in determining the ideal and success of national education. Precisely, today, Islamic educational sys­tem is perceived weak and powerless in the dynamic of social changes have been occurring in the society. Even, this situation, it is frequently assumed as the burden of national education. Why can it be so? Aren't Islamic educational providers are also referring to the only one Law, that is, Law Number 20 year 2003 regarding National Educational System? What is wrong with Islamic education ? How is the quality of human resources of these providers? This article tries to answer those questions. This article also deals with analogue of Islamic Education as a subsystem of national education with family system in Islam. Fam­ily is a system. Child is a subsystem of the family. The more the child is matured and independent the better his/her family is.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

The study aims to determine Development Strategy the potency of the Tunda Island as a tourist attraction in the Serang Regency, Banten Province. How the development of appropriate strategy to overcome obstacles in the development of Tunda Island Coast region as a Marine Tourism attraction in Serang Regency, Banten Province. This study was conducted to determine the Tunda Island as a marine tourism destination Serang Regency were reviewed by using SWOT analysis. This study uses quialitative research methods with data collection techniques such as interviews, observation, and documentation studies. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Meanwhile the threat faced by Tunda Island is currently the operation of sand miners and the lack of attention from the local government.   Keywords: Development Strategy, Tunda Island, Marine Tourism

To provide a good level of the quality of life of the city inhabitants, it is indispensable to follow sustainable development strategy, allowing to create social capital. This is important especially for local authorities, which should govern society by cooperating with them. Therefore, the main purpose of the article is to present implementation process and its conditions of the sustainable development strategy within the structures of local government units in Poland. Analysis is based on the authoress’ own qualitative research conducted in four voivodships in the Southern of Poland.
